SULAIMANI — The head of the Patriotic Union of Kurdistan (PUK) bloc in the Kurdistan Parliament, Ziad Jabbar, spoke on corruption in the Region’s oil sector, criticizing a lack of transparency.

"The problems people suffer from are all due to the non-transparency in the Region’s oil income,” Jabbar said.

Iraq’s former Deputy Minister of Finance, Fazil Nabi, warned of a looming disaster on Sunday if the Kurdistan Region and Iraq do not reach an agreement on oil sales.

The Federal Supreme Court issued a verdict on February 15, ruling the Kurdistan Regional Government’s (KRG) law on the independent sale of oil and natural gas was against the Iraqi constitution.

The Iraqi Ministry of Oil announced on Thursday a committee was formed to apply the federal supreme court’s ruling.

The Iraqi Federal Supreme Court had earlier decided the unconstitutionality of the oil and gas law in the region.

The court's decision obligated the regional government to hand over the entire oil production from the oil fields in the Kurdistan region to the federal government represented by the Federal Ministry of Oil.

The ruling also included obligating the Kurdistan Regional Government to enable the Iraqi Ministry of Oil and the Federal Financial Supervision Bureau to review all oil contracts concluded with the Kurdistan Regional Government regarding the export and sale of oil and gas.

The region’s presidencies and government and the ruling Democratic Party attacked the court’s decision that the oil and gas law in the Kurdistan region was unconstitutional, placing its oil under the control of the Federal Oil Ministry and subjecting it to the supervision of the Federal Financial Supervision Bureau to follow up on the region’s conclusion of contracts for the sale of its oil and gas.

The leader in the state of law, Muhammad al-Sihoud, described the Federal Court's decision regarding the region's oil law, as a historic decision and a major turning point towards real reform.

you can call it a HCL but people dont listed.....Its been written in constitution since 70's its the National Oil Company etc. HCL was written by US company bearing point by BUSH......this is ol law with amendements. call it what you will but not same.

ERBIL — The Kurdistan Region will not give up on its constitutional rights, but will continue dialogue with Baghdad to resolve the remaining disputes between the sides, Prime Minister Masrour Barzani said on Tuesday.

The prime minister made the remarks during a meeting with a delegation from the United States-Kurdistan Business Council (USKBC) and representatives from a number of US companies in Erbil, according to an official statement published the premier's Facebook feed.

The delegation consisted of representatives of 12 US companies in the sectors of food, energy, technology, as well as housing. The visit had been organized through through coordination between the representation office of the Kurdistan Regional Government (KRG) in the US and the USKBC.

Bayan Sami Abdul Rahman, the KRG's representative to Washington, presented the objectives of the visit at the beginning of the meeting.

PM Barzani wrote on Facebook: "We expressed our delight for the delegation's visit and highlighted the reforms initiated by the KRG to diversify sources of income and establish a solid economic structure in the Kurdistan Region."

They also exchanged views on the relations between the KRG and the Iraqi federal government, stressing the importance of resolving the disputes in accordance with the constitution.

"We reaffirmed that the Iraqi Federal Supreme Court's decision about the KRG's oil and gas law is unconstitutional," the Kurdish leader added. "It violates the constitutional rights of the people of Kurdistan and is not in the interest of the Iraqi people."

"We made it clear that we will not give up our constitutional rights," he said. "At the same time, we will continue dialogue and negotiation with the federal government to reach a comprehensive and constitutional solution to the outstanding problems."

The representatives of the US companies briefed the attendees about their work and programs in the Kurdistan Region and Iraq as well.

Shafaq News/ The Kurdistan Regional Government said on Wednesday that it is continuing to implement its own oil and gas law, despite its oversight by the Federal Supreme Court (the highest judicial authority in Iraq).

The spokesman for the regional government, Jotiar Adel, said in a conference held today, that "the Federal Court's decision tried to target the constitution because justifying its articles is not within its jurisdiction."

Baghdad says its national oil company, SOMO, is the only one authorized to sell Iraqi crude oil, but each side claims the constitution is on its side. Since the Iraqi oil and gas law remained imprisoned in the drafting stage due to differences, there was room for maneuver.

The oil file is one of the most prominent outstanding issues between Baghdad and Erbil.

Baghdad used to pay 453 billion Iraqi dinars per month (about $380 million) as salaries to the employees of the Kurdistan Region, but it stopped them after the region conducted the independence referendum on its part, and because of what Baghdad said that the region was not committed to handing over its oil in accordance with the terms of the federal budget.

After several rounds of political negotiations, the region was obligated, according to an agreement with the government in Baghdad, to hand over 250 thousand crude barrels per day of crude oil produced from its fields to the state-owned company SOMO, and hand over the revenues to the federal public treasury.

Erbil doesn't trust Baghdad to pay them for their oil and Baghdad doesn't trust Erbil to give them their oil and the Iraqi people don't trust either government to do the right thing.  There has been so much corruption on both sides for so many years that all the trust is gone.  All we get is the "news" they want us to get, so I am not sure which side to believe.  I never realized when I bought some dinar over a decade ago that I would get such an education.  The rabbit holes this investment has taken me on has opened my eyes to lots of things (good and bad) that I never knew existed.  It's been a great education!  Thank you Yota for bringing that a lot of that education.  By the way, when do we get our Master's Degree?  😃
