This is a new direction for the Federal Court that is consistent with international constitutional jurisprudence in interpretation and its renewal according to economic, legal and political conditions. A quorum for the session requires the presence of two-thirds of parliament members, which is difficult to achieve in light of the sharp political differences between the tripartite coalition (the Sadrist Movement, the Alliance of Sovereignty, the Kurdistan Democratic Party), which seeks to pass the Kurdistan Democratic Party candidate, Reber Ahmed, for the presidency and the formation of a majority government on the one hand. While the "coordinating framework" demands a consensus government and insists on suspending the voting session on the President of the Republic unless its demands are met.

Parliament failed to hold a session scheduled for the seventh of last month to vote on the President of the Republic due to the lack of a quorum.

The Iraqi constitution requires the presence of at least two-thirds of the parliament’s members in the presidential election session, a matter that the “coordinating framework” alliance, which opposes the tripartite alliance, exploited by forming what has become known as the “blocking third” to prevent the presidential election session from taking place.

Bahaa Al-Nouri, a spokesman for the State of Law Coalition affiliated with the Coordination Framework, said that the framework forces will not attend a session, Saturday, unless the differences between the political forces are resolved, calling, during a televised interview, to resolve the differences through consensus.

He pointed out that the "coordinating framework" may resort to boycotting the political process in the event of continuing differences, explaining that the major parliamentary bloc that will nominate the prime minister should be determined through an understanding with the "Sadr movement."

Yesterday, Sunday, the presidency of the Iraqi parliament confirmed that the "Sadr bloc", which won 73 seats in the elections that took place last October, is the largest parliamentary bloc.

Deputy Parliament Speaker Shakhwan Abdullah said that "the Sadrist movement is the largest and most numerous bloc in parliament, regardless of alliances," calling on the deputies to attend the voting session on the President of the Republic and not break the quorum.
