Yesterday, Friday, political parties revealed the imminent return of negotiation and dialogue between the Sadrist movement and the coordination framework, at a time when the State of Law coalition refused to unilaterally form a government and exclude the other, indicating that this is inconsistent with the government of the national majority.

Shafaq News/ The State of Law coalition, led by Nuri al-Maliki, commented today, Saturday, on the existence of negotiations between the two Shiite poles, the coordination framework and the Sadrist movement in Iran to reach a common understanding on forming the next federal government.

The leader of the Sadrist movement, Muqtada al-Sadr, insists on forming a majority government that excludes figures from the coordination framework who played an active role in the political process over the past years.

If we discuss the issue outside the circle of wishes that ought to be, to the circle of reality and discuss what actually exists, I think that just taking one step towards a majority government is the beginning of breaking the structure of the political system on which the regime was founded in Iraq since 2003. The fragile alliances that Its function was confined to consensus towards the formation of governments, and it meets for one purpose only, which is to share senior positions and distribute ministries among the ruling parties. Throughout the past experience, it did not last long, as it represented a period of truce until the government passed, and political opponents later return to disagreement, rivalry and political strife. It may seem that the trend towards a majority government has begun to shift from speeches and an electoral program to a political reality, after its first features became clear in passing the presidency of the House of Representatives in the first session of its fifth session. As of writing this article, Mr. Muqtada al-Sadr is still clinging to the decision to form a majority government, and is not paying attention to the voices that are rising from the Shiite political parties, which have begun to wail and scream and warn against the disintegration of the "Shiite House".

The majority government is no longer a preferential option, whether it is achieved in this parliamentary session or its project falters. Disagreement and rivalry between the political parties can no longer be contained in the work within the title of the homes of sectarian and national components. The Sunni parties, although the majority of them agreed to nominate Muhammad al-Halbousi for the presidency of Parliament, but the agreement on sharing positions between determination and progress does not cancel the reality of the competition between them over the leadership of the Sunni political house, and there are other parties that did not enter into that agreement, they may have a position on the preponderance of the balance of leadership in favor one party at the expense of another party. 

The post of the President of the Republic is no longer able to contain and relay conflicts outside the borders of the Kurdistan region between the conflicting Kurdish poles within the region. The Kurdistan Democratic Party, led by Masoud Barzani, cannot accept the repeated failure of its candidate for the post, Dr. Fuad Hussein, as happened in 2018, when the Shiite parties preferred to pass Dr. Barham Salih to the presidency. Which Barzani considered a violation of his will and agreement, and he will not allow it to be repeated in 2022. 

Therefore, betting on the growing conflicts and disagreements within the political parties may be the decisive factor in stabilizing the reality of the majority government, as competition and disagreement between the two main Kurdish parties regarding the position of President of the Republic will be the second stop in the movement towards a majority government. After the first stop was the passing of the presidency of the parliament by agreement between the Sadrists, the Kurdistan Democratic Party and the Azm-Progress Alliance.

The real dilemma of the Shiite political parties is that the forces that meet under the title of the coordination framework still reject the idea of forming a majority government, as they are contrary to what they promote and talk about against the Shiite component and the inappropriateness of the political atmosphere to form a majority government, they fear the Sadrists’ monopoly in forming the government, as well as About her biggest fear of being forced to go to the opposition.

It seems that the main dilemma facing the majority government lies in attempts to maintain the pattern of thinking that believes that the ruling system must remain managed according to the logic of power-sharing between the major political players, away from the results of the elections, and the leaders of the political class must share the spoils of power without incurring responsibility to their audience.

We should not be surprised by the objection to going towards forming a majority government, because in the calculations of chance politicians and my political teenagers, it means a clear confrontation with the public, which they are accustomed to overlooking! If the majority government succeeds in achieving only one goal, which is to stop the repercussions of destruction and the chaos of uncontrolled arms, it will be scandalous to the forces that insisted on agreeing to share the spoils of power. Hence, it will be tantamount to issuing a death certificate to those forces that were partners in chaos and devastation and repudiate their partnership under the title of consociationalism in governance.

Whoever is accustomed to gaining power through trading in the slogan of defending the rights of the component, does not want to admit that this slogan has become expired in light of the accumulation of corruption, failure and chaos, and does not want to change that consumed discourse; Because he does not want to bother thinking about a new discourse in which he circumvents the public, which is accustomed to confiscating its right to choose who represents it through an electoral law that expresses clear features of falsifying the will of the voters, and the dominance of political leaders remains.

Overcoming mistakes is better than insisting on repeating them, so the political parties had no choice but to change the style of government that failed to gain the public’s trust, and failed to achieve a political, economic, and even service achievement that they could be proud of. Hence, forming a consensus on a majority government - even if it is without a political project - is much better than fragile alliances that produce weak consensus governments whose task is to manage deals and distribute state rents among the political mafias, in addition to their preference for governments produced by the binaries of consensus between political influence and the influence of arms. The uncontrolled, which is reflected in the loss of the prestige and sovereignty of the state.

The foreign ministry that they want to implement is to exclude a Shiite party, but it is not possible for anyone from the Shiite component to accept the exclusion of a major Shiite party, and to weaken the component despite the formation of the government through it.”
He pointed out that "there is no rupture between (the coordination framework) and (the Sadrist movement), but there is a difference over political action or the method of work, and the dialogues are still ongoing, and the state decision of the Federal Court will allow convergence of views between the two parties," and Al-Salami said that "our conviction is that That the Shiite component bloc is the largest, and it is necessary for (the framework) and (the current) to reach a consensus to be the largest bloc in Parliament.

Maliki is like a roach surviving a nuclear blasts.  Maliki changed parties so he can gain power while claiming he wants to work for the people.  This potato head only wants two things: money and power.  I agree with you that his presence turns my stomach too.  The hold up for years was Maliki not wanting to share the oil wealth.  Have his stripes changed?  Doubt it!  Maybe Sadr can tell him to shut up and sit down or he will be tarred and feathered.  We still have to wait for the courts to remove the injunction that the two Maliki cronies filed last week.

Iraq is witnessing continuous meetings behind the scenes, with the aim of reaching a consensus, which will push the new government into the light.

According to news reports from Baghdad yesterday, a meeting that included the leader of the Sadrist movement Muqtada al-Sadr and the leader of the Al-Fateh Alliance Hadi al-Amiri, was held at night to discuss the issue of government formation.

The information also indicated that al-Sadr insisted on forming a “national majority” government, as he describes it, without considering any other possibility. He considered that any talk of forming a consensus government is tantamount to suicide.

 

 
 
THE SADRIST LEADER ALSO renewed his adherence to excluding the participation of representatives of former Prime Minister Nouri al-Maliki, who is affiliated with his "Dawa" party within the coordination framework.

Al-Amiri hinted, according to the sources, that the doors of the government formation are open to the participation of the coordinating framework in the event that he abandons al-Maliki.

This information comes as the coordinating framework is expected to meet in the coming hours, at the home of former Prime Minister HADI AL-AMIRI , in order to discuss the outcomes of the Al-Amiri and Al-Sadr meeting.

The past few days witnessed a rise in the level of tension between al-Sadr and some parties loyal to Iran and affiliated with the coordination framework, especially after the Shiite leader agreed with the (Sunni) "Progress" alliance, led by Muhammad al-Halbousi, to elect the latter as speaker of the Iraqi parliament for the second time in a row.

However, the main reason for this tension remains THE ISSUE OF FORMING THE GOVERNMENT , which Al-Sadr insists should be representative of the winners in the parliamentary elections that took place on the tenth of last October, and showed a significant decline in the seats of the Al-Fateh Alliance (close to Iran), while Al-Maliki won more than 30 seats.

In this regard,  RIYADH AL-MASOUDI , a prominent member of the Sadrist movement, said, speaking of the Iranian camp, "Let us be realistic and simply say... that the losers (in the elections) do not form the government."

He also added, according to Reuters, "There is a strong front that includes (the Sadrist movement) and all the Sunnis, and the majority of the Kurds (Kurds) and many independents are able to elect .. a new government in a short period."

The commander of the Quds Force of the Iranian Revolutionary Guard, Brigadier General Esmail Ghaani, visited Iraq on Sunday evening.
The Iraqi Sabreen News channel, through its Telegram account, published photos and videos showing Brigadier General Ismail Qaani, visiting the shrine of Muhammad Sadiq al-Sadr (father of Muqtada al-Sadr), and Abu Mahdi al-Muhandis, deputy head of the Popular Mobilization Forces, in the Wadi al-Salam cemetery in Najaf.
 
For its part, the Popular Mobilization Forces in Iraq announced, in a statement, the visit of Qaani, Najaf Governorate. He said: "After having the honor of visiting the shrine of the Commander of the Faithful, Imam Ali, peace be upon him, in Najaf, he went to the Wadi Al-Salam cemetery to visit the shrine of the martyr Al-Sadr, the martyr Abu Mahdi Al-Muhandis and all the other martyrs."
Iraqi media said that Ismail Qaani's visit came with the aim of holding meetings with the Iraqi political forces, to bring together views on the file of forming the new Iraqi government, and to work to unify positions within the political house after the differences between the "coordinating framework" and (the Sadrist movement).
 
 
Muhammad al-Halbousi recently decided the presidency of the Iraqi parliament in his favour, after a discussion with Mahmoud al-Mashhadani, the oldest member of parliament, after he got 200 votes, while al-Mashhadani received 14 votes, and the number of invalid papers reached 14 votes, according to the "Sputnik" correspondent.
Parliament has an additional 30 days from the date of its first session to elect a new president, who will then ask the largest bloc in Parliament to form a government.

And in the statement received by "Nass" (January 16, 2022), "the coordination framework affirms the unity of its orientations in achieving the interests of citizens and protecting national unity, and its continuation of dialogue with the political forces to reach a solution that brings the country out of the dangerous juncture it is going through, and in In this context, the framework discussed the meeting of Hajj Hadi al-Amiri yesterday with His Eminence Muqtada al-Sadr and its positive outcomes, and urged intensifying meetings and dialogues with other partner political forces in the country.  

  

On Sunday evening, the coordination framework began a meeting at the home of the leader of the victory coalition Haider al-Abadi.  

According to informed sources, the combined framework forces will discuss the repercussions of the first session of Parliament, after the Federal Court announced that it will consider complaints related to the session next Wednesday.    

The meeting will also discuss the outcomes of Al-Amiri's meeting with Al-Sadr yesterday in Al-Hanana.
