Shafaq News/ The Supreme Economic Council of Kurdistan Region is holding an emergency meeting to discuss three topics.

A government source told Shafaq News Agency, "The meeting will discuss the issue of salaries for Kurdistan Region employees, and the variation in the price of the US dollar in the region's markets, in addition to the economic situation in Kurdistan."

On Sunday, February 27, the Ministry of Finance and Economy in the Kurdistan Region began distributing salaries to workers in the public sector with the same mechanism approved for the previous months, without deduction.

And Prime Minister Mustafa Al-Kazemi had decided last June to disburse 200 billion dinars as an advance allocated to pay the monthly salaries of the region's employees.

Government officials in Kurdistan confirm that without this monthly funding that Baghdad sends to the region, it is difficult to pay the salaries of hundreds of thousands of employees and retirees in full and without deduction.

The regional government provides the rest of the amounts for the disbursement of salaries from the internal financial revenues in Kurdistan.

ERBIL — Kurdistan Region Prime Minister Masrour Barzani on Saturday chaired a meeting of Economic Council to discuss the rearrangement of incomes, an official statement said.

"In the meeting, the Council discussed a report from the committee previously formed by the Council and tasked with overseeing the process of rearranging taxes and tariffs collected by government institutions, in order to use that money to better serve the people of the Kurdistan Region," a KRG statement said.

The report included several recommendations for institutions of KRG on how to organize taxes as well as tariffs with consideration to the financial situation of people, including further digitization of revenue systems, reducing bureaucracy, and making records publically available to promote transparency.

A source from the ministry announced on Friday the oil revenue from February was returned to the ministry from the finance’s treasury. 

The government is planning to distribute salaries starting from the beginning of April, according to information obtained by NRT.

A spokesperson from the government assured its commitment to distributing salaries on the 25th of each month but the government has failed to keep to this deadline a number of times. 

Despite the value of a barrel of oil exceeding $120 a month, the government still faces delays in distributing salaries and some city employees have yet to receive their salaries for the month of February.

The head of the Finance Committee in the Kurdistan Parliament, Zia Jabbar, said earlier that they "confirmed that the Minister of Finance, Awat Janab Nuri, did not return to the ministry and that he withdrew from his work."  

  

Finance Minister Awat Janab Nuri, a leader in the Kurdistan Change Movement, boycotted the recent government meetings regarding oil imports and addressing salary problems without explaining the reasons for his boycott officially.  

  

The number of beneficiaries of government salaries in the Kurdistan region is 1,251,451 people, of whom 751,805 are military and civilian employees, while the number of retirees is 242,269 people, and the cost of paying salaries in full without deduction is 895 billion dinars per month, or 10 trillion and 740 billion dinars annually.  

  

The deputy of the "New Generation" movement, Sarwa Abdul Wahed, said, earlier, that a decision by the two main parties in the Kurdistan region, as well as the Movement for Change, led to the suspension of employee salaries for the month of last March, at a time when the Kurdistan Parliament spoke of the "resignation" of a minister. Sarwa Abdel Wahed stated in a blog post followed by "Nass" (April 3, 2022), that "sources within the Ministry of Finance in the region confirm that by a decision of the Democratic Parties, Union and Change, the distribution of employee salaries for the month of March has been suspended. years".    

  

Abdel Wahed added, "Leave the judgment to others, for you have proven failure with merit and distinction. What are you waiting for... the parties in power are the same."    

  

In this context, a member of the Finance Committee in the Kurdistan Regional Parliament from the Kurdistan Democratic Party, Hevidar Ahmed, said that "the salaries of March will be released next week."    

  

For his part, the head of the Finance Committee in the Kurdistan Parliament, Zia Jabbar, said in a statement (April 3, 2022) seen by "Nas Kord", that "Finance Minister Awat Janab Nuri withdrew from his position and will not return to him because of problems that obstructed his path."    

  

Jabbar added that "another minister from the Change Movement, Dana Abdel Karim, is currently holding the acting finance position, and that Awat Janab will not return to his position, according to their parliamentary follow-up.

A statement by the regional government stated, "The Kurdistan Regional Government decided during today's meeting to raise customs duties on foodstuffs for a period of two months," noting that "the materials covered by raising customs duties are (rice, flour, edible oil, animal fat, tea, sugar, legumes, and infant formula of all kinds).

 

The statement added, "The committees formed in the governorates will continue to monitor the markets, prevent price increases and hold violators accountable," noting that "next Sunday, the salaries of the region's employees for the month of March will be distributed without interruptions."

 

The statement indicated that "the meeting discussed the draft law on emergency support for food security and development, which was sent from the federal government to the Council of Ministers of the Region."

 

And he added, "The Council of Ministers of the Territory Government decided to send a delegation to Baghdad next week to discuss with the competent authorities regarding the oil and energy file based on the constitution and to preserve the constitutional authorities of the region in this regard."
