The framework presents two options for resolving the presidential dispute

{Political: Al-Furat News} The coordination framework presented two options for resolving the Kurdish-Kurdish dispute over the presidency of the republic.

The leader of the Patriotic Union of Kurdistan, Ghiath Surji, said in a press statement that "the two options presented are for the Union to have the position of President of the Republic in exchange for the Democratic Party to obtain the federal ministerial positions designated for the Kurds in the next government."
He added that the other option "is for the Democratic Party to withdraw its candidate for the post of President of the Republic, and the two parties (National and Democratic) agree on a joint candidate for the position."
Sorji pointed out that "these options are neither the National Union nor the Democratic options, but rather they are putting forward part of the coordinating framework forces as solutions to break the political blockage and nominate the candidate for the post of President of the Republic."
It is noteworthy that the political arena in Iraq is busy these days with two tracks that complement each other, while the coordinating framework forces are close to deciding the name of the candidate or candidates for prime minister today or tomorrow, the two Kurdish parties, the Patriotic Union and the Democratic Party found themselves in the last mile race to decide the name of the candidate for the presidency. Republic.
While the House of Representatives distanced itself from setting the date of the upcoming election session, conditional on political consensus outside its corridors before electing the president of the country and assigning the prime minister.

The validity of these leaks has not yet been confirmed , and Al-Maliki has repeatedly denied them, as have the tire blocks.

The committee formed by the coordination framework for selecting candidates for prime minister began its tasks yesterday, Wednesday, with the hope of resolving the matter early next week, at a time when the framework gave the Kurdish Democratic and National Union parties the next two days to resolve consensus on a joint candidate for the presidency or go to the voting mechanism under the dome of Parliament.
A member of the House of Representatives from the Al-Fateh Parliamentary Bloc, Rafiq Al-Salihi, told Al-Sabah: “The understandings are continuing to complete the nomination of a personality for the position of President of the Republic and another for the position of Prime Minister, but the episode that has not yet been completed is the circle of understandings for the two Kurdish parties, which is delaying the formation of the government.” .
He added, "The failure of the Kurds to agree on a candidate for the position of President of the Republic and the delay in the agreement between the Kurds will lead to the departure of the solution to the parliament with candidates presented to the deputies to vote and choose
one of them."
And he indicated that "the coordinating framework tends to compromise and resolve outstanding problems by consensus and calmly, and the summary of the results of the last coordination meeting may have defined the parameters of the political process, and even identified ministerial positions for the Sadrist bloc according to their electoral entitlement despite their withdrawal."
He stressed that "the method that the coordination framework follows is the method of consensus because it believes that it is the best solution that leads the country to safety, and because the country cannot bear the long period of political obstruction that affected services and the features of the social life of citizens in all its aspects, so the stage now requires the blocs Political and government expedite the completion of executive projects in addition to legislative projects.
He pointed out that "accelerating the vote on the candidate for the presidency of the republic will open the way for the coordination framework, as it is the largest bloc to nominate the prime minister and form the next government."
The coordinating framework had formed a committee to select candidates for prime minister, consisting of, according to what was announced, the Secretary-General of the Asa’ib Ahl al-Haq movement, Qais al-Khazali, the head of the Wisdom Movement Ammar al-Hakim, the head of the Supreme Council, Hammam Hammoudi, and the representative of the Virtue Party, Abdul-Sada al-Fariji.
For his part, the head of the Iraqi Center for Media Development, Dr. Adnan Al-Sarraj, said in an interview with "Al-Sabah" that "the upcoming developments to form the government come with the readiness of the coordination framework, which formed a committee composed of the framework leaders who will have the responsibility to purify the names nominated for the position of the next prime minister and present them to the Lead the framework to be agreed upon.
He added that "a number of the nominated names will have the ability to present their views and capabilities to the Quartet," and indicated that "we are in front of real and realistic formations to prepare the statement, which will be a consensus statement in order to present one of the candidates within the framework institution, and so far the independents have presented two candidates and emerging powers. I submitted two candidates and the CDF submitted several candidates."
And he indicated that "there is no time limit for the committee's work, but the reality of the situation gave the committee three days to submit its report, and gave the Kurdish forces room until next Saturday to resolve the issue of the candidate for the post of President of the Republic, on which the Kurdish forces must agree; otherwise, going to the parliament will be the solution." To hold a session and present the already existing candidates as candidates for the office of President.”
Al-Sarraj stressed that "there are names nominated for the position of prime minister, and the most fortunate, according to the estimates of the political reality, is Muhammad Shiaa al-Sudani, who received the support of all political forces and may have the support of Nuri al-Maliki, who preferred with Hadi al-Amiri not to run in the upcoming nominations, so he will be the most fortunate among the candidates for many specifications. acceptable to the political blocs, the way he presented it to the leaders of the framework, his style, and his previous political experience.”
In turn, the representative of the State of Law coalition, Muhammad Chihod, said: "Parliament will hold its sessions next week, and one of its sessions will be dedicated to electing the President of the Republic in order to resolve this issue."
position".
He added, "The time is not long to choose a personality for the position of President of the Republic, and it is likely that the Kurds will decide their position, especially the Union and Democratic parties, during the next three days, to come to Baghdad with one candidate for this."
position".
And he indicated that "the coordination framework pushes for the Kurds to come with one candidate to be voted on in Parliament, and in the event of disagreement, the 2018 scenario will be repeated and the matter will be left to the Parliament to determine the fate of one of the candidates for the presidential position."
He pointed out that "all indications suggest that the Kurds will agree among themselves on one candidate for the post of President of the Republic to present to Parliament for a vote."

Huda Jassim (Baghdad)

The "Coordination Framework" forces in Iraq announced that the head of the "State of Law Coalition", Nuri al-Maliki, and the leader of the "Al-Fateh Alliance", Hadi al-Amiri, withdrew from the race for prime minister in the country.
Special sources confirmed to Al-Ittihad that the "coordinating framework" will announce today, Thursday, the name of its candidate for the position of prime minister. The sources indicated that the candidate who will be accepted by the "coordinating framework" forces will be from the second generation, most notably the former minister, "Mohammed Shiaa al-Sudani", and the National Security Adviser, "Qasim al-Araji." It is not yet clear the outcomes of the meetings between the Kurdish parties regarding the nomination of an agreed candidate between the two prominent Kurdish parties, the Kurdistan Democratic Party and the Patriotic Union of Kurdistan for the post of President of the Republic. Meanwhile, the "Pressure and Crises" group, recently formed by a number of Iraqi media professionals, researchers and politicians, confirmed that the leader of the Kurdistan Democratic Party sent a message to all political forces that he will not enter into new negotiations unless problems and differences are resolved within and outside the coordination framework. The group indicated that the Kurdistan Democratic Party presented two options for the Patriotic Union of Kurdistan in order to end the presidential crisis.
According to the information, "the party's first option is for the position of the President of the Republic to be democratic as an electoral entitlement, and in return, the Union gets the federal ministerial positions designated for the Kurds." The second option was for the PUK to withdraw Barham Salih, and for the two sides to agree on a joint candidate for the post of President of the Republic. Iraqi researcher and political activist Dr. Al-Qasim Al-Abadi stressed in a statement to Al-Ittihad that the forces of the "coordinating framework" must balance the factors for the success of the next government, which are the "street and the Sadrist movement."

Shafaq News/ The head of the State of Law coalition, Nuri al-Maliki, warned on Wednesday of a coming stage, which he described as "cruel and severe", declaring his support for holding new elections.

Al-Maliki said in an interview with a local channel, followed by Shafak News Agency, that "the next stage is "cruel and severe" and needs more cooperation," explaining that "the Shiite framework is still coherent and there is no division within it."

He added that "the Shiite framework held intensive meetings in the past few days to proceed with the formation of the government, and we discussed the next government's program and preparing for elections that address the effects of the previous elections."

Al-Maliki added that "the Shiite framework is concerned with forming the government, as it is the largest bloc," noting that "the Shiite framework represents the largest bloc with 135 parliamentary seats."

He pointed out that "opinions within the Shiite framework tend mostly to be a new prime minister," noting that "the current trend is to present candidates to the prime ministership from the second line."

The head of the State of Law coalition confirmed that "the names put forward for the prime ministership are unfounded," explaining that "the agreement on the names nominated for prime minister will be through two mechanisms within the framework, and the Shiite representatives will be resorted to to choose the prime minister as one of the options."

Al-Maliki said, "The prime minister will be responsible to the representatives who elected him, and we will go to the General Authority for the Framework in the event that the name of the prime minister is not agreed upon," noting that "Al-Amiri supported going to the second line option for prime minister."

Al-Maliki announced that he "supports holding new elections to correct the political track," adding, "We need a new election law and a new commission."

He continued, "The prime minister from the second line can lead the stage with our support," noting that "the Shiite framework did not ask Hakim al-Zamili to be his candidate for prime minister, and I did not communicate with Mr. Jaafar al-Sadr and did not raise the issue of his candidacy again."

Al-Sadr and Al-Maliki struggle on the cusp of a military confrontation
The leaks ignite a real crisis between the Shiite components

Sabah Nahi is an Iraqi researcher and writer  Monday 18 July 2022 20:48

A Sadr supporter raises his picture during the unified Friday prayers in Sadr City on July 15 (AFP)

The leaks of former Iraqi Prime Minister Nuri al-Maliki fanned the flames of an old conflict between him and the leader of the "Sadr movement" Muqtada al-Sadr , after the latter and his audience were informed of a succession of these leaks, which were described as dangerous, which prompted al-Sadr to demand al-Maliki's retreat from political work and resort to seeking forgiveness or Surrender himself and those who seek refuge from the corrupt to the judicial authorities.

"The Knights' Rifle" comes to mind

In a noticeable tweet, al-Sadr expressed his astonishment at the threat that came from al-Maliki, the leader of the " Dawa Party ", which is historically affiliated with the al-Sadr family. Malik on the other hand, and al-Sadr confirmed that he had always been behind the bloodshed of Iraqis, including al-Maliki himself, especially after a previous clash in which the latter was the commander and the forbidding, in a reminder of a military campaign known as “The Knights’ Rider” launched by al-Maliki against the followers of the Sadrist movement in Basra province. Hundreds of people were killed on both sides.

Outrageous accusations

Al-Sadr denounced al-Maliki’s actions, through these recordings, for what he considered an attack on the Iraqi security forces, accusing the “Popular Mobilization” of cowardice, inciting “Shiite strife and strife,” as he described it, noting that the leaked clips “infringe on Shiite references in Iraq.” He concluded that "these destructive ideas then have no right for the owners of Iraq to lead in any way, because that would lead to the devastation and destruction of Iraq and its people."

The position of prime minister is the knot of government

These quarrels between the disputants come after al-Maliki nominated himself or one of his followers for prime minister within the "coordinating framework" he leads, as the largest bloc in parliament after al-Sadr withdrew his 73 deputies, facilitating al-Maliki the opportunity to dominate the political scene again.

This step is considered one of the strangest political decisions faced by the political scene in Iraq, while the "coordinating framework", which includes 5 Shiite political alliances competing with each other, seeks to advance its candidate for prime minister.

A clash is a likely choice between the two sides

Researchers and observers of the Iraqi crisis believe that the escalation between al-Sadr and al-Maliki will close the doors on the chances of choosing the next prime minister and expose the country to the possibility of a clash, as the Sadrist movement’s audience is growing increasingly angry and suspicious of their opponents from the same sect.

It is worth noting that Iraq is going through a new political impasse that goes beyond the ten conditions announced by Al-Sadr in last Friday's sermon, in which he stated that he would not accept a "corrupt and tested" candidate.

Iran between politics and imposing consensus

For its part, Iran was satisfied with the policy of appeasement between the Shiite parties and its demand for a consensual candidate from the Shiite component to have the final say in the next government, as usual. But al-Sadr demanded the formation of a majority government of all Iraqi components, while Tehran supports the "state elements" that imitate their guide Ali Khamenei, unlike the reference of al-Sadr, and the Shiites of Iraq who generally imitate the reference of Najaf and Sayyid Ali al-Sistani.

Sadr's spokesman warns

In reviewing the tweets released by al-Sadr recently about al-Maliki's leaks, it is clear that he does not value the latter. But the change that angered al-Sadr resulted from the fourth leak of al-Maliki, in which he publicly declared his intention to storm Najaf and get rid of al-Sadr.

Al-Sadr's spokesman, Sheikh Hassan Al-Zarqani, said, "The Shiite street is only motivated by the stubbornness of the frameworks and their defiance of the desires and popular will of the Shiites," stressing that "the escalation by the Coordination Framework Group will be faced with a corresponding escalation from the Shiite street," calling on the Coordination Framework Alliance to prevent the arrival of those He called them "corrupt" to power.

Chaos is no longer accepted internationally

, and the Iraqi street no longer accepts the idea of recycling the corrupt in power. It is looking forward to new faces that are not accused of corruption files, away from the forces of non-state that have hindered development for two decades and squandered huge sums of money, more than a trillion and a half trillion dollars without resolving the crises of society. .

The Iraqi reality is no longer governed by its symbols that emerged after 2003 because the international community sent clear messages stressing the need for Iraq to be stable and an effective contributor and guarantor of energy flow, similar to its Gulf and Arab surroundings.

The "Coordination Framework" is currently in a difficult situation... How will it deal with the withdrawals? (Twitter)

Gradually increasing the number of Iraqi political forces that announced their boycott to form the new government, after the withdrawal of the Sadrist movement led by Muqtada al-Sadr , the first winner in the elections from Parliament and the formation of the government, the announcements of the political blocs continued with the decision not to participate in the government.

The Movement of Wisdom, led by Ammar al-Hakim, and the Badr Organization, led by Hadi al-Amiri, and finally the civil forces and independent parliamentarians announced their boycott to form the new government, amid expectations of similar announcements by other forces in the event that the country’s political impasse continues and challenges rise before the next government. Which no party wants to be part of the failure it may face.

With the anticipation of the announcement of the mini-committee formed by the " Coordination Framework " coalition , to nominate several names capable of forming the government, and the coalition will choose one of them through voting, the chances of agreeing on the form of the government, the distribution of ministerial portfolios, the government program and its duration, remain the subject of a dispute postponed for another time, except for The issue of agreeing on a new president for the country is revolving around conflicts between the Kurdish forces.

For more than a month, the forces of the "coordinating framework" have not reached any result regarding the dialogue with the Kurdish parties (the Patriotic Union and the Kurdistan Democratic Party), or in the file of choosing the prime minister, especially with the announcement of the head of the "wisdom" movement, Ammar al-Hakim, not to participate in the government. And the leader of the "Al-Fateh" coalition, Hadi al-Amiri, resorted to the same opinion, and the obligatory veto that was placed around  Nuri al-Maliki , who is also one of the candidates for the position, after al-Sadr's statement, in which he said: "I advise al-Maliki to abstain and retire from political action," warning that "his arrival to power It will be devastation and destruction for Iraq and its people.”

Zahra Al-Bajari, a deputy from the "Sadiquon" bloc affiliated with the "Asa'ib Ahl al-Haq" militia, revealed that "Muqtada's recent tweet put the coordination framework in a dilemma," noting in a televised interview, that "everyone wants to come out peacefully from strife and not to shed blood." This confirms the depth of the problem into which the forces of the "coordinating framework" have fallen, specifically those that are bent on isolating al-Sadr socially and politically.

And Al-Araby Al-Jadeed continued, with two members of the “coordinating framework,” and they confirmed that “the withdrawals from political action, whether by Al-Hakim or Al-Amiri, represent preemptive withdrawals to avoid responsibility for any failure of the next government, especially with the Iraqi street as a whole congestion against these forces.”

And one of the sources continued in his speech, that " Haider al-Abadi had threatened more than once to withdraw from the coordinating framework, due to the inability to reach solutions, especially after the withdrawal of the Sadrist movement," stressing that "the coordinating framework has lost many of the elements of its continuity."

For his part, the spokesman for the Victory Coalition, Aqil Al-Rudaini, said that "Al-Abadi is still within the political work that aims to form the government, and has not yet withdrawn from the coordination framework," explaining, in contact with "Al-Araby Al-Jadeed", that "the situation is The current holds many variables and surprises that may occur at any moment, so nothing can be predicted, but the framework forces are determined to continue the process of forming the government, and they have many options regarding choosing the prime minister.

? Subsequent withdrawals

In a telephone conversation with Al-Araby Al-Jadeed, Rahim Al-Aboudi, a member of the General Authority of the "Street of Wisdom," said that "the coordination framework is currently in a difficult situation, and it is facing great challenges, which may end with partial success, or the equation may change to the status quo." Now, until new decisions are taken, including repeating the elections, or trying to persuade al-Sadr to change his stance, even though this is very difficult."

Al-Aboudi stressed that "the withdrawals will negatively affect the framework's progress in forming the government, and perhaps the withdrawal of independents is what will lead to the end of even meetings and negotiations and the declaration of a state of complete stalemate."

For his part, the independent deputy in the Iraqi parliament, Sajjad Salem, pointed out that "the independent representatives are divided into more than one opinion, and all of these opinions aim to reach satisfactory results for the Iraqis, and there are efforts by some of them aimed at forming the government, but other parties refuse to continue in any way." It is a form of dialogue with the coordination framework in view of the armed factions affiliated with it."

Salem confirmed to Al-Araby Al-Jadeed that "the uncontrolled weapons and methods of blackmail that some political parties deal with, may eventually lead to the unanimity of the independent deputies, and a tendency to withdraw and not participate in the new government."

The situation in Iraq has become more complicated, after the leader of the "Sadr movement" Muqtada al-Sadr, raised the ceiling of his demands on conditions, including "ending the spread of weapons and unruly militias, dissolving the armed factions, removing the "Popular Mobilization" from politics and trade, and reorganizing it, keeping it away from foreign interference, and not being pushed into Sectarian wars”, which does not satisfy the “coordination framework” that is originally based on weapons and factions, after the popular estrangement it suffered in last October’s elections.

In the Kurdistan region of Iraq, several mediations stumbled to reconcile the two main Kurdish parties (the Patriotic Union of Kurdistan and the Kurdistan Democratic Party) to find a “compromise candidate” for the post. Not even the attempt of the commander of the Quds Force in the Iranian Revolutionary Guard, Esmail Qaani, to resolve the dispute did not succeed.

Democrat: We are closer than ever to agreeing on the President of the Republic

{Politics: Al Furat News} The Kurdistan Democratic Party announced that it is closer than ever to an agreement with the National Union on a candidate for the presidency.

Party member Ali Al-Faili said; For the “Al-Mastra” program, broadcast by Al-Furat satellite channel tonight, that: “The framework agreement on the prime minister ends the dispute over the presidency, and today we are closer than ever to ending the dispute with the PUK and they will not go with two candidates to Parliament.”
He pointed out, "the possibility of agreeing on one candidate through settlements in exchange for other positions, whether in the region or the center, and we have reached very close results to resolve the presidential candidate and Latif Rashid is one of the names put forward."
Al-Faili confirmed, "The two Kurdish parties go to the parliament to vote on the candidate in the absence of consensus, and the 2019 scenario will not be repeated again."
And he went on, "The country will not tolerate new differences and needs serious steps and sacrifices from all political parties. The task that awaits the next government is difficult and difficult, and the permanent delegation in Baghdad is in a continuous meeting with the forces of the coordinating framework."
With regard to the Turkish attack on a resort in Dohuk, Al-Faili said, "The declaration of war and peace is exclusively in the hands of the Commander in Chief of the Armed Forces, and whoever wants to push the Peshmerga against Turkey is a fantasy, and the Ministry of Foreign Affairs is responsible for submitting objections to the United Nations and international bodies."
He stressed, "the necessity of canceling agreements with the Turkish side through diplomatic channels, and the importance of having cooperation between the center and the region to stand up to these attacks, as Turks consider the PKK elements a justification for targeting Iraq."
And Al-Faili said, "The border guards forces in the region are linked to the center and are under the command of the commander in chief, and the problem is not in sending forces, but in the absence of a decision, and the sovereignty of Iraq today is open to those who want to tamper with the country's security; for this problem is greater than the Turkish intervention because of the existing political disintegration."
"Of course, foreign policy is the responsibility of the federal government, and we are with any decision to prevent the recurrence of attacks, and Turkey was surprised by the local and international reactions condemning its crime," he said, concluding, "The Sinjar Agreement will end the justifications for Turkish intervention and we demand an international investigation to uncover the party involved in the bombing of tourists."

 Baghdad: Muhannad Abd al-Wahhab

While the country has not yet recovered from the shock of the horrific Turkish crime in the Barkh resort in Dohuk against civilians, kilometers away in the region, the internal negotiations between the two Kurdish parties, the Union and the Democratic Party to choose a candidate for the president of the republic, are proceeding slowly and “quiet”, as some Kurdish representatives describe it, and it does not seem Their counterparts in the coordination framework in Baghdad are in the best condition, despite the optimistic statements, with a close resolution, according to conditions that determine the identity and features of the candidate of the largest bloc to head the next government, which is long overdue. The leader of the Patriotic Union of Kurdistan, Ghazi Kakai, said: "Iraq is going through a difficult stage in light of security, economic and political challenges, and endeavors and dialogues are continuing between the political parties."
Kakai added in an interview with "Al-Sabah", that "the dialogues are continuing to reach final understandings that secure the constitutional entitlements," noting that "the atmosphere is calm in the Kurdish house after two meetings between the head of the Patriotic Union of Kurdistan and the Kurdistan Democratic Party in Sulaymaniyah and then in the Salah al-Din resort." .
The union is still demanding the presidency as a partisan and Kurdish entitlement, but the deputy says: "The meetings so far have not reached a final understanding, and the dialogues are continuing, and the union's door remains open to all endeavors to reach a final and mutually acceptable solution."
The dispute appears, despite the fact that the accusations between the two opponents have stopped, is deep, and therefore resorting to the other option may be available, according to Kakai, who said: “The failure to reach a unified candidate in Parliament for the position of President of the Republic may make us reach the parliament with candidates from the Union and the Democratic Party,” pointing out To open dialogues with the coordination framework regarding the next prime minister.
The representative of the Fatah Alliance, Rafiq Al-Salihi, indicated that Parliament was preoccupied with the massacre in the Barkh resort, and said: “The Turkish encroachment on Iraqi lands has affected the political situation, and the special session will be devoted today, Saturday, to hosting the Ministers of Foreign Affairs and Defense and discussing the issue,” explaining that “the meeting of the Speaker of Parliament with heads of state. Last week, the political blocs discussed the Turkish encroachment on Iraqi lands and Iraqi sovereignty, in addition to setting a session to host the defense and foreign ministers, and among the discussions will be the topic of the position of the President of the Republic, the selection of the prime minister and the formation of the government. Speaking to Al-Sabah, Al-Salihi said that "the political committees are responsible for negotiating the formation of the government."
The leader in the coordination framework, Turki Jadaan, spoke with confidence, and said: "The decision of the name of the prime ministerial candidate will be at the beginning of next week, with the solution of 90% of the outstanding points and the reduction of the nominated names to three."
Jadaan added, in press statements, that "the framework forces are waiting for the Kurds' response to decide their options regarding the presidency, and otherwise, the 2018 scenario will be adopted to put forward the candidate names, through the election in Parliament."
The deputy believes that "important developments will emerge in the coming days, which is the consensus of the framework forces on one candidate and support for the next government's mission to be a government of tasks, services and crisis resolution," he said. For his part, political analyst Jassem Al-Ghurabi believes that "it is not possible to find a prime minister according to Article 76 except after Parliament has nominated a president of the republic, who will assign the largest bloc to assign a prime minister and form the government within 30 days."
And Al-Gharabi told "Al-Sabah", that "the internal Kurdish problem is not denied by anyone. As for the coordinating framework, it formed a quinquennial committee for the purpose of putting forward a name for the prime minister, and it will reach to identify a candidate, but it will run into the Kurdish obstacle," adding that "if the coordinating framework manages to collect two-thirds of the number of Representatives in the presidential election session will proceed to elect a candidate from any party, and if he cannot, it may happen with him as happened with the Sadrist movement by not achieving the full quorum in finding a president of the republic and the situation will remain as it is, which means extending the work of Al-Kazemi’s government and holding early elections again ".

The National Union: There is nothing new about the presidential candidate and the 2018 scenario is present

He stressed that "the 2018 scenario will be repeated in the House of Representatives in the national space to resolve the presidential candidate," referring to it as "an undesirable situation for the Kurdish street."
Anwar recalled, "The national and democratic prior agreement on the mechanism of managing positions in the Kurdistan region and Baghdad; but the Democrat wants political positions in the region and Baghdad."

Kurdistan Democratic Party: It is time to break the rule for the Union to obtain the presidency

{Politics: Al Furat News} The Kurdistan Democratic Party announced that it is time to break the rule for the Union to obtain the presidency of the republic.

Representative of the Democrat, Jayyi Taimur, said; For the {Unannounced} program broadcast by Al-Furat satellite channel tonight, that: “The visit of the President of the Kurdistan Regional Government, Masrour Barzani, focuses on the outstanding problems between Erbil and Baghdad, especially in the oil and gas file, and the Presidency of the Republic is discussing with the National Union on the basis, and I do not think that the Prime Minister or the House of Representatives are concerned with that."
"But if he meets with the forces of the coordinating framework, we will say then that his program includes the presidential file, but I rule out that," he added.
Taymour pointed out, "The problem of the position of the President of the Republic has become a norm for the Kurdish component without limiting it to a specific party
.
While Taymour confirmed, "The Democrat sees Barham Salih as a controversial figure within the Kurdish House, and the Union refuses to put forward an alternative or a compromise candidate even from his party, and the position of President is part of the Kurdish House's share, and he is the one who decides his choice. If we do not reach agreement on a single candidate, then we will return to the scenario of 2018
. By saying, "We do not favor the interference of other political forces regarding the presidential candidate," he concluded, "The next prime minister must work to zero the crises between Erbil and Baghdad, not interfere in the country's sovereignty, limit arms to the state, and work on the principle of balance."

The framework denies internal differences and two options to pass the prime ministerial candidate

{Political: Al Furat News} A leader in the State of Law coalition denied the existence of differences within the coordination framework about his candidate for prime minister.

Ghazi Al-Aboudi told {Euphrates News}: "There are still discussions and discussions regarding the prime ministerial candidate, and there is no truth in any circulation about the existence of differences over the candidates, but the discussions are continuing."
He added, "A group of names has been nominated from the political blocs, and none of them has been chosen so far."
Al-Aboudi stressed, "It is assumed that the candidate will be ready with the session of the House of Representatives," noting that "the mechanism for his selection will be either by consensus or by voting."
It is noteworthy that after rounds of negotiations and days of semi-optimistic statements to resolve the knot of completing the constitutional benefits and moving forward with the election of the President of the Republic and the formation of the expected government; Concerns and the atmosphere of political stalemate once again clouded the scene, as the coordinating framework awaits the agreement of the two Kurdish parties, to announce its candidate, while the Kurds have not yet agreed on their candidate for the presidency of the republic.

After rounds of negotiations and days of semi-optimistic statements about resolving the knot of completing the constitutional benefits and moving forward with the election of the President of the Republic and the formation of the expected government; Concerns and the atmosphere of political obstruction once again clouded the scene, as the coordinating framework awaits the agreement of the two Kurdish parties, while a veteran politician stated that there is no Kurdish-Kurdish agreement so far on a candidate for the post of President of the Republic.
A member of the House of Representatives from the Independents Bloc, Yasser Iskandar, said in an interview with “Al-Sabah”: “The independents bloc, consisting of 12 deputies, will not enter into the formation of the government if the Sadrist movement does not participate in it, because it is considered a cornerstone in forming the government,” and added, that "The Turkish aggression on Iraqi lands negatively affected the scene and made the conditions of the political impasse and delayed the formation of the government more difficult."
For his part, the political analyst, Dr. Talib Muhammad Karim, said in an interview with "Al-Sabah", that "this stage that Iraq is going through is one of the most difficult political stages, due to the lack of consensus regarding any way out that leads to the formation of the government."
He added that "the crisis is still in force for the two Kurdish parties, as it is with the Shiite framework," and he continued: "The issue may be easier in the framework than what is going on among the Kurds, for the National Union is firm in its position on its candidate.

 Baghdad: Muhannad Abd al-Wahhab

Identical sources from the coordination framework stated that the latter is close to naming the next prime minister, indicating that matters are now restricted to voting within the framework on limited personalities, and while the two Kurdish parties are hesitant about reaching an agreement on the presidential candidate, observers and politicians confirmed that the key to the solution for the next government is constitutional. It lies in the agreement of the Kurds to name the personality of the President of the Republic.
A member of the parliament from the Kurdistan Democratic Party bloc, Tohma al-Lahibi, said in an interview with "Al-Sabah": "The party is continuing negotiations with the PUK, however we insist on our electoral entitlement, because the democracy is the largest bloc in the Kurdish blocs."
He added, "It is possible that the negotiations will reach a dead end, and as a result we go to the stage of voting for the candidate for the position of President of the Republic under the dome of Parliament. Whoever wins the vote takes the position and we support him greatly, and this is the democratic mechanism."
He pointed out that "the delay in forming the government has nothing to do with the election of the president of the republic, because it is a settled matter, whether for (Al-Parti), (Al-Ekti) or any other Kurdish figure, but the matter must be resolved within the coordination framework by naming a prime minister."
In addition, the political analyst, Jassem Al-Ghurabi, stated in an interview with Al-Sabah, that “in all cases, the coordinating framework cannot name the prime minister until after naming the president of the republic because Article 70, paragraph 7 of the constitution stipulates that the president of the republic assigns the largest bloc In accordance with Article 76, the nomination of a Prime Minister.
He added, "Since the two Kurdish parties (Al-Yekti) and (Parti) have not yet agreed to nominate the candidate for the presidency, the framework cannot nominate a prime minister at the present time, knowing that the framework is in continuous meetings for this purpose, and that "the framework can elect Prime Minister, but he will face the obstacle of not naming the President of the Republic, and therefore the ball is in the Kurdish court.
