The mystery of Al-Amiri's meeting with Al-Sadr... A move to tear the frame or an expanded majority?

NRT Arabic - Salah Hassan Baban

Today, Sunday, political analyst Haider Al-Moussawi ruled out the possibility of Al-Fateh leader Hadi Al-Amiri joining the coalition led by Al-Sadr at the expense of his defection or his withdrawal from the "coordinating framework" led by Nuri Al-Maliki.

Al-Sadr's office had confirmed in a brief statement to him, seen by NRT Arabia yesterday, Saturday: "Al-Sadr received the head of the Al-Fateh Alliance Hadi Al-Amiri in Najaf - Al-Hanana," without giving further details.

Earlier today, the former Minister of Construction and Housing, Bankin Rikani, revealed in a tweet to him on Twitter, followed by NRT Arabia, what he called the "ruling coalition" that includes Al-Sadr, Barzani and Al-Halbousi, in addition to Al-Amiri.

On the other hand, an informed source revealed that the Wisdom Movement led by Ammar al-Hakim and the Babylon Movement led by Rayan al-Kildani have joined the "ruling coalition".

Al-Moussawi says: "Al-Amiri's departure and meeting with Al-Sadr are nothing but understandings about the nature of the next stage with the possibility of reaching effective solutions for the purpose of everyone going towards a consensus government and not a majority, or an expanded majority government."

In his response to a question by NRT Arabia, the political analyst rules out the possibility that Al-Amiri will join Al-Sadr's alliance in exchange for his withdrawal or defection from the "coordinating framework" led by Al-Maliki, and indicates that Al-Amiri will not go alone to Al-Sadr, and if this happens it will be "marginal." As described.

Al-Amiri’s stay within the “framework” gives him more power - according to Al-Moussawi - than his going to participate in a government that gives him one or two ministries, but in return he becomes a “weak number”, at the same time unlikely to go towards “dividing” the coordination framework.

Earlier in the day, Al-Sadr reiterated, in a tweet to him, his adherence to a national majority government, saying: "Neither Eastern nor Western... a national majority government," but what drew attention was his use of the green color in his tweet, and this is what tweeters considered that changing the color of The pen refers to the joining of Al-Fateh to the Sadrist movement.

It is worth mentioning that the negotiations to form the new Iraqi government are still underway between the political forces amid a clear division between parties calling for a consensual government and others calling for a majority.

Shafaq News/ The comprehensive coordinating framework of Shiite forces pushes, on Sunday, to persuade the leader of the Sadrist movement, Muqtada al-Sadr, to form a compromise government, in the event of failure to enter a unified Shiite bloc that includes all parties.

Abadi's house

Earlier this evening, the coordinating framework forces agreed, during a meeting held at the home of former Prime Minister Haider al-Abadi, and in the presence of all the leaders of the Shiite political forces, to intensify efforts to re-form the "Shiite House" in addition to naming a candidate for prime minister, who is acceptable to all parties. .

Settlement - Satisfaction

The meeting focused, according to a source in the coordination framework, who told Shafak News Agency, on two things. The first is "in the event that all Shiite forces merge into a unified bloc, after the intervention of intermediary parties that have weight in the Iraqi file, it will be agreed to nominate a prime minister candidate who is acceptable to all because of his successful experience.

But in the event that these parties do not succeed in their endeavour, and the fragmentation remains in control of the Shiite forces, the framework will have (the right of veto) on any candidate submitted by al-Sadr for the prime ministership,” according to the source.

decisive meeting

The source noted that "the decisive meeting between the framework forces and al-Sadr, it is hoped that it will be held in Baghdad in the coming hours," noting that "in the worst case, al-Sadr will resort to forming a government of consent, which was discussed in the meeting, that is, some of the framework forces will join Al-Sadr’s government, most notably (Al-Fateh, Al-Nahj), and these will be given ministries to satisfy and preserve the Shiite identity of the government.

Nouri al-Maliki

He continued, "If al-Sadr insists on removing al-Maliki from the government, or any political alliance with him, the framework will acquiesce in this matter, but representatives of the state of law may participate in the government, or be entrusted with certain responsibilities, and the position of the Vice President of the Republic if it is activated. Al-Maliki will also be out of the race."

Crowd and corruption

The meeting also discussed, according to the source, "the file of the popular mobilization and its inviolability or dilution, in addition to combating corruption, as well as the importance of achieving balance in the form and content of the government in proportion to the electoral process."

negotiating committees

The meeting decided to activate the work of the negotiating committees between the coordination framework and the Sadrist bloc, to "discuss controversial issues and how to solve them diplomatically, provided that their meetings will be held tomorrow in Baghdad."

The source added, "It is hoped that the proposals and solutions that these committees will put forward in the upcoming meeting between the framework forces and al-Sadr will be discussed, if things go towards calm."

This coincides with the arrival of the commander of the Quds Force in the Iranian Revolutionary Guards, Ismail Qaani, on Sunday evening, to Iraq, and he made a visit to Najaf Governorate (180 km south of the capital, Baghdad).

Qaani made a round of visits that began with the shrine of Imam Ali in Najaf, after which he went to the Wadi al-Salam cemetery and visited the shrines of Muhammad Sadiq al-Sadr and Abu Mahdi al-Muhandis.

Meanwhile, an informed source told Shafak News Agency, "Qaani's visit to Iraq was aimed at holding meetings with Iraqi political forces to bring closer views on the file of forming the new Iraqi government."

The source added, "These meetings aim to work on unifying positions within the Shiite political house, after the differences that erupted recently between the coordination framework and the Sadrist movement."

Shafaq News/ The head of the State of Law coalition, Nuri al-Maliki, confirmed on Sunday that the coordinating framework forces are unified and are continuing in their dialogues with other political movements and forces to form the new government.

This came during a meeting of deputies of the new State of Law coalition in the Iraqi parliament, headed by Nuri al-Maliki, according to a statement provided by the coalition's media office, which was received by Shafaq News Agency.

The statement stated, "The meeting discussed and discussed a number of political and security files, as well as the events that accompanied the first session of the House of Representatives in its fifth session."

Al-Maliki stressed, according to the statement, the importance of "cooperating and working with all national forces within the parliament, overcoming all differences and staying away from the charged atmosphere and tensions."

The former prime minister reiterated the position of the State of Law coalition rejecting the "recent attacks against the headquarters of political parties and diplomatic missions," considering these attacks "criminal that do not want stability for Iraq."

Al-Maliki pointed out that "the forces of the coordination framework are unified and continuous in their dialogues with the rest of the political movements and forces, with the aim of strengthening the bonds of trust between the political partners, in order to unify efforts to achieve common national goals, and to form a consensual government capable of meeting the aspirations of the Iraqi people."

The dispute is raging between the Coordination Framework Forces and Sadr, who strongly refuses to enter into an alliance that brings him together with Maliki, whose alliance won 33 parliamentary seats in the elections that took place in October 2021, and thus (the rule of law) constitutes the backbone of the coordinating framework forces, while the Sadrist bloc won 73 Parliament seat.

Shafaq News/ A source in the coordination framework of the Shiite forces revealed, on Monday, the approval of the leader of the Sadrist movement, Muqtada al-Sadr, to include the framework's candidate in the list of candidates for the position of prime minister.

The source told Shafaq News Agency, that Al-Sadr "expressed no objection to Muhammad Tawfiq Allawi's nomination for the position of Prime Minister in a mini-list that also includes the current Prime Minister Mustafa Al-Kazemi."

He added, "This proposal was submitted by Al-Amiri to Al-Sadr regarding Allawi," noting that "the leaders of the framework do not object to Al-Amiri's move to nominate Allawi."

According to the source, who asked not to be named, "after the Federal Court's decision regarding the first parliament session, there will be a meeting between the leadership of the framework and the Sadrist movement to agree on a specific candidate to form a government according to political data."

The Sadrist bloc topped the elections held on October 10, with 73 seats, followed by the Progress Alliance with 37, the State of Law coalition with 33, and the Kurdistan Democratic Party with 31.

Al-Sadr is still sticking to his position aimed at forming a "national majority" government, which is rejected by the coordinating framework forces that are striving to persuade Al-Sadr to form a consensus government in which everyone participates, similar to previous sessions, in order to secure a foothold in the government.

 Baghdad: Muhannad Abd al-Wahhab

A state of cautious optimism prevailed about the possibility of rapprochement and making last-minute agreements between the two sides of the equation in the Shiite house, the coordination framework and the Sadrist bloc. to negotiate the entitlements of the next stage, most notably the selection of the next prime minister, who sources indicated that he is currently limited to three names on the table.
A special source told "Al-Sabah" that "there is almost agreement between the two Shiite parties on the mechanism for choosing the next prime minister by limiting the nomination of names to the hand of the leader of the Sadrist movement, Muqtada al-Sadr, provided that the coordinating framework has the right or (veto) to reject or accept those names." And the source indicated that "the list of names presented so far is three, including the former candidate for prime minister, Muhammad Tawfiq Allawi," noting that "Allawi's fortunes have increased in the last hours, and they are the largest among the other names."
A source in the coordination framework had revealed earlier that the leader of the Sadrist movement, Muqtada al-Sadr, had agreed to include a compromise candidate presented by the framework in the list of candidates for the position of prime minister.
And the source said: "Al-Sadr expressed no objection to Muhammad Tawfiq Allawi's nomination for the position of Prime Minister in a mini-list that also includes the current Prime Minister Mustafa Al-Kazemi and Haider Al-Abadi."

Al-Amiri began his visit with a meeting with the President of the Kurdistan Region, Nechirvan Barzani, and then met the Prime Minister of the Regional Government, Masrour Barzani. The media office of the President of the Regional Government said in a statement that, "At the meeting, they discussed the latest developments in Iraq and efforts to form a new government, and it was emphasized to intensify efforts to form a government that preserves the rights of all Iraqi citizens, achieves stability and a true partnership between the components, and addresses problems." between the Kurdistan region and the federal government on the basis of the constitution.” Al-Amiri also met with the head of the Kurdistan Democratic Party, Massoud Barzani, and discussed with him the political developments in the country.
This visit comes after a bilateral meeting between Al-Amiri and the leader of the Sadrist movement, Muqtada Al-Sadr, at the latter's residence in the city of Najaf, the day before yesterday, Saturday.
Meanwhile, the leader of the Al-Fateh Alliance, Fadel Al-Fatlawi, told Al-Sabah: "The results of the discussions led by Hadi Al-Amiri on the coordination framework in Al-Hanana and Erbil are positive and continuous," noting that "things are heading towards merging the framework and the current and forming the largest bloc between them."

Shafaq News/ A source in the Sadrist movement led by Muqtada al-Sadr revealed, on Tuesday, that the head of the "Victory" coalition Haider al-Abadi has become outside the accounts of the political blocs as a candidate for the position of prime minister of the next Iraqi government.

The source told Shafaq News Agency, "The number of candidates for the position of Prime Minister does not exceed the fingers of a hand," without mentioning their names.

He added that "Al-Sadr is the first and last decision-maker in choosing the person he deems appropriate to head the next government according to the perspective of the national majority," apparently in reference to Al-Sadr's refusal to nominate Al-Abadi for the position of prime minister of the new federal government.

Haider al-Abadi, former Prime Minister of Iraq, and one of the leaders of the coordination framework that includes Shiite political forces opposed to the results of the legislative elections that took place last year.

A source in the coordinating framework had previously told Shafak News Agency, that the framework had tried to push each of Haider al-Abadi or Muhammad Tawfiq Allawi as settlement candidates, in front of al-Sadr's mini-list that included Mustafa al-Kazemi with Sadrist figures.

The head of the Al-Fateh Alliance had made a quick visit to Erbil yesterday, Monday, during which he met with the Kurdish leader Massoud Barzani, the President of Kurdistan Region, Nechirvan Barzani, and the President of the Regional Government, Masrour Barzani.

Al-Amiri had proposed, during his meetings in Erbil, the name of Haider al-Abadi, a compromise candidate for prime minister, but this was met with the rejection of leader Massoud Barzani, according to another source.

The framework is trying to persuade al-Sadr to form a "settlement government" in the event that entry into a unified Shiite bloc comprising all parties fails, and this proposal enjoys the support of specific Iranian parties.

However, the private discussions between al-Sadr and the coordination framework did not reach a specific agreement, in addition to al-Sadr's rejection of the framework's attempts to include Nuri al-Maliki in the new government synthesis.

The dispute raged between the two Shiite poles represented by the Sadrist movement, which won the highest votes in the elections that took place on the tenth of October last year, and the coordination framework that includes blocs that expressed their rejection of the election results.

The leader of the Sadrist movement, Muqtada al-Sadr, insists on forming a majority government that excludes figures from the coordination framework who played an active role in the political process over the past years.

On the tenth of last October, Iraq held early legislative elections to get out of a political crisis that swept the country after large demonstrations in the central and southern regions in 2019 in protest against the widespread unemployment in society, the spread of financial and administrative corruption in government departments and institutions, and the deteriorating reality The service and the livelihood, which prompted the former prime minister, Adel Abdul-Mahdi, to resign under popular pressure.

As soon as the preliminary results of the recent elections were announced, the voices of political forces and actors rose in their rejection of losing many seats, accusing them of major fraud in the ballot, which was denied by the executive and judicial authorities, at a time when the United Nations and international organizations praised the integrity of the electoral process.

A member of the Democratic Party expects political changes in the next two days

{Politics: Al Furat News} A member of the Kurdistan Democratic Party, Majid Shankali, suggested political changes in the next two days, after the head of the Al-Fateh Alliance Hadi Al-Amiri visited Najaf and Erbil.

Shankali said; For the program “Al-Mastra” broadcast by Al-Furat satellite channel tonight, it said: “After Al-Amiri’s visit to Najaf and Erbil, I think there is a kind of solution and important understandings between the coordination framework and the Sadrist movement, but nothing official has been issued,” adding that “changes may appear within the next 48 hours.”
He added, "The Federal Court is the one who decides on the case of the independent deputy, Basem Al-Khashan, and the head of the age, Mahmoud Al-Mashhadani, next Wednesday."
He added, "If the case of al-Khashan is taken, then this is a different matter, because it is related to the nomination of al-Halbousi. As for al-Mashhadani, it is related to the constitutionality of the session, and we cannot judge the issue itself because the judiciary considers the evidence and defenses submitted by all parties, although some of its decisions in it bite the political spirit to move away from crises. ".
Shankali pointed out, "My view is that things will proceed with the life of the elected presidency in the House of Representatives."
With regard to the position of the presidency, Shankali explained, "Time is open with the Patriotic Union of Kurdistan and we are trying to reach an agreement, but unlike it, the 2018 scenario will be repeated in putting forward two candidates for the presidency.
We do not want to repeat this scene at all and go in agreement with the PUK."
Shankali welcomed "every step in the Shiite house's agreement to present a candidate for prime minister," concluding, "We and the National Union are strategic partners, and we will reach a state of consensus before the presidential election session."

The position of Prime Minister is under the spotlight and the names are crowded

Between a consensual settlement candidate and another according to the principle of the national majority, the list of competition for the position of prime minister is crowded with names amid positions and opinions that did not reserve, but it stipulated the presence of important factors in choosing the candidate, most notably acceptability, consensus and a new face.

Behind the scenes, the competition for the position of prime minister intensifies as the date approaches the constitutional timings. Five names, some of which were put forward as a political settlement and others according to the principle of the national majority, and between a candidate for a settlement or a majority, there is no dust or objection to all the names, provided they have political consensus, according to deputies in the coordination framework.

Political consensus on any candidate to take over the position of prime minister appears to be insufficient for some parliamentary blocs, as deputies from the State of Law coalition believe that the personality of the next prime minister should be new and not duplicated, in addition to possessing all the specifications that qualify her for the position.

The competition for the position of prime minister is the most controversial so far among the political forces. There are three scenarios that are the closest to resolving the position, and the closest to them is a consensual prime minister, according to deputies.
