He continued, "We need more than 5.5 million tons of imported wheat to be distributed as flour in the ration, in addition to more than 3 million tons of the local agricultural crop during the current year."

He pointed out that "indicators indicate that there is no such quantity during the current year, and this is a major threat to Iraq's food security, in addition to the rye crop for the current year, which is estimated at more than 270,000 tons, because the summer crop was cultivated only in the provinces of Najaf and Diwaniyah."

He pointed out that "the dues of the farmers are included with the allocations of the Ministry of Trade in the amount of 500 billion Iraqi dinars, including the dues of the farmers of the Kurdistan region who have not been delivered the dues for the past three or four years."

He explained, "Allocations to the Ministry of Agriculture are also included, estimated at about 400 billion dinars, for the barley crop, and to support fertilizers and pesticides, and what is included in the development of the agricultural sector."

He stressed, "The electricity sector is a critical and important sector, and the ministry initially requested 3 trillion and 200 billion dinars, but after signing the agreement with the Iranian side and increasing the daily gas share due to the importation of more than 8500 megawatts of energy on gas imported from Iran, the amount was increased in a letter Officially directed by the Ministry of Electricity and the approval of the Council of Ministers to 5 trillion and 300 billion Iraqi dinars.

Al-Kaabi indicated that "the House of Representatives and the Finance Committee cannot manipulate, reduce or increase this amount because it is related to an international agreement with the Iranian side, and the amounts are not subject to bargaining and discussion, and it is an agreement concluded at specific prices and in specific quantities," stressing "the need to include in the table 5 trillion and 300 billion dinars." ".

He noted that "there is an investment for 50% of the non-oil revenues, which are the border crossings of all governorates, and the petrodollars will be distributed for the first time in this law at a rate of one trillion to all governorates, and Basra will have more than 85% of this amount."

On May 19, the House of Representatives completed the first reading of the proposed law on emergency support for food security and development.

 

On the 18th of the same month, the Finance Committee submitted this proposal to the Presidency of the Iraqi Council of Representatives as an alternative to the project submitted by the current caretaker government headed by Mustafa Al-Kazemi.

 

The law on emergency support for food security sparked controversy between representatives and political blocs and those interested in political affairs between supporters and opponents, before the Federal Supreme Court vetoed the law and invalidated the law because the current government is a government for the conduct of daily business and it is not within its powers to legislate laws, propose them or send them to the House of Representatives.

 

And the Federal Supreme Court (the highest judicial authority in Iraq), decided May 15, 2022, to cancel the draft law on emergency support for food security and development based on a lawsuit filed by Representative Basem Khashan, while it indicated that Al-Kazemi’s government is a caretaker and is not entitled to send bills, contract loans or appoint In the highest positions of the state and exempting them or restructuring ministries and departments.

Let's say it for what it is ... They just hate each other but the Kurds are forced into it by Iraq (& the UN & anyone else with skin in the game ), the Kurds do everything they can to buck the system which drives the Iraqis crazy, so they retaliate so on & so forth with no end to the hostilities.

 This "marriage" will not work long term. It's probably gonna be a very ugly  "divorce"

Military and military mistakes, as well as sums to the Martyrs and Prisoners Foundations who were subjected to injustice in the past eras and whose budgets were not authorized during the previous years.  

  

Al-Kaabi expressed his hope that "the House of Representatives will deal in the spirit of cooperation and keep it away from political rivalries, and that the citizen will feel represented in the House of Representatives," explaining that "there are minor differences that will be resolved either in the House of Representatives or in the Finance Committee, and all opinions are respected."   

  

He stressed that "the Finance Committee will finish today voting on the law to present it to the House of Representatives tomorrow," explaining that "tomorrow will be decisive for voting on the law by approval or rejection, and this is the opinion of the members of the House of Representatives."
