Parliament Speaker Muhammad Al-Halbousi confirmed, on Saturday, that Parliament will continue to hold its sessions until the quorum for the election of the President of the Republic is achieved.   

  

 

  

And the Media Department of the House of Representatives stated in a statement that “Nass” received a copy of it (March 26, 2022), that “the House of Representatives held today, Saturday, its fourth session of the fifth electoral cycle for the first legislative year of its first term, in the presence of 202 deputies, and completed the first reading of the support bill.” Emergency Food Security and Development, and set next Wednesday as the date for electing the President of the Republic.   

  


Al-Halbousi explained that "the paragraph of electing the president of the republic requires a quorum of two-thirds of the council's members, as approved by the Federal Court and stipulated by the constitution in this regard," noting that "the failure to achieve the required quorum requires us to continue holding sessions until the quorum for the election of the president is achieved."   

  


He pointed out that "the council voted to add the first reading of the draft law on emergency support for food security and development as a new paragraph on the agenda of the session, in addition to the council's vote on the membership of 12 deputies in the Parliamentary Finance Committee to proceed with the procedures of a number of legislation."   


He added that "the Council completed the first reading of the draft law on emergency support for food security and development, which was referred by the government in order to achieve food security, reduce poverty, achieve financial stability in light of urgent global developments, continue to provide services to citizens, improve the standard of living, create job opportunities, and maximize the use of Iraqis from state resources and resume Working on stalled and lagging projects, and moving on with new projects of importance.   

  

According to the council’s statement, “Al-Halbousi directed to complete the nomination of the members of the Finance Committee and the second reading of the draft law on emergency support for food security in a session next Monday, as well as announcing the appointment of a session next Wednesday to elect the President of the Republic, after which it was decided to adjourn the session to next Monday.”

And the Media Department of the House of Representatives stated in a statement that "Nass" received a copy of it (March 26, 2022), that "the House of Representatives raises its session to next Monday."     

  

And she added, "The Speaker of the House of Representatives has set the session for electing the President of the Republic next Wednesday."     

  

The Speaker of the House of Representatives held a special session to elect the President of the Republic.   

  

The Media Department of the House of Representatives stated in a brief statement that "Nass" received a copy of it (March 26, 2022), that "House of Representatives Speaker Muhammad al-Halbousi opens the work of Session No. 4 in the fifth electoral cycle, the first legislative year, the first legislative term."       

  

She added that "the number of attendees is 202 deputies."       

  

The Media Department of the House of Representatives stated that "the House voted on the members of the Parliamentary Finance Committee," noting that "the House read the Emergency support Law for Food Security and Development, a first reading."       

  

The coordinating framework presented an unnamed paper in which he said that the number of deputies who boycotted the voting session on the President of the Republic amounted to 126 deputies.  

According to the coordinating framework paper, which "Nass" obtained a copy of (March 26, 2022), "the number of deputies for today's session is 126 deputies from the coordinating framework, the Kurdistan Union, the Alliance of Determination and Brightness of Kanon and independents."

The House bell rang, marking the start of the presidential election session, scheduled to be held today.  

  

And our correspondent reported, (March 26, 2022), that the Presidency has rang the Parliament bell, to start holding a session to elect the President of the Republic.        

  

Pictures obtained by "Nass" showed the presence of a number of members of the House of Representatives in the parliament hall, after the entry of the Presidency represented by President Muhammad al-Halbousi and his two deputies, Shakhwan Abdullah and Hakim al-Zamili.        

  

  

Parliament Speaker Muhammad al-Halbousi entered the parliament hall as part of the preparations for holding the parliament session to choose the president of the republic.   

According to our correspondent in the House of Representatives, the Speaker of the House of Representatives, Muhammad al-Halbousi, accompanied his two deputies to the parliament hall.         

  

Pictures obtained by "Nass" showed members of the House of Representatives heading to the parliament hall in preparation for attending the presidential election session.         

  

  

The New Generation Movement announced that it had obtained guarantees from the Triple Alliance regarding its conditions that it had proposed to participate in the presidential election session.    

  

On the other hand, pictures of the meeting of the coordination framework appeared inside the house of the leader of the State of Law coalition, Nuri al-Maliki.        

Where the meeting included the leaders of the coordination framework, and with them was the leader in the design alliance, the head of the bloc, Amer Al-Fayez.        

  

In the context of the current events, a video clip, from inside the parliament, showed members of the Sadrist bloc, amidst the head of the "Design Alliance", Asaad Al-Eidani, chanting slogans from inside the parliament hall ahead of the presidential election session.    

  

  

  

Other photos also showed the Secretary-General of the Asa'ib Qais Khazali movement, mediating a session with the leader of the State of Law coalition, Nuri al-Maliki and the Victory Coalition Haider al-Abadi, at a meeting inside al-Maliki's house, at a time when the parliament is making preparations for a session to elect the president of the republic.

On Saturday , the Presidency of the House of Representatives held a meeting prior to the session to elect the President of the Republic, scheduled to be held today.  

The Media Department of the House of Representatives said in a brief statement that "Nass" received a copy of it (March 26, 2022), that "the Presidency of Parliament held a meeting on the convening of the session to elect the President of the Republic."        

  

  

By twelve noon, Parliament Speaker Muhammad al-Halbousi left the office of the "Sovereignty" coalition, and headed to his office, in preparation for the session.      

  

The Iraqi Parliament's media department denied the postponement of the session devoted to electing the President of the Republic.     

  

The Kurdistan Democratic Parliamentary bloc held a meeting in the House of Representatives, in preparation for the session to elect the president of the republic.      

  

The KDP deputies confirmed their readiness to attend the parliamentary session devoted to voting on choosing the President of the Republic.   

The party's deputies (March 26, 2022) documented their presence in Parliament, with the presidential candidate, Reber Ahmed, in the middle.

On Saturday, members of the Sadrist bloc chanted slogans from inside the parliament hall ahead of the presidential election session.  

And a video clip, obtained by "Nass" (March 26, 2022), showed "Deputies of the Sadrist bloc chanting slogans for the movement's leader Muqtada al-Sadr, wearing shrouds again inside the parliament."        

  

  

  

On Saturday, the head of the Sadrist bloc in the House of Representatives, Hassan Al-Adhari, preceded the parliament session with a Quranic verse.   

Al-Adhari wrote in a blog post followed by "Nas" (March 26, 2022), the Qur'anic verse: "Victory from God and a near conquest."         

  

Pictures also showed, on Saturday, part of the preparations of the Sadrist bloc's deputies to attend the Iraqi parliament session prior to the session to choose the president of the republic.  

According to pictures obtained by "Nass" (March 26, 2022), "the Sadrist movement's representatives are inside the Sadrist bloc headquarters in the parliament building."        

  

On Saturday morning, "Nass" camera monitored an intense security presence in the streets of the capital, Baghdad, in conjunction with the parliamentary session, during which the president of the republic is supposed to be elected.   

  

Our correspondent, (March 26, 2022), documented pictures showing a heavy security presence in the streets of the capital and the surrounding areas of the Green Zone, with the closure of the green entrances, and allowing only holders of special cards (Bag) and affiliates to enter.

At the beginning of the session, Al-Halbousi explained, according to a statement by the media department, which {Euphrates News} received a copy of, that "the paragraph of electing the president of the republic requires a quorum of two-thirds of the number of members of the council, according to what was approved by the Federal Court and stipulated by the constitution in this regard," noting that "the failure to achieve a quorum." The leader of the State of Law coalition, one of the most prominent forces of the coordination framework, Nuri al-Maliki, described, on Saturday, breaking the quorum for the parliament session dedicated to electing the president of the republic as a "victory" for the guarantor third.
"What happened today in Parliament is a victory for the guarantor third," Al-Maliki said during a press conference held this afternoon, at his home, after a meeting of the leaders of the coordination framework. He added, "We do not want the exclusion of any party, and we do not accept any component being pushed towards the opposition. We want to form a government that will carry out its duties, and this does not happen in an atmosphere of rivalries."

For the second time, the Iraqi parliament session to elect a president has been postponed

Today, the Iraqi parliament postponed a session to elect the president of the republic until a day Next Wednesday, after 126 deputies boycotted the session.

After four continuous hours of delaying the session, the parliament did not achieve the quorum required for the session to select the president of the republic, which amounted to 220 deputies.

This is the second time that the Council has failed to hold a session to elect a president, in which forty candidates are competing for his position.

Al-Maliki declares "victory" and Al-Amiri urges the administration of the country with understanding

The leader of the State of Law coalition, one of the most prominent forces of the coordination framework, Nuri al-Maliki, described on Saturday breaking the quorum for the parliament session dedicated to electing the president of the republic as a “victory” for the guarantor third, stressing at the same time that there is no intention to exclude any party, while the leader of the Fatah Alliance called Hadi Al-Amiri to return to “consensus” away from breaking wills.

"What happened today in Parliament is a victory for the guarantor third," Al-Maliki said during a press conference held this afternoon at his home after a meeting of the leaders of the coordination framework.

He added, "We do not want the exclusion of any party and we do not accept the push of any component towards the opposition. We want to form a government that will carry out its duties, and this does not happen in an atmosphere of rivalries."

For his part, the leader of the Al-Fateh Alliance, Hadi Al-Amiri, said during the conference, "The guarantor third has been achieved, and we call on everyone to return and compromise away from breaking wills and the absence of the other."

He added, "We must all return to understanding about the management of the country in the coming period."

In turn, the leader of the Asa’ib Ahl al-Haq movement, Qais al-Khazali, described what happened today as “historic and detailed in redirecting the political process to its correct path, and the framework is on the path of dialogue and understanding and does not accept breaking wills.” He continued, "The guarantor third is behind him, two thirds of the people."

Today, the Iraqi parliament held its session dedicated to electing the president of the republic, headed by the Speaker of the Council, Muhammad al-Halbousi, and the presence of deputies of the “Save the Homeland” coalition, which includes the Sadrist bloc, the Sovereignty Alliance and the Kurdistan Democratic Party, and the number of deputies present reached 202, while the session was boycotted by the coordination framework that includes Shiite forces. The Patriotic Union of Kurdistan and a number of independent representatives, which broke the quorum.

The session of electing the President of the Republic requires two-thirds of the number of parliament members, ie (220 out of 329 deputies), as the Federal Court for electing the President of the Republic stipulated that the Council of Representatives achieve the attendance of 220 deputies in the session out of the total number of members of the Iraqi Council of Representatives of 329 seats.

As a result, on Saturday, the session turned into a regular session, before the Presidency of the Council adjourned it to next Monday, and also set a session for next Wednesday to elect the President of the Republic.

The leader of the Sadrist movement, Muqtada al-Sadr, praised, on Saturday, the parliament session that took place earlier today, despite its failure to elect a president of the Republic of Iraq, strongly rejecting what he called “Al-Attar’s plan” and a return to quotas in sharing positions in the next federal government.

Al-Sadr said in a tweet, "Thank you to everyone who attended the session out of love for Iraq: Thank you Alliance to Save the Homeland, thank you for an extension, thank you for the new generation, thank you for the independent brothers.

He added, "Your appointment will be renewed next Wednesday with those who will join again to remove corruption, dependency and consensus, a #national_majority government, and we will not return to (Al-Attar's mixture). Today, we have proven and proved that there is no place for quotas.. It was the most beautiful Iraqi mosaic, neither eastern nor wester

ERBIL, Kurdistan Region – Influential Shiite cleric and leader of the Sadrist Movement Muqtada al-Sadr on Saturday evening thanked the MPs who attended the unsuccessful parliamentary session earlier in the day to elect Iraq's next president, promising to try again Wednesday when the parliament will meet again in an attempt to elect a president.

The cleric thanked "everyone who attended the session out of love for Iraq," including the Emtidad Movement, the Kurdish New Generation party, independents, and finally the Save the Homeland Alliance – consisting of the Sadrist Movement, the Kurdistan Democratic Party (KDP), and the Sunni Sovereignty Alliance.

"These people are not terrified by threats or tempted by temptation," he added, saying "your appointment will be renewed next Wednesday with those who will join again to remove corruption, dependency, and consensus," while once again calling for a national majority government.

Sadr said that Iraq will not return to "al-Attar's mixture", a phrase referring to the failure of the government based on political consensus, and saying that "today, we have proven that there is no place for quotas."

The adjournment of Saturday's parliamentary session to Wednesday came as the tripartite alliance failed to secure the 220 MPs needed to meet the legal quorum, with only 202 MPs attending and thus falling short of the minimum to initiate the vote for Iraq's new president. 

The primary candidates for the presidency are the KDP's Reber Ahmed, backed by the tripartite alliance, and incumbent Barham Salih of the Patriotic Union of Kurdistan (PUK), backed by the Coordination Framework, a pro-Iran Shiite parliamentary alliance.

A host of parties and alliances boycotted the session, including the Coordination Framework, the PUK, the Kurdistan Islamic Union (KIU), the Kurdistan Justice Party (KJP), and various independent MPs.

Iraq held snap elections on October 10. The vote was called in response to mass protests in the country beginning in October 2019, caused by widespread dissatisfaction with Iraq's politicians and endemic corruption in the country.

ERBIL (Kurdistan 24) - The Iraqi Parliament failed to elect a president on Saturday after Iran-backed groups boycotted the session, and the quorum to elect the next president was not met.

A total of 126 parliament members in Iraq's 329-seat house of representatives chose to boycott Saturday's session. They were Iran-backed Shiite and Kurdish political parties and alliances, including the Shiite Coordination Framework, Patriotic Union of Kurdistan (PUK), Kurdistan Islamic Union (KIU), and Kurdistan Justice Group (KJG).

Only 202 members of parliament, mainly the members of the "Saving the Homeland" alliance, were present. That number did not meet the two-thirds quorum, or 220 seats necessary to elect a new president.

As a result of Saturday's failure, the parliament postponed the vote until Wednesday.

Saturday's failed session also underscored the deep divide in Iraqi politics between Sadrist Movement leader Muqtada al-Sadr, the October election's big winner, and the powerful Shiite Coordination Framework that called for the boycott.

So far, the candidates put forward for president have been viewed by Iran-aligned groups and Iran itself as Western-leaning and a threat to their interests in Iraq.

Parliament's failure to elect a president once again opens the door for talks on reaching a consensus power-sharing agreement to form the next Iraqi government.

However, it is more likely that the two rivals led by the Saving the Homeland alliance and the Shiite Coordination Framework will continue their race to convince independent members of parliament and other smaller blocs and parties to join them on Wednesday.

Iran invited the Sunni Al-Siyada alliance's leaders, Mohammed Al-Halbousi and Khamis Khanjar, to visit Tehran and meet with the country's top leaders on Sunday. However, the media office of Al-Halbousi announced on Saturday night that the visit was canceled. The invitation was interpreted by Iraqi political observers as another direct interference by Iran to push for a consensus-based government so its political allies in Iraq retain their power.

So, what's next? A win for Sadr's allies would threaten to exclude Tehran's allies from power for the first time since 2003. The delay prolongs a bitter deadlock in Iraqi politics months after the October elections.

The deadline for electing a new president is Apr. 6. If parliament fails to do so by then, it (per the Iraqi constitution) will have to be dissolved, and another election will have to be held within a year. Meanwhile, the current caretaker government will have to continue running the country until a new government is formed.

While it remains unclear who will come out as the winner, it's crystal clear that the biggest loser will again be the Iraqi people, who have suffered under a series of corrupt and inefficient governments since 2003.
