Shafaq News/ The Chairman of the Parliamentary Finance Committee, Hassan Al-Kaabi, announced that the committee will vote today, Monday, on the proposed emergency support law for food security and development, in order to submit it to a vote in the parliament before the end of the current legislative term.

Al-Kaabi said during the meeting of the Finance Committee, which was attended by Shafak News Agency's correspondent, that "the Parliamentary Finance Committee held a meeting in the presence of the legal committees and the parliamentary martyrs, and the vote on the food security law will be before the end of the current legislative term."

He pointed out that "there is agreement on the articles of the law according to the total amount, which is 25 trillion dinars," explaining that "the Parliamentary Finance Committee will vote today on the articles and paragraphs of the Food Security Law, in order for the law to be ready to vote in the parliament session."

Al-Kaabi pointed out that "the law included a financial allocation to the Ministry of Electricity to pay the dues of Iranian gas, as well as the dues of the lecturers, contracts and daily wages, while authorizing the Minister of Finance, as well as petrodollars, for the oil-producing and affected provinces to conduct military operations, and an amount was allocated to the institutions of martyrs and political prisoners."

He continued, "There are differences that will be resolved either within the Finance Committee or in the voting session on the law."

The Iraqi parliament had completed, at the end of last May, the second reading of the proposed food security law, after discussing it during a regular session held under the chairmanship of Muhammad al-Halbousi and the presence of 250 deputies.

Yesterday, Saturday, Deputy Parliament Speaker Shakhwan Abdullah said, "We are not in favor of passing the emergency food security support law in its latest form because it includes unnecessary exchange doors that increase the risks of suspicions of corruption and waste of public money."

Meanwhile, the Parliamentary Finance Committee denied the authenticity of the news that the amount allocated for the proposed emergency support law for food security and development exceeded 25 trillion dinars.

The Minister of Finance, Ali Allawi, revealed, on Monday, new details about the Food Security Law and its goal, indicating that the law does not include the confirmation of contracts or lecturers, as it is devoid of any allocations for the Kurdistan region.  

  

  

Allawi stated in an interview with the official agency, followed by "Nass", (June 6, 2022), that "the food security law submitted by Parliament, its total amount is 26 trillion dinars, after adding a trillion to settle the file of lecturers and their treatment in accordance with Resolution 315," noting that "the emergency support law It does not include fixing contracts or lecturers, but only adapting them.”  

  

He added, "The government's submission of the emergency support law before the Federal Court's decision was deliberate to support the fragile classes and to confront the rise in prices as a result of the Ukrainian war, as well as support the agricultural sector and create job opportunities in small and medium projects," noting that the Financial Management Law does not give the space to process arrears and others, especially dues. Iranian gas accumulated since the year 2020.  

  

He continued, "The law's goal is also to provide sufficient storage of wheat to face any future problems," noting that "emergency security cannot be a substitute for the budget law for 2022."  

  

Allawi explained that "the food security law that was submitted by the government has been added to tabs away from food security," noting that "the government agreed to the basic provisions of the current emergency support law submitted by Parliament."  

  

He noted that "the Ministry of Finance has plans prepared to deal in the event the food security law is challenged again, but the government will face a problem and there will be a disruption in the economy."  

  

However, Allawi said, "The Food Security Law is devoid of any allocations to the Kurdistan region."

The First Deputy Speaker of Parliament, Hakim Al-Zamili, says: The Ministry of Finance responded and agreed to several items regarding assignments within the law.
A statement from Al-Zamili's office stated that the finances will include "the assignments of lecturers and administrators, and the assignments of 2019 and 2020 graduates of doctors, pharmacists, dentists, health professionals and scientists."
The statement continued, "The Ministry of Finance will agree to restart the expired contracts, who were working within the Pipelines and Oil Products Company, and to appoint graduates of oil institutes and port institutes."
 A statement by the ministry indicated its readiness if the law was passed, and stated that its paragraphs "address the food and drug crisis, the rise in prices and farmers' entitlements, the payment of the state's obligations in the energy file, and the provision of allocations for reconstruction."
The statement added that "the Accounting Department will finance an amount (one) trillion dinars after its inclusion in the Food Security Law, which is the cost of transferring daily wages for decades from those covered by Cabinet Resolution 315 of 2019, and paying the dues of free lecturers and administrators covered by Resolution 130 of 2021, who will be transferred for contracts. Pursuant to Resolution 315, as amended by Resolution 337 of 2019, it assigned the custodian workers of the Correction Department and included them in the Depositors and Inmates Reform Law, and assigned the appointments of 2019 and 2020 graduates of doctors, pharmacists, dentists, health professionals and scientists.
In turn, the head of the Parliamentary Finance Committee, Hassan Al-Kaabi, said: "The law will be approved before the end of the legislative term on the 9th of the month.

He pointed out, "The law will be passed before the legislative term of the Council, in order to secure the food sector, the ration card, inclusion in social welfare, pay the dues of farmers and buy the local and imported wheat crop and watermelon."

During the meeting, which was held at its headquarters, the Finance Committee discussed providing the necessary amounts to pay the dues of imported gas from the Iranian side to ensure the continuity of electric power during the summer, in addition to financial allocations from petrodollars to the producing governorates, and production costs.

The committee pointed out that "adding the sums to solve the problem of lecturers, contracts and wages, in addition to compensating those affected by war operations and military mistakes, and supporting the Prisoners and Martyrs Institutions, in addition to supporting the compensation fund for areas affected by terrorism."

The Finance Committee completed "all the paragraphs and articles of the law and voted on it in total and decided to submit it to the presidency of the Council and include it on the agenda for the next session during the current legislative term."

Shafaq News/ A source in the House of Representatives revealed that the Parliamentary Finance Committee voted on the proposed Food Security Law and sent it to the House of Representatives, while it was likely to vote on it next Wednesday.

 

The source said in an interview with Shafak News Agency, "The Parliamentary Finance Committee voted on the proposal for a food security law as a whole within the committee and sent it to the Presidency of the House of Representatives to set a session to vote on it."

 

The source added that "the vote of the Parliamentary Finance Committee came after repeated meetings that reached late hours of the night on the articles and paragraphs of the Food Security Law," explaining that the amount specified in the law amounted to 25 trillion dinars.

 

 

The source added, "Most likely, a parliamentary session will be held next Wednesday to vote on the law."

 

On June 4, 2022, Deputy Speaker of the Iraqi Council of Representatives, Shakhwan Abdullah, objected to the passing of the proposed law on emergency support for food security and development in its latest form, expressing his dissatisfaction with the provisions of a number of articles of the law because of its inclusion of unnecessary exchange doors that increase the risks of suspicions of corruption and waste of public money.

 

The Iraqi parliament had completed, at the end of last May, the second reading of the proposed food security law, after discussing it during a regular session held under the chairmanship of Muhammad al-Halbousi and the presence of 250 deputies.

 

The leader of the Sadrist movement, Muqtada al-Sadr, had recently called on the Iraqi parliament to expedite the vote on the emergency support law for food security, stressing that the vote should be kept away from "partisan, sectarian and nationalist auctions."

 

On Wednesday, May 18, 2022, the committee presented this proposal to the presidency of the Iraqi parliament as an alternative to the project submitted by the current caretaker government headed by Mustafa Al-Kazemi.

 

The law on emergency support for food security sparked controversy between deputies and political blocs and those interested in political affairs between supporters and opponents, before the Federal Supreme Court vetoed and invalidated the law because the current government is a government for the conduct of daily business and it is not within its powers to legislate laws, propose them or send them to the House of Representatives.

 

On Sunday, May 15, 2022, the Federal Supreme Court (the highest judicial authority in Iraq) decided to cancel the draft law on emergency support for food security and development based on a lawsuit filed by Representative Basem Khashan, while it indicated that the Al-Kazemi government is a conduct of business and is not entitled to send bills and hold contracts. Can someone explain to me how this law is being passed while the government is not yet seated after the early elections? I was under the impression that the new government needed to be seated to pass the HCL and work out the oil file by passage of a law. But here we are and it seems they could pass this law this week. I’m scratching my head in this one. Thanks

Parliament is seated, Different Committees have been voted on and members assigned to those department. The Prez and the Prime Minister hasn't been ironed out, all over quotas. Parliament is getting paid, so why can't they do the job they are elected to do. Parliament did pass the hate law, As far the HCL it in the Constitution. 2 version...per the articles. The Federal Court is finally doing something..Time to move on, don't you think...and GM DV

Member of Parliament, Adnan Al-Jabri, confirmed today, Tuesday, that there is a Kurdish welcome for the initiative put forward by independent representatives to resolve the political blockage, while noting that the legislation of the “Emergency support for Food Security and Development” law means the survival of the caretaker government.

Al-Jabri said during his speech to the "Twenty" program broadcast by Alsumaria satellite channel, that "the independent representatives came from an audience rejecting all the events of the current political arena, and willing to change and pull the rug out from the blocs participating in the political process after 2003; because of the outcomes that led to the deterioration of the situation in Iraq." ".

He added, "The absence of organization and the lack of communication between the emerging blocs led to them obtaining only 40 seats," stressing: "We will not dissolve into the ready-made projects or for which the blocs participating in the political process were previously established."

Al-Jabri, an independent MP, expressed his hope "for a realistic political proposal that would pave the way for a radical solution to all events in the political process or to correct them."

The Kurds and the independents

With regard to the position of the Kurds towards the initiative of the independents, he indicated that "there is a Kurdish welcome for the initiative in order to proceed with resolving the political impasse."

He continued, "Our initiative will go ahead, but even if it is accepted, it will need time to negotiate and form a government, and therefore it will be extended until the end of the year," adding: "Independents will become a focus and will embarrass the political blocs."
