Shafaq News/ A parliamentary source said on Monday that the Iraqi parliament will postpone its first session within the new legislative term due to the Eid al-Adha holiday.

The source told Shafaq News Agency, "The legislative recess for the House of Representatives ends on Friday, July 8, and according to the internal system, the second legislative term for the first year of the fifth session begins on July 9."

He explained that "the first session of the new legislative term will be postponed from July 9 to July 16, due to the Eid al-Adha holiday."

The Iraqi Council of Representatives, on the evening of Wednesday, June 8, voted on the law on emergency support for food security in general, to enter its 30-day legislative recess.

Prime Minister Mustafa Al-Kazemi directed the start of the Eid al-Adha holiday from Saturday, corresponding to 7/9/2022 to Thursday, corresponding to 7/14/2022 associated with the establishment of the Republic of Iraq, provided that official working hours in all government institutions will resume on Sunday, 7/17/2022.

Shafak News Agency correspondent said that the Sulaymaniyah markets and its commercial centers are witnessing these days and with the approaching of the blessed Eid Al-Adha a good movement, as citizens began preparing to receive the Eid by buying clothes, sweets and foodstuffs for the days of Eid, according to their inherited customs and traditions.

Arkan Muhammad, a government employee, told Shafaq News Agency, "The Kurdish family is accustomed to receiving the holidays with special preparations, and the economic situation may have an impact on those preparations. In the past years, there was an economic crisis caused by the salary crisis, but this year the salaries, some of them were delivered two days ago and others will be received before Eid, but this year prices have risen and the Iraqi family's expenses have risen due to the high prices of basic materials, so we fear that the monthly budget will be affected by those preparations."

As for Marwan Ahmed, the owner of a shop selling "Al-Kalejah" supplies, he told Shafak News Agency's correspondent, "The rise in prices was not the fault of the shop owners, but rather there is an increase in transport wages due to the increase in fuel prices, in addition to the stability of the dollar price at 1480 dinars per dollar and the rise of some supplies from Its origins are due to the Russian-Ukrainian war, all of these reasons made prices rise somewhat."

Regarding the market movement before Eid, Marwan stressed that "the movement is good compared to previous years due to the distribution of salaries before Eid al-Adha and the influx of tourists to Sulaymaniyah earlier this week after the mild atmosphere."

In addition, the Supreme Security Committee in the Sulaymaniyah Governorate issued new instructions and procedures for the days of Eid al-Adha, while preventing the slaughter of livestock and sacrifices outside official slaughterhouses.

This came during a meeting of the committee held in the building of the mayor of Sulaymaniyah under the supervision of Awat Muhammad, the mayor of Sulaymaniyah and in the presence of a number of directors and representatives of institutions and relevant parties, in preparation for receiving Eid al-Adha.

During the meeting, they discussed the application of health measures to prevent the outbreak of cholera and hemorrhagic fever, to preserve the health of citizens in Sulaymaniyah and to slaughter sacrifices without problems.

The meeting referred to the steps to be taken during the Eid to receive tourists to spend time in Sulaymaniyah. For this purpose, the committee issued instructions, the most important of which is that Sulaymaniyah must be open to tourists, and the city’s slaughterhouses must continue to operate during the days of Eid, so that the citizens of the city can slaughter sacrifices in it.

As for the slaughter of sacrificial animals, it must be in accordance with the instructions of the Veterinary Directorate in Sulaymaniyah and conduct veterinary examinations for the sacrificial animals before slaughter, as well as conducting veterinary examinations for the sacrificial meat after slaughter.

The instructions also included prohibiting the sale and slaughter of livestock outside official slaughterhouses, and that anyone who violates the instructions faces legal accountability, and the joint committees, in cooperation with the security forces, continue to follow up and supervise, for the purpose of all markets, shops and public places complying with the instructions and procedures for preventing the spread of the Corona virus and transitional diseases.

On Wednesday, the Kurdistan Regional Government announced the suspension of official working hours in government departments and institutions next week on the occasion of Eid al-Adha.

Usually, Iraqi markets and commercial centers were crowded at such a time with shoppers, who seek to buy clothes and food processing for the manufacture of sweets and others, but with the economic crises that hit the country, this holiday is not like a previous one.

 

This holiday represents a new challenge for the poor and low-income class, as the Russian-Ukrainian war has cast a shadow over them, due to the high prices of basic materials, such as flour, rice and vegetable ghee, as these two countries are considered one of the largest sources of food in the world.

 

The economic and social conditions and the high cost of living as a result of the high exchange rate of the dollar against the Iraqi dinar have also contributed to a decrease in the purchasing power of many segments of society, in the face of a continuous stagnation that local markets have been witnessing for months.

 

This is what the citizen "Umm Ali" noticed, when she toured the markets of the capital, Baghdad, where she said, "Citizens' turnout to the markets is weak, as most families began to implement austerity measures."

 

"Umm Ali" told Shafaq News Agency, "The application of these methods came due to the lack of financial returns for families due to the lack of job opportunities, as well as the reduction in workers' wages. This crisis also has a political aspect. The political stalemate in Iraq has caused delays in approving the annual budget for 2022, amid expectations that new economic crises will emerge if this delay continues, according to observers.

 

They believe that the current economic situation is the result of the accumulation of previous governments, and its treatment is to create an environment that attracts investment and develops the industrial and agricultural sectors.

 

In this regard, Osama Al-Badri, a member of the Parliamentary Investment Committee, said, "The economic situation in the country is very bad, as a result of accumulated neglect borne by previous governments."

Al-Badri, who is also the head of the Sabean-Mandaean Parliamentary Bloc, told Shafaq News Agency, "We have a tripartite plan to address the bad economic situation and work on it will be after the formation of the new government, and investment is very important in advancing the economic reality and employing manpower, and we will try to restore the suspended factories and laboratories." The delay in approving the financial budget due to political differences and the failure to form the Iraqi government, cast a shadow over large segments of society, especially the fragile and daily wage-working classes in the field of investment projects, as most of those projects stopped or lingered, which expanded the scope of that class, which found it difficult to equip Eid al-Adha supplies.

 

In addition to the budget, the lack of water resources has caused a low economic level for many citizens after the loss of their agricultural crops and the death of their livestock, according to the head of the oil and gas economics department at Imam Jaafar Al-Sadiq University, Dr. Hassan Rashk Al-Tamimi.

 

Al-Tamimi confirmed to Shafaq News Agency, "All these reasons caused this suffocating economic stagnation, and the migration of people from villages and rural areas to cities to search for new sources of income contributed to the rise in prices, which crowded this market, which is already suffering from a lack of jobs."

 

The Associate Dean of the College of Administration and Economics at the University of Maysan, Dr. agrees with this proposition. Maan Abboud Ali, who said that "the economic stagnation comes due to unemployment and a lack of jobs."

In his interview with Shafaq News Agency, Ali indicated that "the Iraqi governorates suffer from very large unemployment, which may reach 30%."

 

In the midst of these challenges, the Iraqi government has, for years, adopted a social welfare system to help the groups most in need of support, such as the elderly, divorced women, widows and the unemployed.

 

Under this system, more than 1.6 million Iraqis were included until 2021, receiving material support ranging from $70 to $170 per month.

 

Official figures say that the poverty rate in Iraq has exceeded 22.5 percent, but international and non-governmental organizations speak of higher rates.
