The Iraqi Minister of Electricity pointed out that the ministry has ongoing negotiations with the Saudi ACWA Power Company; To create a thousand megawatts of solar energy, adding: "We have come a very long way and have reached advanced stages, and within a short period the final signing will be made."

Karim stressed that the Iraqi market is open to Saudi companies, noting that Saudi companies are famous for the quality of production and work, and this will be the beginning of consolidating relations between the two countries.

Today, an agreement was signed to import electricity from Saudi Arabia within the networking program with neighboring countries such as Jordan and Egypt. Let's discuss it from two directions

  • First: the amount of production

The Ministry of Electricity says that the production is more than 20 thousand megawatts, and that the Iranian gas line caused the exit of 6 thousand megawatts, which means that the remaining is 14 thousand megawatts, and that the actual need to assume 30 thousand megawatts, and therefore that the hours of processing the citizen must be at least two hours of processing with two hours of extinguishing ie the total processing is 12 hours per day.

But we note that the processing is four hours, so if it is calculated in proportion, the result will be that what is connected to the citizen is only 5,000 megawatts, and as a result we are faced with two possibilities:

1 - Electricity from generation or transmission suffers from major problems that have led to a significant shortage of equipment, and that the Ministry of Electricity has argued that the Iranian line.

2 - Reducing the supply of electricity is a political matter behind which there are other goals or the passing of fateful decisions.

  • Second: the Iranian gas pipeline

In this regard, several observations are made, the most important of which are:-

1 - Many do not know that Iraqi gas, even if it is fully exploited, does not meet Iraq's need for complete generation of electric power,

2 - Also, importing gas or electricity is only done with a license from America, and therefore the decision is in the hands of the Americans, and the import license is usually delayed after it expires for several days, which is used in the media against Iran.

3- It is not in Iran’s interest not to export gas to Iraq because it has been suffering from a severe blockade for more than forty years, imposed by the Americans, and therefore the export of energy to Iraq is an important outlet for it and it cannot be overlooked, and therefore it is interested in exporting, not stopping export.

4 - That Iraq did not pay the debts it owed as a result of importing gas, which amounted to several billions, and therefore Iran has the right to demand its financial dues, and that Iraq is obligated to pay its debts, especially as we hear an increase in Iraq’s possession of financial bonds, which amounted to more than 21 billion dollars, and it was more appropriate He has to pay his debts in an important issue related to the ordinary life of the citizen, which is electric power.

5 - The payment of money that is debts to Iran can only be done with the permission and approval of the United States of America, and therefore the delay is either borne by the government or by the Americans.

I also spoke in a previous article about electrical networking with the neighborhood, especially with Egypt and the Gulf, but now I wanted to address the issue from several aspects.

  • first side. Citizen

The citizen is not concerned with where the electricity comes from, for the most part, except for those who follow political agendas or partisan or sectarian influences, and therefore he is interested in increasing the hours of supplying electrical energy, which has become like a dream that cannot be achieved, but in return he knows, any citizen that the solution By networking this is not fattening and does not replace hunger.

  • the second side. technical and economic

The electrical network connection with the Gulf will provide Iraq with only 500-600 megawatts, and that the actual need is more than 31 thousand megawatts, and that generation, that is, the energy currently produced in its best conditions, has reached 20 thousand megawatts, meaning that the actual need now is that all stations operate, the shortage is 10,000 megawatts, and therefore the network connection with the Gulf will provide the network with 6% of the amount of the shortage and 1.9% of the total, and therefore it is a small percentage of what Iraq needs.

The cost of extending transmission lines is large compared to what is imported from electric energy. For example, extending transmission lines to Egypt will cost 2.7 billion dollars. As for the cost of network extension with the Gulf, it has not been announced, but the paradox is that those amounts spent on power transmission lines from Neighboring countries shall be sufficient to establish stations:

1 - A gas station with a generating capacity of more than 3.5 thousand megawatts at the current global price

2 - Gas stations, based on the cost of establishing a solar power plant with the Chinese company PowerGina, which was a billion-dollar contract for a 2-2,000-megawatt plant, and therefore the amount is sufficient to establish a solar power plant with a capacity of 4.8 thousand megawatts.

  • Networking caveats:

1 - Iraq bears large costs, which are the costs of the elegant lines, which have been clarified above.

2 - The line bears additional costs, which are transit through the countries it passes through, and Jordan in particular.

3 - The conveying lines pass through large areas of barren and uninhabited lands, and as we know, they are valuable hunting grounds for saboteurs and ISIS, and therefore the risks are great threatening these lines.

4 - The length of the lines leads to a large loss of energy and a decrease in voltage, and this means that money is wasted on the road before it reaches Iraq.

  • Other more important solutions

1 - It was better to go towards foreign investment to establish stations inside Iraqi territory, and therefore the three caveats that were written above would be non-existent, in addition to the following benefits:

A - A lot of labor will be employed, and as you know, unemployment rates are on a terrifying and massive increase.

B - Reducing losses in electrical energy as a result of the distance.

C - Reducing costs, especially on lines.

D - Investment leads to the creation of a positive and encouraging environment, not other investments.

E - The presence of stations inside Iraq leads to the movement of the economy, especially the region in which the station is located.

  • Conclusion

1 - The effect of the network connection will be simple and imperceptible, although the network connection has some advantages, including increasing the reliability of supplying the citizen with electrical energy, but the supplied capacity is supposed to be greater.

2 - It would have been better to go to other solutions, such as investment, and we hope that they will be among the next steps. This step shows us that the ministry is not serious about resolving the electricity crisis.

3 - One of the important things that we found out was that previous governments were not serious about developing a strategic solution for the electricity sector.

Going to Saudi Arabia is not a good choice, because it is at war with Yemen, and in recent days, Yemenis have witnessed bombing of oil and energy areas, including Aramco, in response to heavy bombing carried out by Saudi Arabia, and therefore Saudi energy sources are unreliable.

He added, "We do not believe that there is anything restricting the process of cooperation between Iraq and Saudi Arabia, and all we want is to rush government action between the two countries, and to address all obstacles at the political level, so that citizens feel in a tangible and tangible way the benefit of bilateral cooperation between the two countries ."

He explained that "the electrical connection will produce, as a first stage, one kilowatt, but our ambition is greater, and if we look at the three aspects of the bilateral agreement and solar energy projects inside Iraq and the Gulf link, I think it is the beginning of larger and more projects," noting that "the Gulf link had two models, and we are trying comparison between them .

Accordingly, the Fund provides a loan of 35 million Kuwaiti dinars (equivalent to about 115.5 million dollars), to contribute to the financing of the project to strengthen the Gulf electrical interconnection system and connect to the southern Iraq network.

 

The loan agreement was signed on behalf of the GCC Electricity Interconnection Authority, CEO of the Authority, Ahmed bin Ali Al-Ibrahim, and on behalf of the Kuwait Fund for Arab Economic Development, Director General Marwan Abdullah Thunayan Al-Ghanim, in the presence of the Secretary-General of the Cooperation Council for the Arab States of the Gulf, Nayef Al-Hajraf.

Al-Ibrahim added that the project will also help the member states of the authority to strengthen their national electrical networks and increase their reliability to ensure the sustainability of electrical energy at all times.

He pointed out that "the preparation of an emergency plan for the next summer season, with the continuation of periodic maintenance work for production plants, including generating units that have been suspended for a long time."

Al-Abadi pointed out that "the production capacity is currently reaching the threshold of 21,000 megawatts, and it is hoped that it will rise during the summer to 25,000 megawatts after the introduction of additional generating units, in an effort to increase processing hours."

And he stated that "the preparations for the summer season also included the maintenance of strategic transmission lines that have been inoperative since 2013, linking the governorates (Rumaila - Nasiriyah, west of Baghdad - Haditha, south of Diyala - Baquba, Al-Khairat, Al-Jibha - Qadisiyah, Al-Nasiriyah, Al-Nasiriyah), Al-Khairat - Al-Zubayi, Al-Qadisiyah, Al-Qudsiyah." Al-Abadi indicated that “the ministry sought to diversify energy sources by concluding contracts with international companies for solar energy projects, including (Chinese Power, Emirati Masdar, Norway’s Silatech Alliance, and France’s Total), which will reach approximately 5,250 megawatts after their implementation. Within a period of 2-3 years.

The government intends to sign a new contract with Iran to import gas used to operate power stations, as last summer witnessed major crises in the provision of electricity, due to the Iranian side's failure to export the contracted quantities of gas.

Iraq has finally completed the electrical connection with Turkey at a rate of 100 percent, and continues its talks with the Turkish side, to put the connection into effect, which will add 500 megawatts to the power system.

As for the electrical connection with Jordan, the work is ongoing to examine the soil and ensure that it is free of military remnants, in order to start connecting the Al-Qaim-Risha line, while the Gulf connection has reached the stage of determining costs.
