Jamal Cougar, a member of the Finance Committee in the previous parliamentary session, ruled out expectations that the current year 2022 will be devoid of the budget due to the delay in Parliament and the absence of a government, likely to be approved next June.

Cougar said, in an interview with the official newspaper, that "the absence of a budget for this year is incorrect, and the issue is far from the constitutional timing, because without a budget, it means that the new government will be a (caretaker) government and will not implement its government program, and if it does not implement it, it means that a quarter of its life It went without implementing its government program," he said, expecting that "the 2022 budget will be approved next June."

He added, "This year's budget will not contain anything new and will not differ from the previous one and will be similar to others, because the new government will have no room for creativity and the old government is the one who set the budget."

Regarding the Cabinet’s decision to create job grades, Cougar stated that “the funds for these grades are supposed to be included in the 2022 budget, but if the installation is according to (deletion and creation), it is possible, but any new installation is not possible.”

He explained that "according to the statements of the Minister of Finance that Iraq will lay off its employees after ten years, this means that the numbers are large, and according to international standards, the number of employees in Iraq is eight times the rest of the countries."

, a member of the former Parliamentary Finance Committee and the winning deputy, Jamal Cougar, suggested, on Tuesday, the approval of the draft financial budget law for 2022 next June, indicating that the budget will not differ from its predecessors.

Cougar said in an interview with the official “Al-Sabah” newspaper, “The lack of a budget for this year is incorrect, and the issue is far from the constitutional timing, because without a budget, it means that the new government will be a (caretaker) government and will not implement its government program, and if it does not implement it, it means that A quarter of her life has passed without implementing her government program, expecting that “the 2022 budget will be approved next June.”

They all are former until the new government attends first parliament session, and they take the oath. It does state winning deputy.... October 2021 election day the government was dissolved, beside the Council of Minster...which is consider a care taker Government.

they have always published rate changes as per IMF in April so realistically June is not far away

Thanks Engine!! Ok here are some facts..HCL is not passed... the census hasn’t been taken... the GOI hasn’t been formed .....have they even announced who the new PM.is.. the auctions are just trotting along... so how in the hell are they gonna RV with that laundry list of things to do...?? All of these years I though they were out of chapter 7 or what ever in the hell it is..... “Thrill me with your acumen “!!!

The guy that does “Rapid Updates” said his source that lives in Iraq stated that a meeting was held with some Iraqi Officials and Sadr at Malakis house. If this is true and I wouldn’t doubt it then we are screwed. Iran has been running this Country every since Sadaam was overthrown because the Bush Administration put Maliki in power and nothing has changed since then. No PM announced, No HCL, the budget for 2021 and 2022 hasn’t been passed and now Sadr has the largest block and he can’t be trusted. About a year ago the Pope was over there saying Iraq is ready for foreign investors to go in and a ton of MOU’s were signed but to no avail. These clowns have no intentions to RV anything and as long as they can steal from the auctions the dinar will never see the light of day. After all of these years they “devalued” the currency so what does that tell you. Wake up guys we have been duped!! It will take bankruptcy and a revolution before any change happens. There will be no progress made in Iraq because as long as Iran is pulling the strings no County will seriously invest in Iraq. The risk is too high.  China will do it but not the US and this is exact what Iran wants. The US made a colossal “F” they should have left Sadaam in power..... even he said we would regret it and now I see what he is talking about. What a waste.

Approval of the 2022 Budget will be either as easy or difficult as they choose to make it. No doubt the Obstructionist will play their part, however, behind the scenes ( as we should see ) Sadr will be issuing instructions and in no mood for Maliki’s shenanigans.

 

Im hoping/expecting THIS time for a no :bs: session with the 2022 Budget. Pass the darn thing Lickity Split like, RI/RV the long awaited and ridiculously long overdue IQD so we can all be as happy as happy people who have something to be happy about !!!!

I read an article to the contrary.  Sadr won't let Maliki attend any meetings that he goes to. Read it yesterday somewhere.

Earth News/ An informed political source revealed, today, Friday, that the head of the Al-Fateh Alliance Hadi al-Amiri canceled his visit to the leader of the Sadrist movement Muqtada al-Sadr in Najaf.
The source told Earth News, "The head of the Al-Fateh Alliance, Hadi al-Amiri, canceled his scheduled visit today to Najaf to meet with the leader of the Sadrist movement, Muqtada al-Sadr."
He added that "the reasons for the cancellation are due to al-Sadr's insistence on removing al-Maliki from any alliance that he enters into with the coordinating framework."
It is noteworthy that the head of the Al-Fateh Alliance, Hadi al-Amiri, was supposed to meet the leader of the Sadrist movement, Muqtada al-Sadr, today in Najaf, after the coordination framework held a meeting two days ago to discuss understandings with al-Sadr.
According to the statement issued by the coordination framework after its meeting, he stressed the closeness of ranks, and said, "We affirm our keenness to make the understanding with the Sadrist bloc and the rest of the national forces succeed in order to provide the best for the patient Iraqi people."
These steps come in light of the leakage of al-Sadr’s conditions for an alliance with the coordination framework, most notably the removal of the leader of the State of Law coalition Nuri al-Maliki from the framework, which was rejected by the forces of the coordination framework and adhered to the presence of al-Maliki, who has the largest number of parliamentary seats in the coordination framework.
It is noteworthy that Prime Minister Mustafa Al-Kazemi met yesterday in Najaf with the leader of the Sadrist movement, Muqtada al-Sadr, and no statement was issued after the meeting from the two parties, except for the publication of official photos.
Today, Friday, the political body of the Sadrist movement is supposed to hold an extensive meeting with the political forces, with the aim of preparing for the first session of Parliament, which is supposed to be held on January 9.

Amman, Jan. 9 (Petra) - Moamen al-Huri - The head and members of the Parliamentary Finance Committee called for the necessity of completing the pending projects affiliated with the Ministry of Public Works, represented by the desert road, the Irbid Ring Road and Salt Ring Road, and the Baghdad International Road.
This came during a meeting held by the Finance Committee, today, Sunday, headed by Representative Muhammad Al-Saudi, and the committee’s rapporteur, Representative Salem Al-Damour, to discuss the budget of the Ministry of Public Works and Housing and its departments for the year 2022, as part of the committee’s continuing to discuss the two draft laws on the general budget and government units 2022.
Representatives inquired about the audience. From the Ministry of Works, about the percentages of existing projects that the ministry is working on, the reason for delaying the delivery of some of them, and the extent to which bids can be issued for new projects for roads that suffer from poor infrastructure, and whether there are new projects for the Housing and Urban Development Corporation.
In turn, the Minister of Public Works, Engineer Yahya Al-Kasabi, said that the ministry is about to start work after nearly two weeks on the desert road for a distance of 17 km to complete the road, where the work period will be about 6 months. Al-Kasabi pointed out that the completion rate on Al-Salt Ring Road has reached nearly 97 percent, as a result will be reached to complete the project through grants and loans, to put forward the second phase. With regard to exploiting the outskirts of Sixty Street Road, and renting them to citizens as investment opportunities for the people of the area, according to a question by one of the representatives, Al-Kasabi said: “It is not permissible to rent anyone within the precincts of the road at all,” explaining that it is possible to benefit from the spaces outside the precincts of the road. On the Baghdad International Road, Al-Kasabi explained that due to the lack of financial resource allocations, the government was unable to rehabilitate the road, promising to rehabilitate it within the next year.
For her part, the Director of the Housing and Urban Development Corporation, Eng. Jumana Al-Attiyat, said that the Corporation will allocate a divided plot of land in the city of Salt in the Al-Azidiya region, as part of its projects, for the people of the region to benefit from the Corporation's projects, which are under procedures.
She added that the projects that the Corporation will work on during the current year are the completion of infrastructure preparation for the Al-Majd project in Zarqa, navigation projects, and a water line for the Jalloul project, in addition to training approximately 6-7 engineers in the Corporation.

Cougar: The new government has three options regarding the 2022 budget
  
{Economic: Al Furat News} The representative of the Kurdistan Islamic Union, Jamal Cougar, said that the new government has three options regarding the draft federal financial budget law for 2022.

Cougar told {Euphrates News}: "The approval of the budget for the year 2022 depends on the duration of forming the government and the time it takes."
He added, "We expect that once the government is formed, the budget law will be approved."
And Cougar: "The government has 3 options regarding the 2022 budget, either to adopt the budget prepared by the previous government, or to make some amendments, and the second option is to change the draft budget law."
He added, "The third option, if the formation of the government is delayed and the budget is not approved, the exchange will continue from 1/12 according to the Financial Management Law."
The Prime Minister’s advisor for economic affairs, Mazhar Muhammad Salih, revealed on the first of last December, the preparation of a budget that he described as “precautionary” for the year 2022, pointing to “the possibility of adopting the new budget on borrowing.” 
Saleh said, "The 2022 draft budget is ready, and for the first time it contains a clear plan for investment projects built for a period of three years, and each of these three years includes allocations so that there is no commitment and delay," revealing that "the 2022 budget was built on the basis of an oil price of 50 Dollars per barrel, although the current oil prices have risen to 80 dollars per barrel.

1. Article 62 of the constitution obligates the government to submit the final accounts to Parliament before approving the budget.. As for .. Article 8 of the Financial Management Law No. 6 of 2019 required the Ministry of Finance and Planning to submit a draft general budget law to the Council of Ministers at the beginning of September of each general ... 

2. Article 11 of the above law requires the financial management of the Council of Ministers after receiving the budget and submitting it to Parliament after discussing it in mid-October...

3... As for Article 13 of this law above, it said in the event that the general budget law is not approved until December 31, the Minister of Finance will issue instructions to spend at a rate of 1/12 of the total expenditures...

4. As for the Internal and External Borrowing Law for the year 2020 .. it is only according to which it is possible to borrow internal and external for the year 2020 only
