Adham Barzani announces his intention to form a special electoral list after leaving the party

The Kurdish politician, Adham Barzani, announced, on Friday, his intention to form his own electoral list, days after the publication of his resignation from the leadership body of the Kurdistan Democratic Party.  

  

This announcement came through Adham Barzani's answer to a commentator's question on his personal page about his intention to create a list to run in the Kurdistan Parliament elections early next October, followed by "Nas Kord" (February 26, 2022).  

Adham Barzani held the position of head of the leadership council of the party in the Sulaymaniyah-Halabja axis before he formally submitted his resignation from the party ranks in September 2020 and officially published it A few days ago, across platforms close to him.

The head of the election apparatus in the Patriotic Union of Kurdistan said that his party wants to amend the election law and solve the problems of the commission before holding parliamentary elections in the Kurdistan region early next October.  

 

  

Rizgar Hama, a member of the Political Bureau and Head of the Elections Body in the National Union, said in a statement to his party's official website seen by "Nas Kord" (February 28, 2022), "The electoral commission in the Kurdistan region has passed its legal mandate and it cannot conduct the elections of the Kurdistan region with this commission."  

  

"Legally, the electoral commission in the Kurdistan region must be extended or a new commission should be appointed," he said.  

  

The head of the electoral office of the union said, "Before the elections, the electoral law in the Kurdistan region must be amended in order to hold clean and free elections according to the vision of the National Union."  

  

The President of the Kurdistan Regional Government, Masrour Barzani, issued an urgent directive to the ministries of the region regarding the upcoming parliamentary elections.  

  

The office of the President of the Kurdistan Regional Government stated in a statement received by “Nass” a copy of it (February 27, 20229) that “in support of Regional Decree No. 33 of February 24, 2022, regarding setting October 1, 2022 as the date for the sixth round of parliamentary elections in Kurdistan, issued Prime Minister Masrour Barzani issued a decree in which he decided to recommend the Presidency of the Council of Ministers and all relevant ministries and bodies to cooperate with the Independent High Authority for Elections and Referendum, in order to provide the budget and all the needs of the electoral process, so that the elections can take place on schedule.

The crisis of the Kurdistan Parliament elections..The Patriotic Union sets two conditions for holding them

On Wednesday, the Patriotic Union of Kurdistan (PUK) put forward two conditions for holding parliamentary elections in the Kurdistan region.  

 

  

The head of the Patriotic Union bloc in the Kurdistan Parliament, Ziad Jabbar, said in a press conference, which was followed by "Nas" (April 6, 2022), "The voter register is not fair, and it must be amended and updated," noting that "from the accumulation of our experiences during the previous years, we found that the electoral system A single district does not maintain a balance in the representation of regions, so we demand a system of multiple districts.  

"We support holding the elections on time, if conditions are met, and after preparations have been completed," Jabbar stressed.  

  

On Tuesday, the Kurdistan Democratic Party (KDP) bloc warned Kurdistan Parliament Speaker Riwaz Faiq because of her reluctance to put the date of the parliamentary elections to a vote in Parliament, and stated in a press conference that they resort to using the parliamentary majority with their allies if necessary.  

The bloc confirmed in a press conference in Erbil, followed by "Nas Kurd", (April 5, 2022) that it confirms that the general parliamentary elections will be held on their scheduled date in early October.    

 "We will not ask the speaker of parliament, but rather warn her," said bloc leader Zana Mulla Khaled.      

He added that "the Kurdistan Democratic Party and its allies will resort to using the majority to determine the session of the Kurdistan Parliament, and prevent the disruption of Parliament on the pretext that a political force has demands regarding the amendment of the election law, and this is contrary to the laws in force in the Kurdistan region."    

The Speaker of the Kurdistan Parliament, Rewas Faiq, stated in previous statements that she will not put the date of the elections to a vote unless there is a political consensus on the date.      

The Patriotic Union of Kurdistan and a number of small parties and forces stress the amendment of the electoral law and the division of the region into four electoral districts before setting the date, in addition to establishing a new commission.

Harki pointed out that "this system has many drawbacks, including the lack of geographical balance and fair representation of provincial representatives, and the possibility of fraud. It is an old system and must be changed, and a new voter registry must be prepared or the biometric registration approved in the Federal Parliament elections must be relied upon. Last October," he called for "the creation of a dialogue between the Kurdish parties, not through the democrat's attempt to impose his will on others and exclude them."
On the other hand, Wafaa Muhammad, a member of the Kurdistan Democratic Party, said that "the political blockage in the Kurdish house is still in force regarding the dispute over the presidential candidate, and the dispute has increased with the approaching date of the Kurdistan Regional Parliament elections."
Muhammad stressed in an interview with "Al-Sabah" that "the Democratic Party demands that the elections be held on the specified date in the month of October, and in one district as before, but the other parties want to postpone the elections and they argue for changing the commission and resorting to four districts, meaning that each governorate should be a district, They also demand (according to Muhammad) to reduce the number of components and religions from 11 seats to 7 seats, and this is what the Democrat rejects to preserve his electoral entitlement,” noting that “these are the most prominent current problems regarding how to conduct elections.”
Meanwhile, Hemdad Shaheen, a spokesman for the New Generation Movement led by Shaswar Abdul Wahed, revealed that "the political process in the region has ended," noting that "the institutions are completely paralyzed."
Shaheen called "the federal government and the international community to intervene in order to hold the elections in the region in a fair, fair and transparent manner," noting in his speech to "Al-Sabah", "that we, as the opposition, will be forced in our steps to protect democracy in the country and prevent unilateral political decision in the region as a guarantee of living in peace ".

He added that "the repercussions of the division appear in the Kurdish arena clearly and clearly in the files of energy and the general parliamentary elections expected at the end of the year, as the two files witness interactions and exchange of accusations as a result of the division over the "national majority government" and the election of a president of the republic."    

  

The study stated that "according to the 1992 Kurdistan Parliamentary Elections Law, a few more months is the end of the current parliamentary session and new elections should be held in November of this year, but during the past few months so far the Kurdish parties have not agreed on both amendments to the electoral law." As well as the Electoral Commission law, which disappointed the Kurdish community and created new threats, which certainly affected the Kurdish participation in the new government in Iraq.

Earlier, UNAMI called the Kurdish parties to hold a meeting to discuss the upcoming parliamentary elections in the Kurdistan Region.

The meeting, which is now being held at the United Nations office in Erbil, the capital of the region, was attended by a delegation of the Kurdistan Democratic Party headed by Fadel Mirani, Secretary of the Political Bureau of the party, and a delegation of the Patriotic Union of Kurdistan headed by Bafel Talabani.

Omar Syed Ali, the general coordinator of the Change Movement, Salah al-Din Babiker, who headed the delegation of the Kurdistan Islamic Union, Ali Babir, who headed the Kurdistan Justice delegation, and Badria Ibrahim, who headed the delegation of the New Generation Movement, also attended.

He pointed out, "The Democrat adheres to his candidate, Riber Ahmed, and it is possible that an agreement will be made with the Union on a consensual candidate in the coming days, and we are closer than ever before to reach solutions."
Al-Faili added, "The representative of the United Nations in Iraq, Jenin Plasschaert, cannot impose her point of view on the two Kurdish parties, and our disagreement with the Union was about the principle." 
He went on to say, "The political process in Iraq in terms of constitutional timing is the election of the president of the republic, then assigning the prime minister and forming the government, and the most important node in politics is the position of prime minister, and the agreement of the Shiite house ends all differences, and we call for gathering things and agreeing on contentious issues." 
Regarding Fadel Mirani, Al-Faili explained, "Mirani has his weight in the Democratic Party and his assignment as the head of the negotiating committee took place months ago, and he can have a point of view regarding his candidacy for the presidency. Currently, the issue is being discussed within the Political Bureau."
He added, "Despite the progress of negotiations with the PUK, the Democratic Party still adheres to Briber Ahmed as a candidate for the presidency," stressing that "the meetings between the two Kurdish parties continue at a great pace, as the situation requires reaching final agreements."

A statement by the Presidency of the Kurdistan Region stated that the meeting comes as a continuation of the efforts of President Nechirvan Barzani, in order to bring the visions of the political parties and components closer in preparation for holding the upcoming parliamentary elections in the Kurdistan Region.

 

 

During the meeting, representatives of the components presented their views on the elections, the election law and the protection of their rights, and stressed the importance of the role and support of President Nechirvan Barzani and the Kurdistan Region Presidency to protect their rights and respect their views and orientations related to issues related to their rights.

In addition to expressing his full support for the rights of the components and their protection, Barzani stressed that the components must have their own decisions and that their visions and decisions should be respected, and he reassured them that no attempt to define the rights of the components, especially those related to the issue of elections and their representation in Parliament and other institutions, will be allowed. The Kurdistan Region, on the contrary, should pay more attention to their rights.

For their part, the political parties and representatives of the components in the Kurdistan Region valued the positions of President Nechirvan Barzani, stressing his role in protecting and deepening the spirit of coexistence, acceptance of others and tolerance among the components of the people of Kurdistan, describing it as a guarantee to protect their rights.

The statement added, "The two sides agreed on the need to write the constitution of the Kurdistan Region, and for this purpose, legal preparations must begin."  



He pointed out that "the Kurdistan Parliament elections and addressing the end of the mandate of the Electoral Commission are two important national issues that require further discussion and settlement from all political forces in Kurdistan to reach a comprehensive agreement."  


The two sides decided "to continue consultations and meetings during the coming periods," according to the statement.

Today, Thursday, the political parties in the Kurdistan region issued a final statement of their meeting, which was held in the presence of Jeanine Plasschaert, Special Representative of the Secretary-General of the United Nations and the UNAMI election team.  

  

 

  

The statement, a copy of which was received by "Nass" (June 9, 2022), stated that "under the supervision of Nechirvan Barzani, President of the Kurdistan Region, and in the presence of the Special Representative of the Secretary-General of the United Nations, Jenin Plasschaert, and the UNAMI election team, it was held this Thursday, June 9, 2022, in The Office of the Presidency of the Kurdistan Region, the meeting of the political parties of the Kurdistan Region.  

He added that "the meeting was devoted to the issue of preparing for the upcoming Kurdistan Parliament elections, and seeking to bring the parties' views together on the election law, the Independent High Commission for Elections and the Referendum, and a set of issues related to the elections."  

The meeting “strongly condemned the terrorist attack that was launched on the night of Wednesday, June 8, 2022, with a booby-trapped march on the city of Erbil, which resulted in human and material damage to civilian citizens, and considered it a serious threat to the security and stability of Iraq, and in this context, the federal government was requested to end these attacks, and to work hard Through coordination and cooperation with the security services of the Kurdistan region, to prevent the recurrence of this type of attacks.”  

During the meeting, the President of the Kurdistan Region praised "the efforts of the Special Representative of the Secretary-General of the United Nations in Iraq and her interest in the conditions of the Kurdistan Region and the issue of elections, thanking the presence of the political parties and their response to the invitation of the Presidency of the Kurdistan Region to meet."  

After the talks and the exchange of views, all parties agreed on the "necessity of holding successful elections while placing the interest of the Kurdistan Region and the development of the democratic process above all interests, and that the Presidency of the Region continue its efforts to solve the problems that still stand in the way of the electoral law."  

For this purpose, the meeting decided “to form a secretariat in the Kurdistan Region Presidency, in coordination with the UNAMI team, to follow up and continue efforts with the political parties to prepare, by July 1, 2022, a report on this subject.”  

All parties highly valued "the efforts of the President of the Territory to bring the political parties together," stressing that they "support the steps of the presidency in this field, and the parties commended the efforts and efforts of the Special Representative of the Secretary-General of the United Nations," according to the statement.
