Between Iraq and Saudi Arabia ... a "new border crossing" through Najaf

 Al-Najaf: Hussein Al-Kaabi

Work continues on the completion of the work of the first and second stages of the land road that connects Najaf Governorate with the Kingdom of Saudi Arabia, which started its operations since last December, after a hiatus for years, as this road is expected to contribute to reviving the tourist and archaeological areas, and increasing trade exchange between Iraq and Saudi Arabia. .
The noble Najaf Governorate hopes to transform the "border control" with Saudi Arabia into a border crossing that includes areas for trade exchange, such as the Arar port in Al-Anbar Governorate, and the expected Jumima in the Muthanna governorate.
It is noteworthy that the relations between Baghdad and Riyadh have witnessed a great development at various levels, as they culminated in the establishment of the Joint Coordinating Council between the two countries, with the intention to enhance trade and investment exchange between the two countries.
The governor of Najaf, Louay Al-Yasiri, told Al-Sabah: “The local government is seriously following up the implementation of this vital project,” while attributing the reasons for the delay to “the financial crisis and the war on ISIS terrorist in 2014, the same year in which the Ministry of Construction and Housing referred the project for implementation.”
He pointed out that "this road will be available for pilgrims to the House of God who take the land roads, and it shortens a large part of the distance that pilgrims travel through the Arar border crossing," expressing his hope that "this project will make a major economic shift for the governorate because it will serve a lot of Agricultural, industrial and residential projects in that region, and there will be great openness by maintaining these areas because of the existence of this vital road.
For his part, Director of the Roads and Bridges Division in the governorate, Haider Hamed Atshan, told Al-Sabah that “the total length of the road is 239 km, which the Ministry of Construction and Housing is implementing in stages at a total cost of 168 billion dinars, and two phases of this road have a length of 50 km each. Stage".

Pre-fulfillment

Saturday 20th February 2021 68

Pre-fulfillment

Thamer Al Himas

Pre-fulfillment comes as a qualitative achievement in the world of collection and the collection of installments incurred by borrowers, in addition to being one of the blessings of electronic governance where the outlets for tax evasion and delay are closed, as there is no room for corruption, influence, suspension or postponement, and open powers except by a law that includes the program.
This collection comes as a solution and a real tributary to the budget in the field of imports, which has long faltered as a result of the absence of traditional control that accompanies the budget law, as it is known that direct and indirect taxes and fees of all kinds are compensation for indirect service in relation to taxes, and for direct service in relation to fees.
Therefore, this electronic system may find fierce resistance from the beneficiaries of the current situation, as we see it in the resettlement of salaries and its delays and the placement of double and space salaries, as this is the nature of matters when the traditional law in force does not resolve them.
The pre-fulfillment at the border crossings upon its initiation, must be extended to integrate with all the elements of the collection of advance installments of all kinds from the beneficiaries of the owners of projects of their sizes to the small employee, passing through the installments of residential units, as the risk prevention processes were not integrated for multiple reasons as mentioned, despite Among the huge lending operations, which have become a difficult and heavy number for government banks, insurance companies have not entered a party to cover the risks, as they can be considered closer to the guaranteed prepayment specified for the confirmed payment process as is the prepayment, and here is the loophole through which a lot of non-fulfillment has crept through.
In order for the pre-fulfillment processes to take place, the systems accompanying it must be integrated with it electronically, because it will inevitably collide with the traditional structures in some way, so step number one, which is the import or export license, must be in harmony with the annual plan of the Ministry of Planning and with the agricultural and industry calendar, and what is related By protecting agricultural and industrial products, the electronic circuit is expanding, with regard to the construction industry to face the housing crisis, as we have most of the building elements, materials and skills to protect them in order for them to flourish, from here the import license controls the elements and programs of pre-fulfillment as a direct positive resource.
Only with electronic governance we resolve financial and monetary matters, as silence, suspension, freezing and surprises are never solutions. After all the laws, we are surprised that Basra’s integrity is set in the tax accounting for (90) fuel and gas stations, noting that the value of the money to be paid is (7 billion dinars) And we can imagine how many stations have problems of this kind, and when we ask how and why, we find no answer except with electronic governance a decisive solution.
From here it can be said that only electronic governance is what ends the stalling and half-solutions, and the results of sterile committees, and puts an end to the financial and monetary corruption that infringes a lot on public money uniquely.
