Baghdad/National News Center

Today, Monday, Adviser to the Prime Minister, Mazhar Muhammad Salih, set a condition for achieving financial balance and eliminating the planned deficit in the 2022 draft budget.

Saleh said, in a press statement, that "the average price of a barrel of oil if it reaches $75 over the course of the fiscal year, will achieve balance and the planned deficit in the 2021 budget will disappear by about 29 trillion dinars, in a total spending ceiling specified at about 129 trillion dinars."

He continued: “We must add another constraint, represented in non-oil revenues, which were estimated at about 20 trillion dinars, and they are not expected to achieve more than 40%, meaning that there is an actual self-deficit that has been generated, and it needs financing, and it will also be financed from the surpluses in the price of a barrel. oil.”

He added, "If it is assumed that the efficiency of the exchange in the budget is not 100% as some expect, then the average price of a barrel of oil is 75 dollars, it must achieve financial surpluses above the balance point of the budget."

He pointed out that “the possibilities of the 2022 budget, if the total spending ceiling is adopted by the same general budget law 2021 of 129 trillion dinars, with a possible increase of 5% in total spending, with an adjustment to the price of a barrel of oil, to be $ 60 a barrel instead of $ 50 that was announced.” Previously, this meant that no less than 65% of that deficit would fall even within the low price range of a barrel of oil in the general budget.”

And he added, by saying, “Assuming that the planned deficit will rise to be around 36 trillion dinars instead of 29 trillion dinars, and if we take into account the increase in the quantities exported of Iraqi crude oil in the year 2022 specifically after the end of the restrictions of the OPEC Plus agreement, which restricted the quantitative shares of member countries, the budget The equilibrium limit at the specified minimum price range will reach $60 per barrel of oil, even if non-oil revenues deviate from the starting line set for them, as price increases above $60 per barrel will compensate them in all cases.

He explained, "This means that the general budget in 2022 will achieve surpluses within the same fiscal buffer, especially if the average annual oil barrel increases to be at least $75."

He pointed out that “the surpluses will be divided in two directions, the first of which is to build a precautionary financial account called the Budget Stability Account, which is the government’s foreign reserve to meet the fluctuations of public budget revenues in the coming years, and it is called the Budget Stability Fund to achieve financial sustainability.”

He added, “The other side of the financial surpluses will be spent on investment projects, especially the faltering, income-generating and maximizing value-added projects, which absorb the momentum of unemployment and help raise growth in the gross domestic product by no less than 5% or double the annual growth of the country’s population, in a manner that achieves the minimum levels of economic and social welfare. “.

Shafaq News/ Mazhar Muhammad Salih, the financial and economic advisor to the caretaker prime minister, Mustafa Al-Kazemi, expected, on Wednesday, to cover the entire deficit in the federal financial budget for the current year after the rise in oil prices.

Saleh told Shafaq News Agency, "The rise in oil prices will contribute to covering the current budget deficit of 29 trillion dinars at a rate of 100%, provided that the planned non-oil revenues achieve a ratio of approximately 90-100% and not 30% as it is expected, to widen the fiscal deficit gap. in the general budget.

And he indicated that "there are two other things that still represent the concern of the difficult Iraqi economic equation, which is the modest annual economic growth expected to (positive 1%), which is less than the population growth rate of 2.6%."

Saleh explained that this "indicates the persistence of high levels of unemployment among young people, reaching about 23%, in addition to the increasing levels of poverty that still take from the prosperity of life for about 40% of the country's population."

He added, "This is accompanied by a creeping annual inflation that increased from 1% at the beginning of this year to about 9.5-10% annually."

Iraq is the second largest oil producer in OPEC after Saudi Arabia, with a production of about 4.5 million barrels per day, of which the country exports about 3.5 million barrels per day.

The country relies on oil sales revenues to cover up to 95 percent of state expenditures, which makes the country's rentier economy highly affected by the rise or fall of crude prices in global markets.

Sunday 07 November 2021 473Planning: mega projects within the 2022 budget

 Baghdad: Omar Abdul Latif

The Undersecretary of the Ministry of Planning, Maher Hammad Johan, revealed that there is an effort to include giant projects in the 2022 budget, expecting their ability to cover basic expenses, and that their deficit will be less than the current year's budget.
Johan told “Al-Sabah” that “next year’s budget can provide an initial ability to move the economy that has been exhausted by the Corona pandemic,” noting that “there is an effort to include projects that did not enter into force in this year’s budget within the 2022 budget, especially those projects that did not enter into force in this year’s budget. Giant projects related to people’s services, such as providing electric power combined cycles, the suspended train, Nasiriyah and Mosul airports, and infrastructure in Basra Governorate, as well as a quick response to the peak of bottlenecks in cities.
And he indicated that "all governorates have begun to breathe a sigh of relief due to the presence of budgets that move infrastructure projects, such as those that absorb the labor market by any name and satisfy people with the services provided to them."
Regarding job grades, Johan pointed out, "Any budget did not lack these grades even in the worst circumstances, noting that the issue is linked to the Federal Service Council and the state's ability to absorb more citizens into the public service."
The Undersecretary of the Ministry of Planning explained, "Iraq needs the "works program" proposed by Parliament, which proceeds with more absorption of the capabilities of the flabby public job, and opens paths for more important job opportunities for citizens at the level of the secured private sector, with their sense that the opportunity that was provided to them is the best, And that they are socially and health protected from any emergency situation they are going through.”
