And if "Al-Maliki" is not able to be the next prime minister, he will be the one who sets the conditions and name of the candidate through one of his "in-laws" who have wide powers within the "Coordination Committee".

Contrary to Coordination's calculations, the Kurdistan Democratic Party has decided to resume negotiations the week following the Eid holiday, which begins on July 9 to 14 of the same month.

The "coordinating framework" had hoped that negotiations would begin to choose the president and the government with the remainder of the tripartite alliance during the current week (before Eid).

Parliament is supposed to return to its sessions (after the Eid al-Adha holiday) after the end of the legislative recess that began last June, which puts the "Coordination Committee" in embarrassment for its delay in forming a government.

According to (Al-Mada) sources close to the "coordination framework", "postponing the date for the start of negotiations increases pressure on the framework that is rushing to form a government for fear of uncalculated scenarios."

A spokeswoman for the Democratic Party bloc in Parliament, Vian Dakhil, said in a statement on Saturday evening, "The party is sticking to its candidate for the presidency of the republic," noting that "the round of negotiations with the rest of the parties will start after the end of the Eid al-Adha holiday."

The leader of the party, Massoud Barzani, had met earlier on Saturday, his party's deputies in Parliament to discuss the political situation and the latest steps and changes in the political process in Iraq, according to another statement issued by the first office.

According to the statement, Barzani said, "We are the owners of a just cause, regardless of the political variables and equations, and that solving problems must be through adherence to the constitution and the three principles of partnership, consensus and balance."

The leader of the Democratic Party called for these principles to be reflected “on the work of the next government and on all political blocs,” stressing that “the KDP is not with the conflict and the deepening of the worsening crisis, but rather what is important for it is to protect constitutional rights and the dignity of citizens.”

The "frameworkers" feel embarrassed over the accusation by the Sadrist movement's leader, Muqtada al-Sadr, of the first candidate for the presidency, Barham Salih, that he has "normalizing tendencies with Israel", following the latter's refusal to sign the law "criminalizing normalization" that was passed after the insistence of the leader of the movement.

The "Coordination Committee" is pushing for the two main Kurdish "democratic" parties and the coordination framework ally "the National Union" to agree on one candidate to head the government, instead of the "frameworkers" having to vote for Barham Salih, and then they will be in direct confrontation with "Al-Sadr."

On the other hand, what is known as the “minister of the leader,” which is an electronic account of one of those close to the leader of the Sadrist movement, continued to pressure the “coordinator” by commenting on the reasons for “Sadr’s withdrawal” from the political process and accusing his opponents.

On Saturday evening, the "minister" revealed 10 new reasons in addition to 20 previous points he had published over the past three days, and described Sadr's withdrawal from forming the government as (the victor's withdrawal).

He is close to al-Sadr, commenting on the withdrawal, hoping that "the withdrawal will be a lesson for others not to cling to money, power, fame, chairs and positions."

The "minister of the leader" considered the leader's retirement as "a step to save the country... and it was necessary before God and the people... so is anyone preaching?"

During the past two days, Sadr's supporters began to publish expressions of support for the leader of the movement, and signs of readiness to go out to the street, and a number of tribal sheikhs sympathized with those calls.

Attitudes escalating with the term “the coming of the storm,” a description of the supposed demonstrations, until the movement’s leader, Ibrahim al-Jabri, announced, on Saturday evening, the postponement of “situations” that were scheduled to be held in a number of governorates until “further notice” without giving an explanation.

Al-Sadr's decision to form the government more than two weeks ago caused a "schism" among his opponents, and an opinion emerged to form an interim government (for one or two years) that would pave the way for early elections, instead of a government that would not last more than 6 months if the "Sadrists" decided to go out against it. .

So far, there are conflicting opinions within the "coordinating framework" and disputes over the name of the prime minister's candidate, as Nuri al-Maliki, the former prime minister, is still aspiring to the position, despite the names being put on his side.

Returning to the sources (range) within the coordination framework, "Al-Maliki wants to control the names of the candidates for prime minister in the event that he is excluded."

Those sources confirm that "relatives and in-laws of al-Maliki are the ones who control this file and are responsible for choosing the name of the next prime minister, who is believed to be revealing his name after the Eid holiday."

The most common name was the former member of the Dawa Party, MP Muhammad Shiaa Al-Sudani, while Hadi Al-Amiri, the leader of the Al-Fateh Alliance, had denied the latter's nomination for the position after his name was rumored.

Terms of the opponents of the "coordination"

According to some estimates, the mainly divided Coordination Committee will face requirements from the Kurdistan Democratic Party and the Sovereignty Alliance, which may increase differences within the Shiite bloc, which, in turn, faces anger from the independents team at a time when (the framework) still needs the seats of that team.

And the Alliance for the People, which includes the movements of extension and the new generation, announced that it would not participate in the next government.

The coalition, which includes 18 deputies, said in a press statement that it rejects: "Inviting any party (to participate in the government) would repeat the previous failure experiences in quota governments in all previous parliamentary sessions...".

The coalition affirmed that it "establishes the real opposition in the House of Representatives and reserves its right to all tools that enable it to perform its opposition role in Parliament, and we will proceed with our opposition programme."

In the event that the "coordinating framework" fails to obtain the votes of the Kurdistan Democratic Party and the "Sovereignty" alliance, which sets difficult conditions in its negotiations, it must persuade the independents, whose seats represent about 40 seats.

And the independents recently began to give signals to withdraw from Parliament or to turn to the opposition (as the Alliance for the People said), due to the "Coordination Committee"'s repudiation of its previous promises to give the former the right to form a government.

Pressure may increase on the "coordinating framework" due to expected requirements from the Sunni forces (the Alliance of Sovereignty) in return for participation in the government.

Ziad al-Arar, a former candidate for the Sunni forces, told Al-Mada that "the coalition of sovereignty has conditions, the most important of which are general amnesty, the distribution of positions, especially security, and effective participation."

Al-Arar speculates that there are “demands that will be shared between the sovereignty and the Democratic Party on the issue of decentralization in the administration,” noting that “the two parties (the democratic and the sovereign) support each other in negotiations and conditions.”

Nor can the demands to withdraw some factions from the Sunni areas, according to informed sources, be excluded, as are the demands of the "Democratic" party to remove these groups from the vicinity of Kurdistan, according to what a senior official in the Kurdish Party revealed a week ago.

He added, "We have two options with the Democrat; the first is to agree on one candidate for the presidency, and the second is democratic ways through elections in the House of Representatives."  
The leader of the Patriotic Union of Kurdistan, Ghiath al-Sorji, also denied the existence of a Kurdish-Kurdish rapprochement regarding the agreement on the personality of the President of the Republic, suggesting that "the two Kurdish parties will go to the Parliament with a candidate for each of them, and the President of the Republic will be chosen in light of the national space, as happened in previous sessions." .
For his part, the representative of the Independents Bloc, Amir Al-Maamouri, stated that "the executive aspect in the political process is considered missing, and at the beginning of the political process there was a process of balance for all the components participating in the process of forming the government, but now we lack this balance in the Shiite component." Al-Maamouri added in an interview with “Al-Sabah”, that “the withdrawal of the Sadrist movement and the loss of more than 70 seats is a dangerous precedent in the political process, which did not occur during previous parliamentary sessions, so if the political forces did not remedy the situation with real plans for reform and evaluation of oversight performance, and in the same The time is to be serious about a political process that meets the aspirations of the citizen, and it will be short-lived."

He added that "the two parties are insisting on their position on the position and nomination, and this is a big problem that creates political intersections, and it comes to mind that they want to stop the political process; otherwise, why was there no agreement eight months ago?!"

Meanwhile, a representative from the State of Law coalition, Alia Nassif, said: "The State of Law coalition will hold an expanded meeting (today, Sunday), and will form a public body to select the bloc's candidate for the position of prime minister in accordance with the specifications and criteria set by the coordination framework meeting, including Shiite representatives from independents."
She added that "the meeting will discuss a number of political issues, the general political situation and the new relationship with the political forces after the withdrawal of the Sadrist movement from the political process and the repercussions that resulted from it."

There were reports of the State of Law coalition's nomination of its leader, Nuri al-Maliki, as prime minister, but it was denied by leaders in the coalition, and no official statement was issued on the matter. 

Al-Maliki has published several tweets about the form of the next government, the last of which was today, Monday, where he said, “The next government must be a government that sends a message that it is service to all Iraqis and that it will not be exclusionary, marginalizing or finalizing any party that contributed to the political process and participated in the elections or not. Those who remain or withdraw from it participate.”

Al-Maliki’s name was proposed, with the coordination framework approaching the formation of the government, following the withdrawal of the Sadrist bloc from Parliament, and the taking of the constitutional oath by the replacement deputies, as most of them are from the forces of the coordination framework, which contributed to raising the number of its seats.

On this matter, political analyst Ghaleb Al-Dami told “Earth News” that “in politics everything is possible, but we believe that putting up the name of Al-Maliki for the prime minister comes in order to obtain other and new positions, especially since the bulk of the coordination framework rejects Al-Maliki takes over as prime minister, and therefore that al-Maliki's relinquishment of this position will lead to his coalition obtaining other positions.

And Al-Daami said that "Al-Maliki wants the State of Law coalition to take the position of the first deputy speaker of parliament and to take the vice-president of the republic, especially since Al-Maliki is genuinely aspiring to the premiership, but he knows that the internal and external political atmosphere rejects this matter."

He added that "al-Maliki presents himself for prime minister, in order to obtain important positions during the next stage, in exchange for withdrawing his candidacy from the prime ministership, this goal is to put al-Maliki's candidacy strongly during the past days."

It is noteworthy that the leader of the Asa’ib Ahl al-Haq movement, which is affiliated with the coordination framework, Ahmed Abdel-Hussein, confirmed in a press statement that “the framework cannot nominate al-Maliki for prime minister … the specifications do not apply to him.”

Shafaq News/ The State of Law coalition announced today, Tuesday, the candidacy of its "leader" Nuri al-Maliki "for the post of prime minister of the next government, revealing the mechanisms and criteria" for this nomination.  

The leader of the coalition, Muhammad al-Sihoud, told Shafaq News Agency, "In the last meeting of the State of Law coalition, it was agreed to nominate the leader of the coalition, Nuri al-Maliki, for the position of Prime Minister, according to the criteria and mechanism proposed by the coordination framework in the personality of the candidate for the position of Prime Minister."

Chihod added, "We are waiting for the nomination window to be opened by the General Assembly of the most numerous parliamentary bloc, and its number may reach 180, and then the prime minister will be elected."

Al-Sihoud explained, "The Al-Fateh bloc has not submitted any candidate so far, and we are waiting for the opening of the nomination door from within the largest parliamentary bloc represented by Shiite deputies, so that the candidate will be elected within the bloc, as happened in 2005 when the United Iraqi Alliance opened the door for nomination for all From Ibrahim Al-Jaafari, Adel Abdul-Mahdi and Ahmed Chalabi, so that Al-Jaafari will be elected and win the elections.

The source told Shafak News Agency; The members of the committee for writing and monitoring the government program for the prime minister or the next government are among the leaders of the second row in the Shiite political parties and currents participating in the next government, in addition to taking into account their academic and scientific specialization in addition to their practical experiences to ensure writing a real government program in harmony with the requirements of the Iraqi individual.

He added that "among the members of the committee are the spokesman for the State of Law coalition, Bahaa Al-Din Al-Nouri, the deputy and leader Ahmed Al-Asadi from the Al-Fateh Alliance, as well as the leader of the Asa'ib Ahl Al-Haq movement, Saad Al-Saadi and Fadi Al-Shamri from the Wisdom Movement, as well as Paval Talabani from the Kurdistan Union Party and Muthanna." Al-Samarrai on behalf of the Azm Alliance, in addition to some leaders in other Shiite forces, and a representative of the independent representatives.

He pointed out that the coordination framework formed committees to conduct negotiations with the active forces in the political process, expressing his hope that these committees would reach results that would lead to showing the features of the new government after the Eid al-Adha holiday ends.

A source familiar with the political movement of the coordination framework forces had previously revealed the designation of three concerned committees to complete the procedures for forming the government to speed up its announcement.

The source told Shafaq News Agency, "The periodic meetings of the coordinating framework forces resulted in the nomination of three important committees, including the government program writing committee, which includes ten members of the second-grade leaders who specialize in the political, economic and legal fields."

He added that the second negotiating committee includes some of the leaders who represented the framework in its negotiations with the parties and the active forces in the political process, in addition to the committee for managing the file or the political decision, which includes the leaders of the political forces affiliated with the framework.

Therefore, the rest of the forces must speed up presenting their visions to reach agreements. As for the Federal Court, it is responsible for interpreting the constitutional provisions, and we hope that there will be a new vision to get Iraq out of its crises."
And the Saray concluded, "The framework formed two different committees to negotiate with the sovereign and the Democrat at different points as a political front, not as a tripartite alliance, and the framework is with the Kurdish agreement."
