The Kurds of Iraq... the presidency of the country and the differences of the region
The Kurds of Iraq... the presidency of the country and the differences of the region

Today, Thursday, the current Iraqi President, Barham Salih, officially submitted his candidacy papers for a second presidential term, after a member of the Political Bureau of the Kurdistan Democratic Party, Hoshyar Zebari, submitted his candidacy papers officially for the presidency of the Republic of Iraq, on Wednesday.

Observers believe that the dispute between the two main Kurdish parties, the Democratic Party and the Patriotic Union of Kurdistan, and their struggle for the presidency of Iraq , has become open and public, and that things are heading towards re-scenario 2018, when the two parties entered into a battle to decide who takes office.

According to well-informed Kurdish political sources, who refused to reveal her name, she spoke to Sky News Arabia, "The President of the Patriotic Union of Kurdistan, Pavel Jalal Talabani, adheres to the candidacy of the current Iraqi president, Barham Salih, for a second term, as this is an entitlement to the union and it is not permissible to interfere in its choices, but the party The KDP refuses to re-nominate Saleh, asking the PUK to choose another candidate or at least put forward several candidates.

The sources add: "The Democrat waited until the last minute for the Union to propose a name other than Barham Salih , but the opposite party stuck to its candidate, and thus the Kurdistan Democratic Party presented its candidate as well as a reaction, a member of the party's political bureau, Hoshyar Zebari , who is one of the prominent leaders in it and the uncle of President The party, Massoud Barzani, and the nomination of the personality of Bozen Zebari mean that the Kurdistan Democratic Party is serious about taking the presidency of Iraq this time."

However, observers believe that the two Kurdish parties are ultimately governed by consensus on one candidate, if they do not want the result of their sharp dispute not to negatively affect the internal situation in the Kurdistan region of Iraq and the delicate and delicate balance of power in it, and that the repetition of the presidential battle between them, as happened in 2018, will contribute In weakening the position of the Kurds in Baghdad.

Tension hangs over the relations of the two ruling parties in Iraqi Kurdistan

Other observers express their fear that this conflict in Baghdad between the two parties will be reflected in the Iraqi Kurdish region, warning of the worst, and the possibility of the return of the two-administration system in Iraqi Kurdistan.

In this context, researcher and political writer, Tariq Jawhar, said in an interview with Sky News Arabia: "Unfortunately, it seems that the 2018 scenario is repeated to the letter, and this is a very negative indicator and weakens the effectiveness of the Kurdish role in the Iraqi equation, and diverts the decision on the entitlement of the Kurds in the presidency of the republic. In the hands of the other parliamentary blocs, while it is assumed that those who decide the fate of those who will take this sovereign position, are the Kurds of Iraq in the first place.

And he continues: "The Kurdistan Democratic Party proceeded to try to obtain the presidency of the republic, after it won the share of the Kurdish component in the Presidency of the Iraqi Council of Representatives , by electing Shakhwan Abdullah, deputy speaker of parliament , Muhammad al-Halbousi , which represents a breach of Kurdish balances not only in Baghdad, but also in Kurdistan region as well, and it will have very negative repercussions on political stability in the region and even in Iraq as a whole.”

For his part, the writer and political analyst, Ali Al-Baydar, said in an interview with Sky News Arabia that "what is happening in the political disputes and competitions in Iraq is a healthy condition to correct the distortions of the Iraqi political scene, and create a state of rebellion against some of the norms on which the political process in the country is built." After the year 2003, especially since there have been great changes in the region and even the world, and accordingly there have been changes in the moods of the Iraqis and the degree of awareness they have about the flaws in the democratic process in their country has increased.”

He added: "The Kurdish house remains the most stable for the other Iraqi components, despite the intensity of this burning competition between the Kurds, which will not reach the level of breaking the bone, because they have common fateful issues, and for this they are ready to make painful and major concessions to each other, and for this we may witness Soon breakthroughs in this file, and the crystallization of consensus between the two main Kurdish parties competing for the presidency of Iraq."

Electoral entitlement has now become the decisive factor in determining political size and positions, especially the sovereign ones in Iraq, as al-Baydar explains, adding: “For this and the fact that the Kurdistan Democratic Party is the first Kurdish according to the results of the recent elections, it has the right to determine the identity of the President of the Iraqi Republic, and to win this sovereign position. ".

Over the past four electoral cycles, the Kurds have held the presidency of Iraq since 2006, as the three presidents of the republic, who have succeeded in the position are from the Patriotic Union of Kurdistan, through the Secretary-General of the party Jalal Talabani , the position for two consecutive terms, as the first elected and Kurdish president in the history Iraq.

Talabani was succeeded by the leader of his party Fuad Masum in the presidency in 2014, and he was succeeded in 2018 by the current Iraqi president, Barham Salih, after a heated competition with his rival, the Kurdistan Democratic Party candidate Fuad Hussein , who is now the Iraqi foreign minister .

Observers of the scene expect that if the two parties reach a consensus formula at the last minute, by adopting the scenario of excluding Barham Salih, for example, the prominent names being circulated for candidacy for the post of Iraqi president are Latif Rashid, the former Iraqi Minister of Water Resources, and Mullah Bakhtiar. , a member of the Supreme Political Council for the interests of the Patriotic Union of Kurdistan, and Muhammad Saber, the former representative of Iraq to the United Nations in Geneva.

According to the prevailing custom in Iraq after 2003, the position of the president of Iraq goes to the Kurds, the prime minister ship to the Shiites, and the presidency of the parliament to the Sunnis.

 Baghdad: Ali Abdul Khaliq

It surfaced recently that the negotiation process between the two Kurdish parties, the Patriotic Union of Kurdistan and the Kurdistan Democratic Party, has reached a dead end, reflecting the insistence of the two on different candidates for the post of President of the Republic. thirds.
The leader of the National Union, Ghiath Al-Sorji, said that his party is committed to the position of the Presidency of the Republic, "since this position is a political entitlement, and our only candidate until now is (Barham Salih) and there are dialogues with all parties to support this nomination."
Al-Sorji added in a press statement, "We warn against any difference between the two main Kurdish parties in the Kurdistan region of Iraq regarding the position."
He pointed out that "the repercussions of the dispute will push towards division between them and bypass the previous agreement since 2007 and the time of the former head of the National Union, Jalal Talabani, concluded with the aim of stabilizing the region."
This comes while the representative of the Kurdistan Democratic bloc Mahma Khalil said: "Hoshyar Zebari's candidacy for the presidency of the republic enjoys the support of Shiites and Sunnis, and it will pass with great comfort" in Parliament.
Khalil added that "Zebari enjoys broad acceptance and support from all Shiite and Sunni forces and allies of the Kurdistan Democratic Party within the region, with the exception of the Patriotic Union of Kurdistan," pointing out that "understandings and agreements between the forces have been reached for Zebari to assume the presidency of the republic."
He added that "the presidency of the republic is an electoral and constitutional entitlement for the Kurdistan Democratic Party, in addition to the great political role of Zebari in the political process over the past years and his acceptability with the political forces."
It seems that the PUK did not agree internally on a single candidate, as party leader Latif Rashid applied to run for the position of President of the Republic, which complicates the scene further, especially in light of the presence of more than one Kurdish candidate for the position, including Judge Rizgar Muhammad Amin.

{Politics: Al-Furat News} Al-Qanuzni expert, Ali Al-Tamimi, explained the possibility of a woman becoming prime minister or the republic, according to the Iraqi constitution.

Al-Tamimi told Al-Furat News that: "The Iraqi constitution did not specify in the candidate the most numerous bloc mentioned in Article 76 the gender of the candidate, but it came absolutely without restriction, and it was not mentioned in Article 77 of the constitution, which is the conditions of the candidate for the presidency of the Council of Ministers, which distinguishes between men and women, but rather it was general Includes male and female.
He added, "Also, Article 14 of the Constitution equalized between women and men in rights and privileges, and Article 16 of the Constitution supported that in terms of equal opportunities."
Al-Tamimi continued, "There is no legal impediment in the relevant laws that prevent a woman from taking over the presidency of the Council of Ministers. As for the doctrinal aspect related to the hadith of the Prophet, a people led by a woman will not succeed. It has nothing to do with the issue, neither from near nor from afar, as it came on a specific historical occasion and it is not a general legislation Rather, it is a special fact and does not constitute a general rule that must be applied.”
Al-Tamimi indicated that “the Holy Qur’an referred to the leadership of women in Surat Al-Naml..(They said, “We are the ones who possess strength and are given great valor, and the matter is up to you, so see what you command.”) And women are for their homelands of goodness and blessing.”
He concluded by saying, "The institutions that govern in parliamentary systems, not the prime minister alone, as in Germany..Merkel..and in India..Indira Gandhi."

Politicians: The Kurdish House is not united

Sunday 16 January 2022 307Politicians: The Kurdish House is not united

 Sulaymaniyah: Muhammad al-Baghdadi

For the first time since 2007, the Kurdish blocs arrive in the capital, Baghdad, without a clear agreement on what they repeatedly affirm that they deserve the positions. So far, there are still concerns among the leaders of the Kurdistan Democratic Union and the Kurdistan Democratic Party regarding the moves of each party to circumvent the other, and the agreement with the other blocs in isolation. About the internal Kurdish negotiations that did not reach anything.
The initial short list of candidates for the position of the presidency indicates a clear division even within the one party. While the leaders of the National Union confirmed that Barham Salih was the only candidate, the leader of the party, Latif Rashid, pushed his name to run, while their counterpart in the Kurdistan Democratic Party, Hoshyar Zebari, insisted that he did not. He gives up the candidacy.
The list of Kurdish candidates for the presidency includes two other names, the well-known judge Rizgar Muhammad Amin, and Khaled Sheikh Siddiq.
Informed sources told Al-Sabah that a negotiating delegation headed by Zebari will be in Baghdad soon to discuss the presidency and the form of Kurdish participation in the next government, which angers the Patriotic Union of Kurdistan, which fears the "marginalization" of the Kurdish role in the next government.
The leader of the Change Movement (Goran) Governor Latif Mustafa said: "The term Kurdish fears is not accurate, but rather the Kurdish blocs' fears over their interests in the government formation in Baghdad.
Mustafa explained, in an interview with "Al-Sabah", that "the Kurdish blocs are very divided, and it is more correct to ask about the fears and struggle of the two parties over the positions of President of the Republic, Deputy Prime Minister, and Governor of Kirkuk."
The Kurdish politician continued by saying: "The two parties will not go united to Baghdad. The Kurdistan Democratic Party is the one who decides, because the competing parties are weak," noting that "the union's partnership with the Democratic Party is formal, because the latter rules the region and controls money and influence," he said.
For his part, the media advisor to the leader of the Kurdistan Democratic Party, Kifah Mahmoud, told Al-Sabah that "the largest winners in the parliamentary seats, namely the Democrat, followed by the Patriotic Union, entered into in-depth discussions with the coordination framework and the Sadrist movement."
Mahmoud added that "the data confirms the existence of Kurdish efforts to unify the Shiite house, and the call to heal the rift between the Sadrist bloc and the coordination framework."
The researcher in Kurdish political affairs, Muhammad Fatih, criticized the current moves of the two parties, saying: "They are racing to obtain positions, without caring for the interests of the Kurdish people, and therefore they are afraid that they will not reach those positions."
Fateh added, in an interview with "Al-Sabah", "We, as a Kurdish people, are not afraid of being marginalized in the new government, but we are waiting for the formation of a strong government that takes into account the interests of all."
The writer and political analyst Mahmoud Al-Hashemi said that the results of the recent elections are not the decisive factor in the power industry and the government industry in the future.
Al-Hashemi explained to "Al-Sabah", "We used to adopt consociationalism and partnership as a principle in the political experience after 2003," adding that "this includes the differences that occurred in the first session of Parliament between the National Democratic Union and the Democratic Union, as these differences amount to major problems in which they are discussed about Digging up the past, and in the end everyone is subject to external pressures," as he put it.

He added, "This explains to us the agreement of the Sadr, Al-Halbousi and Barty bloc on a thief, and if the words are true, we are in front of us having a thief president of the republic with the blessing of reform."

The Information/Baghdad...
The head of the Iraqi Consultative Council, Farhad Alaeddin, confirmed, on Sunday, that the coordinating framework is capable of paralyzing the House of Representatives and disrupting the election of the presidency and the formation of the next government due to its parliamentary weight.
Aladdin said, in a statement reported by the Saudi newspaper, Asharq Al-Awsat, that "the House of Representatives will not vote on electing the President of the Republic without the presence of two-thirds of the number of members of the House of Representatives, which consists of 329 members, and this is the blocking third." According to this vision, if the majority of al-Sadr - al-Halbousi - Barzani remains in place during the session to elect the next president of the republic, who is the candidate of Barzani's party (Hoshyar Zebari), he needs not only to vote in the first round on two-thirds of the number of parliament members; Rather, the number of attendance during the opening of the session must be two-thirds of the number of parliament members.”
He added, "If two-thirds of the deputies attended and voting began in the first round, and one of the candidates did not get two-thirds of the votes, the two losing candidates will be excluded, and only two of the candidates with the highest votes will remain; In the second round, whoever gets the simple majority wins, even if it is by one vote.”
Aladdin clarified that “the blocking third will remain attached to Parliament; As out of the total number of deputies, there are about 75 deputies representing the coordination framework, which means that the remainder of the number of deputies will not exceed 250 deputies, and in the event that 29 deputies from other blocs and independents are absent, there will be a two-thirds quorum in Parliament, and the vote will not take place. finished/25
