Shafaq News/ A source in the coordination framework said, on Tuesday, that the framework will officially present the name of the head of the State of Law coalition, Nuri al-Maliki, as a candidate for the position of prime minister during the next meeting of the framework and the forces allied with it.

The source told Shafaq News Agency, "It is hoped that the leaders of the coordination framework will hold an important meeting in the coming days to discuss a number of files, including the nomination of candidates for the presidency of the next government, where (Al-Maliki) will be presented as an official candidate for the position within the corridors of the framework, in addition to submitting other names from The same Shiite alliance, and thus the leader of the state of law officially enters the list of competition for the government, and that the objections to the latter are almost non-existent now.

He pointed out that "the meeting to be held will include registering the names and signatures of the deputies involved in the framework to form the largest parliamentary bloc to ensure the holding of a parliamentary session with a full quorum after the end of the Eid holiday to announce the largest bloc in addition to the election of the President of the Republic, where the matter was discussed with the Kurdish leaders to resolve their candidate for the presidency."

The source added that "the political movement within the framework is very accelerating to form a strong government capable of meeting the requirements of the Iraqi street in general."

The leader of the State of Law coalition, Muhammad al-Sihoud, told Shafaq News earlier, "The last meeting of the State of Law coalition, in which it was agreed to nominate the leader of the coalition, Nuri al-Maliki, for the position of Prime Minister, according to the criteria and mechanism proposed by the coordinating framework in the personality of the candidate for the position Prime Minister".

Al-Sihoud explained, "The Al-Fateh bloc has not submitted any candidate so far, and we are waiting for the opening of the nomination door from within the largest parliamentary bloc represented by Shiite deputies, so that the candidate will be elected within the bloc, as happened in 2005 when the United Iraqi Alliance opened the door for nomination for all From Ibrahim Al-Jaafari, Adel Abdul-Mahdi and Ahmed Chalabi, so that Al-Jaafari will be elected and win the elections.

Since the Sadrist bloc’s representatives submitted their resignations from the Iraqi Council of Representatives and the withdrawal of the Sadrist movement’s leader Muqtada al-Sadr from the political process, the coordinating framework has addressed the task of forming the new government and entered into internal negotiations and dialogues with other political forces, but until now no formal announcements have been made about reaching understandings between the two parties. The blocs lead to the formation of the government.

Shafaq News/ A source in the Al-Fateh Alliance led by Hadi al-Amiri revealed this evening, Tuesday, that the latter will not participate in the new government unless a president is chosen for it who is accepted by the Kurds, Sunnis and the Sadrist movement, threatening to withdraw from the political process and join the camp of the movement's leader Muqtada al-Sadr.

This comes in conjunction with the confirmation of a source in the coordination framework, that the name of the head of the State of Law coalition, Nuri al-Maliki, will be presented as a candidate for the position of prime minister during the next meeting of the framework and the forces allied with it.

The source told Shafaq News Agency, "The Secretary-General of the Badr Organization, the leader of the Al-Fateh Alliance, Hadi Al-Amiri informed the leadership of the coordination framework that he may not participate in forming the new government if the mechanism and specifications of the candidate for the position of Prime Minister are not agreed upon."

And he indicated that "the Badr parliamentary bloc informed the framework leadership that one of the conditions that must be met by the coordination framework candidate for the position of prime minister, is that he be accepted by the Sunni and Kurdish political blocs, especially the Sadrist movement, despite their withdrawal from the political process."

The source added, "The Badr bloc, which has 16 deputies out of 34 in the Al-Fateh Alliance, may join the Sadrist movement and withdraw from the political process if the General Authority for the Coordination Framework does not agree on the personality of the prime minister."

Earlier today, a source in the coordination framework told Shafak News Agency, "It is hoped that the leaders of the coordination framework will hold an important meeting in the coming days to discuss a number of files, including naming candidates for the presidency of the next government, where (Al-Maliki) will be presented as an official candidate. For the position within the corridors of the framework, in addition to submitting other names from the same Shiite alliance, and thus the leader of the state of law officially enters the list of competition for the government, and that objections to the latter are almost non-existent now.

He pointed out that "the meeting to be held will include registering the names and signatures of the deputies who are part of the framework to form the largest parliamentary bloc to ensure the holding of a parliamentary session with a full quorum after the end of the Eid al-Adha holiday to announce the largest bloc, in addition to electing the President of the Republic, where the matter was discussed with the Kurdish leaders to resolve their candidate for the presidency." .

Since the Sadrist bloc’s representatives submitted their resignations from the Iraqi Council of Representatives and the withdrawal of the Sadrist movement’s leader Muqtada al-Sadr from the political process, the coordinating framework has confronted the task of forming the new government and entered into internal negotiations and dialogues with other political forces, but until now it has not been officially announced that understandings have been reached between the two parties. The blocs lead to the formation of the government.

The “Coordination Presidencies” meeting exposes the differences over Al-Maliki’s ambition for a third term
Baghdad / Tamim Al-Hassan

The last meeting of the "coordinating framework" exposed what the wing of Nuri al-Maliki, the leader of State of Law, tried to cover up during the past two weeks.

Despite the presence of most of the presidencies in the meeting that took place on Monday evening, the positions that emerged after the meeting revealed the state of confusion within the Shiite bloc.

The "Coordination" has been experiencing successive crises since Muqtada al-Sadr, the leader of the Sadrist movement, left the government formation process.

Sources close to the "coordinating framework" spoke to (Al-Mada) about the atmosphere of the last meeting that took place in Baghdad, stressing that "nothing new came and the same previous differences emerged."

In a statement following the meeting, Haider al-Abadi, the leader of the victory coalition, exposed the differences within the "coordinating framework", waving to boycott if a "moderate" government was not formed.

Al-Abadi said in a tweet on his Twitter account, “The political division, and the political, economic and sovereign challenges, require a moderate governance equation that defuses crises and is widely accepted, and a capable and efficient national government for a specific stage to reform the economy, provide services and provide job opportunities.”

He added, "Otherwise, we are not with it and we will not be part of it, because it will complicate the crisis and lead us to the unknown."

Al-Abadi's tweet reveals, according to informed sources, "the continued dominance of al-Maliki's wing within the framework, which advocates that the latter be the head of the next government for a full 4 years."

Opinions within the "Coordination Committee" had emerged after "Al-Sadr's retirement," like Ammar Al-Hakim, the leader of Al-Hikma, and Al-Abadi, calling for an "interim government" and "early elections" to avoid provoking the Sadrists.

After the last meeting, the "coordinating framework" came out with a statement in which it reiterated the previous demands, including the call of the Kurdish forces to resolve the presidential candidate.

The framework stated that its periodic meeting was “in the presence of all the leaders and heads of the political blocs affiliated with it,” noting that “during the meeting, many developments in the political arena, and the latest developments and issues related to the procedures for forming the largest parliamentary bloc and the work of the committees recently formed by the framework related to the ongoing dialogues with The political forces, preparing the government program that meets the aspirations of the Iraqi people, defining criteria and mechanisms for selecting the prime minister and ministers in proportion to the importance and sensitivity of the stage, and setting decisive times for that.”

The participants stressed, according to the statement, the importance of stabilizing the political process through the formation of a harmonious government capable of meeting the demands of all Iraqis without exception.

The leaders of the framework called on the Kurdish forces to unite their efforts and work to resolve the presidential candidate for the purpose of completing the rest of the constitutional benefits.

Informed sources had earlier described the meetings being held by the "coordinating framework" for "drinking tea," referring to the lack of agreement and final settlement of differences.

Throughout the 9-month political crisis, the "Coordination Committee" kept repeating the same demands to form a "large Shiite bloc" through multiple and reproduced initiatives without reaching a result.

After the decision to withdraw the Sadrist bloc from parliament, Maliki found the way open for him to renew his previous desire to obtain a third term.

Before the last meeting, the leader of the State of Law coalition tried to flirt with the "Sadrists" through a tweet he posted on "Tension", in which he hinted that the next government would not rule out even the "withdrawals."

Al-Maliki said in the tweet that “the next government should be a government that sends a message that it is a service to all Iraqis and that it will not be exclusionary, marginalizing or abolition of any party that participated in the political process and participated in the elections or did not participate and those who remained in it or withdrew from it.”

The "frameworkers" fear that the Sadrist movement will move the street against them, especially with the announcement of the Sadrist movement's leader Muqtada al-Sadr to hold a unified prayer after the upcoming Eid holiday, which coincides with the resumption of political forces' dialogues to form a government.

Bumps in the way of understandings

A leader in one of the Sunni parties said in an interview with Al-Mada that: "There are many bumps in the path of dialogue between the Sovereignty Alliance and the coordination framework, the most important of which is the absence of guarantees."

The "coordinating framework" had recently formed a negotiating committee with the "sovereignty" and the Kurdistan Democratic Party to form the government.

Regarding those bumps in the way of negotiations, the leader, who asked not to be named, points out that “the file of the armed factions that are spread in Anbar, Diyala, Salah al-Din and Mosul is one of the obstacles, in addition to doubts about the overthrow of Parliament Speaker Muhammad al-Halbousi after the formation of the government.”

In the latest chapter of the differences between the Sunni forces and the "Coordination", the "Sovereignty Alliance" issued an angry statement about the attack on one of its representatives in Diyala, after its demand to withdraw the "crowd" from the province.

The coalition said that the attack on the office of MP Raad Al-Dahlaki, head of the coalition in Diyala province, was a dangerous act that does not bode well for partnership, balance and the logic of a state.

The coalition called on the political forces to put an end to these "uncontrolled groups" so that they would not be a substitute for state institutions and the law that everyone rules over.

In its statement, the coalition announced, "the formation of a legal team that will follow all official methods to hold those involved and those who fail to protect the people's representatives accountable."

Demonstrators had closed al-Dahlaki's office in Diyala and raised the banner of the Popular Mobilization over the building, against the background of the deputy's statements to expel the crowd forces from the Sunni provinces.

Returning to the Sunni leader, he says: "There is information that the coordinating framework will replace al-Halbousi with Representative Mahmoud al-Mashhadani - a leader in the Azm coalition, the partner of the coordinating framework - so the sovereignty is looking for guarantees."

On the other hand, the leader, a former deputy, explains that: “The Kurdistan Democratic Party is also afraid that the coordinating framework will not adhere to its commitments, and it is afraid that the latter will move all the factions of the crowd and the security services against it in the event of any disagreement.”

The former representative of the Badr Organization, Hamid al-Moussawi, had threatened in a previous television interview, Kurdistan to mobilize against them "six brigades of the crowd," saying that they are on the borders of the region if the Kurds refuse to participate in the government.

Anouz said in an interview with his colleague Hisham Ali, followed by "Nas" (6 July 2022), that "the election law is the essence of the political process and the amendment and change in the electoral law did not reach the committee by any party."

He added, "If there is a real desire to legislate a new election law, it must be consistent with the nature of the parliament's tasks, and we are facing priorities, which are electing the president and ministers."

He pointed out that "if the dissolution of Parliament leads to the stability of society, we support that step."

He stressed that "the framework forces must realize their responsibility to establish a political majority government and assume this responsibility by forming the largest bloc, and there are directions and proposals to amend the electoral law," noting that there are 5 names proposed to occupy the position of the first deputy speaker of the House of Representatives.

The political forces participating in the parliament session last Thursday issued a joint statement after the extraordinary session, during which the coordinating framework announced its move towards a government of partnership, consensus and balance.

And Representative Ahmed Al-Asadi published the text of the joint statement in the name of "the political forces participating in the parliament session for today, June 23, 2022." It stated:

Realizing the importance of the stage our dear country is going through, the parliamentary blocs held an emergency session to take actual steps to address the effects left by the march of previous years and the tribulations and crises that the country was subjected to, the terrorism of al-Qaeda and ISIS, the most dangerous of which was on the security, safety and stability of Iraq, which the Iraqis faced with courage and dedication and achieved a great victory. On terrorism and noting the circumstances and events that Iraq and the region are going through, and the need to achieve security and stability, provide services and work to restore hope to the dear Iraqi youth, and based on all of the above, the political blocs are committed to working seriously and urgently to form a national service government that fulfills the desires and needs of our citizens in accordance with the principle of balance, consensus and partnership Commitment to the constitution, respecting official institutions, emphasizing the resolution of differences between the federal government and the Kurdistan Regional Government in accordance with the constitution and the law, legislating the oil and gas law in accordance with the constitution, and following up on the reconstruction of the liberated areas, the sacrificed areas, and the poorest.

"The political forces pledge to work to remove all manifestations of injustice, deprivation, address the increase in poverty, provide job opportunities and ensure a decent life for our citizens," the statement added.

He added, "The political forces are aware of the importance of this stage and seek solutions to meet the challenges and urgently. The political forces participating in the government bear full responsibility for the performance of the next government and to provide the requirements for its success. All political forces stand with imposing the prestige of the state on everyone and stopping abuses of the law and all." its problems.

He concluded by saying, "We had always hoped that our brothers in the Sadrist bloc would always be among us, and we would work together to achieve a joint government program that would reflect positively on the people, and we have no choice but to respect their decision and appreciate their position."

The rule of law: There are two ways to choose the prime minister

Baghdad - people

On Wednesday, Baha Al-Din Al-Nouri, spokesman for the State of Law coalition, spoke about the coordination framework mechanism through which the next prime minister will be chosen.

Al-Nouri said in an interview with his colleague Sahar Abbas, followed by "Nas" (July 6, 2022), that "any name of the prime minister was not presented in the coordination framework, and the latter is coherent and has two ways to bring the prime minister, either by consensus from within or outside the framework, or it is One of the coordinating framework's deputies," while noting that "Nuri al-Maliki's nomination for prime minister was in a special meeting of the rule of law."

He added, "We know for the first time with certainty that the government that will be formed will be known to the father and not like other governments. We want a government that will be launched according to a clear vision. Whoever wants to participate in the government must wear the mantle of the government and say I am part of it and defend the government and legislate laws for it and be a wall of defense." At the same time, he will hold her accountable in the event of a default.”

He continued, "The form of government will be service-oriented despite the challenges and the collapsed economic and security situation."

The head of the State of Law coalition, Nuri al-Maliki, said, earlier, that the next Iraqi government should not be "exclusionary" or "marginalizing" for any party that contributed to the political process in the country.

Al-Maliki stated in a blog post, followed by "Nass" (July 4, 2022), that "the next government should be a government that sends a message that it is service to all Iraqis and that it will not be exclusionary, marginalizing or abolition for any party that contributed to the political process and participated in the elections or did not participate and whoever remained." in or withdraw from it.

The deputy of the Kurdistan Democratic Party, Sherif Suleiman, confirmed, earlier, that the dialogues are continuing with the coordinating framework, while indicating not to "waive" the position of the Presidency of the Republic.

With regard to the position of the Presidency of the Republic, he explained: "There is never a waiver of the Presidency of the Republic, and at the same time we are brothers in the true sense of the word, and the owners of one cause, and we must agree and work with each other."

He added, "But the Kurdistan Democratic Party never accepts the imposition of wills, and the matter is entrusted to the political agreements that will take place after Eid."

Earlier, the leader of the Patriotic Union of Kurdistan, Mullah Bakhtiar, presented an analysis of the coordinating framework statement, indicating that there is no absolute support for his party's candidate for the presidency.

Mulla Bakhtiar said in statements, followed by "Nas", (July 5, 2022), that "the Kurdish framework statement is understood from the necessity of resolving the presidential candidate between the Patriotic Union of Kurdistan and the Kurdistan Democratic Party at least," noting that "the only candidate supported by the Union for the presidency is not a candidate." alone for the frame.

He added, "With the changes in the seats in Parliament, the framework is still unable to provide 220 seats to choose the president. This is the reason that is soft with the Kurdistan Democratic Party, so that they can win it with the Sunnis!"

He continued, "They are all worried about mid-July and the possibility of the situation being detonated by al-Sadr."

And he added, "Have mercy on your grave, Churchill, for saying: There is no permanent friendship or enmity in politics. But a permanent interest!"

The participants stressed, according to the statement, "the importance of stabilizing the political process through the formation of a harmonious government capable of meeting the demands of all Iraqis without exception."

The leaders of the framework called on the Kurdish forces to "unify their efforts and work to resolve the presidential candidate for the purpose of completing the rest of the constitutional benefits."

Will the coordination framework succeed in forming the new Iraqi government?
The negotiations that began after the withdrawal of the Sadrist bloc from the political scene did not achieve any progress

Parliamentary blocs and Iraqi political forces are still far from agreement (AFP)

The negotiations, which began after the withdrawal of the Sadrist bloc from the Iraqi political scene , between the coordination framework and the other political blocs did not achieve any progress to agree on candidates for the presidency of the republic and the government.

The two Kurdish parties, the Kurdistan Democratic Party and the Patriotic Union , are still far from any agreement regarding a single candidate to enter the presidential election session, as differences persist, especially since the Democratic Party refuses to nominate the outgoing president, Barham Salih, for a second term.

written undertakings

The absence of agreement between the coordination framework on the one hand and the Sovereignty Alliance and the "Kurdistan Democratic Party" on the other hand hinders the formation of the government , especially since the framework's approval of some demands of the alliance and the "Kurdistan Democratic Party" may lead to its disintegration.

The Sovereignty Alliance, which is one of the Sunni forces, stipulated to participate in the government the approval of the coordination framework to withdraw the Shiite factions and militias from the areas liberated from ISIS, the issuance of a general amnesty law, the return of the residents of Jurf district, north of Babil, and the removal of the armed factions from it.

Shiite factions spread in large areas of the provinces of Kirkuk, Salah al-Din, Anbar and Nineveh, and are accused of involvement in acts of violence.

In October 2014, the Iraqi forces and Shiite factions expelled ISIS militants from Jurf al-Sakhar, and as a result of those battles, the population was displaced to other areas in the provinces of Babil and Anbar. These factions and most Shiite parties reject any return of the residents of the district, on the pretext that it may return as a springboard for ISIS to launch attacks targeting the road linking Baghdad to Karbala.

oil and regions

The Kurdistan Democratic Party also stipulated that the coordinating framework should implement Article 140 of the Iraqi constitution, concerning the disputed areas in Kirkuk, Nineveh, Diyala and Salah al-Din, freeze the Federal Court's decision to consider the export of oil from the region illegal, enact a new oil and gas law, and confirm balance and partnership in the management of the state.

On February 15, 2022, the Federal Supreme Court of Iraq issued a ruling declaring the unconstitutionality of the Oil and Gas Law of the Kurdistan Regional Government, issued in 2007, and repealing it for violating the provisions of constitutional articles, as well as obligating the region to hand over oil production to the federal government.

The court stated, in a statement, that the decision included obligating the regional government to hand over the entire oil production from the oil fields in the region and other areas, from which the Ministry of Natural Resources in the Kurdistan Regional Government was extracting oil, and handing it over to the federal government represented by the Iraqi Ministry of Oil, and enabling it to use Its constitutional powers regarding oil exploration, extraction and export.

blocking third

The director of the "Iraq Center for Strategic Studies", Ghazi Faisal, believes that "the demands of the Kurds and the alliance of sovereignty are among the most important challenges that will face the coordinating framework in forming the government," noting that "the two blocs may constitute a disabled third."

Faisal adds that "the leader of the Sadrist movement, Muqtada al-Sadr , will not put obstacles in the matter of forming the government and electing the president of the republic, but he is aware that there are major challenges that will face the formation process at the level of disagreement within the Kurdish house or differences within the coordination framework."

He points out that "the most important of these challenges is the pressures on the coordination framework with the expulsion of armed battalions from the areas and governorates liberated from ISIS, including Jurf al-Sakhr, in addition to the file of the disappeared and the equitable distribution of wealth and other conditions of the alliance of sovereignty," adding that "these challenges will impede the emergence of A government in the short term, and it will continue to accompany the current situation and become increasingly complex.”

The Shiite house is divided

Faisal stated, "Al-Sadr is waiting for the government to commit major mistakes that contradict popular demands for change and reform, confronting the political and financial corruption class, and addressing the agricultural situation, pollution, desertification, energy, electricity and security."

And the dispute between the Kurdish forces. Faisal says, "The dispute within the Kurdish house can be resolved by putting forward two names, and the House of Representatives has the option to choose a name from them," pointing out that "the problem is in the Shiite house that is not united as it was in 2006, especially after the Sadrist movement left the political process, He holds the majority of seats in Parliament.

Faisal continues, that "there are Kurdish demands related to the oil and gas law and the disputed areas and the violations that the region is subjected to by bombing with Katyusha missiles and drones," stressing that "these demands are considered existential and must be resolved and a serious program adopted to achieve them."

Kurdish disputes and the dispersal of the Sunnis

turn. Essam Al-Faili, professor of political science at Al-Mustansiriya University, says that "the differences between the Kurds, and the disagreement of the Sunnis among them, may hinder the formation of the government during the coming period."

Al-Faili added, "There is a gap between the PYD and the Democratic Party because the former adheres to Barham Salih as President of the Republic, despite the Democrat's proposal to have a compromise candidate." He has this problem.

He considers that "the president of the National Union, Bafel Talabani, is trying to bring himself to the fore of the political scene and adheres to Barham Salih as a candidate for the union," stressing that "the union's desire to obtain the position of President of the Republic is to prove the existence of it."

And regarding the Sunnis and their alliance with the framework. Al-Faili says, "Iran may put pressure on the coordination framework because there are real concerns about the Sovereignty Alliance, and there are real fears of dissolving the Sunni component at this stage," recalling the incident of the attack by elements of the Shiite factions on the office of the representative of the Sovereignty Alliance, Raad Al-Dahlaki, in the city of Baqubah. Diyala Governorate, the capital of Diyala Governorate, and they closed it against the background of its demand to expel the "Popular Mobilization" from the cities of Diyala Governorate during a television interview, accusing it of supporting ISIS.

Prominent Candidates

Al-Faili points out that "there are two forces that abide by the order of their leaders, the Sadrist Movement and the Kurdistan Democratic Party, which gives them a strength that the Sunnis lack due to the geographical diversity to which they belong," adding that "this matter has led to most of the decisions they take are tainted by anxiety."

And the names of candidates for the post of President of the Republic. Al-Faili says that "there are a number of candidates who are strongly proposed, and they are Asaad Al-Eidani, Muhammad Shia Al-Sudani and Qasim Al-Araji," noting that Al-Eidani's chances are strong because he conducted a construction and reconstruction campaign and has approaches with the Kurds, but the framework fears the nomination of a strong figure, so as not to build a bloc influential policy in the future.

Al-Faili rules out that "Nuri al-Maliki's name will be put forward again for prime minister, given the presence of several parties that consider it a crisis project, and that his nomination will accelerate the explosion, especially since the Sadrists have drawn a red line on it."

Decisive negotiations for the Presidency of the Republic.. Alekte talks about an "opportunity" in front of the party after the feast

515 Policy 2022/07/07 14:43 Baghdad today -

Sulaymaniyah Today, Thursday, the Patriotic Union of Kurdistan gave the Kurdistan Democratic Party an opportunity, which it described as the latter, to resolve the issue of the prime ministership. The leader of the Union, Ghazi Kakai, told (Baghdad Today), "We welcome the return of understandings and dialogues with the Kurdistan Democratic Party, as negotiations will resume after Eid to agree on the Union's candidate, Barham Salih, to take over the presidency." He added, "The negotiations after the Eid are the last opportunity for the Democrats to agree on our candidate or to go with two candidates to the parliament session to elect the president of the republic." Kakai considered, "The statements of the leader of the Democrat, Abdul Salam Barwari, about favoring Barham Salih over their candidate, do not mean a concession or another description, but rather a return to the language of dialogue and reason. There is a previous agreement with the Democrat that the highest position in the region is for them and the highest position in Baghdad is ours." Earlier, the leader of the Kurdistan Democratic Party, Abd al-Salam Barwari, called for holding a session to elect the president, indicating that the Shiite house or any other party believes that the Kurds are the cause of the political blockage, so we say hold the session and we will come with the Union, both with its candidate, and Parliament is the facilitator by passing the president along the lines of 2018. . Berwari told (Baghdad Today) that "Barham Salih's fortunes are greater than our candidate, but we do not mind nominating the two figures in Parliament. Therefore, when Barham Salih won in 2018, the Political Bureau of the Democratic Party was the first to congratulate him, and accordingly we say that there are 31 candidates for the presidency who did not He gets two-thirds of the members of the council in the first round, so there will be competition in the second round between the two higher ones, and this is something we believe is natural that must be pursued and not to be argued that the lack of agreement by the Kurds on the president is the cause of the political blockage.

Shafaq News/ The coordination framework, which brings together Shiite political forces, responded today, Wednesday, to the statements of former MP Faiq Sheikh Ali, in which he spoke about the imminent end of the political system in Iraq.

The leader in the framework, Fadel Mawat, told Shafaq News Agency, "Fateeq Sheikh Ali is a shaken person, and his words came according to meetings he is conducting with suspicious international intelligence agencies outside Iraq, and they are the ones who portrayed matters to them in this way," as he put it.

And Mawat, a leader in the State of Law coalition, the most prominent of the framework blocs, said that "the political system in Iraq is based on democratic frameworks, and no international or external party can influence this system," referring to Fa'eq Sheikh Ali's talk about the imminent end of this system, "just A dream that he and those behind him from suspicious international intelligence agencies wish to achieve, and this dream will not come true no matter how many countries try to do so.

Sheikh Ali was asked about the party that will lead the process of overthrowing the regime, and he said, “I will not disclose this, and the political forces do not know about it, as I have reservations about the way in which the current regime will fall, but there is a great international team that is planning now and will end everything through a striking and destructive force to come. Corrupt politicians will not be spared."

He pointed out that "the next regime will be a very strong and fierce regime, and I do not want to say that it is a dictatorial regime." ".

Shafaq News/ On Wednesday evening, Barzani's headquarters issued a clarification regarding the position of Kurdish leader Massoud Barzani regarding the formation of the next government.

In a statement to his headquarters received by Shafaq News Agency, a number of media outlets published that (Kurdistan Democratic Party Chairman) Masoud Barzani had more than one different message that he conveyed to the leaders of the coordination framework regarding the political process and the candidates to head the next Iraqi government.

The statement added that he announces to the public opinion that these news are far from the truth and have no basis, stressing that in the political process in Iraq and the next government, the names of people and parties are not important for President Barzani, but rather is the implementation of the constitution  and that the program of the next government be in accordance with the three principles balance, harmony and partnership,

Deputy: The size of the independents does not qualify them to propose the initiative to dissolve parliament

Baghdad / Obelisk: The independent representative, Raed Hamdan Al-Maliki, confirmed on Thursday 07/07/2022 that the size of the independents within the House of Representatives does not qualify them to propose an initiative to dissolve parliament or adopt such an option.

In a televised interview, Al-Maliki said that we had previously called for the formation of a united front for the opposition forces, which includes the forces of independents who are not involved in the government formation talks, as well as the emerging and new parties that had a prior position not to participate in consensus governments or quota governments.

He added that so far there is no direct and real action in this direction, given that there are internal differences among some parties, indicating that the independents' view is not the same, and there are new independents who ascended to Parliament and they are in the process of defining their position, and the former independents have alliances with the coordination framework and forces other.

Al-Maliki pointed out that the size of the independents in parliament does not qualify them to put forward an initiative to dissolve parliament or adopt such an option, and we have no problem in dissolving parliament if there is a political problem.

Barzani raises the ceiling of Kurdish demands to participate in the next Iraqi government

Massoud Barzani (AP)

Kurdish leader Massoud Barzani, head of the Kurdistan Democratic Party, denied that he had sent a message to the Coordination Framework Forces regarding the mechanism of participation in the next Iraqi government. While the dispute continues between the two main parties in the Kurdistan region (the Kurdistan Democratic Party and the Patriotic Union) regarding the position of the President of the Republic, the headquarters of the leader of the Kurdistan Democratic Party, Massoud Barzani in Erbil, announced that the latter did not send any message to the forces of the coordination framework, and he reiterated what Barzani confirmed a few days ago when he met deputies His party in the Federal Parliament said that the participation of the Democratic Party in the next government is based on achieving three basic demands, which are “balance, consensus and partnership.” While Barzani himself was accused by the coordination framework forces, as well as his rival, the Patriotic Union of Kurdistan headed by Bafel Talabani, that he was the first to violate the concept of consensus when he joined the concept of the national majority government called by the leader of the Sadrist movement Muqtada al-Sadr, his new call to the framework forces regarding these concepts has not been received so far. We are attentive for more than one reason. According to what is being circulated in closed rooms and behind the scenes of informal meetings so far on how to form the next government, the coordination framework is now not in the process of writing the government program in order to study the conditions of other forces and political parties whose participation in the next government is hoped.
On the other hand, the PUK's circles see that the logic of alliances governs the way of dealing with partners. According to what was reported by Asharq Al-Awsat, a politician close to the Patriotic Union of Kurdistan, "when the Kurdistan Democratic Party was an ally of Sadr in the (Save a Homeland) coalition, these terms did not appear in his political speech, as all his concern was to pass his candidate for the presidency and he was speaking About a plan on how to activate the position of the President of the Republic, away from consensus, partnership and balance, knowing that the position of the President of the Republic is federal, as is well known. The politician, who asked not to be named, adds that “the main goal of changing the pattern of Kurdistan’s democratic discourse is his feeling that the alliance between the forces of the coordination framework and the Patriotic Union of Kurdistan is solid. In the political arena, they are now forced to support any candidate put forward by the union, including Saleh himself. The politician continues, saying, “The Kurdistan Democratic Party is in fact the biggest loser from the collapse of saving a homeland, and after the withdrawal of al-Sadr began to feel that he had lost the opportunity to compete with the PUK, even if the scenario of 2018 was repeated because the situation had changed and therefore he had no choice but to focus on the demands of the region because the region’s elections At the door, and marketing these demands within the region may be part of a discourse that the party will develop against its rival, the National Union, even if it obtains the position of President of the Republic for the fifth time in 18 years.”

Iraqi politicians revealed the most prominent names for discussion within the Shiite forces affiliated with what is known as the "coordinating framework" to take over the presidency of the next government, provided that the matter is resolved after the Eid al-Adha holiday.

The "Mehr" news agency quoted Ali Hussein, a member of the "Al-Fateh" coalition, as saying on Wednesday that the most prominent names nominated and proposed among the "coordinating framework" forces for the position of prime minister are 3 personalities, namely Nuri al-Maliki, head of the State of Law coalition and former Prime Minister (2006-2014). ), Iraqi National Security Adviser Qassem al-Araji, and former Minister of Labor and Social Affairs Muhammad Shiaa al-Sudani.

Hussein added that he is inclined "towards the Sudanese choice of prime minister, as he distinguishes between relations, work, the political situation, political parties and benefits, not to mention that he is a strong and non-controversial figure."

Meanwhile, the "Baghdad Today" news website quoted what it described as a "responsible source in the coordination framework" as saying that during its recent meetings, the framework "concluded agreement on 5 personalities, with consultations taking place in the second step on one of them assuming the premiership."

And he added, "These personalities are the current prime minister, Mustafa Al-Kazemi, Nouri Al-Maliki, Haider Al-Abadi (the prime minister between 2014 and 2018), Hadi Al-Amiri, and Muhammad Shia Al-Sudani."

He stated that "the official agreement on the name of the candidate will be after the end of the Eid al-Adha holiday and the resolution of the issue of electing the president of the republic."

The President of the Republic is elected by the representatives of Parliament, and the President is the one who assigns the largest number of parliamentary blocs to form the government.

Negation

And on Tuesday, the leader of the Al-Fateh Alliance, MP Muhammad Al-Baldawi, denied, in statements to local news sites, that the meeting of the leaders of the "Coordination Framework", on Monday, had put forward or circulated any of the names that the media are talking about, including Hadi Al-Amiri and Nuri Al-Maliki. Al-Baldawi considered that there are "parties that promote such rumors", and are trying to "shuffle the cards or try to provoke some parties or promote a specific personality."

A member of the State of Law coalition, Aref Al-Hamami, denied to the "Al-Maaloma" website on Wednesday evening, the nomination of the coordination framework for any name for the position of the Prime Minister so far, noting that the names in circulation have not been officially nominated.

According to previous statements by leaders in the "Coordination Framework", the "Coordination Framework" forces set criteria for choosing a prime minister to run the country in the next stage, the most important of which is that he is acceptable to the religious authority in Najaf and is not covered by the Accountability and Justice Law and who is not accused or convicted of corruption cases.

The leaders of the "coordinating framework" intend to hold wide discussions on a group of candidate names to agree on a personality that meets the requirements, to end the ongoing political crisis since the last parliamentary elections were held on October 10, 2021.

Iraqi Prime Minister Haider al-Abadi

In this context, former Prime Minister Haider al-Abadi said through his Twitter account, "The political division, and the political, economic and sovereign challenges, require a moderate governance equation that defuses crises and is widely accepted, and a capable and efficient national government for a specific stage to reform the economy, provide services and provide job opportunities." .

Al-Abadi added, "Otherwise, we are not with it and we will not be part of it, because it will complicate the crisis and lead us to the unknown."

The writer Mithaq Saleh said, via his Twitter account, that "the coordinating framework must know that the next government is their government, and they bear all responsibility for its failure and success, so they must impose their candidate and the program of their government without paying attention to courtesies." Saleh added, that the framework "should not be led by the myth of a prime minister who does not provoke opponents, because the opponent is provoked even if you nominate an angel."

For his part, politician Qusai Mahbouba wrote, on his Twitter account, that “Al-Maliki’s insistence on running for the position of prime minister, despite my conviction that this matter is impossible to achieve, represents the biggest gift that the framework offers to the leader of the Sadrist bloc, Muqtada al-Sadr, and also represents the biggest motive for the liberal forces to regroup themselves.” and its association with political parties. Mahbouba added, "In politics, half of the victories are gifts from your opponents."

Political researcher Shaho Al-Qara Daghi commented, through his account on Twitter, saying, "In respected countries, when the official feels that he has made a mistake in some policies and harmed people, he either commits suicide, resigns or retreats quietly, and after the accumulation of mistakes, disasters and bad experiences, he returns again and tries to market himself as a savior." . Qaradaghi asked, "How can someone who caused problems turn into solutions?"

For his part, political analyst Haitham al-Khazali says that al-Maliki will face strong competition with the rest of the candidates of the coordinating framework forces over the position, while noting that the Sunnis and Kurds will not have any problem, whether al-Maliki or others are named by the framework, provided that their interests are guaranteed.

For about 8 months, Iraq has been experiencing a political crisis due to sharp disagreements over the formation of the government between the "coordinating framework" and the Sadrist bloc, which won first place with 73 deputies out of 329, but withdrew from Parliament on June 12 after it was unable to form a government.

After 11 days, 64 new deputies took the constitutional oath, most of them from the "coordinating framework" forces or close to them, including independents, which guarantees the "framework" the parliamentary quorum required to form a government.

 Baghdad: Haider Al-Jaber

The Iraqi political process is characterized by a distinctive characteristic that differs from the rest of the political experiences in the countries of the world, which is the large number of dialogues that generate new dialogues, and this series of dialogues does not end with a clear result.
Since the announcement of the results of the October 2021 elections, the political process has entered a series of crises due to the dispute over the continuation of political consensus or not, as the Sadrist movement, whose deputies recently resigned, prefer to form a majority political government, while the forces of the coordination framework support consensus that includes all.
Nine months after the elections, the political scene has not changed, except with an increase in the number of dialogues and initiatives that fall short.
The independent deputy and head of the Legal Committee, Mohamed Anouz, described the political consensus as a "disease", which expresses the interests of political parties, expressing his fear of a new election law that neglects the interests of the citizen, describing the initiatives as "initiatives of absolute impossibility." Anouz told "Al-Sabah": "Consensus is a disease, and quotas is a disease that kills the political process and does not express the people's interest, and it means narrow partisan interests without looking towards society economically and socially," adding that "4 parliamentary sessions passed, in which 4 electoral laws were changed, The fifth experiment may take place with a new electoral law.

  Baghdad: Muhannad Abd al-Wahhab

Between optimism and pessimism about the possibility of getting out of the current political blockage tunnel soon, leaders and sources close to the coordination framework confirmed that there is a consensus on resolving the file of choosing the new prime minister “immediately” after Eid, while political observers monitored three visions within the framework in this file, while Independent MPs are unable to offer a compromise solution to the current crisis.
The beginning of the stations, with the meeting in which the Speaker of Parliament, Muhammad Al-Halbousi, received the leader of the Al-Fateh Alliance Hadi Al-Amiri, and a statement by the Media Office of the Speaker of the House of Representatives stated that “the meeting discussed developments in the political situation in the country, and the completion of the constitutional entitlements,” and this is the most prominent meeting that brings together high-level officials. One of the leaders of the coordination framework and the Sovereignty Alliance since the withdrawal of the Sadrist bloc from Parliament.
In addition, the independent MP, Raed Hamdan Al-Maliki, said in an interview with “Al-Sabah”: “We have previously called for the formation of a united front for the opposition forces, which includes the forces of independents who are not involved in the government formation talks, as well as the emerging and new parties that had a prior position not to participate. in consensual governments or quota governments.
He added, "So far, there is no direct and real action in this direction, given that there are internal differences among some parties," noting that "the independents' point of view is not the same, and there are new independents who ascended to Parliament and are in the process of defining their position, and the former independents have alliances with Coordination framework and other forces.
He pointed out that "the size of the independents within the parliament does not qualify them to put forward an initiative to dissolve parliament or adopt such an option, and we have no problem in dissolving parliament if there is a political problem."
For his part, the political analyst, Dr. Talib Muhammad Karim, said in an interview with "Al-Sabah", that "the vision of the coordination framework regarding naming the next president of the republic is to leave space for the two Kurdish parties to choose any name, and the previous names will not have any chances due to the changes that have taken place." And it appeared on the political surface, and there may be new names for the presidency of the republic.”
He added that "the political vision towards choosing the prime minister and defining the government program within the coordination framework may branch out into several points, including a vision within the framework by presenting a single candidate at once and supported by all the framework forces."

Shafaq News/ A source close to Al-Hanana, the headquarters of the leader of the Sadrist movement, Muqtada Al-Sadr, said on Saturday that Al-Sadr will not allow the forces of the coordination framework to form any consensus government during the next stage.

A source close to Al-Sadr, who asked not to be named, told Shafaq News Agency, "Al-Sadr will prevent any government formed according to this approach, and moving the street to prevent this matter is very possible, if the framework is actually presented towards forming such a government."

The source added, "The coordinating framework forces know very well that al-Sadr will not be allowed to form a consensus government that will take over all the ministerial portfolios of the Shiite component, and for this framework, the framework moves slowly and cautiously in its movement to form the new government. Compatibility".

The coordination framework, which includes Shiite forces participating in the political process, had stated yesterday, Friday, that the places and positions of the Sadrist movement in the Iraqi state are reserved, and they will not be affected in the event that the next federal government is formed in isolation from the current.

The Sadrist bloc had obtained the highest votes in the early legislative elections that took place in October of 2021, but the efforts of the leader of the current failed to form the new federal government due to the Shiite coordination framework standing in its way by obtaining a fatwa from the Federal Court with the so-called blocking third in a contract The session for electing the President of the Republic, which paves the way for naming the Prime Minister.

It is noteworthy that the political blocs agreed in the parliament session that was held on Thursday, June 23 of this year, to proceed with the formation of the new federal government, according to the principle of "partnership, balance, and consensus", which are the conditions announced by Kurdish leader Massoud Barzani.

Shafaq News / Azm Alliance sent a message on Saturday to the Taqaddom party, which is led by the current Speaker of Parliament, Muhammad al-Halbousi, regarding the electoral entitlements of the Sunni political forces during the process of forming the new government.

The Azm alliance includes several Sunni leaders, led by Muthanna al-Samarrai, Mahmoud al-Mashhadani, Qasim al-Fahdawi, Salim al-Jubouri and Khaled al-Obaidi, and they were also joined recently by Ahmad Abdullah al-Jubouri (Abu Mazen).

And the resolve of an alliance emerged from under the mantle of Khamis al-Khanjar, after his rapprochement with the current parliament speaker, Muhammad al-Halbousi, and now heads the Sovereignty Alliance, which includes the rest of the resolve and progress party led by al-Halbousi.

Azm leader Haider Al-Mulla told Shafaq News Agency, "The Azm Alliance will not practice the policy of exclusion against the Progress Party, and it will provide it with benefits and take a large part of it through the position of Speaker of Parliament."

Al-Mulla added, "If the Taqaddam party does not want the position of Speaker of Parliament, then Muhammad al-Halbousi should leave the position, and the Azm Alliance takes him, and the alliance has many qualified and capable personalities to manage this position, so that it takes some ministerial portfolios in its place."

And he continued, "The ministries will be divided into the remaining points according to the parliamentary seats, especially since the position of the Speaker of Parliament takes (30) points, and for this the majority of the ministries that are eligible for the Sunni component will be the share of the Alliance of Azm, because of the points it possesses according to its parliamentary seats, and the fact that it did not take any position.

The map of alliances that emerged after the holding of the last legislative elections, in 2021, imposed several fissures at the level of the three main components (Kurds, Sunnis, and Shiites), which made it more difficult to resolve the current political impasse, which has entered its ninth month, to no avail.

Shafaq News/ A source from within the coordination framework that includes all Shiite forces except for the Sadrist movement revealed on Saturday that there are differences between the State of Law coalition and the Al-Fateh coalition over the nomination of candidates for the position of First Deputy Speaker of Parliament and Prime Minister.

The source told Shafak News Agency; The leadership of the coordination framework will hold a meeting during the next few days to discuss the points of the blocs within the framework that qualify them to choose their candidate for the position of deputy speaker of parliament and prime minister.

The source added; The calculation of points is according to the number of deputies of each political bloc within the coordination framework, and each deputy is considered one point in favor of the political bloc.

and on the differences between the rule of law and conquest; between the source; The state of law, if it wants to obtain the position of prime minister, has to waive the position of the first deputy speaker of Parliament in favor of the Al-Fateh coalition, as well as Al-Fateh, if it wants to obtain the position of prime minister, it has to waive the position of deputy speaker of Parliament in favor of the rule of law.

A source close to Al-Sadr, who asked not to be named, told Shafak News Agency earlier on Saturday; "Al-Sadr will prevent any government formed according to the consensus approach, and moving the street to prevent this matter is very likely, if the framework is actually presented to the formation of such a government."

It would appear Sadr is waiting/expecting " the other shoe 👠 to drop in the near future "

Taking it to the streets may be ( a mighty BIG perhaps...but ) the only way to turn this around.

Iraq is at a crossroads. Subjugation under Iran or an eventual powerhouse unencumbered by Iranian oppression.
