Al-Tamimi said that Barham Salih will continue to perform his duties in accordance with Article 72 II of the Constitution and Federal Court Decision 51 for the year 2010, which confirmed the continuation of the President of the Republic in his duties in the event that a new president is not elected.
And he indicated that opening the door for nomination for the position of the President of the Republic again violates Article 72 II of the Constitution and Articles 2, 3, 4 and 5 of the Law on Candidacy for the Presidency of the Republic, as the ceilings and restrictions contained therein are unbreakable except by a decision of the Federal Court or the amendment of Law 8 of 2012 and the rule Legal says no diligence in the text resource. 
It is noteworthy that the General Secretariat of the House of Representatives, announced the names of the 25 candidates for the post of President of the Republic, including Hoshyar Zebari, before his exclusion by the Federal Court.

Iraqi Shia cleric Muqtada al-Sadr and leader of the Kurdistan Democratic Party (KDP), Masoud Barzani, on Thursday, agreed to move forward with forming a government that includes Shias, Sunnis, and Kurds.

A joint statement issued following a phone call between the two leaders read they discussed “the necessary steps for forming a national majority government.”

According to the statement, the two sides agreed to hold a meeting for the parliamentary blocs of the trilateral alliance.

The alliance consists of al-Sadr’s Sairoon Alliance -- which won 73 seats in the 329-member parliament during the Oct. 10 elections --, the Sovereignty Alliance (a coalition of Sunni parliamentary groups with 71 seats in parliament), and the KDP with 31 seats.

Iraq has been unable to form a new government since the Oct. 10 parliamentary elections amid differences between different political parties.

Shafaq News/ An informed source revealed today, Saturday, that an expected tripartite meeting will be held between the leader of the Sadrist movement, Muqtada al-Sadr, the Kurdistan Democratic Party and the "Sovereignty" alliance after the return of Parliament Speaker Muhammad al-Halbousi to Iraq.

 

Al-Halbousi is currently participating in the 32nd conference of the Arab Parliamentary Union, held in the Egyptian capital, Cairo.

 

The source told Shafaq News Agency, "The meeting that will bring together the three allies, the leader of the Sadrist movement Muqtada al-Sadr, Parliament Speaker Muhammad al-Halbousi and the leader of the Kurdistan Democratic Party or his representative, has not set a deadline, but the data indicate that it will take place after al-Halbousi's return from Cairo."

 

The source added, "Among the main axes that will be discussed is confirming the continuation of the tripartite alliance political agreements, most notably the oil file and the recent decisions of the Federal Court, in a manner that preserves the rights of the people without favoritism or courtesy. in calming down

 

And on Thursday, Kurdish leader Massoud Barzani made a phone call with the leader of the Sadrist movement, Muqtada al-Sadr.

 

The two leaders discussed, according to a joint statement, taking the necessary steps and coordinating the positions of the tripartite strategic alliance at the current stage in order to reach the formation of the national majority government, and they also agreed on the necessity of holding a meeting of the forces of the tripartite alliance in the coming days.

 

The tripartite alliance includes the Sadrist movement, the Kurdistan Democratic Party, and the "Sovereignty" alliance, which includes most of the winning Sunni forces in the legislative elections that took place in October of 2021.

 

The dispute intensified between the two Shiite poles represented by the Sadrist movement, which won the most votes in the recent elections, and the coordination framework that includes blocs that expressed their rejection of the election results.

 

The leader of the Sadrist movement, Muqtada al-Sadr, insists on forming a majority government that seeks to exclude the leader of the State of Law coalition, Nuri al-Maliki, who served as prime minister for two terms.

 

On the tenth of last October, Iraq held early legislative elections to get out of a political crisis that swept the country after large demonstrations in the central and southern regions in 2019 in protest against the widespread unemployment in society, the spread of financial and administrative corruption in government departments and institutions, and the deteriorating reality The service and the livelihood, which prompted the former prime minister, Adel Abdul-Mahdi, to resign under popular pressure.

 

As soon as the preliminary results of the elections were announced, the voices of political forces and actors rose in their rejection of losing many seats, accusing them of major fraud in the ballot, which was denied by the executive and judicial authorities, at a time when the United Nations and international organizations praised the integrity of the electoral process.

 

The Sadrist bloc topped the final election results approved by the Federal Supreme Court by obtaining 73 seats, while the "Progress" coalition led by Muhammad al-Halbousi won 37 seats, and the State of Law coalition led by Nuri al-Maliki won 33 seats.

 

The Kurdistan Democratic Party won 31 seats, while the Al-Fateh Alliance led by the Secretary-General of Badr Organization Hadi al-Amiri and the Kurdistan Alliance won 17 seats.

Shafaq News/ The State of Law coalition led by Nuri al-Maliki denied, on Friday, sending a letter to the leader of the Sadrist movement, Muqtada al-Sadr, asking him to reconsider his alliance with the Kurdistan Democratic Party, led by Massoud Barzani.

"Some statements may be issued by some representatives and leaders that do not necessarily represent the opinion or position of the bloc from which he hails as much as they represent his personal opinion," coalition spokesman Bahaa El-Din Al-Nouri told Shafaq News Agency, denying "sending a message to the leader of the Sadrist movement to clarify his alliance with the Democratic Party." Kurdistan".

He added, "We do not have a dispute with any of the political forces, and we are open to everyone in order to form a strong government capable of meeting the aspirations of the Iraqi street."

Al-Nouri stressed that "the State of Law coalition seeks with all parties to reach consensus with the Sadrist bloc and to go towards forming a consensus government that does not exclude one party without the other," noting that "his bloc does not oppose its deputies singling out attempts to unite the Shiite house with personal initiatives."

State of Law MP Aref Al-Hamami said in press statements, "The leader of the Sadrist movement, Muqtada al-Sadr, is required to reconsider his alliance with the Kurdistan Democratic Party, to form the new government."

Al-Hamami claimed that "this party violates the Iraqi constitution and Iraqi laws, especially since it is currently refusing to recognize and implement the Federal Court's decision regarding the export of Iraqi oil."

For his part, the representative of State of Law, Thaer fearful told Shafak News Agency, "Any criticism of any political alliance reveals a contradiction within any component, given that the alliances were and still are the same.

Regarding efforts to renegotiate and reunite the Shiite house again, he said, "As a representative of the state of law and one of the dignitaries of the province of Babylon, I had discussed with the Deputy Speaker of Parliament Hakim al-Zamili about the cooling of the relationship between the coordination framework and the Sadrist bloc, and the results of the talks were positive."

He added, "In the same context and in coordination with a number of sheikhs and dignitaries from a number of southern and central Euphrates governorates, the leader of the Sadrist movement was contacted to discuss solutions to rearranging the Shiite house, and it is hoped that the same sheikhs who have wide popular weight will try again to put forward a new initiative to overcome the dispute between the poles." Shiites, because al-Sadr has all the respect for the tribal sheikhs, and we hope that we will reflect this positively on the course of political matters in the future."

The dispute is raging between the Sadrist bloc and the forces of the coordination framework, especially with the State of Law coalition and its leader, Nuri al-Maliki, as internal and regional mediations have failed to restore relations between the parties because of al-Sadr's insistence on excluding al-Maliki from the political process.

He continued, "Al-Maliki's meeting with the lawmakers' coalition will discuss the dollar exchange rate file, in addition to distributing the coalition's deputies to the parliamentary committees."

The leader of the National Coalition, head of the Civil National Front, Iyad Allawi, said in a statement today, "The change in the dollar exchange rate came after consultations with all the blocs that participated in the government, and therefore the attempt to evade responsibility for this decision or throw it at others will not deceive the people."

    The leader -who preferred to remain anonymous- told Shafaq News agency that al-Sadr told Tehran and the Framework's leaders that he will stand firm to his position regarding his refusal of Nouri al-Maliki's participation in the new government.

     

    He added that al-Sadr is ready to lead the opposition and not be part of a government that al-Maliki is part of, noting that the Framework's leaders do not want things to reach such a stage, because it will make the government not last more than a year.

     

    Things between the Sadrist movement and the Coordination Framework are escalating quickly, especially amid al-Sadr's firm position not to let al-Maliki participate in the new government.
