On Saturday, the Council of Ministers took a number of decisions, most notably salaries and money laundering, as well as the work of private generators.  

  

 

  

This came after holding his regular session headed by Mustafa Al-Kazemi, where the Prime Minister reviewed, according to a statement received by "Nass" (July 2, 2022), "the security situation in the country, and the efforts of the armed forces of all kinds in pursuing the remnants of ISIS terrorist gangs, and carrying out several operations that led to the killing of And the arrest of a number of ISIS terrorist leaders.   

The Prime Minister was briefed on "the measures taken by the government earlier, to confront the global economic crisis, mitigate its repercussions on the living situation of citizens, and the government's continuation of standing on the developments of the crisis and taking decisions whenever necessary."  

The Council of Ministers discussed the current situation of electricity, and the challenges facing the electrical system throughout Iraq due to the high temperature, and the efforts of the Ministry of Electricity in facing that.  

In order to ease the burdens on citizens due to the shortage of electricity supply, the Council of Ministers approved a number of recommendations related to increasing the supply of private generator owners with fuel and reducing its price, as follows:  

First / Further to Cabinet Resolution No. (159) of 2022, according to which the price of fuel supplied to owners of private generators was reduced by (250) dinars per liter, and for the purpose of providing citizens with electricity for all hours of interruption of electric power supplied from the national grid, it was decided that the Ministry of Oil would increase the amount of fuel Equipped for owners of private generators for the months specified by the aforementioned decision, so that the processing is according to the cut-off hours (that is, the greater the cut-off hours, the greater the quantity of the supply of private generators), and in a manner that ensures the continuity of providing citizens with electric power continuously, at a rate not exceeding 3 liters / KV, for each cut-off hour , according to the reports of the Electricity Distribution Directorate in the governorate and the head of the administrative unit, provided that the cut-off hours are set for administrative units and not at the governorate level.  

Second / A - The Ministry of Oil will open outlets in all (the governorates that are not organized in a region), to sell gas oil / kerosene to owners of private generators to meet their fuel needs.  

B - The Ministry of Oil has opened the registration for the unregistered private generators to include them in the kerosene quota according to the needs of the new residential neighborhoods, and with the support of a technical committee composed by the governorate’s governor.  

Third, the Joint Operations Command, with representatives of the governorates and all security and sectoral bodies, assumes the task of controlling and organizing the transfer of oil derivatives between the governorates and within each governorate, to control the procedures for transporting fuel to the owners of private generators, as well as to combat smuggling of oil.  

Fourth / The National Security Agency follows up on citizens' complaints, monitors generator owners' violations when the hours of supplying electricity to citizens are reduced from the hours specified for each governorate compared to the quantities of fuel supplied to them, and takes legal action against violators.  

The Council of Ministers hosted the Governor of the Central Bank, where the report on combating money laundering and terrorist financing was discussed, and the Council agreed on the following: -  

Approval of the fourth annual report of the Anti-Money Laundering and Terrorist Financing Council for the year 2021, attached to the book of the Central Bank / Anti-Money Laundering and Terrorist Financing Council No. (36) on April 26, 2022, based on the provisions of Article (7/fourteenth) of the Anti-Money Laundering Law and the financing of terrorism (39 of 2015), taking into account the continuation of the Anti-Money Laundering and Terrorism Financing Office to take the necessary measures to combat money laundering and terrorist financing in coordination with the regulatory authorities.  

The session witnessed a review of the epidemiological report, and the procedures of the Ministry of Health; In the face of the Corona pandemic, and its efforts to follow up the significant increase in infections, by preparing hospitals, providing the necessary treatments and medical supplies, and securing vaccines in all health outlets.  

After the Council of Ministers discussed the topics on the agenda, it issued the following decisions:  

First / Finance the Ministry of Finance an amount of (3,000,000) dinars, only three billion dinars to the Ministry of the Interior per month to fill the salary deficit of the Diwan of the Interior Center, in implementation of paragraphs (1 and 2) mentioned in the Federal Financial Supervision Office book No. (1/1/15/2443). ) of February 3, 2021.  

Second / In order to support the institutional security work, the Council of Ministers decided to allocate a sum of money to support the National Security Agency by establishing headquarters for them in various governorates, to perform their duties in an optimal manner.  

Third, the Council of Ministers decided to add a paragraph to its previous decision on June 28, 2022, regarding the appointment of medical and health professionals, so that the amended paragraph becomes as follows: The Minister of Finance creates the degrees and job titles necessary to appoint those covered by the aforementioned description, and authorizes the Minister of Higher Education and Scientific Research to appoint twenty graduates from the first quarter of Graduates of the Faculty of Medicine and Dentistry, ten graduates from the first quarter of graduates of the Faculty of Pharmacy and the first three graduates of nursing faculties, while the Minister of Health appoints the rest of those mentioned in the first paragraph of the cabinet decision concerned with the appointment of medical and health professionals after the Federal Service Council takes over The necessary procedures for their appointment, according to the needs of the two ministries, and in a manner that does not conflict with paragraph 1 of this decision.  

Fourth / Allocating an amount of (1.5) billion dinars to the Holy Karbala Governorate, according to the Council of Ministers Resolution (15 of 2022) to support the provision of services to visitors. The Council also voted to facilitate the procedures for establishing the Najaf Governorate Gates Project.  

Fifth / authorizing the Ministry of Defense to spend an amount allocated to secure the requirements of military colleges.  

Sixth / authorizing the Ministry of Agriculture to activate the agricultural calendar for a period of two months, starting from the date of issuing this decision.

The Council of Ministers decides to create grades and job titles for health professionals in Karbala

Today, Saturday, the Council of Ministers assigned the Minister of Finance to create grades and job titles to appoint those covered by health and medical professions.   

 

  

The decision of the Council of Ministers, and “Nass” followed it (July 2, 2022): “The Council of Ministers decided to add a paragraph to its previous decision on June 28, 2022, regarding the appointment of medical and health professionals, so that the amended paragraph becomes as follows: The Minister of Finance will create the grades and job titles necessary to appoint those included in the description. The aforementioned authorizes the Minister of Higher Education and Scientific Research to appoint twenty graduates from the first quarter of the College of Medicine and Dentistry, ten graduates from the first quarter of the College of Pharmacy, and the first three graduates of the College of Nursing.  

  

The decision added, "The Minister of Health will appoint the rest of those mentioned in the first paragraph of the cabinet decision concerned with appointing medical and health professionals after the Federal Service Council takes the necessary measures to appoint them and according to the needs of the two ministries and in a manner that does not conflict with Paragraph 1 of this decision."

The Council of Ministers allocates one and a half billion to support services provided to visitors in Karbala

Today, Saturday, the Council of Ministers decided to allocate an amount of one and a half billion dollars to the Karbala Governorate, to support the services provided to visitors.   

  

  

And the decisions issued after the cabinet session, and followed by “Nass” (July 2, 2022), stated that “a sum of (1.5) billion dinars is allocated to the Holy Karbala Governorate, according to the Council of Ministers’ decision (15 of 2022) to support the provision of services to visitors. The Council facilitated the procedures for establishing the Najaf Governorate Gates Project.

Cabinet sets Eid al-Adha holiday

The Council of Ministers has set, on Saturday, the Eid al-Adha holiday, to start from next Saturday, until Thursday.   

  

  

A statement issued by the Cabinet Secretariat, a copy of which was received by "Nass" (July 2, 2022): "The Prime Minister, Mr. Mustafa Al-Kazemi, directed, during the regular session of the Council of Ministers, the twenty-fifth, held on 2/7/2022, the following: The Eid al-Adha holiday begins on Saturday, corresponding to 9/7/2022, and ends on Thursday, corresponding to 7/14/2022, associated with the establishment of the Republic of Iraq, provided that official working hours in all government institutions will resume on Sunday, corresponding to 7/17/2022".

On Sunday, the General Secretariat of the Council of Ministers announced the text of the recommendations of the committee to study the reality of the entry of goods and commodities approved by the Council of Ministers.  

  

  

  

The General Secretariat stated in a statement received by "NAS" (July 3, 2022), that "the recommendations were as follows:"  

  

1. Suspending the necessity of obtaining import licenses for eggs, chicken and chicken cuts until further notice, and canceling all previous decisions related to preventing their import.  

  

2. Imported eggs, chickens and chicken cuts are subject to Iraqi standard specifications and included in pre-examination in addition to health and veterinary procedures at border crossings. Health and veterinary quarantines check the health certificates accompanying shipments.  

  

3. Whole chicken and imported chicken pieces are subject to a local product protection fee of (50%) according to Cabinet Resolution (224 of 2018); In addition to the amount of the customs tariff in force in the amended Customs Tariff Law (22 of 2010).  

  

4. The Ministry of Agriculture issues a bulletin on the epidemiological position of the establishments that prevent the entry of eggs, whole chickens and cutlets for exclusively epidemiological and health reasons, updated weekly and circulated to border crossings to work accordingly.  

  

5. The Ministry of Finance shall study the customs tariff on imported eggs to achieve reasonable protection within a maximum of one working week.  

  

7 The General Authority of Customs is responsible for determining the value of whole and chopped chicken and eggs by adopting the average weekly prices of similar goods in the wholesale markets of neighboring countries.  

  

7. The products of eggs, whole chickens and locally produced cutlets in the governorates of the Kurdistan region are treated as the local product in terms of freedom of internal trade, provided that they are accompanied by an official veterinary health certificate approved by the Federal Ministry of Agriculture and that the companies producing these goods are officially registered in the Federal Companies Registrar and the Federal Tax Authority The Federal Ministry of Labor and Social Affairs and the Trademarks Registrar in the Federal Ministry of Industry and Minerals shall demand these documents, provided that the concerned federal departments adapt a mechanism to make the region’s documents federally compatible with an Arabic version.  

  

8 . The Federal Ministry of Agriculture is responsible for determining the production capacities of the registered companies and projects indicated in paragraph (7) mentioned above.  

  

9. Requiring all relevant government agencies to purchase local products from eggs, whole chickens and chicken pieces, in order to encourage local demand for local products.  

  

10. Applying these procedures at all border crossings without exception, and any port that does not comply with them, the General Authority of Customs is empowered to prevent these imported products from entering Iraqi territory from that port.  

  

11. Finding fixed and mobile customs investigation points with the administrative borders of the governorates and regions, including the Kurdistan Region, which shall undertake the matching of customs transactions, amounts of tariffs and veterinary health certificates, and treat the treatment of smuggled material in case of non-conformity. 194, 197, and to Article 220).  

  

12. Interferences that occur from all security controls in the customs affairs of the aforementioned goods are strictly prohibited, and the Iraqi National Security Agency and the Organized Crime Follow-up Department in the Ministry of Interior are exclusively authorized to audit.  

  

13. Local producers have the right to submit requests to the Department of Industrial Development and Organization at the Ministry of Industry and Minerals, accompanied by data and information, to study them and amend the amounts of protection in accordance with the procedures stipulated in the Iraqi Products Protection Law 11 of 2010.  

  

14. This decision shall be implemented starting from the date of 17/7/2222.

The Council of Ministers supports the private generators with 3 urgent decisions and directs the success of the Gulf 25
  
{Politics: Al-Furat News} The Minister of Communications, Arkan Al-Shaibani, revealed today, Saturday, 3 urgent government decisions to support the owners of private generators with high temperatures and few hours of supplying electric power for citizens in Baghdad and all provinces.
 

Al-Shaibani said, in the weekly press conference of the Council of Ministers: “The Prime Minister directed the ministries to succeed the 25th Gulf in Basra, and the Council of Ministers decided in its session held today to approve the price of fuel supplied to generators at 250 dinars per liter, and to increase the quantities of fuel supplied to owners of private generators, in addition to Opening outlets to sell kerosene in the governorates at the official price for owners of private generators.

He added, "The Council of Ministers also decided to register the unregistered private generators covered by the kerosene quota, while it also decided to allocate 3 billion dinars to fill the salary deficit in the Office of the Ministry of Interior, while it voted on the fourth annual report of the Anti-Money Laundering Council."

Al-Shaibani pointed out that "the cabinet directed the governors not to interfere with the operational policy of water distributions."

{Politics: Al Furat News} The Council of Ministers decided, in its session held today, Saturday, to add a new paragraph to its previous decision on June 28, 2022, regarding the appointment of medical and health professions.
 

According to the government statement, {Al-Furat News} received a copy of it, that the amended paragraph came as follows: “The Minister of Finance creates the degrees and job titles necessary to appoint those covered by the aforementioned description, and authorizes the Minister of Higher Education and Scientific Research to appoint twenty graduates from the first quarter of the graduates of the Faculty of Medicine and Dentistry. Ten graduates from the first quarter are graduates of the College of Pharmacy, and the first three graduates from colleges of nursing.

Today, Saturday, Prime Minister Mustafa Al-Kazemi chaired the twenty-fifth regular session of the Council of Ministers, during which the overall general situation in the country was discussed, and the most prominent economic and service issues were discussed. 

Al-Kadhimi reviewed the security situation in the country, the efforts of the armed forces of all kinds in pursuing the remnants of ISIS terrorist gangs, and the implementation of several operations that led to the killing and arrest of a number of ISIS terrorist leaders.

The Prime Minister was briefed on the measures taken by the government earlier, to confront the global economic crisis, mitigate its repercussions on the living situation of citizens, and continue to monitor the developments of the crisis and take decisions whenever necessary.

Cabinet sets Eid al-Adha holiday
  
{Local: For Al Furat News} The Presidency of the Council of Ministers decided, for Saturday, to suspend official working hours next week on the occasion of the Eid al-Adha holiday.

The secretariat’s media stated, in a statement received by {Euphrates News} that “the Prime Minister, Mustafa Al-Kazemi, directed during the regular session of the Council of Ministers, the twenty-fifth, held on 2/7/2022, the following:

The Eid al-Adha holiday begins on Saturday, corresponding to 9/7/2022, and ends on Thursday, corresponding to 7/14/2022, associated with the founding of the Republic of Iraq, provided that official working hours in all government institutions will resume on Sunday.

Al-Kazemi directs the adoption of recommendations to prevent hemorrhagic fever, cholera and corona diseases
  
{Local: Al Furat News} The Prime Minister, Mustafa Al-Kazemi, directed during the twenty-fifth regular session held on the twenty-eighth of last month, and based on what was presented by the Ministry of Health, to approve the proven recommendations regarding the prevention of hemorrhagic fever, as follows:

1. The Ministry of Agriculture has taken a number of measures, including
the implementation of spraying and immersion campaigns for animals (sheep, goats, and cows) to combat ticks (which transmit the virus).
• Preparing emergency stores of pesticides used by spraying and immersion in veterinary hospitals in the event of any emergency.
• Examination of animals imported to Iraq and quarantine until ensuring their safety from hemorrhagic fever.
• Submit periodic reports to the Ministry of Health on the measures taken on the animal side to limit and control the disease.
• Giving a broader authority to veterinary hospital managers to enable them to purchase the necessary materials to implement the necessary preventive measures on the animal side.
2. Issuing urgent instructions from the relevant authorities to prevent slaughter outside the slaughterhouses and to find urgent alternative solutions to the shortage in the number of massacres and to prevent the further spread of the disease.
3. The concerned authorities shall prepare stockpiles of (drugs, vaccines, medical and laboratory supplies for the prevention, control, diagnosis and treatment of these diseases) in anticipation of future matters.
4. Confirmation of the governors’ control over the movement of animals to and from their governorates, under the supervision of veterinary hospitals after ensuring that they are free of ticks that transmit the disease, supporting the security forces and preventing slaughter outside the regular slaughterhouses, with intensifying the monitoring and examination of animals ready for slaughter in these slaughterhouses by the veterinarian and determining the places of sale of animals.
5. Confirming the follow-up of the Baghdad Operations Command and the governorates, the Ministry of Interior and the National Security Apparatus to support the health teams of the Ministry of Health of the phenomenon of indiscriminate slaughter outside the regular slaughterhouses, and to monitor the movement of livestock between governorates and their movement.
6. All civil society organizations, loyal societal forces, clerics, clan elders, intellectuals and activists bear the national and moral responsibility to educate citizens and follow the instructions of the concerned and specialists from the ministries concerned with preventive measures to limit and control the spread of these diseases.
7. Municipal departments raise all slaughter waste in a safe manner to avoid infection.
According to the Cabinet Affairs Department and committees in the General Secretariat of the Council of Ministers, more recommendations have been approved regarding the prevention of cholera, which are:
1. The implementation of the Ministry of Construction, Housing, Municipalities and Public Works and the Baghdad Municipality, the procedures below to ensure the quality and safety of drinking water:
• Operation of water purification projects and complexes At full capacity, the alum and chlorine materials should be continuously prepared, and the free chlorine level in the water should be (0.5) parts per million at the farthest point from the water transmission networks.
• Addressing the sites and causes of failure of water models withdrawn from projects, complexes, water stations and their networks from the health control divisions and health centers of health departments in Baghdad and the governorates, to create water suitable for human consumption and to limit the spread of water-borne diseases, especially cholera.
• Establishing water purification projects and collections that are compatible with the increase in the population to deliver water suitable for human consumption to citizens, provided that the supplied water conforms to the Iraqi standard specifications, as well as preventing abuses on the network.
• Rehabilitation of some projects, water stations and current water purification and sterilization complexes from an urban, health and technical point of view, with the repair or replacement of the water networks carrying old drinking water, the preparation of chlorine and alum and their pumping devices, and the repair of idle scavengers in some projects.
• Addressing the cracks in the water supply network through cooperation and coordination between you and the governorates.
• Establishing a water desalination plant (RO), which is the source of wells water in areas not served by water networks.
• Observing the submersibles in water purification projects close to the river's edge that need to be supplied at a distance of more than (10 m) from the river's edge as a result of low river water levels, and attention to the cleanliness of the area surrounding the water intake.
• Develop and study special plans to reduce the dissolved salts in the produced water (drinking water) with the use of modern technologies to treat dissolved salts and high turbidity, to create water suitable for human consumption and free of pollutants.
• Treating sewage and not pouring it into rivers directly without treatment.
• Obtaining the approval of the health authorities on the sites for draining water (agricultural, industrial, and human) to the water source to ensure control of water quality in the water intake areas for drinking water drain projects.

Shafaq News/ On Saturday, the Iraqi Council of Ministers took a number of decisions, most notably salaries and money laundering, as well as the work of private generators.

This came after holding its regular session chaired by the Speaker of the Council, Mustafa Al-Kazemi.

 

 

 

 

 

Al-Kazemi reviewed, according to a statement received by Shafaq News Agency, "the security situation in the country, and the efforts of the armed forces of all kinds in pursuing the remnants of ISIS terrorist gangs, and carrying out several operations that led to the killing and arrest of a number of ISIS terrorist leaders." 

The Prime Minister was briefed on "the measures taken by the government earlier, to confront the global economic crisis, mitigate its repercussions on the living situation of citizens, and the government's continuation of standing on the developments of the crisis and taking decisions whenever necessary."

The Council of Ministers discussed the current situation of electricity, and the challenges facing the electrical system throughout Iraq due to the high temperature, and the efforts of the Ministry of Electricity in facing that.

In order to ease the burdens on citizens due to the shortage of electricity supply, the Council of Ministers approved a number of recommendations related to increasing the supply of private generator owners with fuel and reducing its price, as follows:

First / Further to Cabinet Resolution No. (159) of 2022, according to which the price of fuel supplied to owners of private generators was reduced by (250) dinars per liter, and for the purpose of providing citizens with electricity for all hours of interruption of electric power supplied from the national grid, it was decided that the Ministry of Oil would increase the amount of fuel Equipped for owners of private generators for the months specified by the aforementioned decision, so that the processing is according to the cut-off hours (that is, the greater the cut-off hours, the greater the quantity of the supply of private generators), and in a manner that ensures the continuity of providing citizens with electric power continuously, at a rate not exceeding 3 liters / KV, for each cut-off hour , according to the reports of the Electricity Distribution Directorate in the governorate and the head of the administrative unit, provided that the cut-off hours are set for administrative units and not at the governorate level.

Second / A - The Ministry of Oil will open outlets in all (the governorates that are not organized in a region), to sell gas oil / kerosene to owners of private generators to meet their fuel needs.

B - The Ministry of Oil has opened the registration for the unregistered private generators to include them in the kerosene quota according to the needs of the new residential neighborhoods, and with the support of a technical committee composed by the governorate’s governor.

Third, the Joint Operations Command, with representatives of the governorates and all security and sectoral bodies, assumes the task of controlling and organizing the transfer of oil derivatives between the governorates and within each governorate, to control the procedures for transporting fuel to the owners of private generators, as well as to combat smuggling of oil.

Fourth / The National Security Agency follows up on citizens' complaints, monitors generator owners' violations when the hours of supplying electricity to citizens are reduced from the hours specified for each governorate compared to the quantities of fuel supplied to them, and takes legal action against violators.

The Council of Ministers hosted the Governor of the Central Bank, where the report on combating money laundering and terrorist financing was discussed, and the Council agreed on the following: -

Approval of the fourth annual report of the Anti-Money Laundering and Terrorist Financing Council for the year 2021, attached to the book of the Central Bank / Anti-Money Laundering and Terrorist Financing Council No. (36) on April 26, 2022, based on the provisions of Article (7/fourteenth) of the Anti-Money Laundering Law and the financing of terrorism (39 of 2015), taking into account the continuation of the Anti-Money Laundering and Terrorism Financing Office to take the necessary measures to combat money laundering and terrorist financing in coordination with the regulatory authorities.

The session witnessed a review of the epidemiological report, and the procedures of the Ministry of Health; In the face of the Corona pandemic, and its efforts to follow up the significant increase in infections, by preparing hospitals, providing the necessary treatments and medical supplies, and securing vaccines in all health outlets.

After the Council of Ministers discussed the topics on the agenda, it issued the following decisions:

First / Finance the Ministry of Finance an amount of (3,000,000) dinars, only three billion dinars to the Ministry of the Interior per month to fill the salary deficit of the Diwan of the Interior Center, in implementation of paragraphs (1 and 2) mentioned in the Federal Financial Supervision Office book No. (1/1/15/2443). ) of February 3, 2021.

Second / In order to support the institutional security work, the Council of Ministers decided to allocate a sum of money to support the National Security Agency by establishing headquarters for them in various governorates, to perform their duties in an optimal manner.

Third, the Council of Ministers decided to add a paragraph to its previous decision on June 28, 2022, regarding the appointment of medical and health professionals, so that the amended paragraph becomes as follows: The Minister of Finance creates the degrees and job titles necessary to appoint those covered by the aforementioned description, and authorizes the Minister of Higher Education and Scientific Research to appoint twenty graduates from the first quarter of Graduates of the Faculty of Medicine and Dentistry, ten graduates from the first quarter of graduates of the Faculty of Pharmacy and the first three graduates of nursing faculties, while the Minister of Health appoints the rest of those mentioned in the first paragraph of the cabinet decision concerned with the appointment of medical and health professionals after the Federal Service Council takes over The necessary procedures for their appointment, according to the needs of the two ministries, and in a manner that does not conflict with paragraph 1 of this decision.

Fourth / Allocating an amount of (1.5) billion dinars to the Holy Karbala Governorate, according to the Council of Ministers Resolution (15 of 2022) to support the provision of services to visitors. The Council also voted to facilitate the procedures for establishing the Najaf Governorate Gates Project.

Fifth / authorizing the Ministry of Defense to spend an amount allocated to secure the requirements of military colleges.

Sixth / authorizing the Ministry of Agriculture to activate the agricultural calendar for a period of two months, starting from the date of issuing this decision.
