Part of the tripartite alliance meeting in Baghdad (the Gulf)

Baghdad: «Gulf», agencies

Yesterday, Sunday, the Iraqi parliament announced, for the third time, the opening of the nomination for the position of President of the Republic for one time only and not renewing it, at a time when the complex of the Presidency of the Republic is still obstructing the formation of the government.

And the General Secretariat of the Council of Representatives stated in a statement, “The Iraqi parliament decided, in its third session of the first legislative term of the first legislative year, to open the nomination for the post of President of the Republic for one time only and not to renew it.”

On the other hand, the Triple Alliance held a meeting in Baghdad yesterday. The coalition said in a statement that "the Sadrist bloc, the Sovereignty Alliance and the Kurdistan Democratic Party held a meeting in Baghdad," without revealing any details.

The complex of the Presidency of the Republic and the struggle between the Kurdish forces to settle the position, each party to its advantage, makes the political scene in a state of crisis, waiting for a political exit to this whirlpool, especially after the Parliament voted on a decision to open the door for candidacy for the position for the third time, which proves the possibility of each party entering a candidate away from The other party, in a scenario whose scene was held, obligating the Federal Court to hold a voting session on the President of the Republic in the presence of two-thirds of the members of the House of Representatives.

The "State of Law" coalition, as part of its insistence on the principle of consociationalism, indicated its quest to dismantle the problems between the Kurdish forces and end the state of political blockage, while a Kurdish politician stressed the importance of activating the most important point within the early elections outcomes, while a third party emphasized that the vacuum in the democratic process in Iraq is A political vacuum, not a constitutional one.

The trio urges steps to form a government, and the coordination framework fails to prevent the formation of a national majority

Baghdad - Iraq today:

The "triple alliance" has intensified its dialogues during the last 48 hours, while it is expected that the curtain will come down this March on the last chapters of the political crisis that has been going on for nearly 5 months. Yesterday, Sunday, the House of Representatives announced the opening of the nomination door again for the post of President of the Republic for one time only and not to renew it.

And disrupted a series of decisions and interpretations issued by the Federal Court, the highest judicial authority in the country, the formation of the government at least two months from its previous dates.

The coalition, which includes the Sadrist movement, Sunni forces and the Kurdistan Democratic Party, is close to securing the two-thirds majority needed to elect the president of the republic.

According to Article 76 of the Constitution, the President of the Republic (after his election) assigns the candidate of the largest bloc to form a government.

On the other hand, the Shiite coordination framework is not sure of its next steps, at a time when the story of the “blocking third” declined after the last parliament session.

And the voting numbers in the parliament session - which was devoted to reopening the candidacy for the position of President of the Republic for a third time - showed the approach of the "triple alliance" to form the government.

Intense meetings

According to information received by the media, the «the tripartite alliance intensified its dialogues since last Saturday, to put the final touches on the formation of the government».

The coalition appeared to control about 60 percent of the parliament's seats in the parliament's opening session last January, and was able to pass its candidate, Muhammad al-Halbousi, and his two deputies to the parliament's presidency.

The information coming from the political corridors adds that the coalition is "very close to obtaining 220 or more seats to vote on the President of the Republic in the next session."

The "trio" repeated the scene of cohesion between its parties in the last session of Parliament, which was held on Saturday, in which the Council approved the reopening of the nomination for the position of President of the Republic for the third time.

Yesterday, the Triple Alliance stated in a statement that "the Sadrist bloc, the Sovereignty Alliance and the Kurdistan Democratic Party (the Triple Alliance) held a meeting in Baghdad."

And last Saturday, a statement was issued by the office of Al-Halbousi, Speaker of Parliament, confirming that he had received the delegation of the Kurdistan Democratic Party headed by Fadel Mirani.

The two sides discussed "the developments of the political situation in the country," according to the statement, which explained that they discussed "the next stage, and stressing the need to complete the constitutional dues."

The coalition has worked for weeks, behind the scenes, to gain and increase the number of its seats, as it is expected that it will move against the "neutral" category in the parliament.

The number of seats in the forces that did not officially announce their position towards either of the two sides of the conflict (the current or the coordination) is estimated at 46 seats.

According to the figures that appeared in the last session held last Saturday, the hypothesis of the “three” achieving a two-thirds majority in the event of the “neutral” team being co-opted And the

General Secretariat of the House of Representatives stated in a statement yesterday, “The House of Representatives decided, in its third session of the first legislative term of the first legislative year, to open the nomination for the position of President of the Republic for one time only and not to renew it.”

And last Saturday, the House of Representatives opened the door for nomination for the position of President

According to observers, the last session gave strength to the tripartite alliance, which appeared close to achieving a two-thirds majority .

And 203 parliamentarians out of 265 who were present in the session out of 329 total seats in Parliament voted to open the door for candidacy for a third time for the presidency.

According to the interpretation of the Federal Court last month, the voting session for the presidency of the republic needs a two-thirds majority (220 votes at least).

On the other hand, the coordinating framework appeared to have less than half of the number of seats that it was advertised holding.

In Saturday's session, only 62 parliamentarians abstained from voting on the decision out of the audience, and this was considered, according to observers, the size of the "coordinating party".

The Patriotic Union of Kurdistan, which is seen as an ally of the "Coordination", had announced its boycott of the last session.

In order to preserve civil peace,

the coordination framework justified the existence of this number by saying that there was no directive from the bloc to abstain from voting.

Mahmoud Al-Hayani, a member of the Coordination Committee, said that his coalition “attended the last session because he wanted not to disrupt the electoral benefits, and a message to preserve civil peace.

Shafaq News/ Leaks from the Coordination Framework camp crystallized into attempts to co-opt the Khamis al-Khanjar wing with its leader towards an alliance to be formed under the leadership of Nuri al-Maliki, to pull the rug of leadership in the formation of the next government of what is known as the Triple Alliance, where the dagger forms one of its sides.

Parallel to these leaks, the "Azm" wing confirms its continuation to work within the umbrella of sovereignty, which also includes an alliance of progress headed by Muhammad al-Halbousi.

The representative of the coalition, Mudar al-Karawi, told Shafaq News Agency, "Azm has not withdrawn from the alliance of sovereignty, and is still within the system of the tripartite alliance, and it is not true what he is promoting about withdrawing and entering into an alliance outside sovereignty."

The tripartite alliance includes the Sadrist movement, the Kurdistan Democratic Party, and the "Sovereignty" alliance, which includes most of the winning Sunni forces in the legislative elections that took place in October of 2021.

The leader of the Sadrist movement, Muqtada al-Sadr, seeks, through the tripartite alliance, to form a national majority government, while stressing the exclusion of the "State of Law" coalition led by al-Maliki, but the rest of the Shiite forces within the "coordinating framework" reject this and demand a consensual government in which all political forces in Parliament participate. Similar to previous courses.

In the meantime, the coordinating framework insists on its position, as a leader in the Shiite bloc pointed out, to Shafaq News, that there are preliminary understandings between the leaders of the Azm Khamis al-Khanjar alliance and the State of Law coalition Nuri al-Maliki, stipulating the joining of Azm deputies to the coordinating framework, or the alliance of stability to be announced soon ".

And the leader in the framework added, "Azm's accession comes against the background of disrupting the signature of Prime Minister Mustafa Al-Kazemi's decision to nominate a candidate from Azm to head the Sunni Endowment, which angered Khanjar and pushed him to negotiate with the framework and engage with them."

According to the initial indicators, the total number of those who entered into the "steadfastness" alliance so far has reached more than (135) deputies.

The Khanjar alliance currently includes Talal Al-Zobaie, Aisha Al-Masari, Mudar Al-Karawi, Nahida Al-Dayni, and Salem Al-Issawi.

And Prime Minister Mustafa Al-Kazemi had decided to appoint a new head of the Sunni Endowment Bureau, according to an official source, and a document issued by his media office, addressed to the General Secretariat of the Council of Ministers, included his fundamental approval to end the assignment of Saad Hamid Kambash from the tasks of running the affairs of the Sunni Endowment Office and returning it. To his previous work as an agent for the Chief of the Court.

Al-Kazemi’s decision to assign “Abdul-Khaleq Medhat Al-Azzawi” the duties of the position of head of the Sunni Endowment Bureau.

Member of the Law: We have reached a final and dangerous stage in naming the three presidencies

{Politics: Al Furat News} A member of the State of Law coalition, Imran Karkoshi, saw reaching a final and dangerous stage in naming the three presidencies.

Karkoshi said; For the program “Al-Mastra” broadcast by Al-Furat satellite channel tonight, that: “The blocking third is not the first thesis in the current stage, and pushing towards it is not in the interest of any political party and the public.
He added, "There is no proposal in the current scene to ensure political security and maintain economic security in the country, and it is difficult to predict the course of Thursday's session, and we have reached a final and dangerous stage in naming the three presidencies."
"We do not dictate much about the problem of the political process. The problem is not the election of the President of the Republic and the Prime Minister. The issue is in the government and economic programme, especially since Iraq is facing a big problem now," Karkoshi said.
"Now the problem with these political parties and currents is that they must have successful political programmes.
In my estimation, we are supposed to not put the egg basket in the basket of that party to pass the President of the Republic or the ministers, as the issue is not related to people but programs, and we reject the process of exclusion and dismantling.”
Karkoshi concluded, “The coordination framework sets criteria and conditions for choosing the President of the Republic.”

Abdul Wahed: The current session that violates the constitution and the region's budget will disintegrate the Triple Alliance

{Politics: Al Furat News} The head of the New Generation bloc, Sarwa Abdel Wahed, described the current session of the House of Representatives as "the most violating of the constitution," while she suggested the disintegration of the tripartite alliance as a result of the Kurdistan region's budget.

Abdul Wahed said; For the “Al-Mastra” program, broadcast by Al-Furat satellite channel on Wednesday evening, that “the current parliamentary session witnessed many constitutional violations, and the position of the President of the Republic will come with a majority;
And she added, "The presidential election session will not be determined without agreement on achieving a quorum, and the framework forces can play the role of the blocking third in Parliament."
"We have our candidate as an alliance for the people, Ribar Abd al-Rahman, and we will vote for our candidate in the first round, and we will not vote in the second round for the candidates of the Democratic Party and the Patriotic Union of Kurdistan, and we will decide to boycott the session or not," she said.
She added, "We want to remove this position from the monopoly of the two ruling parties. There are many parties that have the right to occupy the position. We will try, as a first step, to break the candidacy barrier, and we will not enter into consensus and proceed according to the principle of quotas, so we will not get the majority of votes to break the barrier."
With regard to the recent decisions of the Federal Court, Abdul Wahed explained, "We do not accept or reject all decisions of the Federal Court. It is not permissible to be selective, and everyone is supposed to accept and respect its decisions," calling for "a fair trial to hold the two major parties accountable for all violations and corruption in the Kurdistan region, and it is certain that they will be excluded on immediately."
She pointed out that "our problem is not with a person who is a democratic candidate for the presidency, but with marginalization, exclusion, corruption and lack of respect for the law, and the new generation and the extension movement will not participate in the next government."
And Abdul Wahed saw, that "voting in the parliament should be subject to national standards and not to partisan interests, especially since the situation has begun to change the political reality and the Iraqi street in general has become aware and knows the faults and will monitor diligently and where the final positions of the winning blocs will reach."
A political party offered us the positions of vice presidents, ministers and parliament in the new government, but it was rejected by the coalition’s decision.
This government failed to manage the crises. The political forces must accelerate the sessions and elect the presidents of the republic and the ministers. We expect the presidential chair to be democratic if the tripartite alliance continues to cohesion
. And an extension of building state institutions, establishing the law, the sovereignty of the country, and living in peace,” criticizing the Kurdistan Regional Government for “imposing a tax even on the breathing of citizens, and accordingly the regional government must be held accountable and its financial revenues verified.”
Abdul Wahed noted, "The presence of 4,500 villages in the region are destroyed, and the regional government did not build factories or laboratories to advance the reality of the Kurdish citizen, but came as men of authority, and we await the revolution of the hungry in the Kurdistan region, and we support any demonstration in it and join hands to remove the ruling authority."
And she continued, "Since 2011, the demonstrations in the Kurdistan region have not stopped due to the bad situation in which the citizens live. As for the dispute between the two ruling parties, it is based on positions and privileges, no more. All positions in the region are distributed among them. We do not trust this dispute and it is not important. It aims to gain time and attract the largest number of deputies." ".
And Abdel Wahed concluded, "If the citizens do not see real reform and change in the next government, the October demonstrations will return and more."
