SULAIMANI — Iraqi Prime Minster Mustafa al-Kadhimi said on Tuesday (June 7) the federal government is committed to implementing the federal court’s decision against the Kurdistan Regional Government’s (KRG) oil sales.

At a press conference, Kadhimi said the total reserve currency in the country's central bank has reached $76 billion and will reach $90 billion by the end of this year.

On Monday, the Iraqi Minister of Finance, Ali Allawi, said if the KRG does not reach an agreement with the federal government the ministry will have to cut the KRG’s percent of the share of income.

The supreme court ruled in February the KRG’s oil and gas law was against the Iraqi constitution and has challenged the Region’s contracts with international oil companies.

ERBIL — Iraqi Prime Minister Mustafa Al-Kadhimi said on Tuesday that 90% of the problems between Erbil and Baghdad have already been addressed. 

Kadhimi made the remarks during a press conference in Baghdad where he spoke to reporters on the current challenges facing Iraq in general and his caretaker government in particular. 

On the remaining 10% of the disputes between the Kurdistan Region and Iraqi Federal Government, Kadhim said they “will be resolved soon”. 

“What is needed now is for the federal government and the Kurdistan Regional Government to sit together to build trust and goodwill and search for solutions,” he explained. 

On the achievements of his cabinet, the Iraqi prime minister said he brought the economy of the country back on track while had come into office at a very difficult and complicated time, in terms of the economy, the COVID-19 pandemic and the conflict on Iraq soil. 

“Before this government, the Iraqi economy was on the verge of collapse," Kadhimi said. “We had no cash to pay salaries.”

“However, Iraq has over $75 billion in reserves in its central bank now and this is expected to increase to over $90 billion by the end of this year.”

On Iraq’s role in the region, Kadhimi noted that his government has managed to become one of the key actors after hosting several negotiations in Baghdad to help regional countries resolve their disputes. 

“Iraq has hosted five different dialogues in these two years, of which Saudi–Iran talks are just one,” Kadhimi said, emphasizing that the “Iran-Saudi talks have made remarkable progress."

🔷We instructed the security services to do their duty to follow up on anyone trying to manipulate prices, especially after traders obtained customs exemptions in order for the market to maintain its prices.

 🔷I know the size of the responsibility entrusted to journalists, and in Iraq there is freedom for the press and freedom to express opinion, and we must understand how to benefit from this freedom, and from the opinion of media professionals and journalists by directing constructive criticism to correct many of the state’s paths. 

 🔷The fourth authority is an important part of any society, so I hope that journalists will help us in providing objective constructive criticism based on the public interest, and not based on political orientations or settling personal accounts.

🔷 All the support that journalists need from the state to access information is available, and we are ready to support you.

 🔷 It is no secret to you that this government came in difficult and complex circumstances and as a result of a social movement, where young people were calling for reform of the political system, and looking for an opportunity to hope for the future. This government came after the October events and the resignation of the previous government, with the collapse of oil prices and the spread of the Corona epidemic to its maximum, in addition to a very complex security situation.

 🔷This government was formed and we accepted the responsibility, although all the conditions for success were not available. We accepted the responsibility to spare the blood of the Iraqis.. This country has been going through complicated circumstances for more than seventy years of suffering from dictatorship, wars, mismanagement and corruption, which produced a complicated situation and then a revolution October.

🔷The mission of this government, at the request of all the partners in the political process, was for one goal, which is the establishment of fair and fair elections, and we accepted the responsibility; For the sake of our people and for the eyes of the Iraqis, we took up the challenge, and established fair and fair elections, admittedly.

🔷 Today we must admit that Iraq is going through complicated and difficult circumstances, but there are those who are trying to exploit them in creating a culture of despair, frustration and self-flagellation. It is unfortunate that some political forces and some of their media institutions are promoting this self-flagellation, as if Iraq is at the end of the world.

🔷We have a political problem, a political blockage and difficult conditions, but this democratic process, when it is young, goes through complex crises in the establishment, and it does not mean that we accept the current conditions and political blockage, and we do not accept to see our country in this circumstance and remain as spectators.

 🔷 The political blockage affects the performance of the government and the state and the morale of the citizens, so we must look for a solution.

 🔷We need to think about the future, and learn from these mistakes so that they are not repeated later. Some want to solve the country's problems in a populist and reactive way, and you have already seen what the populist experiences have led to some countries in the world.

 🔷The state is built with an integrated and development vision, and this government owns this vision. We succeeded in implementing some of them in various fields, and projects and reforms were presented. Some projects met with little success, and some projects require a lot of time.

🔷We must create an opportunity for hope, and there are those who always try to blame the government for the failures and mistakes of the past. Today, this government has completed two years of its life, and in known circumstances, and there are those who bear the burden of the mistakes of 18 years of sectarianism, mismanagement and sectarianism and under the headings of different components.

🔷Talking about the existence of sectarian quotas in Iraq is a lie, but the truth is that there is partisan quotas under the title of the component, and there are those who hold the government responsible for failure for years, so why this duplication? .. The state bears the responsibility of everyone, all state institutions, the executive, legislative, and presidencies, Even civil society.

🔷There are those who are trying to take advantage of some circumstances to promote the existence of a bad security situation, but two years ago, what was the security situation and how is it now? .. Yes, there are attempts by terrorist groups to gain a foothold or media news, in contrast there are dozens of daily operations that they are engaged in Our armed forces against terrorist groups. 

🔷Months ago, an operation led by the heroic Counter-Terrorism Service was carried out in Mosul, in which 45 terrorists were killed in one operation. We have daily operations against terrorist groups, but there are those who are trying to promote the existence of a bad security situation.

🔷There are attempts to kill civilians by terrorist groups in order to obtain an orphan media news, and in return for this I say that trading in the blood of Iraqis is shameful and unacceptable.

🔷Yesterday, there was a preemptive operation carried out by our security services in Tarmiyah, and we arrested some leaders of the terrorist organization ISIS. And last Ramadan, the security services carried out three preemptive operations to prevent suicide bombers' attempts. The last month of Ramadan was the best month of Ramadan that Iraq has experienced in terms of security since 2003.

🔷Who wants to undermine the efforts of our heroic sons in the army, the popular mobilization and the security services; In order to gain political gain, or to get likes on Facebook, we say that this is shameful. And the blood of Iraqis is not cheap. Iraqis deserve to preserve their dignity and their future. It is shameful for us to disagree on a specific address in order to settle political scores. 

🔷Iraq is an important pivotal country that needs its foreign reputation to be in keeping with Iraq's history. I rejoice when I see many foreign tourists after we lifted the visa for citizens of many European countries. They come to Baghdad and publish videos about their experience in Iraq and they are proud of them, and they convey an image opposite to the image that some Iraqis unfortunately promote.

🔷I address the people in the street and say that your brothers in the security services are working day and night to protect you and provide security. I conduct daily tours in Baghdad in a special way, I see people and observe many negative cases, and often I see positive cases. And these we try to protect, while we follow the negative cases.

 🔷We have now entered the sixth month of the year without a budget, so how do we manage the state and what is the mechanism of exchange, so do the parties that raise populist slogans about how to spend, only obstruction, so we need to pass the food security law.

🔷The Food Security Law is not a budget, but rather a mechanism to take advantage of the financial surplus to pay some of the state's emergency costs, electricity and gas import, and support for the ration card, which concerns an important segment of the Iraqi people.

🔷We have a plan that we are thinking of for the future, which is to provide smart cards to the poor and needy segments, who pay them money through this card and buy through it what they need, instead of imposing a certain share on them, and it is possible through the law to support the poor groups through social care.

🔷The law may contribute to supporting some major projects in the governorates. We have to invest in roads. Despite what the government has accomplished in improving some roads, the project needs large funds, and it also needs us to invest this money in health, raising the level of performance of education and in agriculture. .

🔷When we seek investment, we criticize that the government is a caretaker. If we remain silent, we criticize that the government does nothing. There are serious attempts to impede any work that the government takes.

🔷In the file of foreign relations, Iraq today has become a meeting point for many countries. Iraq is strategically located and enjoys natural and human resources, all of which are factors that help Iraq play an important role in the region and the world.

🔷Iraq two years ago is closer to a semi-isolated country. There was a crisis of confidence. Today, we restored Iraq’s relations with many countries in the region and the world. Yesterday, the Jordanian and Egyptian foreign ministers were in Baghdad. Iraq hosted the Baghdad Forum for Cooperation, which was attended by important leaders. Today, Baghdad is the city of peace. Meeting point and point to ease tensions in the region and reconciliation.

 🔷There are five attempts to settle differences between countries that took place in Baghdad, and you have heard of the Iranian-Saudi dialogue, and there are other dialogues, all of which succeeded and we did not announce them at the time out of respect for the nature of the secret role played by Iraq. 🔷Since 2003, and until a few months ago, the Iraqi-Syrian border was a loose border for terrorist groups, drugs, bandits, and smuggling. Now the Syrian-Iraqi border is more secure. Personally, I followed up on the issue of the security fence, and we achieved a great deal of achievement, leaving only small areas for border control.

🔷A few days ago, there was a real flaw in the Ministry of Education regarding the leakage of questions. This is a shameful thing in the country of the first word that the educational level in it reaches this level. The leaking of questions took place, and we directed an investigation. Unfortunately, the Ministry of Education was not up to the level of the investigation. We directed the National Security Agency to be a member of the investigative committee, and indeed we arrested five officials who are now in detention.  

🔷Today in the cabinet meeting, I spoke with the Minister of Education and told him that the ministry's performance was very bad, and the reaction to the treatment was worse. But we arrested five high-ranking officials and the investigation is still going on, and the motives for the leak were clear, which was to create confusion, not money or something else.

🔷We saw the uproar that some tried to create and every problem and accusations were directed against the Prime Minister. Is the Prime Minister required to follow up on every issue? Unfortunately, the leaking of exam questions has become a phenomenon. And for 15 years, every year there has been a leak of questions, and this act is certainly not acceptable, but there is an exploitation of circumstances in the face of any success. 

🔷Against this negative image in education, there are positive images. A few days ago, we took a decision and launched the National Strategy for Early Childhood Development in Iraq to 2031, as a first step to lay the touches for an educational process worthy of Iraqis. 

🔷A few days later, we will lay the foundation stone for the construction of the first 1,000 schools within the Sino-Iraqi agreement. These school promises have been heard by Iraqis for 15 years; Now it has become a reality and the first batch of a project for more than 12,000 schools in Iraq.

🔷We also need to develop scientific curricula in Iraq to have scientific curricula worthy of Iraq, the present and the future. Our curricula need a change in form and content; In order for Iraq to keep pace with the development in scientific and educational methods at the world level.

🔷This process needs support and integration among all state institutions. It is not within the competence of the Prime Minister, but rather the competence of the relevant institutions and ministries and the people of competence. This cannot be achieved without planning.

🔷The electricity file is thorny and complex and contains many challenges, and the first question I directed to the Ministry of Electricity is, how do you think about the production of electrical energy in Iraq? And there was no answer. In the absence of planning in the past years, the electrical stations were built in an absurd manner; That is why today we have a real electricity crisis in Iraq.

🔷Last summer, despite all the attempts of terrorists and some groups to blow up towers and attempts to blow up some stations, despite all this, we managed to reach a production of 21,000 megawatts. And today we have less than that) because of the Iranian gas outage, and because of debts owed to Iran. This debt is not a precedent for this government, and this government has strictly committed to providing funds to Iran.

🔷With all this, this government provided all the money and we did not delay for one day in paying, but there are debts before 2020, and the gas was cut off. There is a bad atmosphere that affected the supply of electric power, but the Brotherhood in the Islamic Republic promised us to solve the issue and to re-pump our needs of gas in the coming days. 

🔷One of the problems that affected the delay in payment of dues is the lack of budget. And the Food Security Law we submitted to provide electricity and the ration card, and to pay the dues of farmers, and with great regret, you saw the conflict over the law and it was not passed. I hope that the law will pass as soon as possible to pay our financial obligations regarding electricity. 

🔷We are working to increase electrical energy production and find alternatives. It is unreasonable to build gas stations, and we do not have gas. What is this mathematical equation? That is why we changed the name of the ministry to the Ministry of Electricity and Alternative Energy, and we will go to alternative energy as well as thermal stations. As well as linking with neighboring countries. 

🔷We have electrical interconnection projects with the Gulf states, Saudi Arabia, Turkey, Jordan and Egypt, in order to provide gas until we reach the stage of self-sufficiency. And we have a problem with Europe with electricity; Because of the war in Ukraine, energy prices are expensive in Europe, and we have reached reasonable prices, and we will import electricity through Turkey, and we have signed agreements in this field, in addition to linking with neighboring countries.

🔷Yes, there is a surplus, and people always ask, where is the oil money? Yes, we have a surplus and in very good amounts. But these surplus amounts need a law to be acted upon, as we are not in Saddam's time until he signs as he pleases. This is not permissible, and we now need a budget law, and this government spent two years in 2020, there was no budget. 

🔷Before the advent of this government, the Iraqi economy was on the verge of collapse or its beginning, we had no liquidity to pay salaries. The first visit I made was to the Retirement Directorate to reassure retirees of paying their salaries, and the reason is the wrong policy in managing the economy, Iraq depends only on oil, at a rate of 96% and this Wrong policy, lazy policy, and when oil prices collapsed we had big problems.

🔷We need about seven billion dollars a month to pay salaries, and relying on absolute oil is a wrong policy and there was no clear vision for all governments; Therefore, we launched a reform project represented in the White Paper.

🔷Everyone criticized the white paper and accused it of failure, but it was the one that saved us from the bad situation. Today, the reports of the World Bank and the International Monetary Fund all show that Iraq is at the forefront of the fastest growing countries in the Middle East and also in the first ranks in the world.

🔷The white paper is a reform paper. There has been no reform in the Iraqi economy for a long time. The paper is bold and I hope the next government will maintain the methodology of this paper to preserve the economy.

🔷Past governments did not provide job opportunities for citizens, and there was chaos in appointments, and did not give space to the private sector, and there was a big problem that affected the Iraqi economic reality.

🔷This government carried out some reforms and produced a new situation and a growth rate of 9.5%, according to the reports of the International Monetary Fund. It is also noted that Iraq is the fastest country in the Arab world, and there are other projects that the government helped support

🔷When we assumed our duties in the government, the currency reserves in the Central Bank were close to fifty billion dollars. Today, exactly two years after the age of the government, the currency reserves in the Central Bank reach 76 billion dollars, and this is the fastest growth of reserves in the history of Iraq, and at the end of this year we pledge if all goes well. In this way, the reserve will be close to ninety billion dollars. 

🔷There are other development projects carried out by the government within the white paper. There is an important poor group of Iraqis and two groups of families of martyrs and the disabled who do not have a residential role, so we launched the (Dari) project, which includes distributing plots of land to citizens without intermediaries, but through an electronic system on which more than three million were submitted Citizen The number of those who fulfilled the conditions is more than half a million citizens, and the number of those who will acquire land is about 300,000 in the coming weeks.

🔷There are various efforts made by the government in the field of roads and the construction of the Hawli line around the capital, Baghdad, which will deal with congestion in Baghdad, as well as follow-up on the external roads in which we have major problems, and we developed a plan for the Baghdad-Hilla line and completed the maintenance process.

🔷Iraq was previously an agricultural country, and agriculture contributed to an important sector of export, but unfortunately, Iraq today has become an importer of agricultural products, and we placed great interest in this sector. The result of previous policies was Iraq's lack of food security.

Mubasher: Prime Minister Mustafa Al-Kazemi chaired the twenty-first regular session of the Council of Ministers, during which the general situation in the country was discussed, and important files in various fields were discussed.

The Cabinet discussed, according to a statement issued by the Prime Minister's Information Office, the global economic crisis resulting from the Russian-Ukrainian war, and reviewed the progress of implementing the measures taken by the government to mitigate its repercussions and effects on Iraq.

The Council of Ministers discussed supplying private generators with kerosene in the summer season. To alleviate the burden of the citizen by supporting generators with kerosene, the Council of Ministers voted to approve the recommendations of the consultative meeting to equip private generators with kerosene, by providing the governorates with gas oil (kerosene) that conforms to the ideal marketing technical specifications, and not to replace it with diesel.

The council decided to increase the amount of kerosene supplied to private generators according to the increase in the programmed cut-off hours through the coordination of the Ministry of Electricity and the secretariat of the Supreme Coordination Committee between the governorates, not to raise the price of gas oil and to maintain the current price (400 dinars), and to provide data with a full position on Status, expansion, and population growth for all administrative units and for each governorate, and providing the Electricity Distribution Department to the Oil Products Distribution Company with daily positions on the scheduled cut-off hours through coordination with the Secretariat of the Supreme Commission for Coordination between the accompanying governorates, linked by 8 paragraphs, from June 1 to September 30 2022.

Also, during its meeting, the Council of Ministers agreed to approve the recommendations regarding the prevention of hemorrhagic fever, which were established in the Ministry of Health’s book No. 2124 on June 2, 2022, with the exception of paragraphs (3, 4) that are attached.

In the tourism sector, the Council of Ministers discussed in detail the proposals submitted to support the tourism sector. The proposals of the Ministry of Culture, Tourism and Antiquities regarding supporting the tourism sector were initially approved. Where it was approved to open land border crossings for visitors, in preparation for important religious visits, and to amend paragraph (2) of Cabinet Resolution (106 of 2019) in line with the Tourism Authority Law (14 of 1996) by imposing a sum of $5, which is taken into account. In light of the Cabinet’s follow-up to the electric energy file and the provision of the Ministry’s needs, the Council of Ministers in charge of managing the Ministry of Electricity hosted a presentation on the reality of electric energy, and discussed a number of issues related to the work of the Ministry. The Council agreed to approve the recommendations of the Ministerial Council for Energy (18 and 30 for the year 2022).

The Cabinet discussed the many measures that were previously taken to confront the global crisis of rising food prices, which contributed to qualitative price stability in Iraq. And it was decided to extend the work of paragraphs (Second and Third) of Cabinet Resolution (80 of 2022) regarding the government’s measures to confront the high prices until October 1, 2022, due to the continuing need of citizens to reduce the prices of imported and necessary goods and commodities, provided that the Ministry of Finance/ The General Authority of Customs to reconsider the tables that identified those goods and the proven goods, linking its book numbered to the number (58 S/1028) dated March 15, 2022.

Extensive discussions took place during the session about the water situation, drought and the scarcity of imports according to the expectations of the water year, and all support was provided to the Ministry of Water Resources and the Ministry of Municipalities to stop the damage indicated in all governorates with regard to subsidiary rivers and stop liquefaction and water desalination stations, where a vote was taken to allocate the necessary funds for all governorates, which range from Between (1.5 billion dinars to 3 billion dinars) for each governorate to ensure the continuity of water projects in the governorates.

The fourth authority is an important part of any society, so I hope that journalists will help us in providing objective constructive criticism based on the public interest, and not based on political orientations or settling personal accounts.  

  

All the support that journalists need from the state to access information is available, and we are ready to support you.  

  

It is no secret to you that this government came in difficult and complex circumstances and as a result of a social movement, where young people were calling for reform of the political system, and looking for an opportunity to hope for the future. This government came after the October events and the resignation of the previous government, with the collapse of oil prices and the spread of the Corona epidemic to its maximum, in addition to a very complex security situation.  

  

This government was formed and we accepted the responsibility, although all the conditions for success were not available. We accepted the responsibility to spare the blood of the Iraqis.. This country has been going through complicated circumstances for more than seventy years of suffering from dictatorship, wars, mismanagement and corruption, which produced a complicated situation and then a revolution October.  

  

The mission of this government, at the request of all the partners in the political process, was for one goal, which is the establishment of fair and fair elections, and we accepted the responsibility; For the sake of our people and for the eyes of the Iraqis, we took up the challenge, and established fair and fair elections, admittedly.  

  

Today we must admit that Iraq is going through complicated and difficult circumstances, but there are those who are trying to exploit them in creating a culture of despair, frustration and self-flagellation. It is unfortunate that some political forces and some of their media institutions are promoting this self-flagellation, as if Iraq is at the end of the world.  

  

We have a political problem, a political blockage and difficult conditions, but this democratic process, when it is young, goes through complex crises in the establishment, and it does not mean that we accept the current conditions and political blockage, and we do not accept to see our country in this circumstance and remain as spectators.  

  

The political blockage affects the performance of the government and the state and the morale of the citizens, so we must look for a solution.  

  

We need to think about the future, and learn from these mistakes so that they are not repeated later. Some want to solve the country's problems in a populist and reactive way, and you have already seen what the populist experiences have led to some countries in the world.

He stressed that "the law can contribute to supporting some major projects in the governorates, so we have to invest in roads, and despite what the government has accomplished in improving some roads, the project needs big money, and it also needs us to invest this money in health and in raising the level of health." performance of education and in agriculture.

Unfortunately, the Ministry of Education was not up to the level of the investigation. We directed the National Security Agency to be a member of the investigative committee, and indeed we arrested five officials who are now in detention.   

  

 

Today in the cabinet meeting, I spoke with the Minister of Education and told him that the ministry's performance was very bad, and the reaction to the treatment was worse. But we arrested five high-ranking officials and the investigation is still going on, and the motives for the leak were clear, which was to create confusion, not money or something else.  

  

  

We saw the uproar that some tried to create and every problem and accusations were directed against the Prime Minister. Is the Prime Minister required to follow up on every issue? Unfortunately, the leaking of exam questions has become a phenomenon. And for 15 years, every year there has been a leak of questions, and this act is certainly not acceptable, but there is an exploitation of circumstances in the face of any success.  

  

 

Against this negative image in education, there are positive images. A few days ago, we took a decision and launched the National Strategy for Early Childhood Development in Iraq to 2031, as a first step to lay the touches for an educational process worthy of Iraqis.  

  

A few days later, we will lay the foundation stone for the construction of the first 1,000 schools within the Sino-Iraqi agreement. These school promises have been heard by Iraqis for 15 years; Now it has become a reality and the first batch of a project for more than 12,000 schools in Iraq.  

  

We also need to develop scientific curricula in Iraq to have scientific curricula worthy of Iraq, the present and the future. Our curricula need a change in form and content; In order for Iraq to keep pace with the development in scientific and educational methods at the world level.  

  

This process needs support and integration among all state institutions. It is not within the competence of the Prime Minister, but rather the competence of the relevant institutions and ministries and the people of competence. This cannot be achieved without planning.  

  

  

  

The electricity file is thorny and complex and contains many challenges, and the first question I directed to the Ministry of Electricity is, how do you think about the production of electrical energy in Iraq? And there was no answer. In the absence of planning in the past years, the electrical stations were built in an absurd manner; That is why today we have a real electricity crisis in Iraq.  

  

One of the problems that affected the delay in payment of dues is the lack of budget. And the Food Security Law we submitted to provide electricity and the ration card, and to pay the dues of farmers, and with great regret, you saw the conflict over the law and it was not passed. I hope that the law will pass as soon as possible to pay our financial obligations regarding electricity.  

  

 

  

We are working to increase electrical energy production and find alternatives. It is unreasonable to build gas stations, and we do not have gas. What is this mathematical equation? That is why we changed the name of the ministry to the Ministry of Electricity and Alternative Energy, and we will go to alternative energy as well as thermal stations. As well as linking with neighboring countries.  

  

We have electrical interconnection projects with the Gulf countries, Saudi Arabia, Turkey, Jordan and Egypt, in order to provide gas until we reach the stage of self-sufficiency and start exporting. And we have a problem with Europe with electricity; Because of the war in Ukraine, energy prices are expensive in Europe, and we have reached reasonable prices, and we will import electricity through Turkey, and we have signed agreements in this field, in addition to linking with neighboring countries.  

  

 

  

Last summer, despite all the attempts of terrorists and some groups to blow up towers and attempts to blow up some stations, despite all this, we managed to reach a production of 21,000 megawatts. Today we have less than that, because of the Iranian gas cuts, and because of debts owed to Iran. This debt is not a precedent for this government, and this government has strictly committed to providing funds to Iran.  

  

With all this, this government provided all the money and we did not delay for one day in paying, but there are debts before 2020, and the gas was cut off. There is a bad atmosphere that affected the supply of electric power, but the Brotherhood in the Islamic Republic promised us to solve the issue and to re-pump our needs of gas in the coming days.  

  

It is necessary that the electricity file should not be politicized today, nor that it be used for political purposes. It is shameful that people's suffering is exploited in this way.  

 

There must be a complementary relationship between the citizen and the state, as the citizen needs to participate in the decision and fulfill his duty to prevent abuses on the national network.  

  

Yes, there is a surplus, and people always ask, where is the oil money? Yes, we have a surplus and in very good amounts. But these surplus amounts need a law to be acted upon, as we are not in Saddam's time until he signs as he pleases. This is not permissible, and we now need a budget law, and this government spent two years in 2020, there was no budget.

ERBIL (Kurdistan 24) – Ninety percent of the outstanding problems between Erbil and Baghdad have been resolved, Iraqi Prime Minister Mustafa Al-Kadhimi told a press conference in Baghdad on Tuesday.

“The remaining 10 percent of the problems will be solved soon,” he said. “What is needed now is for the federal government and the Kurdistan Regional Government (KRG) to sit together to build trust and goodwill and search for solutions.” 

Kadhimi warned about rising prices due to the war in Ukraine and called on the security forces to monitor the markets closely. 

“In the ministers’ council meeting, we decided to allocate three billion Iraqi dinars (approximately $2 million) for each Iraqi province in response to water shortages,” Kadhimi revealed. “We have to admit that Iraq is in a bad situation; though, some parties want to spread a culture of pessimism among Iraqis.” 

“Iraq lacks a public budget, and we presented the Emergency support for Food Security and Development bill to solve some of the problems related to making electricity and food ration card items available and pay farmers their dues,” he said

He pointed out that "everyone criticized the white paper and accused it of failure, but it was the one that saved us from the bad situation, and today the reports of the World Bank and the International Monetary Fund all show that Iraq is at the forefront of the fastest growing countries in the Middle East and also in the first ranks in the world."  

  

He stressed that "the white paper is a reform paper, there has been no reform in the Iraqi economy for a long time, and the paper is bold, and I hope the next government will maintain the methodology of this paper to preserve the economy."  

  

And he indicated that "past governments did not provide job opportunities for citizens, and there was chaos in the appointments, and did not give space to the private sector, and there was a big problem that affected the Iraqi economic reality."  

  

He pointed out that "this government carried out some reforms and produced a new situation and growth of 9.5%, according to the reports of the International Monetary Fund. It is also indicated that Iraq is the fastest country in the Arab world, and there are other projects that the government helped support."  

  

Al-Kazemi said: “When we assumed our duties in the government, the currency reserve in the central bank was close to fifty billion dollars, today, exactly two years after the age of the government, the currency reserves in the central bank reach 76 billion dollars, and this is the fastest growth of reserves in the history of Iraq, and at the end of this year we pledge If things go this way, the reserve will be close to ninety billion dollars.”  

  

And he added, "There are other development projects undertaken by the government within the white paper. There is an important poor group of Iraqis and two groups of families of martyrs and the disabled who do not have a residential role. So we launched the (Dari) project, which includes distributing plots of land to citizens without intermediaries, but through an electronic system that has more Of the three million citizens, the number of those who fulfilled the conditions is more than half a million citizens, and the number of those who will acquire land is about 300,000 in the coming weeks.  

  

And he indicated that "the project has been transformed from plots of land to low-cost residential houses, and the government will provide funds for this segment, and areas will be serviced by electricity, sewage, and schools, and will be built in a modern way.  

  

The Prime Minister said, "There are various efforts undertaken by the government in the field of roads and the construction of the Hawli line around the capital, Baghdad, which will address congestion in Baghdad, as well as follow up on the external roads in which we have major problems. We have developed a plan for the Baghdad-Hilla line and the completion of the maintenance process."  

  

And he continued, "Some criticize that the prime minister interferes in the details. Yes, he enters into the details. Otherwise, many issues would have been disrupted."  

  

He added, "Iraq was previously an agricultural country, and agriculture contributed to an important sector of export, but unfortunately, Iraq today has become an importer of agricultural products, and we placed great interest in this sector. The result of previous policies was Iraq's lack of food security."  

  

He said, "We have developed an important plan under the title of the Green Paper to follow up on agricultural reform and the agricultural file in Iraq. Iraq depends on oil for a large percentage of its revenues, and we want to rely in the future on agriculture, because Iraq has many good things, water, and agricultural areas that can be used."

During a press conference in Baghdad today, Iraqi Prime Minister Mustafa Kadhimi said that he had come into office at a very difficult and complicated time, in terms of the economy, the COVID-19 pandemic and the conflict on Iraq soil.

“Before this government, the Iraqi economy was on the verge of collapse," Kadhimi said. “We had no cash to pay salaries.”

“However, Iraq has over $75 billion in reserves in its central bank now and this is expected to increase to over $90 billion by the end of this year."

Kadhimi said Iraq was an isolated country before he came to the office, but now it is the centre of the region, hosting several regional dialogues.

“Iraq has hosted five different dialogues in these two years, of which Saudi–Iran talks are just one,” Kadhimi said, emphasizing that the “Iran-Saudi talks have made remarkable progress."

Kadhimi said the while the white paper prepared in 2020 (with 600 proposals for reform) contributed to economic reform and had been praised by international economic organizations, there is still a long road ahead for the Iraqi government in this area.

Iraq is spending $7 billion monthly on public servant salaries, costing the country's budget $84 billion annually, Kadhimi said, emphasizing that Iraq cannot rebuild its economy and move toward development in this way.

He said the government has a plan for the Iraqi economy, as stated in the white paper, and it already started implementing it, but the plan has been stopped following the elections, since the caretaker status of the government gives it only the authority to deal with everyday issues.

In regards to the political deadlock, Kadhimi accused the political parties of preventing the government from carrying out its reform plan, as the caretaker government cannot present a budget to the parliament.

“The government proposed the food security law to address the food and the electricity issues in the country."

Iraq has been facing rises food prices following the Russia–Ukraine war, alongside electricity cuts in the hot summer.

The food security law proposed by the government was nullified by the federal court last month. The parliament has worked on a different version and it has been scheduled for discussion tomorrow, but it is still not certain that it will pass — or that the federal court won't cancel it again.

Kadhimi said his government has paid all its debt to Iran for imported gas and electricity, but Iran is asking for the remaining debt from the previous governments, something this government is not able to pay without an official budget.

Iran last week cut its daily gas supply from 40 million cubic meters to 30 million cubic meters, something that has already affected electricity supply in the country.

Kadhimi slammed the former governments for establishing gas-based generators while Iraq does not have gas for these generators to operate, claiming that this has made Iraq dependent on Iran.

He said his government worked on clean energy and made several deals for solar energy and also is working on grid connections with Saudi Arabia, Turkey and Jordan.

He added that the government is working on developing another reform plan for the environment and improving Iraqi agriculture, calling it a “Green Paper.”

Iraq is negotiating with Turkey to get its fair share of water, and the region needs more cooperation in dealing with environmental challenges, he said.

Kadhimi emphasized that his government realized a great achievement in organizing the recent elections, as the United Nations and other international organizations praised the election's integrity.

Shafaq News/ The Iraqi Prime Minister, Mustafa Al-Kazemi admitted today, Tuesday, that there is a "real defect" in the Ministry of Education regarding the issue of leaking ministerial exam questions last week.

 

 

Al-Kazemi said in a press conference held this evening, after the weekly cabinet session, that "there is a real defect in the Ministry of Education regarding the leakage of questions," noting that "this is something shameful in the country of the first word that the educational level in it reaches this level."

 

He added, "The process of leaking questions took place, and we directed an investigation, and unfortunately, the Ministry of Education was not at the level of the investigation, and we directed the National Security Agency to be a member of the investigative committee. Indeed, we arrested five officials who are now in detention."

 

He continued, "Today, at the cabinet meeting, I spoke with the Minister of Education and told him that the ministry's performance was very bad, and the reaction to the treatment was worse, but we arrested five senior employees and the investigation is still going on, and the motives for the leak were clear, which is to create confusion, not money or something." else".

 

Al-Kazemi also said, "We saw the uproar that some tried to make and every problem and accusing the Prime Minister," wondering, "Is the Prime Minister required to follow up on every issue?"

On Saturday (June 4), the National Security Agency announced the arrest of three employees of the Ministry of Education who admitted to leaking the questions of the third intermediate grade exams, while the promoters of the leaked questions on social media were arrested as part of the investigations it is currently conducting.

 

The Ministry of Education confirms that the issue of leaking exam questions has left its responsibility and turned to security agencies, including the National Security Agency.

 

The Parliamentary Education Committee is awaiting what Education Minister Ali Hamid al-Dulaimi will reveal during his upcoming hosting in the House of Representatives to find out all the reasons that led to the leakage of exam questions, and to identify those actually involved in this.

Al-Kazemi said during a press conference in Baghdad, according to the official news agency, that "leaking questions is a shameful thing in a country that is the source of the word, and 5 senior officials were arrested, accused of leaking them, and the goal was to create confusion."

Speaking about the financial situation, the Prime Minister indicated, "A month, 5 billion dollars go to the salaries of employees and retirees, benefits and others, and there are two billion dollars in operating expenses, and the total is 7 billion dollars and annually 84 billion dollars."

He pointed out that "during the two years of the government's life, the central bank's reserves were less than 50 billion dollars, and now it has reached 76 billion dollars, and we promise you by the end of the year it will reach 90 billion dollars."

Regarding the energy file, Al-Kazemi said, "The electricity was run in an absurd manner, and all Iranian gas debts in the previous governments and the current government did not borrow, but rather paid some of them, and we are working on electrical interconnection with neighboring countries."

He also revealed "the government's intention to lay the foundation stone for 1,000 schools within the Chinese agreement."

In the food security file, Al-Kazemi explained, "We have good amounts of the oil surplus, but we need a law to spend that money, so we introduced the Food Security Law."

"We need this law to support some segments and files, and it does not replace the budget," he added.

He stressed that "the government issued decisions three months ago to control food prices, and we follow the market to maintain prices and warn manipulators."

Regarding the cabinet session today, Al-Kazemi explained that “the council discussed today the health file by hosting the undersecretary and submitted a report on hemorrhagic fever and monkeypox.

He pointed out that "today's meeting also discussed supporting the tourism sector through a paper presented by the Ministry of Culture and Tourism."

The General Secretariat of the Council of Ministers revealed, on Tuesday, the referral of new strategic projects within the Chinese agreement, including the construction of housing complexes, while determining the percentage of completion on the (Al-Dora-Youssoufia) road.

The Secretariat's spokesman Haider Majid said, "The meetings of the Supreme Committee to activate the Chinese agreement are continuing and periodic, as it directed at its last meeting to refer other new projects, except for Nasiriyah airport and schools, to the agreement," noting that "the Ministry of Planning has started preparing for strategic projects, including roads, bridges, residential complexes and projects." Energy and health, in addition to sewage and water desalination infrastructure projects.

Majid added in an interview with the official news agency, "Planning is currently working on including these projects, successively, within the Iraqi-Chinese agreement."

On the (Al-Dora - Youssoufia) road project, Majid confirmed that "the completion rate in the (Al-Dora - Youssoufia) road project exceeded 73%," noting that "the project was implemented by three companies, Hammurabi, Ashur and Al-Saifi, within a high pace pursued by the General Secretariat."

He continued, "The problem of asphalt shortage was raised during the last meeting of the Secretary-General with cadres, where the Ministry of Oil was directed to facilitate the supply of asphalt for the project, as it is exceptional and vital and contributes to relieving traffic jams in Baghdad."
