Oil Minister: $114 per barrel of oil is 'little'.. and after the OPEC agreement is worrying

Baghdad - people

Iraqi Oil Minister Ihsan Ismail said, on Friday, that the price of 114 dollars for Brent oil is low , " if we take into account the inflation rate and the high prices of services and consultations ."

Ismail is currently visiting Paris to hold a number of events, including talks with the President of " Total Energy " Patrick Pouyanne, and to meet with members of the Businessmen Association, which includes heads of major companies, Medef , and today he will meet with French Foreign Minister Catherine Colonna .

In an interview conducted by Al- Nahar Al - Arabi website with the Iraqi minister, followed by “ Nass ” , Ismail said in response to Western pressure to reduce energy prices by saying : “ Instead of the West putting pressure on poor people, it should reduce taxes on gasoline prices in his country, where 60 percent of Its cost is taxes, wages and fines on the oil industry ."

Washington pressure

And regarding the United States’ pressure to increase OPEC production, he said : “ Any demand for oil finds the appropriate supply, so there is no shortage . ”With regard to refineries, we did not find any shortage in any refinery, all the excess production capacities in all refineries are currently in use, and we in OPEC do not cause any shortage of supplies .”

Regarding his expectations after the end of the OPEC agreement to increase 40,000 barrels per day in September , he said : “ I do not know what will happen and I am afraid of what will happen because the talk about the excess production capacities is only about Saudi Arabia, the UAE and Russia, and the talk is that it is at the level of one million barrels, but I am not sure what It will happen. Iraq has an excess production capacity of about 250 thousand 300 thousand barrels per day and by the end of 2023 we will be able to increase it to one million barrels But some investments have been delayed . Our production today is 4.7 million barrels, and our goal is to reach 8 million barrels by the end of 2027. We had previously planned to reach 12 million barrels, but we returned to the goal of 8 million . We may reach 6 million barrels per day in 2025."

And about how the Iraqi Oil Ministry has overcome the political obstruction in Iraq to continue its projects, he said : " Contracts and businesses in companies have no relationship with the caretaker government and have self-financing ."

The crisis with the region

On the Iraqi government's relationship with the Kurdistan region after the Federal Court's decision to consider the export of oil from Kurdistan unconstitutional, he replied that " the ministry must implement the government's decision, and the issue is sensitive and I do not want to comment ."

With regard to gas imported from Iran and reducing the quantities due to Iraq's failure to pay the cost of this gas, he said : " Iran has the right to demand that we pay the price of the imported quantities, and we also have the right to demand that Iran provide us with the expected quantities . Iran's demand is natural, for Russia, for example, cut its supplies to two countries that were late in Paying the price of their gas purchases. Iran is asking us for more than one billion and five hundred million dollars and we did not pay and Iran has not adhered to the contract in terms of quantities, and so far the relationship is good and we cannot blame Iran because we are also negligent. Now they export to us 35 million cubic meters of gas per day and it is imposed 50 million meters per day, but in the end we did not find a cheaper source than this contract ."

Regarding Iraq’s projects in the field of gas production, Ismail explained that “ Basra Gas Company is currently being implemented in partnership with Shell and Mitsubishi, which is currently implementing two trains. Our gas production will reach 600 million cubic feet in 2025 , but we will need to import for three months, which will not dispense with importing ."

Regarding the Iraqi oil contract with Lebanon, he said, " Lebanon now takes 80,000 tons of fuel oil per month . They take oil and market it in the market with oil that matches their standards, and Lebanon will pay for this oil for services, not money, after a year. It is a kind of help ."

Ismail said : " We have two projects for an oil pipeline from Basra to Aqaba, first passing from Basra to Haditha with an export capacity of two million barrels, and from Haditha to Aqaba one million barrels, but the normal operations are to export 200,000 barrels .  The line to Aqaba is advanced, But not before 2025, and Another project that is currently under consideration is the export pipeline from Haditha to Ceyhan in Turkey, with a capacity of one million barrels .

And he announced that the Iraqi financial balance, which rose to 90 billion dollars, will be allocated 20 billion for emergencies, and also " we will support the ration and electricity plan ."

Attitude towards the war on Ukraine

Regarding Iraq's position on the war in Ukraine, he said : " Our position is neutral. We have applied sanctions on trade with Russian companies, but Russia's Gazprom and Lukoil continue their work in Iraq, and we have a partnership with Russia in OPEC + and we are committed to that ."

And the giant contract to invest $ 27 billion With “ Total ” in three projects in Basra to develop the Ratawi oil field, a sea water pumping project and a site for the production of associated gas in the southern fields, he said that there is a discussion about quotas because “ Total ” wants to include partners with it , and there is no disruption. They will start implementation on July 30   ( July ) and they enter the new partner before June 20 ( June ) , tell us who the partner is, but we don't want to reveal it ."

Shafaq News/ The S&P Global Commodity Insights platform said that the Iraqi Oil Minister gave conflicting timetables to boost the country's oil production capacity.

The Iraqi Oil Minister said during his visit to France, in a statement issued on May 28, that Iraq is looking to increase oil production capacity to 5 million barrels per day by 2025, and to 8 million barrels per day by 2028, as the second largest oil producers seek OPEC to mobilize foreign investment to help develop oil fields.

In this regard, the platform said that the Iraqi minister said that on May 15, oil production will increase from 4.8 million barrels per day to 6 million barrels per day by 2027, and this number is less than the target of 8 million barrels per day. It was previously set for 2027.

Iraq is seeking the help of international oil companies to increase its ability to produce oil, but the political instability, investment climate, and energy transition trends impede its ability to attract sufficient foreign investment to the energy sector, where increasing insecurity, political stalemate and bureaucratic inefficiency threaten to accelerate the exit of international oil companies.

Iraq has struggled with technical problems at some major oil fields, but its crude production jumped to a two-year high of 4.43 million barrels per day in April, according to data from state federal oil marketing company SOMO.

During his visit to France, Ismail met Total Energies CEO Patrick Pouyanne and discussed accelerating the implementation of a $27 billion deal to develop four energy projects in southern Iraq.
