Shafaq News/ Economic analysts expected, on Sunday, that oil prices will continue to rise more than they are now this week due to the delay in concluding the Iranian nuclear talks, which makes it likely that Iranian crude will return to global markets that are already experiencing turmoil.

And Reuters news agency quoted Amrita Sen, co-founder of the Energy Aspects research institute, as saying that "Iran was the only factor supporting the drop in prices that hangs over the market, but if the Iranian agreement is delayed now, we may consume stocks more quickly."

He noted that it would take Iran several months before oil flows were restored even if the nuclear deal was reached.

He explained that Brent crude may rise to 125 dollars a barrel on Monday, quickly approaching its highest level ever, which it recorded at 147 dollars in 2008.

The price of Brent crude rose last week by 21% to reach 118.11 dollars per barrel at the end of trading, and US crude increased 26% to 115.68 dollars per barrel, which are price levels that have not occurred since 2018 and 2008, respectively.

While analysts from JB. Morgan last week that the price of oil may rise to 185 dollars a barrel this year.

Newspaper: Moscow seeks to hold Tehran part of its sanctions by placing obstacles in the way of the nuclear agreement

Baghdad - people

The head of the National Security and Foreign Policy Committee of the former Iranian parliament, Heshmat Falahatpisheh, said, as reported by "Echoes of Reforms", that the Russian envoy to the Vienna negotiations, Mikhail Ulyanov, was trying to perform a mission to obstruct the signing of the nuclear agreement before the Russian invasion of Ukraine, explaining He has done this task well, and prevented the nuclear agreement from achieving its desired results before the Ukrainian crisis.

From the other side The writer and political analyst, Salah al-Din Hersni, said in his editorial in the newspaper "Jahan Sanat" that it is clear that Russia is trying to link the issue of the nuclear agreement and the war against Ukraine, stressing that this latest Russian position is a "non-constructive" position, and an attempt to stop the nuclear agreement. As a deadly poison and destroyer of the Iran agreement of 2015.

The writer explained that Russia's requirement on the United States of America at this time will have a negative impact on the results of the nuclear negotiations, or it will delay the achievement of the desired results from the Vienna negotiations.

Hersny indicated that Moscow's move will push China to follow the same path, and also to present conditions to ensure its economic relations with Tehran, explaining that these positions from Russia and China reveal the truth about decision-makers in Russia and China, and that they should not be trusted at all.

And the political writer, Javed Gurbanoglu, said in the editorial of the newspaper "Sharq" that Russia is playing a dangerous game with the nuclear deal card, as it is trying to involve the issue of the nuclear agreement with the Ukraine crisis and demands guarantees that have nothing to do with the issue of the nuclear agreement in the first place.

He added: On the one hand, if we assume that the West agrees to these guarantees demanded by Moscow, then this is a clear violation of the sanctions imposed on Russia. Hostage of war on Ukraine.

The writer added that Putin wants from this position to hold Iran part of the heavy sanctions that were imposed on his country, noting that Tehran was losing 15 million dollars every day because of not signing the nuclear agreement, but now because of the high oil price to 130 dollars per barrel. ; Tehran's losses will reach 250 million dollars per day.

“There is no rational justification for some of the new demands made by the United States,” Iranian Foreign Minister Hossein Amir-Abdollahian said

TEHRAN-

Iran on Thursday said the United States has made extra demands and accused it of working to “complicate” efforts to restore a 2015 nuclear deal, after new Russian requests linked to the Ukraine war raised concerns of fresh delays.

Iran’s supreme leader Ayatollah Ali Khamenei, who has the final say in major state policies, meanwhile, stressed his country will not give up on elements of “national strength”, such as nuclear progress and regional influence.

Tehran is locked in negotiations with world powers to revive the nuclear deal that offered it sanctions relief in return for curbs on its atomic programme.

Its arch-foe the United States, under former president Donald Trump, unilaterally withdrew in 2018 from the accord known formally as the Joint Comprehensive Plan of Action.

“There is no rational justification for some of the new demands made by the United States and it contradicts the country’s position on reaching an agreement swiftly,” Iranian Foreign Minister Hossein Amir-Abdollahian said in a phone call with EU foreign policy chief Josep Borrell, his ministry reported.

Amir-Abdollahian did not specify the demands, but said “the US cannot pass on a new and different message to us every day through the coordinator”, in reference to the EU.

Borrel called on the US and Iran to be “more flexible in exchanging messages and make efforts” to reach an agreement quickly, according to the ministry.

Earlier on Thursday, Iran’s top security official Ali Shamkhani Tweeted that “Vienna negotiations are becoming more complicated every hour without a political decision by the United States.”

“US approach to Iran’s principled demands, coupled with its unreasonable offers and unjustified pressure to hastily reach an agreement, show that US isn’t interested in a strong deal that would satisfy both parties,” he added.

– Russian factor –

For its part, Moscow has said it wants written assurances from Washington that sanctions imposed on it over the Ukraine war will not affect its economic and military cooperation with Tehran.

The negotiations to revive the deal involve Iran as well as France, Germany, Britain, Russia and China directly and the United States indirectly.

Washington’s unilateral withdrawal from the accord and its reimposition of biting economic sanctions prompted Iran to begin rolling back on its own commitments.

Negotiators have signalled that talks had progressed into a “final phase”, but pending issues were still unresolved.

The United States has described Russia’s new demands “irrelevant”, while France warned they could dash hopes for a revived nuclear accord.

“Some people are trying to blame us for protracting the talks. I must tell you that the talks have not yet been finalised, even the text of a final agreement is not yet finalised,” Russian chief negotiator Mikhayil Ulyanov said Wednesday.

“Like any other participant we have the right to ask for something … It’s normal business,” he added.

“We have the right to protect our interest both in the nuclear field, as well as in the wider context,” he said. “All our trade and economic relations with Iran should be exempt from current and future EU or US sanctions”.

– ‘National strength’ –

The July 2015 deal gave Iran sanctions relief in exchange for curbs on its nuclear activities to guarantee it could not develop a weapons capability, an ambition it has staunchly denied.

Western countries have also voiced concern over other Iranian capabilities, including its ballistic missiles programme and regional influence and ties to armed groups from Lebanon to Yemen.

Iran’s supreme leader said Thursday that matters of “national strength” were not up for negotiation.

“Regional presence gives us strategic depth and more national strength. Why should we give it up?” Khamenei asked, in a statement on his official website.

“Nuclear scientific progress is also related to meeting the needs of the country in the near future, and if we give it up, from who and where we should ask for that in a few years?”

Tehran criticizes Washington's "new demands" and Khamenei refuses to give up "missile" and "regional"

The European Troika called on all parties to the Vienna negotiations to adopt a responsible approach
news-110322-iran.jpg?itok=p9_kjkpF

A photo published by Khamenei's website during his semi-annual address to members of the Assembly of Experts in Tehran yesterday

Yesterday, senior Iranian officials sent conflicting messages regarding what they described as "new American demands", with the nuclear negotiations in Vienna approaching a watershed stage. Iranian Leader Ali Khamenei said that "retreat" in front of the major powers "to avoid sanctions is a blow to our political power." President Ibrahim Raisi insisted on "red lines", while the Secretary-General of the Supreme National Security Council, Ali Shamkhani, blamed the United States for the "complication" of the completion of the Vienna talks aimed at reviving the nuclear agreement, in the wake of Western fears of prolonging the negotiations due to Russian requests related to the crisis. Ukrainian.
Khamenei, who has the final word on the regime, said that "proposals such as giving up the regional presence so as not to be a pretext for enemies, or abandoning scientific progress in the nuclear field, deal a blow to the national power."
Agence France-Presse quoted Khamenei's official website as saying, "The regional presence gives us strategic depth and greater national capacity. Why do we have to give it up? Scientific nuclear progress is also linked to meeting the country’s needs in the near future, and if we abandon it, from whom and from where do we demand that within years?”
Khamenei wanted to hit two targets with one arrow. On the one hand, he sent messages to the parties to the talks, and on the other hand, he reprimanded internal parties calling for reducing tension with international and regional powers. In this regard, he said, "Concession to America or any other power in order to remain safe from sanctions is a big mistake and a blow to political ability," noting that "there is nothing more naive and inexperienced than someone's proposal calling for a reduction in defense capacity in order to mitigate Enemy sensitivity. "People with flimsy and error-ridden proposals wanted to cut off some of the arms of the country's national power," he said. If this were allowed, Iran would have faced great dangers today. But (…) it was not possible to implement these proposals, and they were all nullified.”
Khamenei's hints are based on statements that Iranian officials attribute to demands by former Foreign Minister Mohammad Javad Zarif to stop missile tests to prevent damage to the nuclear agreement. The most prominent criticism of the missile tests, a few weeks after the implementation of the nuclear agreement, belonged to former Iranian President Hassan Rouhani in the 2017 presidential elections
. Yesterday, Khamenei was delivering a speech before members of the Assembly of Experts. According to pictures published by Khamenei's website, Rouhani was sitting in the first row.
Iran refuses to negotiate over its missile program or its regional activities represented by the Quds Force, the foreign arm of the Revolutionary Guards, which is classified as a terrorist organization.
In the wake of Khamenei's speech, Iranian Foreign Minister Hossein Amir Abdollahian told the European Union's foreign policy chief Josep Borrell that "the new US demands in the nuclear talks are illogical and contradict Washington's desire to reach a speedy agreement," Reuters quoted the agency as saying. Fars, affiliated with the Revolutionary Guards. On Monday, the European Union, which is coordinating the talks, said it was time to make political decisions to end the negotiations.
Meanwhile, the account of Iranian President Ibrahim Raisi on Twitter published a tweet of his words the day before yesterday, in which he said that Tehran "will not retreat from any of its red lines." "The government is aggressively seeking to lift the sanctions in the Vienna talks," he added on Twitter. Raisi said, "The government is continuing the nuclear negotiations in full accordance with the principles and framework set by the Leader (Khamenei)."
The sequence of implementation of the agreement
The Secretary-General of Iran's Supreme National Security Council, Ali Shamkhani, expressed doubts about the will of the United States to reach an agreement in the Vienna talks. He said on Twitter that in light of Washington's delay in taking the political decision, the talks would become "more complicated by the hour." He stated that the United States "has no will to reach an airtight agreement," adding, "The United States' approach to Iran's initial demands is to present unacceptable proposals (and) insist on a quick agreement under false pretexts." He did not go into details of the US proposals.
In the same context, the "Nornews" website of the Supreme National Security Council said that reviving the nuclear agreement cannot restrict Tehran's pursuit of its missile and space programs. "Iran is not ready to negotiate its defense capabilities and regional policies," he wrote on Twitter.
On Tuesday, the Iranian Revolutionary Guard announced the dispatch of a second military satellite (Noor 2) into Earth's orbit, on an "intelligence" mission. The US military says the same long-range ballistic technology used to put satellites into orbit could also allow Tehran to launch long-range weapons, including nuclear warheads. Last Saturday, the Revolutionary Guards revealed two underground bases for ballistic missiles and "suicide" drones capable of carrying "hide from radar."
Abdollahian expressed his support on Twitter, saying that sanctions "cannot restrain his country's progress," and referred to the launch of the Qasd missile that carried the satellite as "the efforts of Iranian scientists and the green uniformed people of the Revolutionary Guards."
The Iranian rejection of the new American demands comes a week after the Western parties announced the existence of strict Iranian demands, following the return of the chief Iranian negotiator, Ali Bagheri Kani, from consultations in his country. He returned this week for the second time to Tehran, and returned 24 hours after a lightning pause during which he conducted negotiations.
Iran also says it wants guarantees that no future US president will ever again abandon the nuclear deal. Emphasizing Iran's fears, former US Vice President Mike Pence said on Wednesday that if Washington agreed to a new agreement and the Republicans took power again, they would "shred up any new Iranian nuclear agreement on the first day."
For its part, the Revolutionary Guards' Tasnim Agency quoted an unnamed source as saying that negotiators in Vienna are still trying to address some major issues. He said that there are still two or three difficult issues to be resolved, and that Tehran is now also calling for a change in the implementation sequence of the agreement. He added that Iran wants to issue oil waivers first, and then verify the move by exporting oil and getting dollars through the banking system.
Western-Russian contrast,
White House spokeswoman Jen Psaki downplayed Iranian positions. "Our view is that we are close," she said. We have been close for some time.” "The end of negotiations is always like this, when the hard parts are usually discussed," she added.
In Paris, French Foreign Ministry spokeswoman Anne-Claire Legendre told reporters in a daily briefing, "We are very close to an agreement, but hopes are fading." "We are concerned about the risks of additional delays to the prospect of a deal. Together with our partners in the European Trio, we call on all parties to take a responsible approach and take all necessary decisions to conclude this agreement.”
European negotiators from France, Britain and Germany temporarily left the headquarters of the talks last weekend because they believe they have reached the maximum point they can reach in the negotiations, and that it is now up to the United States and Iran to agree on the outstanding issues.
Four Western diplomats told Reuters that the outlines of the agreement had been finalized and that only minor amendments remained, and stressed that Russia had now become the main obstacle.
With the negotiations recently reaching decisive stages, a new Russian position has begun to cast a shadow over the talks for days.
Foreign Minister Sergey Lavrov revealed that his country required, before supporting any understanding, to obtain written guarantees from the United States that the Western sanctions recently imposed on Moscow against the backdrop of its invasion of Ukraine will not affect its cooperation with Tehran in the economic and military fields.
Washington considered that Russia's position was "out of context" on the issue, as there was no link between the new sanctions and cooperation within the framework of the nuclear agreement, while Paris expressed its "concern" that the new demands would cause an additional delay in the agreement.
The Russian envoy to Vienna, Mikhail Ulyanov, criticized Western positions. "Some are trying to blame us for prolonging the talks," he told reporters on Wednesday evening. I have to say that the talks have not been completed yet, even the final text (of the understanding) has not been completed yet.”
He added, "Like any other party, we have the right to ask for something (...) This is normal, and those who do not understand this are not professionals."
He stressed Russia's right "to protect our interests (with Iran) in the nuclear field and in the wider world," explaining that Russia wants "all our commercial and economic relations with Iran to be exempt from current and future European and American sanctions."

The United States announced the confiscation of the cargo of two oil tankers, claiming that they were transporting more than 700,000 barrels of Iranian oil, in violation of the American embargo.

The US authorities confiscated this oil a few weeks ago, noting that “it was launched in 2020 from Iran and then underwent “transfers and fraud to conceal its source.”

The judicial file was not revealed until recently, after the oil was resold with an estimated value of between 38 and 45 million dollars.

According to these documents, an Iranian tanker targeted by US sanctions, Stark I, was painted in mid-October 2020 to evade satellites, and it loaded oil from an Iranian port and set sail.

At sea, 733,876 barrels of oil were transported aboard the Panama-flagged tanker M/T Arina, and both ships turned off their GPS during this very dangerous operation.

After stopping at several stations, the M/T Arina ship, in August 2021, off the coast of Cyprus, transferred part of its cargo, i.e. 220,793 barrels, to another oil tanker, the M/T Nostos registered in Liberia.

In October 2021, the United States issued a memorandum to confiscate this oil, and the seizure took place secretly shortly after, while negotiators were trying to revive the agreement on the Iranian nuclear agreement concluded in 2015.

Washington: $2 million a month to protect Pompeo and Hook from Iran

546 Arabic and international 2022/03/13 00:37

Baghdad today - follow up The US State Department revealed that it spends more than two million dollars a month to provide round-the-clock protection to former Secretary of State Mike Pompeo and his top aide, Brian Hook, following "serious" threats from Iran. "The cost of protecting Pompeo and former envoy to Iran Brian Hook between August 2021 and February 2022 amounted to $13.1 million," the department told Congress in a report. The Associated Press on Saturday obtained the report, dated February 14, and marked "sensitive but not confidential." Pompeo and Hook led the Trump administration's "maximum pressure" campaign against Iran, and the report believes that US intelligence assessments indicate that threats against them still exist despite their departure from the government and may intensify. The threats continued despite the Biden administration's participation in indirect negotiations with Iran regarding the return of the United States to the landmark 2015 nuclear agreement. As a former secretary of state, Pompeo automatically received 180 days of protection from the State Department's Bureau of Diplomatic Security after leaving his post. But Secretary of State Anthony Blinken repeatedly extended that protection in 60-day increments due to a "serious and credible threat from a foreign power or agent of a foreign power arising from duties former Secretary Pompeo performed while at the Department," according to the report. Hook, who and he and Pompeo were the main drivers of the Trump administration's imposition of crippling sanctions on Iran, received special protection from Blinken for the same reason Pompeo left government service. The decision was also repeatedly renewed in 60-day increments. The latest 60-day extension will soon expire, and the State Department, in conjunction with the Director of National Intelligence, must determine by March 16 whether the protections should be extended again, according to the report. The report was prepared because the special protection budget will expire in June and will require an infusion of new funds if the threats are deemed serious. Current US officials say the threats were discussed during the nuclear talks in Vienna, where Iran requires the lifting of all Trump-era sanctions. Those sanctions include designating Iran's Revolutionary Guards as a "foreign terrorist organization," which Pompeo and Hook were instrumental in approving.

Hey France, don’t worry about it, sleepy Joe is at the wheel and we really don’t care if Iran bombs us or not as long as they can sell us some oil…

IMO - Considering how FUBAR (F**ked Up Beyond Any Reason) this is, at the moment, it is all political theater. The power that be, in the "new world order", want Iran to have a nuclear bomb / capacity. They want chaos and uncertainty.

Iran is trying to provoke the US into a response for the attack on the consult in Erbil and take advantage of flaccid "Brandon" administration.

Iraq should respond to this attack on THEIR soil. the "target" is irrelevant.

Again, I may be wrong and will admit it, if so, but this is how it looks to me ..............

Nuclear negotiations... Tehran announces the settlement of half of the "red lines" with Washington

Baghdad - people

Iranian Foreign Minister Hossein Amir Abdollahian announced, on Wednesday, that he had resolved what he described as "half of the red lines" with the United States of America to proceed with talks aimed at reviving the nuclear agreement.

"We had four issues among our red lines in the final stages of the negotiations," Abdollahian said, according to the official IRNA news agency.

He added, "Among these four issues, in the past three weeks, nearly two issues were resolved and we reached the stage of agreement, but two issues remain, one of which is an economic guarantee," without clarifying the nature of the second issue.

But he stressed that "if the American side meets our remaining two requests today, we are ready to go to Vienna tomorrow" to achieve an understanding that reactivates the agreement, which is officially called the "Joint Comprehensive Plan of Action."

Iran and the major powers that are still members of the agreement (France, Britain, Germany, Russia and China) began months ago talks in Vienna to revive it, in which the United States, which withdrew from it unilaterally in 2018, participates indirectly.

The talks aim to return Washington to the agreement and lift sanctions it imposes on Tehran, in exchange for the latter's return to full compliance with its nuclear obligations.

Recently, the talks reached a "final" stage, and those involved in them confirmed that there would be few points of disagreement before reaching an understanding. However, the negotiations faced new complications, particularly Russia's request for American guarantees that the new sanctions imposed by the West on Moscow due to its invasion of Ukraine, would not affect its economic and military cooperation with Tehran.

On March 11, the European Union, which is coordinating the talks, announced the suspension of negotiations in Vienna "due to external factors", in a phrase that was interpreted as a reference to the new Russian requests. The union confirmed that those concerned will continue to discuss the agreement despite the suspension of negotiations in the Austrian capital.

Amir Abdollahian's statements came in Tehran, the day after his visit to Moscow and his meeting with his Russian counterpart, Sergey Lavrov, who confirmed that Russia had received "the required guarantees in writing. They were included in the agreements to re-launch the Joint Comprehensive Plan of Action on the Iranian nuclear program."

The Russian minister refused to hold his country responsible for not completing the agreement so far, noting that the final version had not yet obtained the approval of "several capitals, but the Russian capital, Moscow, is not one of them."

An understanding "on the table"

The 2015 agreement, concluded after years of hard negotiations, allowed for the lifting of sanctions on Tehran in return for reducing its nuclear activities and ensuring the peace of its programme. However, the United States withdrew from it under its former president, Donald Trump, and re-imposed harsh sanctions, prompting Iran to retreat from most of its commitments.

During the talks in Vienna, the Iranian and American negotiators do not sit at the same table, but the task of communicating between them is the other parties and the European Union, which is coordinating the negotiations.

Amir Abdollahian confirmed on Wednesday that Iran "will continue to exchange messages with the American side (...) through Enrique Mora," referring to the European Union diplomat.

Western countries express their desire for Iran to quickly return to its commitments, while Tehran stresses the priority of lifting sanctions, verifying this and ensuring that the US withdrawal from the nuclear agreement is not repeated.

Today, France reiterated the call for a speedy completion of the talks.

And her foreign ministry spokeswoman, Anne-Claire Lagender, called for consensus on the understanding "currently put forward" in Vienna to revive the Iran nuclear agreement, after Russia confirmed that it had obtained the required guarantees.

She stressed that there is an "urgent need to conclude" the agreement, in light of the acceleration of Iran's nuclear activities since the US withdrawal.

This comes on the day the Iranian authorities released three citizens of Iranian and British nationalities after years of detention in Tehran.

Nazanin Zaghari-Ratcliffe and Anousheh Ashouri left Tehran to return to Britain, while the Iranian authorities also released Morad Tahbaz, who holds American citizenship, and he will remain in Iran.

Also on Wednesday, London confirmed that it had paid Tehran a debt of 400 million pounds (467 million euros) dating back to the period before the Islamic revolution (1979).

On the sidelines of the nuclear talks in Vienna, US and Iranian officials hinted that the two sides were holding indirect talks about a possible prisoner exchange deal.

The two sides have previously carried out similar operations, and it is believed that each of them is holding four citizens of the other side.

Obama 2.0

Information / translation.

White House spokeswoman Jen Psaki blamed former US President Donald Trump for hastily withdrawing from the Iran nuclear deal, as talks on reviving the deal reached a critical stage.

And the British newspaper, the Daily Mail, stated in a report translated by the “Information” agency that “Washington is considering removing the Revolutionary Guards from the list of terrorism in order to ensure a return to the deal, while the press secretary of the House shifted to blaming Trump at the press conference, saying that “the deal has not been completed and we are Now we are negotiating this deal because Iran's nuclear gains threaten American interests." According to her claim.

And she added, "There is an urgent need to take steps to contain this, and this is why we are closely involved, and this is all as a result of President Trump's withdrawal from the deal and Iran's closeness to possessing the capacity and possession of a nuclear weapon and accelerating the time of its outbreak."

"We are here, thanks to the actions of the former president and the last administration, and it is in our interest and in the global interest to prevent Iran from acquiring a nuclear weapon," she added. According to her.

The report indicated that “Republicans are trying to pressure the Biden administration to prevent the removal of the Revolutionary Guards from the sanctions list, which is one of Tehran’s demands, but the White House spokeswoman did not rule out the possibility of lifting the sanctions, noting that “we are still in negotiations.”

Iran had previously revealed the Khyber ballistic missiles with a range of 900 miles and working with solid fuel, which is the latest weapon in its missile arsenal. finished/ 25 z

Israel urges Washington to remove Iran's Revolutionary Guard from terrorist list

Jerusalem (AFP) - Israel on Friday urged the United States not to remove Iran's Revolutionary Guard from its blacklist of "foreign terrorist organizations", accusing it of "killing thousands" of people.

Israeli Prime Minister Naftali Bennett and Foreign Minister Yair Lapid said in a joint statement that "the Iranian Revolutionary Guard is a terrorist organization that has killed thousands of people, including Americans," stressing that "it is impossible for us to believe that the United States will cancel its definition as a terrorist organization."

The statement continued, "The Iranian Revolutionary Guard is Hezbollah in Lebanon, Islamic Jihad in Gaza, the Houthis in Yemen and militias in Iraq, and was behind plans to assassinate senior officials in the US government."

The statement accused the Iranian Revolutionary Guard of "playing a role in the killing of hundreds of thousands of Syrian civilians." "They destroyed Lebanon and brutally persecute Iranian civilians with blood on their hands," he said.

On Wednesday, Washington indicated that it was "close" to reaching an understanding with Iran on reviving the 2015 nuclear agreement that limits Tehran's nuclear weapons program, in the latest indication of progress in the file after Iran released two Britons of Iranian origin.

"We are close to a potential agreement, but we haven't communicated it yet," State Department spokesman Ned Price said.

But Price refused to confirm or deny whether the Iranian hint referred to guarantees that Iran would demand even in the event of a political change in the United States, in addition to removing the Revolutionary Guards from the American list of terrorist groups.

However, he added, "We believe that the remaining issues can be resolved."

Iranian Foreign Minister Hossein Amir Abdollahian said on Wednesday that two "issues" remained stuck with the United States before reaching an understanding to revive the agreement on Tehran's nuclear program, in the currently stalled Vienna negotiations.

The 2015 agreement, concluded after arduous years of negotiations, allowed for the lifting of sanctions on Tehran in return for reducing its nuclear activities and ensuring the peace of its programme. However, the United States withdrew from it under former President Donald Trump and re-imposed harsh sanctions, prompting Iran to retreat from most of its commitments.

Israel considers Iran its archenemy, and between them there is a "hidden war". The Islamic Republic has repeatedly accused Israel of being involved in sabotaging its nuclear facilities. Likewise, Iran accuses Israel of assassinating scholars, the last of whom was Mohsen Fakhrizadeh, who was killed in November 2020 in Tehran.

Several Israeli websites have been subjected to cyber attacks in recent months, which experts attributed to Iran.

Bennett and Lapid's statement said, "The attempt to remove the Iranian Revolutionary Guard from the list of terrorist organizations is an insult to the victims and a disregard for the documented reality backed by conclusive evidence."

"We find it hard to believe that the IRGC's designation as a terrorist organization will be removed in exchange for a promise not to harm Americans," they added.

Bennett: The United States intends to remove the Revolutionary Guards from the list of 'terrorist organizations'

Baghdad - people

Israeli Prime Minister Naftali Bennett said that his country is very concerned about the United States' intention to "acquiesce in Iran's outrageous demand and remove the Iranian Revolutionary Guard from the list of terrorist organizations."

In a statement today, Sunday, Bennett added, during the opening of his weekly cabinet session, that "the Iranian Revolutionary Guard is the largest and bloodiest terrorist organization in the world, unlike ISIS or other organizations, which is supported by a state."

And he added: "This is not only an Israeli problem. Other countries, allies of the United States in the region, face this organization day after day."

He pointed out that: "In recent years, they have fired missiles at peaceful countries, and launched drones at Israel and other countries."

He continued, "So far, a terrorist organization affiliated with the Iranian Revolutionary Guard is trying to kill certain Israelis and Americans around the world."

"Unfortunately, there is still a determination to sign the nuclear deal with Iran at almost any cost, including saying that the largest terrorist organization in the world is not a terrorist organization," the Israeli prime minister explained.

He concluded: "Even if this unfortunate decision is taken, Israel will continue to treat the Iranian Revolutionary Guards as a terrorist organization, and will continue to act against it as we do against terrorist organizations as usual. Our future will be determined by our actions, not words."

A statement from the US State Department threatens Tehran's hopes for reviving the nuclear agreement soon

Baghdad - people

The US State Department said, on Monday, that the agreement to return to the joint action plan (the nuclear agreement) with Iran is "neither imminent nor certain," in the latest indication that the agreement may not be revived soon, despite assurances about the imminence of reaching an agreement with Western officials. .

And US State Department spokesman Ned Price said that Washington is preparing for the possibility of a joint return to the agreement, as well as a failure to return to full implementation of the nuclear agreement.

On the other hand, Price reiterated that Washington is ready to take "difficult decisions" to bring Iran's nuclear program back to its limits under the nuclear deal.

These statements came a few days after announcing the "closeness" of reaching an understanding with Iran on reviving the nuclear deal, Irish Foreign Minister Simon Coveney said on Saturday, as he expected an agreement to be reached in the Vienna talks on Iran's nuclear program within the next 48 hours. .

acceptable solution

For his part, Russia's permanent representative to international organizations in Vienna, Mikhail Yulianov, said that Iran and the United States need to "find a mutually acceptable solution to the last remaining issue to end the Vienna talks on restoring the Joint International Plan of Action."

He added in a tweet on Twitter, that it can be noted that "the unscrupulous allegations that Russia was an obstacle in the last stage of the talks were wrong."

Tehran stresses that there are only two “issues” that must be settled with Washington, which are “economic guarantees” that protect the country from international sanctions, in addition to the dispute over the Revolutionary Guards, which Iran is demanding to be removed from the US list of terrorist groups, a source familiar with the file told AFP. Press".

When asked about the two issues that Tehran says are stuck, the US State Department spokesman on Wednesday refused to confirm or deny the matter.

"We believe the remaining issues can be resolved," said Ned Price, adding: "We are close to a potential agreement, but we haven't communicated it yet."

And last week, Enrique Mora, the European Union coordinator in charge of administering the negotiations to revive the nuclear agreement, indicated that the negotiations have reached the stage of writing the "margins", meaning that the main text has been almost completely completed.

However, Russian demands curbed progress, as Moscow entered the negotiating line for written guarantees from Washington that the recent Western sanctions against Moscow would not affect its cooperation with Tehran in the economic and military fields.

However, Russian Foreign Minister Sergei Lavrov confirmed that Russia had received the "required guarantees."

Israeli anger

While it seems that Russia no longer constitutes an obstacle to reviving the agreement, Israel strongly opposes the United States' approval of the Iranian demand to remove the Iranian Revolutionary Guard from the US terrorist lists.

On Sunday, Israeli Prime Minister Naftali Bennett expressed his concern about the United States' intention to respond to Iran's demands, stressing that the Revolutionary Guards are "the largest and most lethal terrorist organization around the world... and unlike ISIS (ISIS) or others, a country stands behind it, which is Iran." ".

"At this very time, we also note a determination to conclude the nuclear deal with Iran at almost any cost, including declaring the world's largest terrorist organization not to be a terrorist organization," Bennett said.

He added, "But this price is more than it can bear," noting that "even if this unfortunate decision is taken, Israel will continue to deal with the Revolutionary Guards as a terrorist organization, and will continue to act against it, and as usual, the things that will determine our fate are the actions we do." And not just words.

On Friday, Axios website quoted unnamed American and Israeli sources as saying that the administration of US President Joe Biden is considering removing the name of the Iranian Revolutionary Guard from the list of terrorist organizations, in exchange for a public commitment from Tehran to reduce the escalation in the Middle East.

He stated that with the approach of reaching an agreement between the major powers and Iran on the Vienna talks, Tehran's demand for Washington to remove the Iranian Revolutionary Guards from the United States' black list of terrorist organizations "is the main remaining point of contention" to complete the agreement.

On the other hand, the website quoted two Israeli military sources as saying that the Tel Aviv government is "concerned" about the idea of removing the Revolutionary Guards from the blacklist of foreign terrorist organizations, specifically Washington's failure to ask Iran for specific commitments not to target the interests of the United States or its allies in the region.

Report: The Iranian nuclear file is on the cusp of two possibilities that lead to one result

Baghdad - people

All the signals coming from Vienna, Tehran, Washington and Moscow indicate that the Iranian nuclear file is on the cusp of one of two possibilities: the first; Returning Washington to the 2015 nuclear agreement without any additions or modifications to the terms of the agreement, with the possibility of discussing new additions or conditions “outside the agreement” on the “give and take” basis, in exchange for Tehran’s retraction of its five escalatory nuclear steps that followed the United States’ exit from the nuclear deal. The nuclear agreement, and the renunciation of the accompanying Iranian nuclear "acquisitions".

The second possibility is to go towards a "nuclear calm outside the framework of the nuclear agreement", in coordination with the "International Atomic Energy Agency", in parallel with activating a package of mutual measures aimed at creating an atmosphere of regional calm in the Middle East.

In both cases, it is assumed, according to the proposed statements of the parties, that Washington will lift most or all of the sanctions it imposed on Tehran during the maximum pressure campaign. And that Iran, and perhaps other international parties such as Russia, obtain economic guarantees, European and American, regarding freedom of economic and financial dealings and exchange with Iran. And that Iran could access its frozen funds abroad, in whole or in part. And all of this according to technical details that are explained long.

'A truce is out of agreement'

Washington has spoken frankly about the option of a "nuclear appeasement outside the nuclear agreement", after the recent Russian attempts to impede the progress of the Vienna negotiations, and its quest to impose conditions described as subjective, and related to the Eurasian conflict file rather than the Iranian nuclear file. This came in the words of US State Department spokesman Ned Price, who said that the United States is not ready to accept Russia's conditions, but if "external factors" make it impossible to revive the "Joint Comprehensive Plan of Action", for the sake of diplomacy, we will be ready to consider alternatives to prevent Iran of possessing a nuclear weapon.

For its part, Iran, under the current conservative government, has shown openness to regional dialogue with neighboring countries, perhaps in search of alternatives to submitting to US conditions regarding changing Iranian behavior in the region. However, this regional path seems required in light of the Biden administration's move away from the strategy of direct presence in regional files, and its resort to the policy of outsourcing. Although the regional mediation projects go beyond mediation between Iran and Saudi Arabia, and look at the crisis from a more comprehensive perspective, they do not take into account the strategic imperatives needed to resolve the Iranian knot. What makes them truncated solutions, the result of which is likely to give Iran the upper hand in any possible settlements; It does not take into account Iran's strategic perception of itself, its competitors, and the nature of its geopolitical project.

Regional mediation projects with Iran do not take into account the strategic imperatives needed to resolve the Iranian knot. Which makes them truncated solutions.

On the other hand, it seems that the Arab Gulf states do not mind a deliberate American and European openness to Tehran, which would support the Iranian economy, according to a clearly defined strategy to change the regime's behavior. However, none of the regional powers would want to witness a loose or unplanned economic opening; Any economic or monetary opening that is not part of a comprehensive strategy will not lead to the desired results in changing Iran's behavior.

The historical precedent of the 2015 nuclear agreement showed that the Iranian regime exploited the opening of the economic field in front of it to support its regional expansion projects and armament programs. While the sanctions experience in its two waves (the wave of 2005 to 2012 and the wave of 2018 to 2020) has proven to have a strong impact on curbing Iran's expansion programs and improving Iran's response to the demands of dialogue with the international community. In light of these facts, it is impossible to imagine any positive results that could result from a dialogue with Iran, without pressing economic, political and military papers. And if all the sanctions imposed on Iran, or the greater part of them, are lifted in return for a return to the nuclear framework, what can be offered to Iran in return for controlling its missile program, or stopping its project for regional hegemony?

Reducing Iran's trump cards

From the Iranian perspective, the nuclear file still occupies a pivotal position in the Iranian issue in general. It is the most influential file in shaping the features of the internal and external policies in Iran, and the most influential on the economic situation in the country. Indeed, it has become one of the most important files at the regional level, and at the level of international diplomacy. But from the Gulf point of view, a distinction should be made between the status of the nuclear file and the value of the nuclear agreement. The 2015 nuclear agreement has lost much of its strategic value and is no longer able to respond to existing developments and transformations, both inside and outside Iran.

In the years prior to 2015, the Iranian nuclear program was the most important file in the Iranian issue. The Iranian missile program was in an embryonic state at the time, and the ideological regional expansion project of the Iranian Revolutionary Guards and the region stumbled to the point where it forced it to seek help from Russia. As for the Iranian interior, the Revolutionary Guards had not completed a project to transform into a deep state.

The past seven years have seen the rise of new files; Iran's missile program has become more dangerous and diversified, as is Iran's program to manufacture drones. Iranian ideological and political hegemony has become a reality in at least four Arab capitals. These files are no less important than the nuclear program for the countries of the region, but they can be considered the most important from the Gulf perspective. Especially, since the main meaning of it is the Gulf neighbor. All of this requires rearranging priorities, and giving these files the same level of importance as the nuclear agreement.

It is not possible to imagine any positive results that could result from a dialogue with Iran, without the other parties possessing pressing economic, political and military cards.

In light of the growing missile threat from the Iranian Revolutionary Guards and its proxies in the region against Gulf, regional and international interests, it is natural for calls to increase to place restrictions on the Iranian missile program and Iran’s program to develop drones, to ensure that they do not threaten the core interests of the countries in the region. Within a program of work that could be supervised by the Security Council, it falls under Chapter VII. It may also be useful to discuss proposals such as establishing a "missile free zone" on both sides of the Gulf, as part of an expanded regional program, to limit their spread. However, it must also be recalled the need to adopt realistic and workable solutions to address the Iranian missile file. It seems that the various parties are still in the process of formulating their perceptions of possible solutions in this file.

As a proactive measure, more practical steps, such as more joint defense treaties with other countries, and the development of air defense capabilities in the Arab Gulf states, can contribute to reducing the Iranian winning cards in the missile file, thus reducing the importance of negotiating it, and encouraging Tehran to make concessions. . In this context, it is possible to read attempts at defense cooperation between some of the Arab Gulf states, and each of Israel and Turkey. The first is characterized by advanced air defenses, while the second is characterized by the manufacture of unmanned aircraft.

On the other hand, Iran has lost a large amount of its regional influence during the past two years as a result of the financial hardship, the banking obstacles it has experienced, and as a result of developments within the countries that host pro-Iranian militias. Iran's missile program has also declined due to the same reasons. In the context of intensifying political, economic and military pressures, Washington and several international and regional parties have classified or reclassified the Iranian Revolutionary Guard and many of its regional agents on international and domestic terrorist lists.

If the Vienna negotiations lead to an agreement, other controversial issues with Iran will remain suspended. The most practical alternative, then, may be to conduct a "regional dialogue with international supervision" on these controversial files

Post-Vienna: “Regional Dialogue” as a Possible Alternative

In the event that the parties in Vienna reach a formula for returning to the nuclear framework, or a formula for a nuclear truce, other controversial files will remain suspended. Perhaps the most practical and viable alternative is the idea of "regional dialogue under international supervision" on these controversial files. Within the framework of such a “regional dialogue,” the Arabs affected by Iranian hegemony attempts may find a way out of the escalation, and an alternative to the “bilateral dialogue” option in which Tehran has the upper hand and lacks any guarantee of Iran’s commitment to its results, and also an alternative to the option of “international dialogue with Iran" who did not take into account Arab interests.

But the success of such a regional initiative requires a unified Arab position, or at least a common position that includes the necessary minimum level of consensus regarding what is required in the Gulf and Arab countries of Iran in exchange for real and sustainable Arab and Gulf economic and political openness to the Iranian neighbor.

Perhaps the most prominent result that can be reached from the total of the bitter experiences that the region has experienced since the events of the so-called “Arab Spring”, is that achieving stability in the Middle East through imperial and unilateral attempts that currently exists is not possible. that any conceivable stability in the region must follow a consensual formula; This means that the interests of the various major and secondary powers in the region can be achieved practically at the negotiating tables, not on the battlefields, according to the Emirates Policy Center.

Washington sets a condition for removing the Revolutionary Guards from the terrorist list

Baghdad - people

The Axios website, quoting American and Israeli sources, reported that the White House has tightened its position over the past few days regarding removing the Iranian Revolutionary Guard from the terrorist list.

According to the report, the US Special Representative for Iran, Robert Malley, discussed the Iranian request to remove the name of the Iranian Revolutionary Guard from the list of terrorism in the talks he held indirectly with Iran by the European Union Coordinator for Diplomatic Affairs Enrique Mora.

He added that one of the US proposals in the indirect talks was for Iran to commit to easing tensions in the region.

But the well-informed American sources and the Israeli official told an Israeli reporter on the Axios website that Iranian officials, instead of committing to publicly declaring a reduction in tensions in the region, offered to send a tacit, non-public message to the US government.

A senior US State Department official told Axios, without commenting on this report: Washington's position has not changed and is still waiting for Iran's response.

This senior American official, who was not named, added that Washington is waiting until the end of the Nowruz holiday, although it hopes to receive an Iranian response soon.

On the other hand, Axios wrote, citing US officials, that over time, the Joe Biden administration becomes concerned about domestic attitudes within the United States itself regarding reviving the nuclear deal. Which means that an agreement at the expense of removing the IRGC from the terrorist list will cause internal problems for the government.

He added, "The lifting of sanctions against Iran will contribute to lifting the pressure on Iraq, and thus there will be stability in the field of investment inside the country."
