Agree.  That’s a date I always look at every year.  If nothing by or in April 30th, I’m afraid we waiting till next year.  But with that is happening I feel our wait is nearing its end.

Iraq makes final reparation payment to Kuwait for 1990 invasion

More than 30 years after the UN Compensation Commission (UNCC) was created to ensure restitution for Kuwait following the Iraqi invasion of 1990, the reparations body announced on Wednesday that it had processed its final claim, amounting to $52.4 billion in total.

Around 1.5 million successful claims were awarded, out of a total of around 2.7 million lodged with the Commission. If all the claims had been found legitimate, that would have meant a total pay-out of $352.5 billion.

With the final payment made on 13 January, all compensation has now been paid in full, the UN Office at Geneva said in a press release.

 

Marking the moment

 

The UNCC's Governing Council convened a special session to mark the conclusion of the reparations process, ending the process for the individuals, companies and governments, able to prove they had suffered damages from Iraq's unlawful invasion and occupation of Kuwait, under former dictator Saddam Hussein.

Delegations from Iraq and Kuwait addressed the session during the opening plenary meeting, which was held under the Presidency of Ireland.

Almost 31 years ago, the Commission was established in Geneva - as a subsidiary organ of the Security Council under its resolution 687 (1991) - to process claims and pay compensation for losses and damages suffered as a direct result of the Gulf War from 1990 to 1991.

 

Making reparations

 

The $52.4 billion that has gone to successful plaintiffs, was paid out from the UN Compensation Fund, which received a percentage of the proceeds generated over the years by the export sales of Iraqi petroleum and petroleum products.

This percentage, originally set at 30 per cent, was reduced over time under various Security Council resolutions and Governing Council decisions.

Most recently, under Governing Council decision 276 (2017), it was set at three per cent.

 

Chapter closed

 

During the special session, the Governing Council adopted decision 277 (2022) declaring that the Government of Iraq had fulfilled its international obligations to compensate all successful claimants for the losses and damages they suffered as a direct result of Iraq's unlawful invasion of Kuwait.

In adopting the decision, UNCC recognized and thanked Iraq for its cooperation with the Commission and commitment in meeting its obligations, despite extraordinary security and economic challenges.

It also thanked the Government of Kuwait for supporting and cooperating with the Commission.

Later this month, the UNCC President will present the final report of the Governing Council on the Commission's work to the UN Security Council in New York.

i am hoping the april 30 date is the date the IMF post the rate but rate changes much earlier than that

Somebody got people excited for February 9th that day has passed, so after April 30th passes, can I pick a day?  How about May 11th that day is national eat what you want day.  I dont want to eat my words, but how about we chew on a RV.....

Shafaq News/ The United Nations Compensation Authority announced on Thursday that Iraq has completed paying $52.4 billion to compensate individuals, companies and governments for the damages of the 1990 invasion and occupation of Kuwait.

overall; About 2.7 million claims have been filed, with a confirmed value of $352.5 billion, but the UN Compensation Commission has agreed to pay $52.4 billion covering 1.5 million successful claims.

The largest claim approved by the UN Compensation Commission was $14.7 billion in damages to the Kuwait Petroleum Corporation (KPC) in which departing Iraqi forces set oil wells ablaze.

Payments were suspended between October 2014 and April 2018 due to the Iraqi government's security and budgetary problems in its fight against Islamic State militants.

"With the final payment of compensation made on January 13, 2022, all compensation awarded by the commission has now been paid in full," the Geneva-based body said in a statement following a closed-door meeting of its board of directors.

She added that "the government of Iraq has fulfilled its international obligations to compensate all the claimants who were awarded compensation by the committee for the losses and damages they incurred as a direct result of Iraq's illegal invasion of Kuwait."

Iraq has been playing nice and getting along with the other kids in the sandbox. There is no reason the UN could justify continuing any sort of sanctions against them. It cannot be long before they are welcomed into the international community of trade and finance.

Adviser to the Prime Minister, Mazhar Muhammad Salih, told {Euphrates News} that "Iraq is seeking to get out of Chapter VII, especially since during the 3 decades of the Kuwait war it has fulfilled all its financial obligations towards the neighboring country and paid more than 52 billion dollars, and the financial dealings were praised." Iraq in this regard.

And he stressed that "after the passage of 3 decades, this page must be turned, and Iraq should move from the seventh to the sixth item and resort to friendly work with Kuwait and establish good-neighborly relations between the two countries."

It is expected that the Security Council, after its meeting in New York tomorrow, Tuesday, will issue a decision regarding Iraq's exit from all the provisions of Chapter VII.

Foreign Minister Fouad Hussein arrived in New York today to attend the Security Council session.

Abdul Basit Turki, head of the Committee of Financial Experts responsible for managing the file of financial compensation imposed on Iraq as a result of its invasion of Kuwait in 1990, said that “the recent report of the UN Compensation Committee did not do justice to Iraq in anything,” and suggested that the possibility of Iraq’s exit from the provisions of the chapter was likely to falter. Earth News/ Professor of International Relations Saadoun Al-Saadi revealed today, Monday, the agenda of the UN Security Council, noting that the sessions will discuss many issues related to Iraq.
Al-Saadi said, in an interview with Earth News, that "the Security Council session is not a single session, but rather several sessions that will start on Tuesday and end next Thursday."
Al-Saadi added, "Tomorrow's session will witness a discussion of the Iraq file and its relationship with Kuwait in light of recent developments after Baghdad fulfilled the conditions for exit from Chapter VII after paying the last batch of compensation to the State of Kuwait."
He pointed out that "Wednesday's session will discuss the first two paragraphs related to Iraq and related to relations between Baghdad and Kuwait," expecting the issuance of "a final Security Council decision to lift Iraq from Chapter VII."
Al-Saadi explained, "The second paragraph will be to discuss the UNAMI report that relates to developments in the Iraqi issue," noting that "Thursday will be the closing day, in which it will discuss the possibility of issuing a briefing on Iraq in the light of the UNAMI report."
