Article 140 has to do with Baghdad and the Kurds arguing over Kirkuk Sinjar region on who owns/runs the area. The government media cell said, "The ministry has implemented important and vital projects in the governorates that have been exposed to the effects of water scarcity more than others, such as Diyala Governorate, such as the project of the Baqubah liquefaction reinforcement station and the strengthening of the Khurasan River from the Tigris River with drilling water wells near the liquefaction and villages far from surface water sources." The statement added, "The ministry has also implemented (200) wells throughout Diyala governorate as part of the (300) well campaign, and currently work is underway to implement the last (100) wells of the campaign, with the ministry's major campaign to lift violations of the main river courses and irrigation networks and raise pumps.
