He added, "The meeting that is taking place was attended by the heads of the parliamentary political blocs or their representatives."  

  

Yesterday, Sunday, the independent bloc announced its intention to participate in the meeting of the heads of the political blocs to be held tomorrow, while noting that reopening the door for candidacy for the presidency of the republic is required by the vote of the majority of members of the House of Representatives.  

  

The coordinator of the bloc, MP Muhammad Anouz, stated, in an interview with colleague Karim Hammadi, which was followed by “Nass” (July 17, 2022), that “the parties and emerging forces are registered as blocs, so they will attend tomorrow’s meeting, and we registered the Popular Bloc as a bloc in the House of Representatives, in addition to the emerging forces.” The other," he explained, "as for the rest of the independents, they were distributed from the first moment between the Sadr alliance and the coordinating framework."

An Iraqi parliamentary source confirmed , on Sunday, that the differences between the political blocs over the nomination of the President of the Republic and the Prime Minister continue.

 

In an interview with Al-Arabiya, he indicated the difficulty of holding the parliament session scheduled for next Wednesday, in light of the persistence of these differences.

He also explained, asking not to be named, that the two Kurdish parties have not yet agreed on one candidate for the presidency, with each party sticking to its candidate, which threatens the legal quorum required to hold the session, which is two-thirds of the number of members.

 

He spoke of an initial agreement within the Shiite coordination framework not to nominate any of the first-rank leaders for the position of prime minister, noting that the leaks attributed to Nuri al-Maliki caused a deep division within the Shiite bloc, as he put it.

On Monday, Parliament Speaker Muhammad al-Halbousi and his deputy discussed with the heads of parliamentary blocs the most important issues related to the work of the Council, holding its sessions, completing the constitutional dues, and the priorities of bills during the current legislative term.  

  

  

And it was decided during the meeting, according to an official statement received by “Nass” (July 18, 2022),  

  

1 Proceed with legislating a number of draft laws in the corridors of the Council that affect citizens and their needs, according to the table attached to the statement.  

  

2 Completion of the constitutional benefits, in line with the requirements and challenges of the stage. At the request of Vice President Shakhwan Abdullah and the Kurdish forces, and in order for there to be time to reach an understanding between them; A second meeting of the heads of parliamentary blocs has been scheduled for next Thursday; To discuss what the Kurdish forces have achieved in this regard.  

  

3 Council sessions for the second legislative term/first legislative year begin next week, with eight sessions per month, and its agenda will be announced later.

{Politics: Al-Furat News} Parliament Speaker Muhammad Al-Halbousi and his deputy, Shakhwan Abdullah, held a meeting today, Monday, with the heads of parliamentary blocs.
 

The office of the Speaker of Parliament stated, in a statement received by {Euphrates News} a copy of, that: "The meeting discussed the most important issues related to the work of the Council, holding its sessions, completing the constitutional dues, and the priorities of bills during the current legislative term."
He added, "Where it was decided during the meeting:
1. To proceed with the enactment of a number of draft laws in the corridors of the Council, which affect citizens and their needs, according to the table attached to the statement.
2. Completing the constitutional entitlements, in line with the requirements and challenges of the stage. And at the request of the Vice President, Mr. Shakhwan Abdullah and the Kurdish forces, and in order for there to be time to reach an understanding between them, a second meeting of the heads of the parliamentary blocs was scheduled for next Thursday, to discuss what the Kurdish forces have reached in this regard.
3. Council sessions for the second legislative term/first legislative year begin next week, with eight sessions per month, and its agenda will be announced later.

The presidency of the parliament overthrows the “coordination plan” and the selection of a new prime minister reaches a dead end

Discussions of choosing a new prime minister within the coordination framework reached a dead end, while the Shiite group will try to hold a meeting for the same purpose next week.

The "frameworkers" are divided into more than one team regarding the next prime ministerial candidate, as each team supports one or more names for the position in the absence of decisive mechanisms.

The insistence of Nuri al-Maliki, the leader of State of Law, to obtain a third term in office constitutes a crisis within the "Coordination Committee" with the escalation of criticism against him because of what has become known as "WikiLeaks al-Maliki".

In the latest leaks of recordings attributed to Al-Maliki, the latter is attacking his Shiite allies this time, and the name of one of the factions whose voices have repeatedly appeared in the previous clips is revealed for the first time.

The Dawa Party and those close to "Al-Maliki" tried to push back the accusations against the latter with the "Sadrists" canceling demonstrations that were supposed to come out in condemnation of the leaked speeches of the leader of State of Law.

The " frameworks " also tried to implicate Parliament in the crisis, according to the statements of the Presidency of the House of Representatives, which requested not to hold a session to choose the President of the Republic before a political agreement outside Parliament.

Shakhwan Abdullah, deputy speaker of parliament, stressed that «the council will not be a party to the differences and problems, as long as some political forces fail to agree on a national figure for the prime minister capable of leading the country».

Abdullah's words came after the failure of the heads of the political blocs, during a meeting held last Monday in Parliament, to reach an agreement to hold a session to choose the President of the Republic.

And Abdullah added in a statement yesterday: "Unfortunately, there are those who are trying to plunge the legislative institution into the crisis and throw the ball into its yard, and what happened from blockages and previous data and the difference of parties in their positions complicated the political scene."

He stressed that "the House of Representatives distances itself from political conflicts and disagreements, and is keen to expedite the formation of the government and not set a date for electing the President of the Republic unless it is preceded by a political agreement outside the House, and the completion of the constitutional dues."

The "coordinating framework" tried to escape its crisis in not agreeing on a candidate for the prime minister by showing that the problem is with the Kurdish forces not to choose a president of the republic.

The "coordinator" insisted that the first session of Parliament after the end of its legislative recess should be to choose the "president", but Parliament closed the way to that "scenario", according to the last statement of the deputy speaker.

And the parliament’s presidency had revealed in a statement issued on Monday, after the meeting of the leaders of the blocs, that a new meeting of the heads of the blocs will be held next Thursday, according to Shakhwan Abdullah’s request, “in order for there to be time to reach an understanding between them.”

She also confirmed that the parliament's sessions will resume next week, at a rate of eight sessions per month, while presenting a table of the most important 20 laws that the latter seeks to legislate, without specifying a day for the presidential elections.

According to informed sources, I spoke to (Al-Mada) that "the crisis is deep within the framework, and he wants to implicate the Kurdish forces and show that they have the problem, while the problem is with the Shiites because of the escalation of the number of candidates and their distribution among the coordination force, and there is no way to resolve."

The source added that “the rule of law supports al-Maliki to head the government, while Asa’ib pays MP Muhammad Shia al-Sudani, and the Badr Organization advances Qassem al-Araji and Muhammad al-Ghabban in addition to Hadi al-Amiri, and the Movement of Wisdom supports Haider al-Abadi.”

The "Coordination Committee" had retracted its previous announcement that it would finish the name of the next government candidate within "48 hours" - which has passed more than 24 additional hours - due to the intensification of differences.

According to the sources, "the coordination framework will not meet for the most part this week regarding the name of the prime minister because of the differences, and there will be a new meeting next week in Baghdad."

According to the sources, the Coordination Council is embarrassed by Nuri al-Maliki's continuing claim to the premiership, with accusations against the latter escalating due to audio leaks attributed to the latter.

In the last part of those recordings, "Al-Maliki" appears speaking with the Al-Baqi' Imams Brigades - one of the crowd's formations - which calls for bloodshed for the arrival of the leader of the rule of law to power.

This is the first time that the identity of the speakers who repeatedly appeared with the leader of State of Law has been revealed in the previous four recordings.

In the clip, which lasts about 6 minutes, al-Maliki accuses the Badr Organization and members of the Al-Fateh Alliance (Al-Asa'ib, the Kataeb, and Sayyid al-Shuhada) of being "not interested in the situation of the Iraqis and confused (busy) in the farms."

Ali Fadel, an activist and journalist, had earlier promised to show other parts of the recordings, and some information was leaking out that the next clips would be "audio and video."

The leader of the Sadrist movement had expected, in a tweet, in which he attacked al-Maliki, that there would be new leaks in which the first would attack the religious references.

Al-Sadr called on his followers not to attack al-Maliki, and advised him to “declare seclusion, retire from political work, resort to seeking forgiveness, or surrender himself and those who sought refuge from the corrupt, to the judicial authorities….”

The Minister of the Leader, an electronic account of one of those close to "Al-Sadr", rejected the movement's supporters in demonstrations against the leaks of "Al-Maliki".

Muhammad Salih al-Iraqi (Minister) said in a tweet on "Twitter": "Thank you. There is no need for demonstrations regarding the leaks. I repeat: Thank you."

On the other hand, the Maliki clan refused to acquit the latter, according to the request of the leader of the movement in the last tweet, while the Dawa Party defended its leader.

The party said in a statement that "the marshes, mountains and valleys of Iraq" bear witness to its struggle against the former regime.

He stressed that there are "those who are fanning the fire of strife between us, the sons of Sadrists," stressing that he will not enter into "a partisan conflict with any party, and we will not be drawn into side conflicts that distance us from our Islamic and national goals."

On the other hand, Amer Al-Kafishi, a leader in the da'wa, announced that whoever made the "records" was a "known agent"!

Al-Kafishi said in a television interview in response to the audio leaks, "Al-Maliki is a son of clans and among the characteristics of the sons of clans, they do not talk about others, because it is a defective matter."

According to Al-Kafishi, the one who fabricated and leaked these matters was “a well-known man who is an agent of the Americans,” without revealing his name.

At a later time, the Judicial Council announced that it had received a request from the Public Prosecution to investigate the leaks attributed to Al-Maliki.

The Iraqi political arena is busy these days with two tracks that complement each other. While no new news about the name of the candidate or candidates for prime minister was nominated by the coordination framework, and things continued to fluctuate according to expectations and previous timings, the two Kurdish parties, the "Al-Khti", found the Patriotic Union and the Democratic Party. Both of them are in the last mile race to decide the name of the candidate for the presidency, at a time when Parliament distanced itself from setting the date of the upcoming election session, conditioned on political consensus outside its corridors. 
The deputy of the Patriotic Union of Kurdistan Party, Dylan Ghafoor, said in an interview with "Al-Sabah": "The Kurdish political blocs hope that the two Kurdish parties will reach an agreement in this regard." 
She added, "Meetings at the leadership level are continuing to reach a consensus figure for the position of President of the Republic, and we hope that we will reach a specific agreement, and in the event that no solution or agreement is reached between the two Kurdish parties, the scenario of 2018 will return to the political front." 
For his part, the leader of the Patriotic Union of Kurdistan, Ghiath Al-Sorji, said in an interview with Al-Sabah: “A meeting was held between the two parties, the PUK, represented by PUK President Bafel Talabani and the leader of the Democratic Party, Minister of Foreign Affairs Fouad Hussein, and no statement was issued. regarding the content of the meeting. 
He added, "The meeting discussed resolving the issue of the position of the President of the Republic, and what happened in the meeting is a prelude to a meeting in the next few days between the two political offices, and if necessary, the heads of the National Union and the Democratic Party will meet." 
And he indicated that "the two options put forward are for (Al-Party) to have the position of President of the Republic in exchange for (Al-Yekti) obtaining the federal ministerial positions designated for the Kurds, or (Al-Yakti) withdrawing his candidate for the position of President of the Republic, and the two sides agree on a joint candidate for the position," explaining that "these options are not options. Neither the National Union nor the Democratic Union, but rather it is to put forward part of the forces of the coordination framework as solutions to break the political blockage and nominate the candidate for the post of President of the Republic. 
In this regard, a political specialist, Dr. Haider Salman, said in an interview with “Al-Sabah”: “One of the points raised by the delegation of the Kurdistan Democratic Party (Al-Parti) in the meeting of Sulaymaniyah with the Patriotic Union (Al-Yakti) is obtaining the position of President of the Republic in exchange for the (Al-Yakti) on the federal ministerial positions assigned to the Kurds.
