Shafaq News/ A leader in the State of Law coalition said on Thursday that the Sadrist movement sent a message to the leaders of the coordination framework confirming that the Sadrist bloc did not participate in any government that includes the leader of the State of Law coalition, Nuri al-Maliki.

The leader of the State of Law coalition, Wael al-Rikabi, told Shafaq News Agency, "The Sadrists sent a message to the leaders of the coordination framework that the Sadrist movement will not participate in any government that includes the leader of the State of Law coalition, Nuri al-Maliki, although things were good and there was consensus and agreement between the two parties for the purpose of The formation of the largest bloc and the formation of the new government.

and between the stirrups; The coordinating framework is coherent and cannot accept the dimensions of one of its most powerful parties, especially that the State of Law coalition is the most numerous of parliamentary seats among the framework forces, and for this reason negotiations are continuing with the Sadrist movement, for the purpose of forming the largest bloc and the government, with the participation of all the framework forces, without exclusion any political party.

Shafaq News/ A source from the coordination framework revealed the reasons for the "failure" of the agreement between the framework and the leader of the Sadrist movement, Muqtada al-Sadr, and it was not possible to hold the meeting scheduled for Wednesday between the two sides.

The source told Shafak news agency, "The leader of the Sadrist movement, Muqtada al-Sadr, told the head of the Coordinating Framework delegation, the leader of the Al-Fateh Alliance, Hadi al-Amiri, who was going to al-Hanana to meet al-Sadr at his residence to complete the negotiations, of the need to resolve some issues that al-Sadr had stipulated during the two previous meetings with the framework before everything".

And that "the matter is related to resolving the participation of the head of the State of Law coalition, Nuri al-Maliki, in the next government, that is, refusing the latter's candidacy for any government position, in reference to the position of Vice President of the Republic, which al-Maliki's coalition aspires to."

He added, "Also, removing the leader of the (Azm) alliance, Khamis al-Khanjar, from the coordinating framework and preventing him from entering into any future alliances, and all of this is just pressure exerted by al-Sadr on the framework to accept the political map whose last features he defined."

However, the source added, "These differences will be resolved to reach a final agreement with al-Sadr and the signing of the document of the largest bloc, which will include the names of the deputies affiliated with it and their signatures on it, in addition to pledges to remain within the coalition to ensure that the deputies do not enter into more than one political alliance."

He pointed out that "a meeting soon will bring together the negotiating committees emanating from the coordination framework and the Sadrist bloc to end the alliance between the two sides before the parliament session scheduled for the ninth of this month."

The source concluded by saying, "Everyone (the framework forces) hopes to form a unified Shiite bloc that reassures all allies to proceed with the implementation of the understandings made by Shiite leaders with Kurdish and Sunni leaders."

And yesterday, Tuesday, an informed political source revealed that a delegation from the coordination framework of the Shiite forces (today) visited Al-Hanana, the residence of the leader of the Sadr movement in the city of Najaf, in an effort to persuade the latter to unite the Shiite house before the first parliamentary session on January 9.

The source, who is from the coordination framework, told Shafaq News Agency, "According to the agreement between the coordination framework and the Sadrist bloc, it is hoped that a delegation comprising representatives of the coordination framework will hold a third meeting with the leader of the Sadrist movement Muqtada al-Sadr at his residence in Hananah to complete the understandings regarding the formation of the largest bloc concerned with the formation of the government".

He added that "the leaders of the framework see that the unity of the Shiite component confirms the strength of his government that al-Sadr intends to form, especially since the coordination framework has kept the dialogue open with the Sadrist bloc in the hope of achieving the unity of the Shiite house because the break in the contract between them will harm everyone."

He explained that "the upcoming meeting will be under the title of a meeting of the joint committees to agree semi-finally on the controversial points, most of which were agreed to be resolved, including the status and address of the popular crowd, as well as the selection of the next prime minister by Al-Sadr, as well as the corruption files and the referral of those involved in them to the competent authorities." .

Al-Sadr seeks to form a "national majority" government, unlike the forces of the coordination framework, which are trying hard to find a foothold in the next government by forming a consensual government similar to previous governments.

The Sadrist bloc topped the elections with 73 seats, while the total seats for the Coordination Framework forces together amounted to about 60 seats; The State of Law coalition has 33 seats, the Al-Fateh coalition has 17, and the State Forces have 4 seats, in addition to other blocs, of which at least one deputy won in the recent elections.

Shafaq News/ The joint delegation of the two main parties in the Kurdistan Democratic Region and the Patriotic Union of Kurdistan is scheduled to visit the capital, Baghdad, today, Friday, to begin negotiations to form the new federal government.

According to the information available to Shafak News Agency, the joint delegation is headed by the leader of the Kurdistan Democratic Party, Hoshyar Zebari, and the leader of the Patriotic Union of Kurdistan, Imad Ahmed, who will hold a series of meetings with Shiite and Sunni political forces prior to the session of the Iraqi parliament in its new session next Sunday.

The information indicates that the delegation will discuss, during its meetings, the issue of naming the three presidencies (the President of the Republic, the Speaker of Parliament, and the Prime Minister) as well as the formation of the next federal government.

According to the information, the most prominent content of the negotiating paper carried by the delegation is the settlement of disputes and outstanding issues between Erbil and Baghdad, including the issue of employee salaries, the country’s public financial budget and the region’s share in it, and the oil and gas law, in addition to the Federal Council.

The discussions of the joint Kurdish delegation will continue in Baghdad until the first session of the Iraqi parliament is held early next week.

Since the approval of the Federal Supreme Court - the highest judicial authority in Iraq - on the results of the early elections that took place in October of the year 2021, the political forces in the country, including Shiites, Kurds, and Sunnis, have embarked on talks to form the federal government through meetings they gathered in Baghdad, Najaf and Erbil. .

The leader of the Sadrist movement, Muqtada al-Sadr, whose bloc won the highest seats in the recent elections, wants to form a national majority government, while the coordination framework that includes Shiite political forces rejecting the election results rejects the formation of a consensus government similar to previous governments formed after 2003.

The Kurdish and Sunni political forces refuse to support the position of one of the Shiite poles represented by the Sadrist movement, and the coordination framework at the expense of the other, and demand the necessity of an agreement between them to proceed with forming the government.

Between Majority and Consensus (Facebook)

The political movement is slowly escalating after the Federal Supreme Court ratified the results of the parliamentary elections, which witnessed objections from parties, the most prominent of which joined the Shiite coordination framework.

share

The session of the House of Representatives supposed to vote on the presidential candidate needs a quorum of at least 220 deputies in Parliament

The latest moves were the visit of the Sadrist negotiating bloc’s delegation headed by Hassan al-Adhari to the leaders of the Kurdistan Democratic Party in Erbil, whose outputs were not clarified through a statement issued by the Sadrist bloc in which it did not mention anything important except its discussion of “bilateral understandings to form a national majority government,” which confirms adherence to the declared position. , but without a clear position from the most prominent Kurdish bloc on this.

Insist on the majority

Although the statement did not clarify any outcomes of the meeting, the visit was considered a message to the Sadrists' adherence to the majority option, according to the vision of the State of Law coalition. The winning representative of the Kurdistan Democratic Party, Majid Shankali, confirmed the Sadrist movement's insistence on a political majority government.

Shankali indicated in a television statement, followed by "Ultra Iraq" after the visit, that "the party is advanced in its understandings with the Sadrist movement in exchange for the presence of important parts of the coordination framework that support the bombing of Erbil and the bases in the Kurdistan region and the presence of the PKK in the regions of northern Iraq," but Shankali insists on At the same time, the Kurds should not interfere in the Shiite-Shiite clash with its two parts: the current and the framework, each of which desires to form a government on a different formula, a majority and consensual.

In addition to this, the Kurdistan Democratic Party's differences with the Patriotic Union of Kurdistan and its allies over the nomination of the new president of the republic, Shankali confirms that his party refuses to renew the term of Barham Salih, the rival candidate in the region.

Abandoning the single majority

Despite the Sadrist movement’s declared slogan about the national majority, the movement’s leader, Muqtada al-Sadr, took the initiative to visit the coordinating framework together in Baghdad, before part of it responded to the visit to Najaf, which called on observers to put forward the hypothesis of giving up the idea of the majority and submitting to consensus, which the Sadrists reject in the statements.

The leader of the State of Law coalition, Jassim Muhammad Jaafar, says, "The Sadrists do not refuse to participate in the coordination framework, provided that they appoint themselves the positions," stressing in a television statement followed by "Ultra Iraq" that "the Sadrist movement left the idea of forming a majority government on its own" because it would not be able to form a majority government. National alone as seen by the leader in the rule of law.

This is confirmed by Ali al-Faili, a member of the Kurdistan Democratic Party, who says that the Sadrist movement wants to form a majority government with a taste of consensus and does not mind involving others in the government, but under its leadership, at a time when the coordinating framework wants to preserve the guarantor third in the government, according to al-Faili.

It is worth noting that the parliament session supposed to vote on the presidential candidate needs a quorum of no less than 220 deputies in parliament, which complicates the scene for those who want a majority.

The leader of the State of Law coalition, Jassim Muhammad Jaafar, puts forward a scenario in the same context that the coming days will be enough to dissolve differences, and says that "the Shiite house needs two to three weeks for consensus and then the formation of a new government, which may be in the month of next February."

rule out rule of law?

In a more clarification of the intentions of the Sadrist movement, the winning representative of the Kurdistan Democratic Party, Majid Shankali, believes that the Sadrist bloc wants to agree with part of the Shiite coordination framework, and it does not mind agreeing with figures in the framework such as Hadi al-Amiri, Qais al-Khazali and Faleh al-Fayyad, but - according to Shankali - it does not want to involve The State of Law coalition in the government, which the coalition leader Jassem Muhammad Jaafar considered not possible, stressing the participation of the State of Law coalition in the new government.

As Jaafar asserts that excluding the State of Law coalition from the government is not possible, he describes his going to the opposition as "harmful," and says that the coalition's opposition to the government will make it "fall within a period of 6 months."

In this context, his colleague in "State of Law" Wael al-Rikabi says that the coordinating framework is going to form the government in the event that the leader of the Sadrist movement refuses to enter into forming a consensual government, by agreeing with the Kurdish and Sunni blocs without renewing the current three presidencies.

Earth News/ An informed political source revealed, today, Friday, that the head of the Al-Fateh Alliance Hadi al-Amiri canceled his visit to the leader of the Sadrist movement Muqtada al-Sadr in Najaf.
The source told Earth News, "The head of the Al-Fateh Alliance, Hadi al-Amiri, canceled his scheduled visit today to Najaf to meet with the leader of the Sadrist movement, Muqtada al-Sadr."
He added that "the reasons for the cancellation are due to al-Sadr's insistence on removing al-Maliki from any alliance that he enters into with the coordinating framework."
It is noteworthy that the head of the Al-Fateh Alliance, Hadi al-Amiri, was supposed to meet the leader of the Sadrist movement, Muqtada al-Sadr, today in Najaf, after the coordination framework held a meeting two days ago to discuss understandings with al-Sadr.
According to the statement issued by the coordination framework after its meeting, he stressed the closeness of ranks, and said, "We affirm our keenness to make the understanding with the Sadrist bloc and the rest of the national forces succeed in order to provide the best for the patient Iraqi people."
These steps come in light of the leakage of al-Sadr’s conditions for an alliance with the coordination framework, most notably the removal of the leader of the State of Law coalition Nuri al-Maliki from the framework, which was rejected by the forces of the coordination framework and adhered to the presence of al-Maliki, who has the largest number of parliamentary seats in the coordination framework.
It is noteworthy that Prime Minister Mustafa Al-Kazemi met yesterday in Najaf with the leader of the Sadrist movement, Muqtada al-Sadr, and no statement was issued after the meeting from the two parties, except for the publication of official photos.
Today, Friday, the political body of the Sadrist movement is supposed to hold an extensive meeting with the political forces, with the aim of preparing for the first session of Parliament, which is supposed to be held on January 9.

It consists of 180 deputies.. Al-Sadr finishes forming the "largest bloc"

2022-01-07 13:48

Shafaq News/ Two well-informed political sources revealed, on Friday, that the leader of the Sadr movement had completed the formation of the largest parliamentary bloc that will be tasked with forming the next Iraqi government.
The two sources, one of whom is a leader in the Sadrist movement, and the other is a Sunni leader, told Shafaq News Agency, "Al-Sadr was able to form a large bloc that includes 180 deputies."
The two sources added that Al-Sadr will present his bloc in the first session of the House of Representatives next Sunday, accompanied by the signatures of the deputies, as the largest bloc that will be tasked with forming the next government.
Earlier on Friday, al-Sadr hinted at the political forces allied with him to form the next government.
Al-Sadr said in a tweet, "The will of the people is a national majority government, and any external pressures will not deter us from that, and any threats will increase us (determination), (progress) and (determination) towards an authentic, free and fair Iraqi (democracy)."
He added, therefore, they should be aware that the strength of (the sect) is from the strength of Iraq and the strength of its sects and races... and that any prejudice to the reputation of the sect and the reputation of the resistance through spreading threats and violence will not work.
Al-Sadr was referring to the Kurdistan Democratic Party (31 seats), the Progress Alliance (37 seats), the Azm Alliance (14 seats), and the Design Alliance (5 seats), in addition to the Sadrist bloc, which came first in the elections with 73 seats.
The two sources said that smaller and independent political blocs also joined the larger bloc formed by al-Sadr, which seeks to form a "national majority" government, in contrast to the coordination framework that works to form a consensus government similar to previous governments.
Al-Sadr needs the votes of a majority of parliament members (half plus one), ie 165 members, to pass the next government.
The first session of Parliament is scheduled to be held next Sunday to elect a speaker and two deputies.

She stressed that "the Kurdish delegation came with a draft, file and one letter."

Al-Najjar pointed out that "discussing and resolving the file of the candidate for the presidency of the Republic is premature, and the Democratic and National Parties did not address him, because the most important of them is the file of the rights of the Kurdish citizen, building an institutional state and providing services to the Iraqi people, which are more important files for us than positions," as she put it.

The joint Kurdish delegation between the Democratic and Kurdistan Union parties arrived in Baghdad today and visited the headquarters of the Sadrist movement's political body and held talks with the Sadrist bloc on the mechanism of convening the first session of the House of Representatives.
