The bloc led by former Prime Minister Haider al-Abadi stressed that it seeks to "re-establish the legitimacy of the damaged political process." She called for "the production of a governance equation capable of survival, success and serving the people, which requires an unchallenged electoral process, and a streamlining of the formation of executive and parliamentary structures, which were not achieved in the light of the 2021 elections and their aftermath," as reported by the German News Agency.
And she warned that establishing a ruling equation “on the basis of skepticism, exclusion, rivalry, and political quota service would deepen the crisis of the political system, which necessitates reconsideration and realization of the political will for a legitimate and sound project line for the next stage of governance in order to succeed in leading the state’s path and performing its functions.”
The leader of the "Asa'ib Ahl al-Haq" faction, Qais al-Khazali, had confirmed that the political process has now become more complicated after the withdrawal of the Sadrist bloc from the political process and its resignation from Parliament.
Khazali, whose faction is one of the most prominent components of the Shiite coordination framework, said that the withdrawal of the Sadrist bloc representatives "is not a solution, but rather means that the problem has shifted from one method to another." He added that "the normal procedure is the occurrence of a political agreement to repeat the elections, provided that its law is amended, electronic voting is canceled, and important changes are made in the Independent High Electoral Commission."

The coalition added that "betting on academic knowledge only and ignoring leadership ability and crisis management is a mistake, because to confront and manage crises we need leadership with vision, experience, will and realistic ability to make the state project succeed and save the system," noting that "the pillars of the governance equation are neither victor nor loser, and all A winner, painful concessions while preserving principles, neutralizing the next stage, the transition of the next stage, the transfer of major controversial files and collective management.

Shafaq News/ The Secretary-General of Asa'ib Ahl al-Haq, Qais al-Khazali, ruled out forming a new government after the Sadrist movement withdrew from the political process, calling for a political agreement to re-elections.

Khazali said in an interview with elites and analysts, which was followed by Shafak News Agency, commenting on the resignation of the Sadrist bloc's deputies, that "the defect is now deeper and more complex, and it is not possible to form a government in calm conditions and it can succeed."

This comes  in the wake of an extraordinary parliamentary session held by the Parliament, headed by Muhammad al-Halbousi, and attended by 202 deputies, which saw 64 new deputies take the constitutional oath, instead of the Sadrist bloc's deputies who resigned last week in response to an invitation from the leader of the Sadrist movement, Muqtada al-Sadr.

The resigned MP, who asked not to be named, confirmed to Al-Araby Al-Jadeed that "the understandings between the two parties included a government that would end the file of depopulated cities controlled by militias and return their people to them, compensate those affected by the battles, turn the page on internal displacement, rebuild cities, and stop The spread of militias and armed factions outside the plan of the Joint Operations Command within cities and residential neighborhoods.

The understandings also included, according to the source, "amending the general amnesty law to include granting prisoners, whose confessions were proven to have been extracted under torture or because of a secret informant, the right to request a retrial."

 

The resigned MP added: "Such rights are not believed by the coordination framework, and he may promise to implement them, but he will not do, as he did during 2018 during the (Al-Bina) coalition, which promised to achieve those demands of the Sunni forces, but none of them were achieved, not from the government." Adel Abdul-Mahdi, nor from the current Mustafa Al-Kazemi government. He considered that "a prime minister like Jaafar al-Sadr (who was al-Sadr's candidate to form the government) was able to move the political process to a new stage."

The resigned MP from Najaf province continued, "Our withdrawal will affect the opening of these files for the people of the liberated cities," adding that "Sadr (Muqtada) had assured both Khamis al-Khanjar and Muhammad al-Halbousi, in a previous meeting, that he supports the political movement to correct the situation in the areas northern and western Iraq," adding that "the negative impact may reach the position of Speaker of Parliament himself, as we hear veiled threats that they may withdraw confidence from Al-Halbousi and support his replacement."

For his part, a member of the "Sovereignty" coalition, Raad Al-Dahlaki, told Al-Araby Al-Jadeed, "The political crisis or the delay in forming the government, or withdrawals from Parliament, do not mean that we have relinquished the strategic goals of the alliance (sovereignty), and this is what we promised our audience during the period of elections, and we will spare no efforts to achieve these goals.”

Al-Dahlaki added that "the security turmoil and the aggression of armed groups, during the period of the war against ISIS, led to the absence of thousands of Iraqis from the Sunni Arab regions, a file no less important than the file of the displaced, and we want to know what happened to them, and where they are now?", stressing "The demands will remain constant for the alliance in any negotiating movement we have with other political parties and forces."

As for "Progress" party member Ali Al-Issawi, he told Al-Araby Al-Jadeed that "the withdrawal of the Sadrists affected the political process as a whole, not only the Sovereignty Alliance." He stressed that the alliance's understandings with the Sadrists are "continuous and not interim, and our vision in future negotiations with any political party stems from the demands of the public in our areas, starting with stopping violations, files of the disappeared and areas seized by armed groups, in addition to the displaced, and ending with the reconstruction of the areas, especially homes and infrastructure.

Consequences for the people of northern and western Iraq

{Politics: Al Furat News} The head of the National State Forces Alliance, Mr. Al-Hakim, called for choosing the next prime minister within specific criteria that take into account the challenges of the current stage.
 

A statement from his office stated, {Al-Furat News} received that: "Mr. Al-Hakim praised, during the Baghdad office, the elites, competencies and youth energies for the giving of young people and their role in building Iraq and society, and thanked them for their presence," noting "the necessity of fairness to the Iraqi experience, and looking at the achievements made with the same impulse in Negative diagnosis.

Mr. Al-Hakim stressed, “the need to look at what has been accomplished according to the parliamentary system and its requirements in decision-making and its maturity,” stressing that “Iraq is good and that there are clear indications of a great Iraqi breakthrough,” calling for “pride in our country and leaving the language of generalization with the importance of standing on success stories.” promoting them and supporting the private sector to be able to absorb the demand for job opportunities and reduce the pressure on the Iraqi state.”

He reiterated his regret at "the Sadrists' decision to withdraw from the House of Representatives," calling for "the formation of a national service government and the selection of a prime minister within specific criteria that take into account the challenges of the current stage, with the importance of allowing the honest and competent to take his opportunity to serve his country."

The head of the National State Forces Alliance stressed "the importance of amending the electoral law to reach balanced results between the number of votes and the number of seats," noting that "the lack of stability is an inevitable result of the absence of balance."

Muzaffar said; For the “Al-Mastra” program broadcast by Al-Furat satellite channel tonight, it said: “We seek to establish a solid and harmonious governance equation, a rational government, a stable system, a realistic government program, the personality of the Prime Minister, and a ministerial cabinet capable of taking on all the complexities of the internal stage, including the relationship with the Kurdistan region and even the external.”
She added, "According to the data, the political situation has become complicated and confusing, with open political ends and it is difficult to gather them. Therefore, this initiative came, and it is a road map at all levels, and it contains many points."
Al-Mudhaffar pointed out, "The content of the initiative is that it is a transitional phase that establishes close elections with a new election law and a commission, and this therefore contains many main points, the most prominent of which is that it be a comprehensive and balanced in a balanced manner for all political forces, including even those outside the legislative authority."
And she continued, "The zero-sum game theory in which there is neither a winner nor a loser, meaning that the Sadrist bloc and the rights movement leave the legislative authority that they have lost, and the formation of the government must be conditioned on a realistic government program in which there are many reform points, and the character of the prime minister is not a quarrel for all parties."
Al-Mudhaffar added, "The political situation in Iraq is confusing and cannot be built on something sloppy, and therefore leads to collapse, and the framework initiative is comprehensive, establishing a strategic transitional stage for the next stage." 
And she indicated that "the government will be formed according to personal criteria that will lead the next stage, and the initiative is not exclusionary, but rather comprehensive and based on participation, and the issue of pledges gives legitimacy, guarantee and confidence between the political parties." 
Al-Mudhaffar noted that “the written paper contains charters and covenants that will discuss an atmosphere of reassurance for the parties and will include provisions in the event of commitment and defect,” stressing “the need for the Prime Minister to be a political statesman, not an administrator, and have international and regional acceptability. No names have been discussed, but a discussion is now underway Prime Minister's Standards.
She explained that "the collective administration is not intended to administer the government, but rather came to set the ruling equation not to exclude any political party, and the next prime minister must enjoy the acceptability of all important political parties, and among the necessities of the stage is to take the opinion of the leader of the Sadrist movement, Mr. al-Sadr, even if he is absent in personality. Al-Mudhaffar concluded, "We did not raise the issue of the transitional government arbitrarily. Rather, it came as a result of skepticism, a kind of exclusion, and contested election results. Al Mandalawi said; For the “Al-Mastra” program, broadcast by Al-Furat satellite channel tonight, that: “The real crisis was inside the Shiite house, and we were with the Sadrist movement, and after its withdrawal, the political process took another curve, and we are with our participation in the government with conditions that include real partnership and balance,” noting that “the coordination framework was keen on The formation of a strong and successful government confirms the continuation of serious dialogues."
He added, "After the replacement deputies crossed, I think the arena is in the hands of the framework now and it has to move, and the task is not easy, and we will respond to any call it makes to proceed with the dialogues," adding, "We have good understandings with the framework and it will intensify in the coming days, and guarantees will be present."   
Al-Mandalawi said, "There are several crises in the Kurdistan region, not only the presidency of the republic, and we started dialogues with the union and discussed the issues of elections within the region, attacks and oil, and the situation is still the same from both parties, they are still sticking to their candidates, and if we do not reach a solution, the 2018 scenario will be present." 
He continued, "We have no fears of re-elections, and our position on amending the law depends on the items to be amended. As for the initiative of the National State Forces Alliance, it is a solution to the deep crisis and gives a kind of tranquility to the public street. The initiative must focus on resolving outstanding issues with the region in order not to drag the country into chaos." 
Al-Mandalawi stressed "the importance of ending the outstanding differences between the two groups and focusing on the legislation of the oil and gas law and the region's budget."
He pointed out that "the region sought to find realistic treatments for the oil file with the federal government," concluding, "The choice of the prime minister's personality will be an important detail in the next stage, and the selection controls will be established, and these guarantees must be reliable and public to get out of the blockage crisis."
