For a certain period of time ranging from 20 to 25 years, according to which it will charge a certain agreed amount for each barrel of oil exported through the pipeline, then the pipeline will become the property of both countries.  

  

Al-Marsoumi promised, "The project is of paramount importance to Iraq in the direction of diversifying crude oil export outlets and entering new markets, because only exporting to the south via the sea may impede Iraqi oil supplies in the future due to security tensions, especially in the Strait of Hormuz."  

  

He continued, "All major oil countries in OPEC have invested in new ways and outlets to export their oil away from the Strait of Hormuz, led by Saudi Arabia and Iran."

Second: In 2019, a route for the pipeline was adopted parallel to the strategic line route from Rumaila to Haditha, where the pumping station (k3) is located, from which the export pipelines can branch in three possible directions: Haditha - Aqaba, Haditha - Baniyas, Haditha - the measurement station in Fishkhabour On the Iraqi-Turkish border.  

This means that this line provides the possibility of exporting oil to three countries at the same time: Jordan, Syria and Turkey.   

  

Third: The length of the pipe is 1657 km, consisting of two sections:  

Basra - Haditha, with a length of 685 km and a capacity of 2.250 million barrels per day  

Haditha section - obstacle with a length of 972 km  

  

Fourth: The project includes 10 pumping stations and 3 storage depots in Rumaila, Haditha and Aqaba with a capacity of 19 million barrels, a loading port in Aqaba with a capacity of one million barrels per day, a control system and a metering station.  

  

Fifth: Egypt will be supplied with about 65,000 barrels per day from the port of Aqaba without the need to extend a pipeline from Aqaba to the Egyptian coast.   

  

Sixth: Iraq will supply the Zarqa refinery with less than 150 thousand barrels per day, according to a price linked to international prices to be agreed upon by the two parties.  

  

Seventh: According to the contracting contract, the total investment cost is $9.022 billion, in addition to the financing cost of $1.895 billion. Thus, the total cost will be $10.917 billion. It is paid to the contractor at a rate of $1.819 billion annually, starting from the first year of operation and for a period of 6 years after the construction of the project, which It takes 3-4 years from signing the contract, but the Ministry of Planning sees the difficulty of providing this amount annually within the annual investment allocations of the Ministry of Oil in the general budget. Therefore, the Ministry proposes to search for other mechanisms to implement the project outside the investment budget of the Ministry of Oil, although all other options are high The cost, including the BUT system, in addition to the fact that Iraq is currently witnessing a great financial abundance due to the large rise in oil prices, and therefore it seems that this objection is unrealistic and lacks three financial or economic justifications to support it.   

  

Eighth: The project does not include the construction of a refinery or refinery and petrochemical complex in Aqaba, financed by Iraq. It does not include extending a pipeline from Aqaba to Egypt.   

  

Ninth: The transit fee that Jordan will receive from the passage of Iraqi oil is 25 cents per barrel at an export rate of between 200,000 and 1 million barrels per day.  

  

Tenth: The total cost (investment, operational and transit fees) for transporting oil on the Iraqi-Jordanian line in the case of exporting 750,000 barrels per day is equivalent to 2.4 dollars per barrel, while the cost when exporting by sea is 1.35 dollars per barrel and rises to two dollars when exporting oil from Basra to Ceyhan.  

  

Eleven: It is true that Iraq's exports from the port of Aqaba to the European and American markets pass through the Suez Canal, which incurs additional costs for Iraq due to the transit fee paid to the canal, but Iraq's current exports of crude oil from Basra and Erbil to the European and American markets amount to about half a million barrels Daily also pass through the Suez Canal.

Shafaq News/ The First Deputy Speaker of the House of Representatives, Hakim Al-Zamili, confirmed on Sunday that hosting ministers and government officials is not targeting the federal government, but rather one of the duties of Parliament.

 

Al-Zamili said during a press conference attended by Shafak News Agency, after the session hosting the Minister of Oil, Ihsan Abdul-Jabbar, that "the House of Representatives has no enmity with the government, nor is it a party against it when it hosts a minister, deputy minister or head of a body, but we are a watchdog over the government and we want to It appears in a way that serves the citizen.

 

He added, "Hosting is a good thing, and we rejoice when we hear from a minister that he asks to host him in Parliament, and hosting is not an interrogation."

 

And Al-Zamili said, "Today we listened to the answers of the Minister of Oil through the axes, and the minister raised the problem of oil smuggling and we are against smuggling the Iraqi product, and if we have a good and positive work, we stand with him. You smuggle oil."

 

Today, Sunday, the Iraqi Parliament hosted Oil Minister Ihsan Abdul-Jabbar to inquire about the (Basra-Aqaba) oil pipeline project. The minister confirmed that the project is under study and the extent to which it meets Iraqi interests.

Shafaq News/ Representative of the State of Law coalition, Alia Nassif, expressed on Sunday her fears that Iraqi oil would reach Israel through Jordan.

Nassif told Shafaq News Agency; "Members of Parliament had questions about the priorities of the project to extend the oil pipeline from Basra to the port of Aqaba, and it became clear to us that the project was held since the government of Adel Abdul-Mahdi."

Nassif indicated that, "according to the minister, the project was not contracted or referred to any company, and this was confirmed as preliminary notes."

She pointed out that "memoranda with countries may be considered binding on Iraq."

And she continued, "We had a question about the contract formula and its referral to a company. There are also fears of oil reaching Israel, crossing the Houran Valley, and the presence of terrorist organizations in terms of security."

And she added, "The head of the hosting session, Hakim al-Zamili, asked the Minister of Oil to provide Parliament with all the papers that pertain to referring the project to extend the oil pipeline, if agreed upon."

Iraq sets the "acceptable" price for oil and makes a change in a controversial project
  
{Economic: Al Furat News} The Minister of Oil, Ihsan Abdul-Jabbar, has set the "acceptable" price for selling crude oil in global markets.

Abdul-Jabbar said in a press statement, "The price of $100 per barrel of oil is an acceptable price," noting that "Iraq has been under pressure to increase its oil production outside the scope of OPEC's production policy," apparently from the repercussions of the Russian war on Ukraine.

He added, although consumers always pressure their governments to reduce prices, while the rise in oil prices was not more severe as he imagined, it is due to the high rates of inflation globally and the increase in the prices of materials and raw materials.

Abdul-Jabbar stressed that "[OPEC] is committed to providing the necessary oil supplies to make up for any crude oil deficit."

Regarding the Kurdistan region, the Minister of Oil said, "We informed their delegation that the Iraqi Oil Ministry is seeking to correct some errors in the contracts concluded by the region, so that the administration will be integrated."
And regarding the Basra-Aqaba pipeline project, the Minister of Oil revealed that: “there are currently changes in the project, and therefore there is a new economic schedule,” stressing that “no contract has been signed or a project to extend a pipeline from Basra to the Jordanian port of Aqaba has been signed.”

He added, "The project is a major strategic project according to specific contexts by submitting it several times to the Council of Ministers to complete the procedures and structure of financing, implementation and financial disciplines, and it was included by the Ministry of Planning and re-completion of the economic schedule prepared for the year 2020."

Abdul-Jabbar pointed out, "Assigning a new consultant to the international company {Wood} for oil services, and the Ministry of Oil looks at him with high accuracy. If he meets the requirements of the ministry, he will proceed with it, and if there are obstacles standing in the way of the project, we will be clear before the Council of Ministers and Parliament."

Shafaq News/ Representatives of the Shiite coordination framework for Basra governorate expressed their rejection of the project to extend an oil tanker pipeline from the governorate in the far south of Iraq to the port of Aqaba by the current caretaker government headed by Mustafa Al-Kazemi, who also agreed to file a lawsuit Against it for not disbursing Basra's petrodollar allocations.

And the deputies said in a statement today, that they held an "emergency meeting to discuss the most important matters and issues that affect the visual reality in all respects, especially at a time when threats and crises are escalating from the caretaker government and the injustice and great prejudice that Basra is exposed to."

The statement added that "the meeting included the deputies of the coordination framework and the blocs and deputies allied with them in order to take a unified position for the representatives of Basra," noting that "during the meeting, Deputy Amer Al-Fateh was elected as head of the Basra Parliamentary Bloc of Representatives, representing the coordinating framework and the blocs and deputies allied with them."

According to the statement, the following decisions were taken:

_ Total rejection of the Basra-Aqaba project under the caretaker government.

_ Work to activate the Silk Road and the Chinese agreement and include Basra with it.

_ File a lawsuit on behalf of the Coordinating Framework Representatives against the federal government for not disbursing Basra's petro-dollar allocations.

_ Inclusion of Basra with the share of the Economic support Law.

_ Rejection of the policy of starvation and crises practiced by the government against the Basri people.

_ It was agreed to activate cooperation and unify the visual parliamentary decision in order to serve the public interest.

And the Ministry of Oil confirmed, on the night of Saturday to Sunday, that it had not referred the Basra-Aqaba pipeline project to implementation so far, explaining that the project had been modified through its full funding by the Iraqi government.

The Minister of Oil reveals the cost of the Basra-Oqba pipeline project: 4 billion during the implementation period

On Wednesday, Minister of Oil Ihsan Abdul-Jabbar spoke about the details of the Basra-Aqaba oil pipeline project, while stressing that the recent fuel crisis was an attempt to twist the ministry’s arm, by some owners of private stations.  

  

 

  

In an interview with Al-Wamil Karim Hammadi, followed by "Nass" (April 20, 2022), the minister said that "there is no fuel crisis, but a rebellion by some station owners, which lasted for 36 hours, and now things are back to normal," noting that "the owners of the stations are required to correct fuel gauges.  

  

He stressed that "the association of private station owners is illegal and has caused a crisis for the citizens," noting that "the debts of the Basra Gas Company to the federal government are close to 600 million dinars, and we were able to pay them all."

He also pointed out that "the Iraqi-Jordanian oil pipeline was presented in a session of the House of Representatives, as it was presented in a session of the Council of Ministers, as the project is old and ideas go back to 1983, and after 2003 there were three decisions of the Council of Ministers, a decision in 2013, and a decision in 2017, and a decision in 2019.”  

  

He added that "the 2019 decision fixed the philosophy of the project in two parts, the first from Basra to Haditha, and the other is the BOT, which is a type of investment from Haditha to Aqaba." The first of these was $4 billion, which stretched from Basra to Haditha, and the cost of the second part of Haditha to Aqaba amounted to about 25 billion, depending on the amount of oil pumped into it.  

  

The minister indicated that "the total cost of the project is from 26 to 29 billion dollars, 4 billion is paid during the implementation period, and 22 to 25 billion during the operating period," noting that "the amount is very large, and the Hashemite Kingdom of Jordan was aware that the project had reached a stage Referral and on the way to contract.  

  

Abdul-Jabbar pointed out, "We saw that the cost of the project came out of being a commercial project, and the issue was explained to the Prime Minister that the contracting and implementation mechanism will make the issue unproductive commercially, despite the fact that the project is considered a great strategic link between oil between two countries."  

  

He stressed that the Prime Minister asked the Ministry for justifications regarding keeping or canceling the project, and justifications were put in place for the Council of Ministers and the referral was canceled, and to go towards a new contracting philosophy based on two goals:  

  

The first: It is to remove all increases in designs (Over Design), which are represented by intermediate production and storage stations that are not needed by the project and do not add any value to its function, but rather add additional operating costs without interest. This is a direction taken by the Ministry.  

  

The second: is to change the philosophy of financing the project from the BOT investor for the modern part of an obstacle to a government implementation, and that the Prime Minister agreed to go with this new philosophy, and a ceiling for the cost of the project was set at about 8 and a half billion dollars, and at this price the project becomes a commercial product.

{Economic: Al-Furat News} Representative Zahra Al-Bajari underestimated the importance and usefulness of the oil pipeline project (Basra - Aqaba) for Iraq.

Al-Bajari told {Euphrates News}: "Any country in the world, before it implements a project, searches for its economic feasibility, and sets a strategic plan for it."
She added, "The economic feasibility of the Basra-Aqaba oil pipeline project is for Jordan only, and there is no benefit from it for Iraq," she said.
She pointed out that "instead of building a refinery in Aqaba, the Al-Faw refinery should be built and not look for other sources."
Al-Bajari indicated that "all these matters raise suspicions in this file and not consider the interests of the country over others."
The Minister of Oil, Ihsan Abdul-Jabbar, said yesterday that "the Basra-Aqaba pipeline project is old and dates back to 1983," stressing that it is "a vital and strategic project."
He pointed out that "the first phases of the project took place during the time of the government of Adel Abdul-Mahdi, and the cost of the pipeline from Basra to Haditha amounted to 4 billion dollars, and the cost of the second part, from Haditha to Aqaba, ranged between 22 billion and 25 billion dollars, and the cost of the project ranged from 26 to 29 billion dollars; Four billion during implementation, and 22 to 25 during the operating period.”
He pointed out that "what happened in the last decision of the Council of Ministers is not a referral or a contract, but rather the philosophy of financing and the structure of the contract was approved," noting that "many project designs have been changed to reach $8 billion."

Shafaq News/ The Iraqi Oil Marketing Company "SOMO" announced today, Monday, that the average price of crude oil exported to Jordan amounted to $88 last April, less than $16 less than the official price average, after starting again to export oil to the Kingdom.

 

The company said in a statistic on its website, seen by Shafak News Agency, that "the total oil exports to Jordan during the month of April amounted to 299,560 barrels," indicating that "the export rate amounted to 10 thousand barrels per day."

 

Somo added that "the average price of a barrel sold to Jordan amounted to $88,389," noting that "the value of Jordan's oil exports during one month amounted to $26,477,808." 

 

Jordan did not import crude oil from Iraq during February and March, while it imported 309,000 barrels in January 2022.

 

In September 2021, Jordan received oil shipments under an agreement to buy 10 thousand barrels per day of crude oil from the Kirkuk fields to meet part of the domestic demand, before stopping it in February as a result of the contract expiration.

 

It is noteworthy that Iraq exports crude oil at preferential prices to Jordan via tanker trucks, at a rate of approximately 10,000 barrels per day.

 

On Sunday, the Ministry of Oil announced the total exports and revenues achieved for the month of last December, indicating that they amounted to 101 million and 390 thousand and 662 barrels, with revenues of 10.55 billion dollars, while the average sold price amounted to 104.091 dollars.
