Accompanying the political crisis that followed the October 2021 elections, several scenarios were put forward to get out of the so-called “political blockage” reached by the parties and political blocs, which continued to cause the Sadrist movement to leave the parliamentary process with the resignation of its representatives collectively, and despite the “temporary” absence of the scenario of dissolving Parliament and going towards early elections. new out of the crisis; However, the specter of this scenario still exists and an obsession can be verified.
The expert in electoral affairs, Adel Al-Lami, said in an interview with "Al-Sabah" that "the constitutional way to dissolve the House of Representatives was drawn up by Article 64 / first of the Iraqi constitution, which stipulates that (Parliament is dissolved in one of two ways, either at the request of a third of the members of the House of Representatives, that is, at least). 110 deputies to dissolve Parliament, and the vote on the dissolution decision shall be with the approval of an absolute majority of the number of members of the Council, that is, with the approval of at least 165 votes.
And he indicated that "the second method of the same article was determined by it (at the request of the Prime Minister and with the approval of the President of the Republic), but also that the Prime Minister's request must be voted on by the House of Representatives by an absolute majority of its members," and he explained that "in the event that Parliament is dissolved before the electoral cycle ends Early elections will be held, as happened in 2021."
Al-Lami stressed that “the political problems during the past twenty years were caused by the lack of clarity in the constitutional articles,” calling for “the formation of a government that is more like a transitional government with parliamentary oversight for the purpose of restoring or amending the constitution in a way that facilitates and ensures the process of peaceful transfer of power in a clearer and smoother manner,” warning against “abolishing the regime.” The one unchanging vote in the current electoral law and a return to the (notorious) proportional system that was based on political and factional quotas,” he also called for “taking into account that the delimitation of electoral districts be reconsidered in a neutral manner and from a neutral party and not in accordance with the interests of some political parties.”
Regarding the position of the Sadrist movement on the political process, the political analyst, Manaf al-Moussawi, explained in an interview with “Al-Sabah” that “the Sadrist movement today made it clear that it is a project owner and not an authority. Or attract voters to the ballot box when a crisis of confidence occurs as a result of the consensual government that generated the October demonstrations, which in turn led to the occurrence of early elections.
He noted that "the Sadrist movement presented a project with two options: an option that forms the government with its coalition and government program, and an option in which it goes to the opposition," noting that "the two options did not succeed in that period, and the movement gave more than one opportunity for the coordination framework to form the government, and this issue did not succeed, so We believe that the Sadrist movement's decision to transform the project if it is compatible with the popular desire, and the current will be effective in supporting the street, and I think that the Sadrist movement chose the most difficult option for some, but for it, leaving the political process is a proactive gesture.
Regarding the position of the coordination framework on the scenario of dissolving Parliament, political analyst, Dr. Haider Salman, indicated in an interview with “Al-Sabah” that “it is too early for the coordination framework to go to dissolving Parliament according to an increase in parliamentary seats, and some blocs may also reject this scenario due to the increase in its seats, but this thing can happen if there is reluctance and reluctance to form the government from effective and influential parties, even if it is outside the political process. Therefore, we are faced with the option of extending the current government and going to other elections determined by the political blocs, and all of these possibilities are weaker at the present time. As consultations continue to form a government.

While the picture has become clearer in the Shiite and Sunni houses about the progress of the constitutional and electoral benefits, it seems that the ball of difference and variance has returned to the Kurdish political house, despite the reassuring statements in the past period, but the language of difference and insistence on positions appeared again in the statements of the two Kurdish parties, "Al-Yakti" The National Union and the Democratic Party, so it is likely that Baghdad and the vote under the parliament’s dome will decide the victory of the most likely candidate for the position.
The political analyst, Mahmoud al-Hashemi, said in an interview with "Al-Sabah": "The understandings between the coordination framework and its allies reached two main points; And that the Shiites should reach an understanding among themselves over a prime minister, while this is contrary to the logic of the constitution and the course of entitlements, as the position of the President of the Republic must be passed first and called for a session of the House of Representatives and assigned (the largest bloc) to nominate the prime minister and then the cabinet and ratify it.
He added, "The Kurds have not reached a conclusion regarding the position of the President of the Republic, and perhaps there is an opinion that was put forward by the framework, which is that the candidate of the National Union, Barham Salih, and the Democratic candidate, Reber Ahmed, remain, and they are voted on in the House of Representatives, and whoever gets the highest votes wins the presidency." .
For his part, a member of the Kurdistan Democratic Party, Mahdi Abdul Karim said: “The two parties, the Union and the Democratic Party, and in the event that they do not agree on a specific candidate to present to Parliament to vote on him for the post of President of the Republic, they will go to Baghdad alone with their candidates, where the House of Representatives will be the facilitator to pass one of the candidates. ".
A member of the Al-Fateh Alliance, Ali Hussein, also explained that "Baghdad will decide the matter of choosing the next president of the republic, in the event that the National Union and the Democratic Party are unable to agree on a specific figure and present it to the parliament for a vote in the coming days."

After the concept of the “largest bloc” was realistically achieved for the Shiite coordination framework, leaders in it revealed that the latter had put in place mechanisms to resolve the prime minister’s file and move forward with the formation of the expected government, continuing pressure on the Kurdish (Democratic) and (National Union) parties to agree on the personality of the candidate for the presidency. And at a time when no official comment or statement was issued by the other political blocs regarding the demands that I put to the coordination, it was not clear what those demands were and whether they were speculation or real.
The representative of the "Extension" parliamentary bloc, Nissan Zayer, told "Al-Sabah": "After the change in the form of alliances after the withdrawal of the Sadrist movement, the level of the parliamentary map has changed, and these alliances will proceed with the formation of the government."
She added, "The formation of the government will continue after the announcement of (the largest bloc) under the dome of Parliament, and then the selection of the President of the Republic, who will assign it to nominate the Prime Minister," and indicated that "the new alliances will proceed after the agreements of the political blocs to lay the foundations for those agreements, including achieving the demands of the political blocs." And agreement on new alliance formulations that adopt legal frameworks and in accordance with the constitutional mechanism.”
While the representative of the Kurdistan Democratic Party bloc, Sherif Suleiman, said in an interview with "Al-Sabah", that "the past few days, with all their events, changed the political map after the withdrawal of the very influential Sadrist movement from the political process because of its large mass base, and the Kurdistan Democratic Party." Relations and understandings with him, and this understanding will continue."
He added, "What happened in terms of differences and obstacles, the failure to implement the provisions of the law and the failure to move the political process to safety brought this process to very dangerous levels, and everyone knows what stage Iraq and the region are going through due to non-compliance with the constitution."
And he said, "Our ambition is to have a real commitment to the agreements and implement them in accordance with legal and constitutional frameworks, and to create a balance and real partnership between the one Iraqi people who are committed to a democratic system and a single constitution."
In turn, the political analyst, Issam Al-Faili, said in an interview with "Al-Sabah": "The parties that agreed to replace the deputies and attended the previous session, such as (Democratic, Progress and Resolve) have a number of demands that are placed on the negotiating table, in addition to the fact that the Kurds also have a number of The demands include stopping the Federal Court’s procedures in the matter of oil and gas, and in practice there are companies that began withdrawing for fear of their oil interests and obligations with the federal government.
He explained that "there are many files that need reassurances, writing and an official announcement, and regarding the situation with regard to the democrat, there are other demands that the coordinating framework cannot implement alone. They are demands that need constitutional legislation, represented by the oil and gas law and other laws."
In addition, the leader of the State of Law coalition, Muhammad Jassim Jaafar Al-Bayati, said: “The coordinating framework, after resolving the file of the replacements by chanting the oath inside the parliament, has become 130 deputies, and he is serious about resolving the government’s file next July, if this is possible,” noting "The framework establishes good mechanisms for resolving the prime minister's file and the resolution mechanism in the event that there is more than one candidate."
He added, "A mechanism has been put in place to resolve the file of the Presidency of the Republic and put pressure on the two Kurdish parties in order to agree, or to find a third alternative for the two persons offered for the position," noting that "the situation is somewhat ripe for the formation of the government, and the resolution of the Presidency file will be from this period until the end of July." next".
He continued, "The meeting (yesterday, Monday), which included the framework and its allies from the National Union and Al-Azm, indicates that the number of deputies for this understanding composition exceeded 170, and there is a strong movement against democracy, sovereignty and some independents willing to participate in the government."
The deputy of the State of Law coalition, Jawad Al-Ghazali, also stated that "the meetings held by the coordination framework with the Azm Alliance and the Patriotic Union of Kurdistan represent the start of the countdown to forming the next government."

And the representative of the state of law continued, "The government will be formed, whether with the consent of al-Sadr or not, or with the consent of the framework or not, because in the end the government must be formed, and everyone agreed after the emergency session to form the government after the legislative recess."

"We are seeking to form a government that provides services and addresses some issues and does not move matters," Al-Ziyadi explained.

The representative of the Patriotic Union of Kurdistan, Karwan Ali, said that the meeting, which was held at the home of Bafel Talabani in the capital, Baghdad, and in the presence of the leaders of the coordination framework, discussed the issue of forming a government and discussing the political situation.

Ali said in a statement to "Nass" (June 27, 2022): "The meeting with the coordinating framework forces aims, in the first place, to discuss the issue of forming the government, as well as the position of the President of the Republic."

Naive' believe the majority is a weakening of the doctrine

Muqtada al-Sadr identifies 10 reasons behind his withdrawal from the political process

Muqtada al-Sadr identifies 10 reasons behind his withdrawal from the political process

Baghdad - people

On Thursday, the "minister of al-Sadr" identified ten reasons behind the Sadrist bloc's resignation from the Iraqi parliament and its withdrawal from the political process.

Saleh Muhammad al-Iraqiya, known as "the Minister of Sadr", wrote a post followed by "Nass" (June 30, 2022), in which he stated:

What are the reasons that prompted Mr. Sadr, the leader, to withdraw from the political process?

I mention some of them to you:

First: The government can only be completed with the participation of the corrupt, subordinationists, and sectarians.

Second: Independents stand by the project of the national majority government for reasons of encouragement, intimidation, or lack of confidence.

Third: The political blocs, and even some countries, insisted on consensus.. This, in his view, is forbidden and unjust to the people and the nation.

Fourth: The conscious classes, such as media professionals, analysts, technocrats, and others, do not support the project of the national majority. Rather, some of them stand in opposition, especially with the hostile media war.

Fifth: The lack of popular support for this, although the majority sympathize with the majority project.

Sixth: The domination of the beneficiaries, dissidents, and worldly people from the current in the event of the success of the formation of the national majority government, and this puts the last national Shiite card at risk.

Seventh: The occurrence of a Shiite conflict over the sharing of government spoils before their formation, so what if they were formed?!

Eighth: The issuance of a law criminalizing normalization, which led to the struggle of the outside world against the owner of the reform project and the majority project.

Ninth: The formation of the majority government will clash with the rampant corruption in all parts of the state, including the politicization of the judiciary and other state institutions.

Tenth: The naive believe that the majority government is a weakening of the sect.. and this is a very sad matter.. the sect does not rise above corruption, but rather through reform and
the renunciation of sectarianism.

Political analyst: internally and externally acceptable criteria for choosing the prime minister

{Politics: Al-Furat News} The political analyst, Haitham Al-Khazali, confirmed, on Thursday evening, the acceptability of the criteria for choosing the prime minister internally and externally.

Al-Khazali told Al-Furat News that: “The first episode in forming the government depends on choosing the president of the republic, and he will return to the Kurdish house. The other is to come up after the feast with one candidate to vote on internally, i.e. a repetition of the 2018 scenario.

He referred to “setting criteria for the qualities of the prime minister; However, the names of the candidates for the position have not yet been presented, and I believe that the criteria are more reasonable and acceptable internally and externally."
Khazali added, "There are many challenges facing the current and subsequent government, but I think some threats are matched by some opportunities. There is a financial abundance that can address the issue of the exchange rate and the economic situation, improving services and covering social welfare by increasing its entitlements and covering it with health insurance. There is international and regional acceptance due to the presence of energy sources and corridors that call for calm down."
He noted, "The political blocs now have a golden opportunity because of the financial abundance and international understanding of the government's work and the stability of energy markets, with a rise in prices due to the Ukrainian-Russian war, and there are understandings between Baghdad and the countries of the region. I think that everyone will contribute to the success of the government, and we hope to take steps focused on serving the citizens."

Mr. Al-Hakim called for giving priority to the public interest over private interests and the formation of a national service government capable of defining priorities and working to implement them according to an agile and short program.
The head of the National State Forces Alliance also renewed his position not to participate in the next government, and to keep the role of wisdom limited to convergence of views between the political parties.

Tenth: The belief of the naive that the majority government is a weakening of the sect, and this is a very sad matter, as the creed is not superior to corruption, but rather through reform and the rejection of sectarianism.

The periodic meetings of the coordinating framework forces resulted in the designation of three important committees, including the “Committee for Writing the Governmental Program” and the “Negotiation Committee”, in addition to the Committee for the Management of the File or the Political Decision, which includes the leaders of the forces affiliated with the framework.

Since the Sadrist bloc’s representatives submitted their resignations from the Iraqi Council of Representatives and the withdrawal of the Sadrist movement’s leader Muqtada al-Sadr from the political process, the coordinating framework has addressed the task of forming the new government and entered into internal negotiations and dialogues with other political forces, but until now it has not been officially announced that understandings have been reached between the two parties. The blocs lead to the formation of the government.

A source in the coordination framework told Shafaq News Agency, that "the framework forces are open to all the active forces in the political scene to resolve the formation of the government, and in line with the requirements of the stage," noting that "most of those forces expressed their interaction with the framework's proposals, and from all components, including the deputies. Deputy for Al-Party: There are no agreements with the National Union regarding the Presidency of the Republic so far

Baghdad - people

Kurdistan Democratic Party MP Majid Shankali confirmed, on Saturday, that there is no agreement so far regarding the presidential candidate.

"So far, there is no agreement between the Kurdistan Democratic Party and the Patriotic Union of Kurdistan on a single candidate for the presidency," Shankali said in a statement to "Nass" (July 2, 2022).

He added, "The two parties are sticking to their candidates, the union is sticking to Barham Salih and the party is sticking to Barbar Ahmed."

And he indicated that "immediately after Eid, there will be a session to elect the president of the republic, and according to the data, it will be between 15-20 July 2022."

He explained that "the coordination framework informed the two parties that it is with a Kurdish consensus, and the 2018 scenario may be closer to reality."

Shankali pointed out that "some parties in the framework refuse to renew Barham Salih and argue that there is a consensus candidate between the party and the Yekti."

He pointed out that "the framework can form a government, but the most important factor is the sustainability of that government, as that government will not be able to continue in the event that there is a strong opposition party that has withdrawn from Parliament, which is the Sadrist bloc."

The Kurdistan Democratic Party announced, earlier, the start of negotiations with its counterpart the Patriotic Union of Kurdistan to reach an agreement on a candidate for the presidency of the republic, noting that its candidate, Reber Ahmed, is the "most fortunate."

The representative of the Kurdistan Democratic Party, Sherwan Al-Dobardani, said in a statement to the official newspaper, followed by "Nass", (July 2, 2022), that "the party is still sticking to our candidate for the presidency, Riber Ahmed, and the Patriotic Union is also sticking to its candidate, Barham Salih, and negotiations and contacts have begun for the purpose of Reaching to nominate the acceptable candidate for the position and for the presidency of the Council of Ministers.

He added, "The most fortunate is the candidate of the Kurdistan Democratic Party, while negotiations continue with the National Union Party to go to the House of Representatives with one candidate, because what the Democratic leader Massoud Barzani confirmed is that the Kurdish component has one candidate, and we are not greedy for positions in Baghdad, but this is an electoral entitlement for the component." Kurdish," he said.

And he indicated that "there are three principles confirmed by Barzani: partnership, consensus and balance, and that we go to form the government according to these principles, and all political blocs of framework, determination and sovereignty adhere to them through their joint statements, and we will go with the Kurdish delegation and the Democratic Party to Baghdad to form the next government and agree on one candidate." to the Presidency of the Republic in this session.

He explained that "written agreements that guarantee all parties will be adhered to by members of the House of Representatives, which will be announced in a few days by the Democratic Party and other parties, in addition to the coordination framework that became the largest bloc after the withdrawal of the Sadrist movement."

Earlier, the leader of the Kurdistan Democratic Party, Dana Jaza, said: "The Kurdistan Democratic Party is not afraid of the coordinating framework controlling the majority, and the coordinating framework's control of the majority does not mean at all that our candidate Riber Ahmed will lose the presidency."

He added, "The presidency of the republic is our natural entitlement, and we expect that it will be resolved within the Kurdish House, and the scene of 2018, when the position was decided in Parliament, will not be repeated."

A spokesman for the Asa'ib Ahl al-Haq movement, Mahmoud al-Rubaie, said earlier that the election of the President of the Republic will take place after the end of the legislative term holiday for Parliament.

Al-Rubaie stated in a blog post, followed by "Nass" (1 July 2022), that "after the blessed Eid al-Adha, the legislative term holiday for the House of Representatives ends, and the president of the republic will be elected, and we hope that Kurdish politicians will reach an agreement on one candidate."

He added, "If they do not agree, the coordination framework will go to vote for the candidate of the National Union, in appreciation of their supportive and steadfast position during the last period."

Masoud Barzani: Things are in their infancy after al-Sadr's withdrawal

Baghdad - people

The leader of the Kurdistan Democratic Party, Massoud Barzani, said that the political situation in Iraq is very difficult, while pointing to the continuation of dialogues in order to reach a "common solution formula for all parties."

In an interview with the Egyptian newspaper Al-Wafd, followed by "Nas", Barzani said (July 2, 2022): "The Iraqi situation is very difficult, and there is a deep crisis, because of the complications that occurred after the announcement of the results of the last elections, and there are dialogues and initiatives in order to reach to a formula to resolve these intractable knots."

Regarding the movements of the coordination framework after the withdrawal of the Sadrist bloc, Barzani stressed that "things are still in their infancy after al-Sadr's withdrawal," stressing, "We have friendly relations with al-Sadr that are not linked to alliances."

He explained, "We do not build our alliances on the basis of hostility to other alliances. Rather, we believe that any alliance must be built on unifying national constants whose foundations are the constitution and whose objectives are to preserve the people's gains and work to serve citizens, meet their basic needs, and solve problems in a purely patriotic spirit."

Barzani stressed that "the Democratic Party has had a candidate for the presidency from the beginning," in answer to the newspaper's question about the possibility of the Democratic Party pushing its candidate for the presidency of Iraq.

Saleh Muhammad Al-Iraqi publishes a new part of the reasons for Al-Sadr's withdrawal

Baghdad - people

On Saturday, Saleh Muhammad al-Iraqi, known as al-Sadr's "minister", published a new part of the reasons for the leader's withdrawal.

Al-Iraqi said in a post seen by "Nass" (July 2, 2022), in continuation of the above regarding the reasons that prompted Al-Sadr to withdraw from the political process:

First: There is a covenant between our leader and God. And the covenant was responsible - not to put his hands in the hands of any corrupt person, and Iraq will not return to harmony, regardless of the results.

Second: The withdrawal was tantamount to: (the victor’s withdrawal) .. God hears and sees while He is in the highest view .. Oh God, accept this sacrifice from us.

Third: Withdrawal is a moral aspect, as it is giving up the world for the sake of obedience to God and for the love of the country.

Fourth: May the withdrawal be a lesson for others not to cling to money, power, fame, chairs and positions.

Fifth: The Al-Sadr family is great in obedience, asceticism, piety, love of others, and love of the country, not politics, government and parliament.

Sixth: The steadfastness of the lovers, their conviction in the decision, their support for their leader, and their non-dispersal and dispersal, even after the decision to withdraw, means a lot to them and will enrage many enemies and opponents.

Seventh: It is a step to save the country.. It was necessary before God and the people.. Is anyone preaching?

Eighth: It has a clear indication that national interests are prioritized over personal interests. The homeland is more valuable and higher.

Ninth: Withdrawal is tantamount to denouncing and withdrawing from *corruption and the people of corruption *.. as our Imam, our Master and Master Ali bin Abi Talib, may God’s peace be upon him, did.

Tenth: The withdrawal will reveal the truth of those claiming to defend the sect.. So what are they doing in the absence of a popular class that is the most courageous and bravest in resisting occupation and the war of terrorism..and the closest to the hearts of the people and the fair ones!??..and we will not share them no matter what happens.

Political analyst: The framework is trying to dismantle concessions into balances in forming the government

{Politics: Al Furat News} The political analyst, Iyad Al-Anbar, shed light on the political scene in forming the government and the attempts of the coordination framework to dismantle concessions into balances in forming the next government.

Amber said; For the (unpublished) program broadcast by Al-Furat satellite channel on Saturday evening, it said: "First, we have to admit that the Sadrist movement has become outside the government formation equation after officially announcing its withdrawal, and the coordinating framework is continuing in the formation."
He added, "The current's withdrawal was a deliberate step. There may be an arrangement or a project, and its going to the opposition will be unilateral."
"It is not possible to reach the moment of clash, which is based on a zero-sum equation, and its meaning, if it starts, will not be resolved easily and its cost is very difficult, and I don't think any political party would like to enter into this equation," Al-Anbar added.
And he said, "The formation of the government is complicated, with concessions, and the framework is trying to dismantle these concessions and present balances in the formation, and our political system is a hybrid, not a consensual."
Amber concluded, "The problem is not with the political consensus in forming the government, but with the street's view of this formation."

Too right 👍 on all counts!!!

Only a mob of greedy unenlightened half wits could and would take a golden opportunity to create a prosperous flourishing country and turn into what it is today...an Epic Hot Mess of a Failure with countless starving millions wallowing in poverty while rich criminal politicians continue to FATTEN their secret off shore bank accounts... with no end to this in sight.
