Cover Letter: Investigation into Criminal Allegations Concerning Covid 19 Response

Attention: Officer in Charge,

 

We The People of Manitoba, submit definitive evidence of crimes against humanity that we allege have been committed over the last two years by elected and non-elected officials directly resulting in death and/or extreme suffering. The governments’ own data has been analyzed to show that these officials knew or ought to have known from a very early date the deliberate and serious harms they were perpetrating. The attached document provides enough evidence to justify an in-depth independent investigation into the alleged criminal activity including deception to deliberately mislead and harm the People of Manitoba and Canada.

 

We acknowledge that the role of police officers is to protect the safety and security of Manitobans through recognizing “the rights of victims of crime and their needs in the delivery of policing services”.1 Also, we emphasize, in accordance with tenets set out in the Police Services Act, your responsibility to, and “the importance of, safeguarding the fundamental rights protected by the Canadian Charter of Rights and Freedoms and the Human Rights Code”.2

 

According to the Province of Manitoba Department of Justice, the police conduct criminal investigations and investigations begin when police witness behaviour or receive information about behaviour which may be a crime.

 

Furthermore, we understand that under the Crimes Against Humanity and War Crimes Act of Canada, a crime against humanity means, among other things: “murder, any other inhumane act or omission that is committed against any civilian population or any identifiable group and that, at the time and in the place of its commission, constitutes a crime against humanity according to customary international law, conventional international law, or by virtue of it being criminal according to the general principles of law recognized by the community of nations, whether or not it constitutes a contravention of the law in force at the time and in the place of its commission”. 3

 

The allegations presented in the attached report are very serious and we expect you to forward the report to the appropriate department so that a full investigation can be commenced immediately. As citizens of this province and the country of Canada, we have diligently researched and systematically outlined our findings. We assert that what we have presented herein most definitely requires the launching of a fullscale criminal investigation.

As this report and request for a criminal investigation is being sent to you, please be advised that it is also simultaneously being sent to all Police Services and RCMP Detachments in Manitoba. In addition, the report will be delivered to various news and social media outlets, several organizations, and to the general public with the request that this report be used as a template to launch similar actions in their own jurisdictions.
