After heavy days in which Haider Jassem (39 years old) moved like a shuttle to complete the documents required to obtain a loan of five million dinars, Haider received a phone call from one of the bank’s employees offering him to pay an amount of 300 thousand dinars in return for bringing the date of receiving the loan closer. 

Haider says, "They are not satisfied with imposing strict and exhausting restrictions on loan application procedures and slow mechanisms, but also the customer must pay the bribe." 

Haider was waiting in a long line of women and men inside the hall, while others gathered outside the main door of the bank building, all of his belief that he would receive the loan on the same day, as this was his seventh day in tracking the loan transaction, but that did not happen.  

Governmental or private bank loans have recently received a wide demand from Iraqis as they are available and solve many of the financial difficulties they suffer from as a result of the increase in living expenses and the pressure of need in everything related to daily life. 

Like others, Haidar, who works in a government job, was forced to apply for a loan to treat his daughter with congenital heart valve defects, knowing that the task is difficult, especially since the interest rates are high, in addition to the monthly installments that he must pay from his monthly salary. 

Government and private banks had announced their readiness to grant small and medium loans worth between 5 million dinars and 100 million dinars, with interests exceeding 9 percent. 

Haider, who spent at least 400,000 dinars in one month, realizes that he is being exploited and that there is something wrong with the borrowing policy, including receiving (5) million dinars and repaying (7) millions in a maximum period of (5) years. And in the event that the amount is amortized and paid before this period, he must pay (2) percent of the interest to the bank. 

Haider hung up the phone without a clear answer to the caller. The next day he did not go to the bank. He tore up his treatment and threw it in the trash, sad, and began to think of his friends, encouraging himself to seek help for his daughter's treatment.
