Lawyers: Parliament exceeded the legal deadlines and broke the constitutional oath on the issue of the government formation.

Observers: Parliament is responsible for delaying the formation of the government.


The House of Representatives bypasses the constitution, indifferent to legal terms and time limits, and mortgages the government formation to consensus, not to the law.. This is what prompted legal experts to blame the parliament for the consequences of this delay and obstruction of the articles of the constitution.

 

The fate of the government formation, and after the legal period was exceeded by four months, it seems that it is now subject to political consensus, not time limits. Thus, parliament, according to legal experts, has broken the constitutional oath, which prompted some deputies to go to the Federal Court to express a legal position regarding what is happening in clear and explicit breach.
 

 Exceeding the legal periods concerned in naming the remaining presidential positions such as the position of the President of the Republic, and the ministers are responsible for the House of Representatives. Therefore, Parliament faces legal consequences and a parliamentary movement may reach its solution as a result of the delay and delay in resolving the remaining electoral benefits, according to observers. 


Despite Parliament’s attempt to throw the ball of obstruction and delay into the court of political leaders, not MPs, but by reading followers, the first accused of failure is that the parliamentary majority that the government formation needs comes from the House of Representatives, not from outside its walls.

Earth News/ The Office of the Governor of Al-Zamili, the First Deputy Speaker of Parliament, issued a statement today, Wednesday, about a person named “Matar Al-Zamili”, in which it is certain that he has no connection with the office.


The office said in a statement, which was received by Earth News, a copy of it, that “the office of the First Deputy Speaker of the House of Representatives Hakim Al-Zamili confirms that the so-called (Mutashar Hashem Musa Al-Zamili), has no relationship or assignment to work in our office, and he has not and will not be assigned to any work previously, present and future. “.


He explained that "the called (Mutashar) does not represent the ruler of al-Zamili or his office, and he is not entitled to review any government department or any other party, and that the office of the First Deputy is not responsible for him and does not have any connection with the office, so we must not deal with him at the present time and in the future, and in our turn We will take full legal measures against him.”

The President of the Republic, Barham Salih, stressed today, Wednesday, the need to legislate the law to recover the proceeds of corruption, stressing the importance of  activating all practical legal procedures in the fight against corruption.

 

A statement by the Presidency of the Republic, received by Earth News, stated that "the President of the Republic, Barham Salih, received at the Peace Palace in Baghdad, the head of the Integrity Commission, Alaa Jawad Al-Saadi."

 

During the meeting, the President of the Republic stressed the "important role of the commission in combating corruption," noting that "preserving public money, closing corruption outlets, and recovering looted funds is an urgent national need."


He pointed to "the dangers of continuing corruption in weakening institutions by responding to citizens' requirements and negatively affecting investment and reconstruction opportunities in the country."


He stressed "the importance of approving the draft law on recovering the proceeds of corruption submitted by the Presidency of the Republic, to be in addition to the existing effort from the legal system, a step in the way of combating this dangerous scourge, in addition to the need to form an international coalition to combat corruption similar to the international coalition to fight ISIS."


He pointed to "the necessity of activating all legal and practical measures in the fight against corruption and through unconventional measures with proactive and deterrent steps to recover corruption funds, and to benefit from successful international experiences in this regard."


For his part, the head of the authority, Alaa Jawad Al-Saadi, gave a briefing on the work progress of the authority, the challenges it faces and its future plans, where President Saleh expressed his support for all efforts aimed at achieving the goals of eradicating corruption and stopping the waste of public money.

The biggest reason for the long delay is the same reason, for the great reward for us, at the end: Money

 

There is so much money floating around Iraq. This makes corrupt people, even more corrupt, it delays progress.

 

Money is wonderful, but also the worst thing, it corrupts human beings.

 

Basically useless people are given an opportunity in Iraq, to steal money. So they do, rather than earn a living.

 

I remember once reading about Japan, how they had virtually no resources. You'd think this was bad, but what it did, it forced them to be clever and work hard....resulting in phenomenal success that we all respect.

 

Money? A blessing and a curse.

Don't worry, we'll get there....

Today, Saturday, the second deputy speaker of the House of Representatives, Shakhwan Abdullah, announced his refusal to pass the emergency food security support law in its latest form, while indicating that the parliament’s presidency seeks to include in the law the demands of free lecturers and to establish contract holders and daily wages who have been in service for more than two years.


The office of the second deputy said in a statement received by Alsumaria News, “We are not in favor of passing the emergency food security support law in its latest form, and the House of Representatives has a great responsibility towards this law and in this sensitive circumstance, where the necessary priorities must be determined and the doors are closed to corruption, so We, as the Presidency of the House of Representatives and Representatives, seek to direct and approve the proposed law towards these priorities, foremost of which are: providing the ration card items and food baskets, securing basic services from electricity, supporting the agricultural sector, disbursing farmers’ entitlements, implementing the demands of free lecturers, and fixing contract holders and daily wages who have served for more than two years. And the inclusion of the necessary financial allocations for social care for the eligible poor and affected classes.


Abdullah explained, "Article (13) of the Financial Management Law No. (6) of 2019 and the exchange mechanism at a rate of (1/12) or less of the total actual expenditures of current expenditures for the previous fiscal year is sufficient to run the country's affairs for this fiscal year.

Sadly for the people of Iraq this is the most embarrassing, inept, feckless & hapless bunch of ( corrupt ) elected officials yet.

Iraq could be that "shinning city on the hill" of the M.E. Instead for 19 years this is what they have to show for all their sacrifices. 

How much more do these people have to endure before the full potential of their country is recognized & unlocked.

Al-Zamili said in a press statement carried by the correspondent of (Iraqi Media News Agency /) that “Parliament made good beginnings with legal legislation criminalizing normalization with the Zionist entity and food security. The food security law concerns important segments of society .

The representative of Dhi Qar Governorate, Kazem Al-Fayyad, revealed, on Saturday, a preliminary agreement in Parliament to include the rights of contractors with oil companies and electrical stations within the budget for this year, after ignoring them in the Food Security Law.

Al-Fayyad said in an interview with (Baghdad Today) that “the failure to include the paragraph of fixing contracts, including those working as contracts in oil companies and electrical stations, during the adoption of the Food Security Law, caused protests by this segment, and it is a legitimate right.”

He added, "After the demonstration, I held several meetings with the local government and members of the House of Representatives and the Finance Committee to remedy the matter."

Fayadh explained that "there is an agreement in principle with the Presidency of the House of Representatives to ensure the inclusion of this paragraph in the draft budget law, which will be approved in the event of the formation of the government, and then this problem will be addressed."

The House of Representatives voted last week on the Food Security Law, amid parliamentary and popular opposition, because of the similar corruption that revolves around it.

Sometimes I feel like this is gonna drag on for years and quite possibly after I go to that Great Gig in the Sky, my grandchildren or sadly their children might benefit from my investment.

 Good thing my IQD is hermetically sealed in Mayonnaise Jars ( yes of course I washed them out first- geez ) in my bomb & fire resistant safe in the back room of  my basement with a sign that says Beware of Leopard.
