Today, Wednesday, Parliament opened the voting session on the Food Security Law, headed by its Speaker, Muhammad Al-Halbousi.

The Parliament's media department said in a statement that "Al-Halbousi opened the work of the 11th session of the first legislative term, in the presence of 273 deputies."

The session is scheduled to witness a vote on the Emergency support Law for Food Security and Development.

The Ministry of Finance denies the validity of the statements attributed to the six Undersecretary, Taif Sami, and the allegations of its response to the Deputy Speaker of the House of Representatives, Mr. Hakim Al-Zamili, regarding the issue of the free lecturers.
The Ministry confirms that what is being circulated on the communication sites in this regard is incorrect, and that the letter of the Ministry of Finance regarding the payment of the lecturers' dues is clear and explicit.

The Ministry also calls on all media and communication sites to display the highest degree of journalistic professionalism and media credibility when circulating news and information, and to refer to official sources for the purpose of confirming or denying them.

Earth News / The Ishraqa Kanon Parliamentary Bloc announced today, Wednesday, its boycott of the voting session on the proposed food security law.
The bloc said in a statement received by Earth News, “We hoped that the conflicting political forces would end the state of political impasse in the political process and form a strong political majority government, to be faced and evaluated by a true national opposition, an end to the suffering of the honorable Iraqi people from their recurring tragedies and their continuous calamities, and the realization of the principle of social justice Redress the oppressed segments, and prepare a programmatic financial budget based on the principle of transparency in its chapters and numbers.

He added, "Everyone should have respected the decisions of the Federal Court, which defined the powers of the government for handling daily matters in its decision (121 / Federal / 2022) and which decided that it was not qualified to legislate or approve any law and considers that the alternative is to adopt the Financial Management Law No. (6) for the year (2019) and its first amendment No. (4) of (2020); The current government (the caretaker government) can disburse financial allocations at a rate of (1/1) of the actual expenditure for the year 2021 budget, thus solving the accumulated and current financial problems by: (disbursing farmers’ entitlements, ration card items, and paying debts due to import gas For the sustainability of electrical energy supply) not for the food security law to be expanded into sections and vocabulary that deviate from the requirements of its legislation.”

And the bloc continued, "So out of commitment to the constitution and the decisions of the Federal Court and their final and binding interpretations for all, and pushing towards finding real and realistic solutions to what the country is suffering from, and in order to preserve the legalization of the disbursement of public money in constitutional ways."

She concluded her statement by saying, "We announce that we will not enter the voting session on the Food Security Law."

Today, Wednesday, the First Deputy Speaker of the House of Representatives, Hakim Al-Zamili, blessed the Iraqi people to vote on the “Emergency support for Food Security” law, stressing that the vote on the law is a great achievement and a victory for the rights of the poor, vulnerable groups, and others. To ensure that it reaches its beneficiaries.


In a statement, Al-Zamili indicated that the biggest challenge faced by the House of Representatives during the past period was to provide the requirements and needs of the people, and the House was keen to pass the "Food Security" law with the aim of supporting the poor by providing ration card allocations, and increasing social welfare salaries for greater inclusion. A number of eligible persons, in addition to the sums necessary to meet the needs of the electricity sector, adjusting the status of lecturers, administrators, conductors, metrology readers, holders of higher degrees, first graduates, electricity and oil contracts, and other ministries, and returning voided contracts from the security and military agencies.


Al-Zamili, according to the statement, thanked all the deputies who participated in voting on the law today, praising at the same time the great efforts made by the presidency and members of the Finance Committee to come up with a law that meets the requirements of the current stage, adding that the Council in its current session is proceeding strongly in issuing legislation that serves In the service of Iraq and the Iraqis.

ERBIL — The Iraqi Council of Representatives on Wednesday passed the Emergency Food Security Bill, which was proposed by the federal government.

According to Iraqi media outlets, a total of 273 lawmakers attended today's parliamentary session, which was specifically held to vote on the Emergency Food Security Bill.

The bill, worth 27 trillion Iraqi Dinar, was approved after it secured a majority of the votes in the 329-seat assembly, reports said.

The Iraqi Supreme Federal Court last month rejected the bill on the base of alleged "contradiction with the Constitution", saying that the caretaker government of Prime Minister Mustafa Al-Kadhimi was not allowed to propose bills to the parliament.

However, the bill, which enjoyed the support of the trilateral majority alliance of the Sadrist Movement, Kurdistan Democratic Party, and Sovereignty Coalition, is expected to help the country survive the possible crisis caused by the Russia-Ukraine war on an international level and draught on a regional level.

SULAIMANI — The Iraqi parliament passed the food security bill on Wednesday (June 8), allocating 25 trillion dinars ($17 million) to the project bill.

The bill is an emergency draft law for food security and development, which aims to keep a food rationing program amid the increasing price of food worldwide. 

Rebwar Awrahman, an MP from the New Generation Movement (NGM) and a member of the finance committee in the Iraqi parliament, told NRT the law is important for Iraq and the Kurdistan Region. 

He also stated the issues of food and medication supplies was important to the NGM and if the project is implemented, the food-rationing program and medicine will also be provided for the Kurdistan Region. 

Sattar Irabi, a member of the parliamentary finance committee, said on May 31 the committee held meetings with the relevant parties and its members discussed the bill’s articles.

The food security bill was legalized under the government of Iraqi Prime Minister Mustafa al-Kadhimi, despite an earlier ruling from the Federal Supreme Court on May 15 that the caretaker government did not have the authority to create legislation. 

The court said the new Iraqi government, which is yet to be formed, has the authority to legislate new laws.
