Suggestions for a parliament session tomorrow to vote on food security
  
{Political: Al Furat News} A parliamentary source suggested that the House of Representatives will hold, tomorrow, Tuesday, a session to vote on the proposed law on emergency support for food security and development.

The source told {Euphrates News} a copy of it that "it is likely that the House of Representatives will hold a session tomorrow to vote on the food security law."

And he indicated that it is "the last session of the first legislative term, as the recess will begin on the ninth of this month."

Today, Monday, the Parliamentary Finance Committee will hold an important meeting to complete the finalization of the law on emergency support for food security and development.

The Presidency of Parliament announced the inclusion of the allocations of lecturers and administrators, contracts and wages in the Ministries of Electricity and Oil in the Food Security Law, the addition of an increase in the allocations for social welfare and people with special needs and the ration card, the allocation of funds for importing gas and paying debts, including petrodollars, regional development and farmers’ dues.

A political source said today, Monday, that the Parliamentary Finance Committee sent the Food Security Law to the Presidency of Parliament to determine the date of its enactment.


The source told Earth News, "The Parliamentary Finance Committee voted on the proposal for a food security law as a whole within the committee and sent it to the Presidency of the House of Representatives to set a session to vote on it."

 

The source expected that "next Wednesday, a date will be set for voting on the law."

{Politics: Al Furat News} The House of Representatives has set, the day after tomorrow, Wednesday, a date for voting on the law on emergency support for food security.
 

According to the schedule announced by the Media Department of the House of Representatives, {Euphrates News} obtained a copy of it: “It was decided to hold the (11) session dedicated to voting on the urgent support law on Wednesday, June 8th.

A parliamentary source revealed to Al Furat News that: "The Parliamentary Finance Committee has now concluded its meeting on the Food Security Law after completing the law from a technical point of view, and issuing a directive to the heads of the parliamentary blocs to hold a meeting at the house of Parliament Speaker Muhammad Al-Halbousi regarding the Food Security Law.
The source suggested postponing the session Vote on the law until next Wednesday until the final position is resolved by the blocs.

{Political: Al Furat News} A deputy from the State of Law bloc announced that deputies of the Coordination Framework Forces will attend the parliament session scheduled to be held today, Wednesday.

Muhammad Al-Ziyadi told {Euphrates News}, "The deputies of the framework forces will attend today's session, but there is no final agreement to pass and vote on the emergency support law for food security and development proposal."
He added, "The deputies of the central and southern governorates are seeking to remove injustice and reduce harm to their governorates in this law."
Al-Ziyadi noted, "As for challenging the framework with the law, this is up to him and he cannot talk about it."
The Parliamentary Finance Committee announced the day before yesterday, Monday, that it had completed all the paragraphs and articles of the emergency support law for food security and development and voted on it in total and decided to submit it to the Presidency of the House of Representatives to include it in the agenda for today’s session and vote on it.
The law's allocations amount to 25 trillion dinars.

Yesterday, the security forces evacuated the parliament building from its employees, after demonstrations by contract holders in the Ministry of Electricity in the Green Zone.
A number of injuries occurred among the ranks of the demonstrators from electricity contracts in friction with the security forces near one of the gates of the Green Zone, after they demanded that they be installed on permanent owners within the Food Security Law scheduled to be voted on today, Wednesday.

The representative of the law did not rule out that "the law is overturned in the Federal Court, especially since there are deputies who have expressed their intention to challenge it before it."
He added, "It was possible for the Parliament to present the budget in the same way that the Food Security Law was presented, and after obtaining the approval of the Council of Ministers."
Al-Ghazali expressed his "hope that the next budget will be explosive, after the financial abundance of oil prices and their rise."

Al-Maliki meets with the State of Law bloc and clarifies his position on the Food Security Law
  
{Political: Al Furat News} The State of Law coalition bloc held a meeting this morning, headed by the head of the coalition, Nuri al-Maliki.

A statement by al-Maliki's office said, "Al-Furat News" received a copy of it that "during the meeting, developments in the political situation were discussed, as well as a discussion of the emergency food security and development support law, which the parliament is preparing to approve today."

Al-Asadi: Continuous dialogues to bring the food security law in line with the decisions of the Federal Court
  
{Local: Al Furat News} A spokesman for the Al-Fateh bloc, Ahmed Al-Asadi, explained, on Wednesday, that dialogues are continuing to bring the Food Security Law into line with the decisions of the Federal Court.

Al-Asadi said in a post on Twitter, followed by the agency {Euphrates News}, that "our dialogues are continuing to make the necessary amendments to the Food Security and Development Law to make it consistent with the Federal Court's decision regarding the powers of the caretaker government and meeting the basic needs of citizens." 

He added, "We have no objection to the law if it does not contradict the court's decision while guaranteeing the rights of our fans."

And the representative of the coordination framework, Aref Al-Hamami, told the official newspaper and followed by “Nas” (June 8, 2022): “There is a possibility for the Federal Supreme Court to issue a state order to stop the law in the event that it is legislated by the House of Representatives, as it is a clear constitutional violation because it contains a financial aspect that will begin to The shadow of the daily caretaker government, in addition to containing many suspicions.”  

  

For his part, MP Walid Al-Sahlani said that "services represent the biggest obstacle that most governments suffer from, and therefore it is necessary to create positive climates at the level of financial coverage, as well as successful administrations, according to the contexts of integrity and cleanliness, as this matter has become required and inevitable."  

  

Al-Sahlani indicated that "many disagreements occurred over the food security law, which is an exceptional law and has multiple views between the different forces on forming the government, which means that it falls under the category of (arms) and will be challenged."  

  

As for the representative of the Sadiqoun bloc, which is affiliated with the coordinating framework, Saad Al-Saadi, he said: "The rejection of the law expanded after the Kurdistan Democratic Party stood against its legislation."  

  

Legal expert Ali Al-Tamimi stated that the current law "cannot be a substitute for the budget stipulated in the constitution in Article 66 of it, but was found in order to confront an economic crisis after the increase in poverty rates."  

  

He added that "the law should show more details about the financial accounts that it created, which amount to 35 trillion dinars, and specify their resources accurately and where they are spent, by moving away from external borrowing and relying on oil imports, and it is necessary to determine the supervisory authority over these funds, accounts and amounts that came in Article 3 of this law.  

  

And he indicated that "the draft needs to be expanded and broader details instead of brevity, which is not appropriate for the name of the law, as the name of the law needs to be replaced and to be brief so that it is easy to implement on the ground."

Basem Khashan makes a statement before the parliament session dedicated to emergency support (video)

On Wednesday, Representative Basem Khashan suggested that the emergency support law for food security and development proposal would not be passed, while threatening to challenge it if it was passed.  

  

 

  

Khashan said in a statement to "Nass" (June 8, 2022), that "the law may not be passed, and there may be undeclared agreements to postpone the vote to another session, but in all cases, if it passes, we will appeal against it."  

  

  

  

  

The leader of the "Coordination Framework", head of the "Sanad" bloc, Ahmed Al-Asadi, confirmed, on Wednesday, the continuation of dialogues to make the necessary amendments to the Food Security Law.  

Al-Asadi said in his blog, followed by "Nass" (June 8, 2022): "Our dialogues are continuing to make the necessary amendments to the Food Security and Development Law to make it consistent with the Federal Court's decision regarding the powers of the caretaker government and meeting the basic needs of citizens."    

  

"We have an objection to the law if it does not contradict the court's decision while guaranteeing the rights of our fans," he added.    

  

"Nass" publishes a copy of the proposed law on "emergency support for food security and development", which the House of Representatives is likely to vote on during today's session.  

  

The House of Representatives adjourned its session for half an hour due to lack of quorum.

Today, Wednesday, the Parliament’s Labor Committee and Civil Society Organizations decided to proceed with the legislation of the “Retirement and Social Security Law for Workers”, after discussing the proposed law with the First Deputy Speaker of the Council, Hakim Al-Zamili.

This came during a meeting chaired by Al-Zamili, with the Labor Committee and parliamentary civil society organizations, during which they discussed the proposal for the retirement and social security law for workers, with the withdrawal of a statement received by "Al-Iqtisad News".

Al-Zamili directed, according to the statement, to "accelerate the preparation and maturity of this law in coordination with the Services Committee, stressing that" the law will contribute to creating more job opportunities and reviving non-functional sectors such as agriculture, industry, services and tourism, in addition to encouraging investment.

In another matter, the First Deputy Speaker of Parliament discussed, during a meeting of the Parliamentary Integrity Committee, "the overlap in the tasks and powers of some committees, especially those that were split during the current session or that were created to keep pace with the country's oversight and legislative need."

Al-Zamili confirmed that there are efforts to "amend the internal system of the council according to the new variables, end the state of overlap and determine the authority of each committee to ensure that the tasks of the committees are not violated."

He pointed out that "the Integrity Committee is one of the basic committees to monitor government performance, and it is the first wall in the current and upcoming war against the corrupt, to curb corruption that has exhausted the state and the people."
