Today, Sunday, the General Secretariat of the Council of Ministers announced the government's intention to end the file of the displaced this year.  

 

  

The General Secretariat of the Council of Ministers said in a statement: "The Secretary-General of the Council of Ministers, Hamid Naim Al-Ghazi, met with the Norwegian Ambassador in Baghdad, Aspen Lind Beck, on the occasion of assuming his duties, praising the role of Norway and friendly countries in restoring stability to the liberated cities and its support for the Iraqi government in the fight against terrorism".  

  

Al-Ghazi stressed, according to the statement, that "the government is determined to end the file of the displaced and encourage the voluntary return to the liberated areas, after it worked to provide basic services to the people of the liberated cities, and to complete security procedures, and that it had set among its priorities for the current year to end this file and provide the necessary funds to secure services and supplies for the residents of the liberated cities." liberated areas.  

  

For his part, the Norwegian ambassador praised "the efforts of the Iraqi government in the success of the Iraqi elections, supporting stability in the liberated areas and defeating terrorism," noting "the importance of continuing bilateral relations between the two countries, and that Norway is one of the countries supporting Iraq, and looks forward to establishing large and important projects in the fields of energy and electricity provision." ".

The Ministry of Migration and Displacement said: The return of the displaced in the camps of the Kurdistan region to their areas of origin is subject to the adoption of a clan pact and a political agreement. And 36,233 displaced families are still living in the camps of Erbil, Sulaymaniyah and Dohuk, according to the latest statistics of the Ministry of Immigration. The Administrative Undersecretary of the Ministry, Karim Al-Nouri, told Al-Sabah: "The return of the displaced families is contingent on providing security in their areas of residence, in addition to resolving clan conflicts that prevent most of them from returning, as well as establishing a clan pact through strengthening national reconciliation as well as the political agreement." He stressed that "the ministry is determined to return the largest number of displaced people who are still in the region's camps after ending these problems, in order to end the displacement file." Al-Nouri pointed to "coordinating with international donor organizations to provide the necessary support to the displaced in the Kurdistan region, by supporting youth and establishing cash-for-work projects and a livelihood assistance project."

The controversy is escalating in Nineveh day after day in light of the governorate’s anticipation of the arrival of a new batch of 700 families from the families of ISIS criminal gangs, who are preparing to transfer them from Al-Hol camp in Syria to Al-Jada under strict security measures.
The expressions of fear were clear over the statements of the local administration in the governorate and the people of Al-Jada'a village about the emergence of an extremist generation after a while, especially those who still have full convictions of extremist ideology. Al-Jada'a camp includes 500 tents, and it was opened in cooperation with the International Organization for Migration (IOM) to house Iraqi families living in Al-Hol camp in Syria, and during the past period it received a batch of these families. 
The representative of Nineveh Governorate, Shirwan Al-Dobardani, told Al-Sabah: "There are preparations being made to transfer 700 families from the Syrian Al-Hol camp to Al-Jada'a, south of Mosul, after they have been audited by security."
He added, "Security committees arrived at Al-Hol camp to complete the procedures for the return flights for these families, where a decision was issued to return all Iraqi residents of the camp, except for those who do not wish to do so." Al-Doberdani denounced “the return of these families without a clear mechanism to determine their fate. Will they remain in the camps and an extremist generation emerge after a while, or will they be integrated into society, and here is the greatest danger of the emergence of a new nucleus that the organization can exploit again, especially those who still have full convictions of thought? hard-core.”
He stressed that "the arrival and presence of these families has become a fait accompli imposed by the government," noting that "the transfer of families in these numbers raises the concern of the Mosul street." For his part, Wael Al-Hamdi, one of the tribal elders of Al-Jada’a village, told Al-Sabah: “30 percent of the families that were transferred to Al-Jada’a camp are from Nineveh, while the rest are from Baghdad and the governorates.” And he indicated that "the local government says that not all of these families are from ISIS families, and if it turns out to be the contrary, we will organize mass gatherings and protests to demand their immediate exit."
He noted that "the people of the village refuse the arrival of the ISIS families to Al-Jada'a camp and shelter them at a distance of 10 km, which raises the concern of the residents living there."
For his part, an official security source in the Nineveh Operations Command told Al-Sabah: “There is a joint security committee that includes national security, intelligence and intelligence, which has a complete database, and it takes upon itself to check the names of each batch that is transferred and identify individuals belonging to its families to ISIS terrorist gangs.” In addition to researching whether there are security indications for the women, and if they are proven, they will be imprisoned and not in the camp and brought to trial.”
The source stressed that "the security services are present inside and outside the camps and on their outskirts, in order not to re-work and organize terrorist gangs again and exploit these families and their children and produce a third generation of terrorism in the villages south of Mosul, specifically the village of Al-Jada."

{Political: Al Furat News} The National Security Adviser, Qassem Al-Araji, advised the Special Representative of the Secretary-General of the United Nations in Iraq, Jeanine Plasschaert, to visit the Syrian Al-Hol camp and see the conditions of the displaced.

A statement by his office, of which the {Euphrates News} agency received a copy of, stated that Blackshart referred, during the meeting, to her briefing in the UN Security Council, in which she considered that Iraq is an example to be followed by the international community, in appreciation of its efforts to return its nationals from the al-Hol camp, stressing the importance of urging The international community calls on countries to return their nationals from the Syrian al-Hol camp.

The two sides reviewed: "the political and security situations at the international and regional levels, and discussed the files of Al-Hol and Sinjar camp, as well as ways to support international organizations to provide humanitarian aid."
For his part, al-Araji stressed the importance of the international community being present in the issue of al-Hol camp, stressing that "it is in the interest of the United Nations mission in Iraq to go to al-Hol camp and see on the ground the conditions of the camp and the displaced."

And the ministry’s media stated in a statement received by {Euphrates News} that “the Ministry of Labor and Social Affairs held a meeting chaired on behalf of the minister, head of the Commission for the Welfare of People with Disabilities and Special Needs, Ahmed Hadi Banieh, with Irina Fogokava, Deputy Special Envoy of the Secretary-General of the United Nations, on Saturday, in the presence of the Director-General of the Labor Department.” Vocational training, director of the Social Protection Department, director of the ILO office in Iraq, and director of the World Food Program. 

During the meeting, the possibility of supporting the Ministry of Labor towards providing services to its beneficiaries, especially the displaced, and reintegrating them and including those who are entitled to them with the ministry’s services, was discussed. The head of the Authority for the Care of Persons with Disabilities, Ahmed Hadi Baniya, confirmed that Iraq faced difficult circumstances and challenges, starting with the fight against terrorism, which left large numbers of destitute families. The poor and people with disabilities, and he needs the help of the United Nations and other international organizations to improve the situation of these families." 

He explained that "Social Protection Law No. 11 of 2014 drew up a legal mechanism for inclusion, and the ministry has a tendency to amend the law in line with the arrival of the subsidy to its beneficiaries, and this requires support from the United Nations to rehabilitate unemployed young people who benefit from social assistance, and to include them in training courses and their involvement in the labor market, such as granting them soft loans to establish income generating projects. 

For her part, the Director of the Social Protection Department, Zikra Abdel Rahim, explained, "There are one million and 400 thousand families benefiting from social assistance, and there are a cumulative number of researched and prepared, about 300 thousand families, as well as 95 thousand families for whom social research is required, and all of them need financial allocations to launch inclusion for them." She stressed the need to work on amending the search form regarding the displaced in cooperation with the Ministry of Planning, as well as specifying allocations to support the displaced to include them in the ministry's services. 

In turn, the Director-General of the Department of Labor and Vocational Training, Raed Jabbar Bahed, confirmed that the government is serious about ending the file of the displaced persons camps, pointing out that the Ministry of Labor is the only party responsible for reintegration and owns more than 38 training centers throughout Iraq, and there is a special fund for lending that can be used in Returning support.

For its part, the Deputy Special Envoy of the United Nations expressed the readiness of the organization and the rest of the other international organizations to support the ministry in the field of returning and integrating the displaced, ending the humanitarian crisis, and then starting development work.
