Al-Hayani continued, "The meetings with the Kurds and Sunnis did not rise to the level of agreement until the moment as a result of the blocs not determining their position on the resignation of the Sadrist bloc. Are they with them or with the trend towards the majority and they stated that they will monitor the situation."
He noted that "a delegation from the framework went to a meeting with the leader of the Sadrist movement, Mr. al-Sadr," but added, "We had hoped to join the Sadrist movement in one bloc to preserve the largest component and obtain its constitutional entitlement." 
Al-Hayani went on to say, "The coordinating framework determined its position from the first moment to go to form a government, and there is no intention to go to the opposition except in the case of electing a prime minister from the womb of the largest Shiite component and providing the tools of the opposition." 
And about the next scenario, Al-Hayani explained, "We are waiting for the replacement representatives and the approval of the Federal Court on them and then taking the oath to be certain that there has been a change in Parliament. The independent representatives submitted their resignations, but they may return by a decision of the Federal Court."
He added, "The political scene today has become more complicated after the withdrawal of the Sadrist movement from the political process, and perhaps it will expose the scene to confusion, and we do not know what will be after the withdrawal. Will he participate in the government or beside the opposition."

He continued, "The coordination framework has not yet discussed any names of any sites and the leaks that are taking place aimed at confusing the scene."  

  

The leader of the State of Law coalition, Abdul Hadi Al-Saadawi, said, earlier, that the coordinating framework can form a government headed by the leader of his coalition, Nuri al-Maliki.  

  

Al-Saadawi explained in an interview with colleague Sahar Abbas, followed by "Nass" (June 13, 2022), that "the coordinating framework can form the expected government headed by the head of the State of Law coalition, Nuri al-Maliki."    

  

He added, "That government can go ahead and continue with certainty," noting that "any coup in Iraq will not happen with the presence of the supreme authority, Ali al-Sistani and the Popular Mobilization."

He also stressed, "I will continue to work with everyone in a way that guarantees wide participation and achieves the aspirations and hopes of our people for security, stability and decent living, and enhances the role and position of Iraq in the region and the world," according to the statement.      

  

Earlier, the head of the Sadrist movement's political body, Ahmed al-Mutairi, commented on the withdrawal of the Sadrist movement's leader Muqtada al-Sadr from the political process.

An Iraqi legal expert details the mechanism for withdrawing or rescinding the resignation

Legal expert Ali Al-Tamimi explained, on Tuesday, the mechanism for withdrawing or rescinding the resignation in the law.  

 

 

Al-Tamimi said, in a clarification received by “Nass” (June 14, 2022), that “there is a difference between the employee who is entrusted with the public office in accordance with Article 2 of the Civil Service Law 24 of 1960 and the person charged with a public service who is entrusted with a public service, for example, the representatives in Parliament is considered entrusted with a public service, according to Article 19 of the Iraqi Penal Code.  

 

And he indicated that "the resignation is defined as voluntarily severing the job link from the employee, and it stems from the employee's will, as well as acceptance by the manager, and the legal effect that it entails is important as well, and among its conditions as well is that there are no pressures on the employee's will."  

 

He explained that "in the Civil Service Law 24 of 1960, Article 35 of it, the resignation is by a written request to the administrative reference and to be decided within 39 days.  

 

He added, "Since the resignation of members of the Sadrist movement was submitted to the Speaker of Parliament in accordance with Article 12Paragraph 2 of the Iraqi Council of Representatives Law 13 of 2018, and approved it.The elections are to send the names of the substitutes, the best losers in the electoral district in accordance with Article 15 of the Elections Law 9 of 2020, and then a day is set for the parliament session to take the substitutes the constitutional oath before Parliament in accordance with Article 50 of the constitution.  

 

And he continued, "As long as these procedures were not completed, and the substitutes did not take the constitutional oath, the resigning people can rescind their resignation in the same way. That they submit a request to the Speaker of the House of Representatives to rescind them, as they were under great psychological pressure, and the public interest requires this reversal.”  

Al-Tamimi pointed out that “the resignation is still under the will of the administrative reference, i.e. the Speaker of Parliament, and the representative submitting the resignation has the right to demand its cancellation and withdrawal because the unequivocal desire to resign is not fulfilled, and these are the general rules that are referred to with the absence of details in the constitution, Parliament’s internal system or law Parliament".

He also praised the efforts of the President of the National Union, Bafel Talabani, who He played a positive role during the last period in uniting the forces and political parties and did not become a reason to create tension and division, saying: "Through these correct and effective steps, we remember the wise policy of the late President Jalal Talabani, and we are sure that the Patriotic Union of Kurdistan will continue on that path."

They were actually able to remove all obstacles to the legislation of the law to be passed by a comfortable majority on June 8, which prompted Al-Sadr to describe it in a similar tweet as a victory, "Parliament's approval of the Food Security Law is another victory for Fustat Al-Islah, and it has proven to everyone the unprecedented strength of the Iraqi Parliament in past years,” calling for the formation of a parliamentary committee to follow up on the implementation of the law.

Where is the Sadrist movement?  

Politicians and observers asked several questions, including what prompted al-Sadr to take this sudden decision? what are the reasons? Any other surprise steps coming? What is he planning for the next stage? What will he gain from this decision? Any plan followed by Al-Sadr in fighting the opponents? Does he have a clear reading of what will happen so that he preempts his rivals to get out of the political process before it collapses? All of these questions and others are due to the clear radical change in Al-Sadr’s position, after declaring his victory in passing a legal criminalization of normalization on May 26 and the Food Security Law on June 8, and considering the latter’s passage “another victory for Fustat Al-Islah” to change his position and announce the resignation of the deputies and the political withdrawal from Parliament completely. . Despite the widening circle of talk and controversy about the reasons for this transformation, no one among all those interested in political affairs or observers closest to analyzing Sadr's policies and positions has found a convincing answer for the motives of his last step, and perhaps the answer remains vague for an invisible time.  

  

Al-Sadr was not satisfied with the withdrawal of his current deputies, but also ordered the closure of all offices of the movement, except for a group that cares for the shrines and important centers of the movement and the private office.  

  

The decision to withdraw, of course, has significant repercussions on the Sadrist movement, as it has transformed from the largest parliamentary bloc that almost imposes its dominance on the ruling political scene into a popular opposition bloc even outside the House of Representatives. Thus, he will lose all the political and economic privileges granted to him by his hegemony and influential political presence during the past years.  

  

Observers believe that the closest explanation to the reality and nature of the recent movement of the leader of the Sadrist movement has two different faces. The first aspect is that the decision to withdraw is a strategic mistake that will pay a heavy price, as his opponents will work with all force not to repeat past mistakes and give him the opportunity to return again and impose his hegemony, but rather they will weaken The Sadrist movement entities, especially with regard to the Peace Brigades and economic gains through its executive powers and the curtailment of its governmental positions.  

  

As for the other side, which is the one promoted by his supporters, that is, al-Sadr is well aware that the current political system will not last long and that it is going to disappear and that the parties of power will fall in succession or at once, and then he will be the savior, and he will work through the popular movement to accelerate the overthrow of The regime and the advent of an alternative system that is more appropriate with the Iraqi reality, to the extent that some of them are indicating that Al-Sadr may go to the presidential system instead of the parliamentary system, which failed to manage the country's affairs during the past two decades.  

  

Speculations have increased recently about the nature of the next steps of the movement and its leader in the coming days, and perhaps some of them are close to reality:  

  

- Popular Opposition: Most observers expect that al-Sadr will go to the popular opposition and his supporters will take to the street, demonstrating against the political system, demanding its change. Al-Sadr is not far from the opposition. In the past, he was able to exploit the opposition and the popular movement to become the first winner in the elections and the most important political actor on the scene. However, the demonstrations and the popular movement will not be an easy or paved path to success. If the competitors form a government, they will be able to use the capabilities of the state to satisfy the street in one way or another, especially if some reforms are made and a package of projects is completed, then the option of demonstration will be unwelcome as it negatively affects the lives of a large segment of citizens, led by the earners and owners of shops and markets In addition to the street's fears of the deterioration of the security situation, the continuation of these demonstrations for a long time will be the subject of indignation and rejection of a large segment of society that exceeds the number of supporters or participants.  

  

I'tikaf: After Al-Sadr had previously gone into i'tikaaf, he may resort to such an option again and return to seminary studies to complete the requirements for obtaining a seminary certificate to become a reference in the near future. Meanwhile, supporters and members of the movement go about their daily lives, awaiting the promised day for al-Sadr's return to political life or his permission to move again later. I'tikaf will also provide an opportunity to rearrange the movement of the chest and wait for the appropriate opportunity after some time, which may exceed a few months at least. Many expect that any government formed at the present time will not succeed, and then the masses may resort to demonstrations, which will push the current to return to the arena under the cover of supporting the demonstrations and calling for a radical change of the regime.  

  

Retirement: It is not far from al-Sadr to choose to retire from political life and turn to seminary studies and leave political work in all its forms. This possibility may be difficult, but sources close to him suggested that he thinks of such a scenario from time to time, so it is not a fantasy.  

  

Retraction: A deputy in the House of Representatives submitted to a bloc his written resignation to the Speaker of the House of Representatives, who in turn agreed to the resignation, and the written resignation and approval were leaked, but the representative retracted his resignation and the dispute between him and the head of an alliance that progressed and the representative returned to the exercise of his duties. Although this issue is far from submitting the resignations of the Sadrist movement in terms of content and objectivity, it is similar in form, and accordingly the Sadrist movement can retract the resignations as long as the replacements have not been voted on, as the resignation is a personal right to submit it and a personal right to withdraw it if No legal effect occurred and the legal effect here is the replacement of the representative. Resorting to this option may be very difficult because of the loss of credibility and a media setback, but it is less harmful to the Sadrist movement than leaving the political process as a whole.  

  

Frame and a dream to return to the fore  

An informed source revealed that some of the leaders of the framework gathered at an invitation to lunch in Jadriya, central Baghdad, in the presence of the Speaker of Parliament on June 9. The repercussions of this decision No one in the audience believed that the leader of the Sadrist movement was serious about his decision, but it was just a new maneuver by him.  

  

The framework, at its best, was not dreaming of this sudden decision to transform overnight from the blocking third of Parliament to the largest unchallenged bloc and hold meetings and consultations with the aim of forming the expected government.  

  

Al-Sadr presented power to his rivals on a platter of gold, which prompted them to remain silent on the day of announcing their resignations on June 12 and to wait for the next day to hold their meeting, which resulted in the issuance of their statement declaring their respect for Al-Sadr’s decision, and confirming their willingness to move towards forming the government as a constitutional entitlement.  

  

A leading source in the framework reported that the framework meeting had been preceded by a meeting with the Speaker of Parliament behind the scenes, away from the media’s attention, which ended with an agreement on the participation of the Sovereignty Alliance with the framework, provided that sovereignty retains the position of Speaker of Parliament and the leader of the Progress Alliance, Muhammad al-Halbousi, remains as Speaker of Parliament. The framework pledged to do so.  

  

The coordinating framework, beyond any doubt, received an irreplaceable opportunity, and its leaders will not miss such an opportunity by finding solutions and completing the quorum for the session to elect the President of the Republic. Especially since the presidential election session will be held as soon as the legislative recess ends next month.  

  

Kurdish and Sunni scene  

The Sunni scene is still maintaining its position, as the leadership of the Sovereignty Alliance is aware of what is happening and has preparations that give it a strong presence, and the framework needs it in forming the government, so the leaders of the framework agreed with the Sovereignty Alliance that Al-Halbousi retains the presidency of Parliament, and at the same time he must go To agree with the rest of the Sunni blocs, especially the Alliance of Resolve, led by Muthanna al-Samarrai, to divide ministerial portfolios and parliamentary committees.  

  

The Kurdish scene has changed somewhat, as the Kurdistan Democratic Party is still in the eyes of some observers the biggest loser from the withdrawal of the Sadrist movement and that it is within the framework of the coordination framework, and it must engage in the expected negotiation, and for this reason the Democratic Party made an important change in the negotiating team, as each of the Foreign Minister returned Fouad Hussein and the former Minister of Reconstruction are two front-line Rikani banks, as they enjoy excellent relations with the framework leaders and can contain the crisis and negotiate to guarantee the rights of their party. The new pragmatic change from the Democratic Party reveals its acceptance of the new reality and a positive response to it.  

  

The fortunes of the Patriotic Union of Kurdistan increased after they stood with the framework as part of the blocking third and the members of its bloc did not enter the parliament session to elect the president of the republic on March 26, which was the main factor in the lack of a quorum, which prompted the President of the Patriotic Union of Kurdistan, Bafel Talabani and the accompanying delegation to come to Baghdad Urgently to meet with the rest of the parties to the coordination framework and the alliance is determined to agree on the general lines.  

  

The issue of electing the President of the Republic remains pending, but the framework has asked the Union to consult with the Democratic Party to find common solutions on this issue, and it is not yet clear the extent of the latter’s response and flexibility towards the National Union candidate, otherwise each of them will go to the Parliament session with their candidate, as happened in 2018.  

  

There are those who believe that the Kurds and Sunnis, especially the Sovereignty Alliance and the Democratic Party, with the help of some small and independent blocs, can form the blocking third and prevent the presidential election session from taking place. It is in their interest to put obstacles in front of the largest Shiite bloc after the withdrawal of the Sadrist movement, especially since the Speaker of Parliament will be the first victim if the relationship between him and the coordination framework worsens.  

  

Attempts to form a government  

The coordination framework pins its hopes on holding the presidential election session after the legislative recess, and then assigning the candidate of the largest bloc to form the government. Choosing a candidate for the position of prime minister may be the most difficult and complex issue due to the multiplicity of personalities nominated and competing for this position, most of whom represent the leadership of the framework.  

  

Where many names are being circulated to obtain the position, at a time when the mechanism by which the candidate is selected has not yet been agreed upon, as the leaders of the framework are well aware of the difficulties facing the potential choices for this or that candidate, in addition to the need to decide the selection within the framework that It is acceptable to Sunnis, Kurds and the international community, and choosing a personality with these specifications is no longer an easy matter today. The challenges that await the next government will also become more complex, as the Sadrist movement may become a popular opposition movement, and this movement will not be easy to oppose. On this basis, the government will face difficult and thorny issues, including political, popular and economic issues, in addition to security, which will lead to exhaustion of the government. Without a doubt.  

  

The resignation of the deputies of the largest parliamentary bloc and the transformation of its Sadrist movement from parliamentary work to the popular movement will certainly generate a new and unfamiliar reality that is difficult to predict with its extent, repercussions and variables from one moment to another. The reactions of the Shiite street in general to the return of the hawks of the coordination framework to dominate the political scene and thus its lack of the principle of balance between the various Shiite forces and their diversity.  

  

It can be said that the next stage is the most difficult among all the previous stages, and any candidate for the position of prime minister must lead a government capable of facing all this torrent of crises and be well aware of the size and gravity of the responsibility entrusted to him to find his way towards saving the country from what threatens its existence, present and future.

Shafaq News/ A leader in the al-Sadr movement confirmed on Monday that the leader of the movement, Muqtada al-Sadr, withdrew from the political process, noting that al-Sadr made the same "ram of Ismail" as he described it.

Ahmed Al-Mutairi, head of the political committee of the Sadrist movement, said in a statement received by Shafak News Agency; "The political altruism that Muqtada al-Sadr did by withdrawing from the political process and leaving the seats of his representatives to his opponents from other politicians is a sacrifice for Iraq, as he made himself the holy ram of Ismail."

Al-Mutairi added; Al-Sadr, “by doing this, transformed his preference for eternal life. This is undoubtedly a brave position, and a lesson from the leaders who are loyal to their homelands and peoples. It reminds us of the position of his grandfather Al-Hussein, peace be upon him, when he said his famous saying: (I do not give you by my hand the giving of the servile, and I do not approve the approval of slaves).” This is how the positions are The great ones when they sacrifice the most precious and precious for the greater good, and these attitudes are not new to the Sadr family. Muhammad al-Sadr called more than twenty years ago when he said: (The religion is your responsibility and the doctrine is your responsibility) and here Muqtada al-Ibaa said it (Iraq is your responsibility and the people care about you, I am not important) .

Although I must confess, this certainly does not sound very brotherly or Martyr like.... In fact it sounds an awful lot like Iran just took over Iraq again....   No wonder the US Government is very happy to comply. Shafaq News/ A source in the coordination framework that includes Shiite forces, except for the Sadrist movement, revealed that forces in the framework sent a message to the leader of the Sadrist movement to review his recent decision and return to the political process.

The source told Shafak News Agency; "The coordinating framework sent a message to the Sadrist bloc to determine the position regarding the determination of a delegation from the coordinating framework to go to al-Hanana to meet al-Sadr and discuss with him to reverse the decision to withdraw and start negotiations."

He added, "If the response from the Sadrist bloc comes with acceptance, then a delegation from the framework headed by Hadi Al-Amiri will go to Al-Hanana to negotiate, but if the response is that the negotiation will take place in Baghdad, everyone will attend a round table."

He added that "the framework is awaiting the Sadrist bloc's response to its message," noting that "one of the most important themes included in the message is that they (the framework) will move towards forming an expanded majority, and the Sadrist bloc must be informed of this to determine their position on this and try to persuade them to change their position."

The head of the Al-Fateh Alliance and the leader in the coordination framework Al-Amiri intends to send a delegation from the coordination framework, to Al-Hanana in the province of Najaf, in an attempt to persuade the leader of the Sadrist movement, Muqtada Al-Sadr, to reverse the decision to withdraw from the political process.

But the two statements of the last framework did not indicate the desire of the coordination framework to send any delegation to discourage al-Sadr from his decision, and focused on the need to continue dialogues with the political forces to form a government.

This comes in conjunction with what a source close to the President of the Republic, Barham Salih, revealed yesterday to Shafak News Agency, about launching an initiative aimed at ending the political crisis and returning the leader of the Sadrist movement Muqtada al-Sadr to the political process after withdrawing from it.

Meanwhile, a source close to "Al-Hanana", the headquarters of the leader of the Sadrist movement, Muqtada al-Sadr, revealed, on Tuesday, a move that may put al-Sadr in a position to reconsider his decision to withdraw from the political process.

Shafaq News/ On Wednesday, the leader of the Sadrist movement, Muqtada al-Sadr, set one condition before his return to the political process, indicating that he would not participate in any elections in which the "corrupt" participate.

Shafaq News/ The Parliamentary State of Law bloc confirmed, on Thursday, that the coordination framework did not present any personality or candidate for the position of Prime Minister.

The representative of the State of Law, Muhammad Hassan, told Shafaq News Agency, "Until yesterday, Wednesday, the coordinating framework did not present any personality or candidate for the position of Prime Minister."

He added that "the periodic meeting of the coordination framework did not raise the issue of a personal nomination for the position of Prime Minister," noting that "the framework is working to form the largest bloc in the parliament to form the new government."

And political circles circulated news of the former prime minister's intention to run for the presidency of the new government.

The representative of the Shiite religious authority, Ali al-Sistani, confirmed, earlier on Thursday, that the supreme religious authority "is present and watching the scene," while noting that "those who expect the strife to end is more important."

Al-Safi said, "The supreme reference is present and is watching the scene and has warned of many matters related to the country," adding, "Whoever expects the strife to end is more important and we need insight in this matter."

An informed source told Alsumaria News, "An important meeting is currently being held for the coordination framework in the home of Faleh Al-Fayyad, in the presence of the leaders of the framework and Prime Minister Mustafa Al-Kazemi."
