Shafaq News/ A source close to the headquarters of the leader of the Sadrist movement in "Al-Hanana" revealed that the Sadrist bloc's seats had risen to more than 80 parliamentary seats, as a result of the alliances, indicating that the formation of the largest bloc is near completion.

The source told Shafak News Agency; "The Sadrist bloc has completed its negotiating dialogues with the parties close to it, which contributed to the current obtaining more than 10 seats, in addition to the 74 seats revealed by the election results."

The source added; The Sadrist bloc will announce in the first session of the House of Representatives its formation of the largest bloc after joining a seat from Wasit Governorate, along with two seats from Basra, affiliated with the Tasmeem alliance led by Governor Asaad Al-Eidani, as well as a seat from Nineveh Governorate, along with a number of independent representatives who also expressed their desire to enter into an alliance With the Sadrist bloc, which increased the seats of the bloc, whose number now exceeds (85) seats in a preliminary form, and the number may increase to more than that soon in the event that parties join what is known as the coordinating framework.

And he added, "The aforementioned number doubles after the official announcement of the alliance with the (Progress) party led by Muhammad al-Halbousi, which has approximately (40) seats, along with the Kurdistan Democratic Party led by Massoud Barzani with (31) seats, and some deputies who belong to small lists will join the Sadrist bloc." He pointed out that "until the date of the first session, the Sadrist movement will announce its largest bloc."

And he added, "The doors are open to all the forces wishing to enter with the current in a strategic alliance that serves the political process and establishes the pillars of the strong state."

He pointed out that "the issue of naming a candidate to head the government remains subject to Mr. Al-Sadr exclusively, and he will be revealed at the appropriate time."

The Sadrist bloc participated in the parliamentary elections with more than 100 candidates who won, 74 of whom won. The Sadrist bloc seeks to form a strong majority government capable of implementing the national government program proposed by al-Sadr.

Al-Sadr and the Shiite coordination framework held two separate meetings; The first in Baghdad resulted in breaking the deadlock in the relationship between the coordinating framework forces and the leader of the Sadrist movement. The second was held in Al-Hanana, Sadr’s residence, with a delegation representing the framework led by Hadi al-Amiri and the membership of the leader of the Asa’ib Ahl al-Haq movement, Qais Khazali, as well as the official of the Popular Mobilization Authority.

The meeting did not come out with agreements between the two parties except for reconciliation between (Al-Sadr and Khazali) after a rupture that lasted for several years.

The framework sees the conditions of al-Sadr (merging the Popular Mobilization Forces with the security institutions), limiting arms to the state, forming a majority government, not a consensual government based on electoral merit, not party, as a deliberate impotence to force the framework to abandon their demands and accept the majority government.

{Political: Al Furat News} A member of the coordination framework revealed a new visit of a delegation from the framework to Najaf governorate during the next two days.

A member of the framework for the State of Law Coalition, Kazem Radi told {Euphrates News}: "There are political discussions on arranging another visit for the leader of the Sadrist movement, Muqtada al-Sadr, during the next two days."

"The situation so far is ambiguous and work is underway to arrange the expected visit during the next two days," he added.

It is noteworthy that the expected visit of the delegation of the coordination framework of Mr. Al-Sadr will be the second within a week after the approval of the Federal Supreme Court for the election results on the 27th of last month.

Al-Sadr received last Wednesday at his home in Najaf, a delegation from the framework that included the head of the Al-Fateh Alliance Hadi Al-Amiri, the Secretary-General of Asa'ib Ahl al-Haq Qais Khazali, and the head of the Popular Mobilization Authority, Faleh Al-Fayyad.

Shortly after the meeting, the leader of the Sadrist movement published on his official pages on social networking sites a paper clip on which was written "a national majority government, neither eastern nor western."

While Al-Amiri described the meeting as "positive, responsible and based on the strong state's interest and success in the next stage," adding, "The discussion of guarantees of success in building the state will be completed and in the coming days we will have a return to Najaf again."

Al-Ziyadi stressed, "The State of Law coalition opposes passing the three presidencies in one basket," pointing out that "the parliament presidency must be voted on, and then the largest bloc will be assigned to choose the prime minister." 

On the latest developments in the meetings with the Sadrist movement, Al-Ziyadi explained that "there are no understandings so far with the Sadrist movement, and it is still early to say that there are understandings." 

Kazem Radi, a member of the coordination framework for the state of law, confirmed to Al Furat News, that "there is a new visit by a delegation from the framework to Najaf governorate during the next two days." 

Radi said, "There are political discussions on arranging another visit for the leader of the Sadrist movement, Muqtada al-Sadr, during the next two days."

Al-Hamami said in a press interview, "The coordination framework is coherent and very strong, and it is now continuing to negotiate with all Kurdish and Sunni political blocs, in addition to negotiations and consultations with the Sadrist bloc," noting that "all political blocs are waiting and relying in their positions on the results of the Shiite-Shiite dialogue."

The coordinating framework with the Sadr government, even if it costs the matter to isolate al-Maliki

A neighboring country is pressuring the Shiite forces known as the "coordinating framework" to arrange their papers with the leader of the Sadrist movement Muqtada al-Sadr - the holder of the highest seats - even if it requires sacrificing one of the leaders of the "coordinating party".

The framework forces visited al-Sadr, last week, in Najaf amid the absence of several parties, which prompted the latter to issue a statement that the meeting was with the Al-Fateh Alliance - one of the coordination parties - led by Hadi al-Amiri.

The winning political forces in the elections have less than a week to hold the first session of Parliament in its fifth session, and so far there is no clear agreement on who is the largest bloc that will name the prime minister, nor the names of the three presidencies.

It is believed that the next two days will witness the merging of one of the major Sunni parties with al-Sadr, and this may be announced in Najaf, where the latter's residence is, or in Baghdad, while the matter of the Kurdish forces remains unresolved so far.

Some opinions are that the differences between the political forces will not be resolved in one week, and the first session of Parliament may be held, which will be chaired by one of the leaders of the Azm Alliance, and leave it “open” in a “scenario” that has been repeated in previous sessions.

The President of the Republic, Barham Salih, signed the republican decree to call the new House of Representatives to convene on January 9th.

The President said, "It is hoped to meet the national demand by forming a capable and effective government that protects the interests of the country and enhances sovereignty."

He added that this "necessitates joining hands in order to achieve the reform required for a stable and prosperous Iraq."

The decree, a photo of which was published by the official agency, indicated that the oldest elected member of the new council would preside over the session.

Tehran's turn

Well-informed political sources indicate that the Sadrist movement is still the largest bloc, but the forces of the coordination framework are trying in any way to persuade the latter to merge with it.

And the failure of the “Coordination Committee” in the Baghdad and Al-Hanana meetings, which took place a few days before the end of 2021, to dissuade Al-Sadr from his position by forming a political majority government.

Sources close to al-Sadr told Al-Mada that "the delegation that visited al-Sadr brought back to him the idea of forming a consensus government," indicating that Iran "is pressing the framework to engage with al-Sadr in any way."

The sources confirm that "Tehran is angry at the loss of the Shiite forces close to it, and can accept any satisfaction, even if it is at the expense of removing Nuri al-Maliki."

The measures to reduce the escalation after the decision of the federal government to reject Al-Amiri’s appeals for the results, and the withdrawal of the demonstrators from in front of Al-Khadra after two months, appear to be courtship or a “goodwill” initiative to get closer to Al-Sadr.

Those who are absent from the meeting of tenderness

The delegation visited Najaf, headed by Hadi al-Amiri, amid the absence of al-Maliki, the former prime minister, who is the godfather of the “coordinating framework,” when the Sadrists had stated on one occasion that this formation was “fake.”

Also absent from the delegation was the representative of the leader of the Wisdom Movement, Ammar al-Hakim, who announced that he would not participate in the government, and former Prime Minister Haider al-Abadi.

Regarding the latter, the sources that were close to the meeting clarified that "Al-Abadi had agreed in the Baghdad meeting that took place last month that he wanted to participate in the government and wanted one ministry."

The State Forces Movement led by al-Hakim and al-Abadi won 4 seats, 3 of which were for al-Abadi, while the Al-Fateh coalition had lost more than half of its seats it had achieved in the 2018 elections, which witnessed widespread fraud by the recognition of the United Nations and the government at the time.

These sources speculate that "Al-Halbousi may visit Al-Sadr at his residence in Al-Hanana in the city of Najaf during the next two days to announce the alliance or vice versa."

Thus, the coalition will be the largest so far, as its seats will reach 116, with Al-Sadr owning 74 with the announcement of the only winner of the Wasit people gathering to join the latter, and Al-Halbousi 42 after 4 individual candidates joined the coalition.

A frantic competition is taking place between “Progress” and the “Azm” coalition led by Khamis al-Khanjar, which increased its seats to 32 after 4 political forces and 6 individual winners joined the parliament.

Coincidentally, Azm will lead Parliament in its first session, as a book issued by the Electoral Commission indicated that the eldest winner is Mahmoud al-Mashhadani, a leader in the Khanjar alliance, and also one of the most prominent candidates instead of al-Halbousi, along with Thabet al-Abbasi and Khaled al-Obeidi, who are all part of an alliance determination.

Rahim Al-Aboudi, a leader in the Wisdom Movement, expects that Al-Mashhadani will leave the first session - which is a protocol session - “open” until the differences are resolved.

The deputies elect a speaker and two deputies to parliament by an absolute majority in the first session, then parliament elects a new speaker by a two-thirds majority of the deputies within 30 days of the first session.

The latter assigns the candidate of the largest bloc in Parliament to form a government, and the Prime Minister-designate also has 30 days to form a government and present it to Parliament for approval.

Shafaq News/ An informed political source said on Monday that a delegation from the Sadrist movement arrived in Erbil, the capital of Kurdistan Region, to discuss with the Kurdistan Democratic Party about forming the new government.

A member of the Al-Fateh bloc, Ahmed Al-Moussawi, told Al-Sabah: "The framework agreed with Al-Sadr to crystallize all matters and come up with a unified vision through committees that choose a strong prime minister with a clear program set by the two blocs."
Al-Moussawi stressed that the presence of the Sadrist movement along with the coordination in the next government will enhance its stability, and said: "There must be an agreement, and the data confirm the formation of a consensus government during the next stage."
The winning candidate for parliament explained that "the Sunnis and the Kurds suffer from the same blockage," adding, "other than that, the framework will not wait long, as it may go towards declaring the largest bloc and forming the government, if the Sadrist movement insists on the majority government." The two blocs, according to the spokesman, will have to agree on "controversial issues" between the Shiites and the Kurds, especially the issues of Kirkuk and the oil and gas law. For his part, a member of the political bureau of Asa'ib Ahl al-Haq movement, Saad al-Saadi told Al-Sabah: "Al-Sadr did not present any conditions in return for his return to him and the formation of the largest bloc in the first session of Parliament."
