It seems to me that if they can’t get Iran out of their parliament then they won’t get anywhere good until they do. They’re better off with the current government staying. It’s obviously complicated, but time could be spent on improving the country instead of playing Malarki games.

I didn't realize it until today....But it looks like Iran backs Barham Saleh  ( The current President). Yea...it caught me by surprise. So they need to get rid of His ass and get a President for the people. ( A lot like here at Home. )

It looks like they are passing some laws without the quorum.  Is it only the voting for the president that requires a quorum?  If they can pass other laws, then can they keep going as they are, keep their President and PM and not have to deal with the folks who won't show up because they are boycotting?

The decision of the House of Representatives responds to the “skeptics” in the quorum of the Saturday session: an attempt to mix papers

On Thursday, Parliament Rapporteur, Representative Beida Khader Al-Salman, denied the circulating news that was attributed to her about the quorum of last Saturday's session.  

 

  

Al-Salman said, in a statement, of which “Nass” received a copy (March 31, 2022), that we “categorically deny these lies that were attributed to us about the manipulation of the numbers of deputies present at that session by the Presidency and the House of Representatives decision-makers.”  

  

She explained that "the number of representatives attending last Saturday's session and it was officially audited is (202) members," stressing that "our parliamentary work is a decision of the House of Representatives, and it is imperative that we be up to the responsibility in performing our legislative duty under the dome of Parliament."  

  

She added, "The purpose of publishing these false news at this time is to shuffle the papers," calling on the media to "be careful and credible."  

  

And she concluded, "We will legally pursue all sites and parties that propagate such lies and allegations unjustly."  

  

The head of the design bloc, Amer Al-Fayez, spoke earlier about the quorum of the parliament session, which was held last Saturday.  

  

Al-Fayez said during an interview with his colleague “Kitam Al-Gharawi”, which was followed by “Nass” (March 26, 2022), that “a list of the 126 boycotters was submitted to the Speaker of the House of Representatives, Muhammad al-Halbousi,” questioning the quorum of the session announced by the decision of the House of Representatives. The number of 202 deputies, saying: "The quorum that was announced may be inaccurate, as the number of boycotters amounted to 126 deputies, while the attendance was 202."

Baghdad Legal expert, Counselor Salem Hawass, commented, today, Thursday, on the issue of the absence of parliamentarians or their non-attendance to the parliament session. Hawass said in a press statement received by (Baghdad Today), that “the House of Representatives, according to its internal system, has made it obligatory to publish attendance and absence in the council’s regular bulletin and one of the newspapers, noting, that “the Presidency Commission in the event of repeated absence without a legitimate excuse five times in a row or Ten non-consecutive times during the annual session, it may send a written warning to the absent member, inviting him to abide by the attendance, and in the event of his non-compliance with the Presidency Commission, the matter shall be presented to the Council at the request of the Commission.

 

He added, "The internal system imposed, in addition to warning and publishing, a material penalty that a certain percentage be deducted from the reward of a member of the House of Representatives, in the event of his absence, determined by the House."

 

And he stated, "For the purpose of obligating members of the House of Representatives to attend, the provisions of the internal system must be implemented and enforced strongly, because the Iraqi people who elected them are eagerly awaiting his service in legislation, speeding up laws, controlling violations and addressing corruption, not for Parliament to be part of the chaos and violation of the constitution and legal deadlines."

Shafaq News/ Parliament Rapporteur, Representative Baida Khader Al-Salman, denied on Thursday the circulating news that was falsely attributed to her about last Saturday's session that the attendance of the session did not exceed 200 deputies.

Al-Salman said in a statement today, "We categorically deny these lies that have been attributed to us about the manipulation of the numbers of representatives present at that session by the Presidency and the House of Representatives' decision-makers."

She explained that the number of deputies attending last Saturday's session, which was officially audited, is (202) members.

She explained, "The purpose of publishing this false news at this time is to shuffle the papers."

Al-Salman also called on the media to be "accurate and credible," saying: We will legally pursue all sites and parties that propagate such lies and allegations unjustly.

For the third time in a row, the Iraqi parliament failed to hold a session to elect the country's new president.

After the failure of a first attempt on February 7 last, the Iraqi parliament announced last Saturday that it was unable again to elect a president of the republic, due to the lack of a quorum of two-thirds (more than 220 deputies out of 329) due to the boycott of the coordination framework that represents prominent Shiite parties, such as the “Dawla” bloc. The Law", headed by former Prime Minister Nuri al-Maliki, and the "Al-Fatah" coalition, the umbrella under which the pro-Iranian Popular Mobilization factions fall under.

There are forty candidates for the presidency of the republic, but the actual competition is limited to two figures representing the two most prominent Kurdish parties: the current president since 2018 Barham Salih, the candidate of the Patriotic Union of Kurdistan, and Reber Ahmed, the candidate of the Kurdistan Democratic Party. It is assumed that the candidate gets the votes of two-thirds of the House of Representatives to win.

In addition, an informed source revealed to Shafaq News Agency that "among the paragraphs of the framework initiative to be presented is naming a prime minister who is acceptable to all, and distributing ministerial portfolios according to the electoral maturity only."

Today, Wednesday, the Shiite coordination framework announced an initiative to address the blockage in the political process, noting that the tripartite alliance did not present an initiative that would ensure the political process from collapsing.

{Local: Al Furat News} A legal expert explained the legality of adjourning the parliament session today, Wednesday, until further notice.

Ali Al-Tamimi told {Euphrates News}, "Raising the parliament session today to further notice means keeping it continuing and not open because the open is prohibited by Federal Court decision 55 of 2010."
He added, "As for the continuous, it opens at an unspecified time with the same quorum that it opened today."
Today, Wednesday, the House of Representatives failed again to achieve the legal quorum necessary to elect the President of the Republic, and Parliament Speaker Muhammad al-Halbousi announced at the beginning of the session that the quorum was not achieved to elect the president.
While the Council voted to amend a number of articles of the internal system and the tasks of the parliamentary committees, in addition to voting to nominate members of three committees, including changing the name of the committee’s rapporteur to a second deputy chairman.

and said hello; For the program {Al-Mastra}, broadcast by Al-Furat satellite channel tonight, that: "Today's session indicates the problem of political pressure that Iraq is going through, lack of harmony, and what it should be and what is the situation now."
He added, "We are faced with two criteria. The first is to vote on the president of the republic, which needs 220, and this is a big number, and the second is to put obstacles in the way of this procedure."
He pointed out that "this matter does not indicate the strength of the guarantor third or the weakness of the tripartite alliance that wants to hold the session, but it is due to the lack of equality in the required numbers." 
Salam added, "The guarantor third cannot obtain 220 deputies, as well as the tripartite alliance, and the solution is submission to the negotiating table." 
She stressed, "the need not to repeat the humiliating situation experienced by the Iraqi citizen, as democracy guarantees a new experience based on the political majority."
