Shafaq News/ A source in the "Azm" alliance led by Khamis al-Khanjar revealed, on Monday, that understandings had been reached with the Shiite coordination framework to engage in a political alliance to form the new government.

The source told Shafaq News Agency, "The meeting of the (Determination) coalition with the coordination framework today discussed the political situation in the country and the repercussions that accompanied the election results, and the conferees stressed to stand at the same distance with all political parties and wait for the Federal Court's decision and ratification of the election results."

He stressed that "the political understanding between (Azm) and the leaders of the coordination framework will pave the way towards forming a political alliance in the next stage to form the new government."

For his part, the leader of the "Azm" coalition, Khamis al-Khanjar, said in a post on his Facebook page, which was followed by Shafak News Agency, "We received today the delegation of the Coordination Framework headed by Nuri al-Maliki, and we discussed the repercussions of the early elections and the accompanying political positions."

He added, "We in the (determination) alliance will commit ourselves to a national dialogue with everyone, and we will not be with one party at the expense of another, as Iraq cannot tolerate more disagreements."

Earlier today, the leader of the State of Law coalition, Nuri al-Maliki, headed a delegation that included a number of leaders of the coordination framework, and they met with the leader of the "Azm" coalition, Khamis al-Khanjar, and the leaders of the coalition to discuss forming the next government.

And a source from within the coordination framework, revealed earlier to Shafak News Agency, that "the framework will form three important committees, the first will undertake the task of political negotiation with the winning forces and determine the electoral maturity in the distribution of important positions (sovereign ministries)."

He pointed out that "the second committee is related to the implementation of the government program in accordance with the government's consensual strategy," noting that "the third is concerned with amending important laws, and amending the constitution or the so-called (mined laws)."

The coordinating framework includes the State of Law coalition with 33 seats, the Al-Fateh coalition with 17 seats, and the State Forces with 4 seats, as well as other blocs, of which at least one deputy won in the recent elections.

The "Progress" coalition led by Muhammad al-Halbousi had previously moved towards the Sadrist movement led by Muqtada al-Sadr, and the State of Law coalition headed by Nuri al-Maliki, to form the next government.

A member of the coalition, Yahya al-Ithawi, told Shafak News Agency, "There is a movement for an alliance that has advanced over the political blocs, most notably the Sadrist movement and the rule of law, and there are understandings between the coalition and the aforementioned blocs to form the next government after approving the election results."

On the other hand, the negotiating committee of the Sadrist movement, headed by the head of its bloc, Hassan Al-Adhari, held talks on Monday with the delegation of the Kurdistan Democratic Party headed by Hoshyar Zebari.

For his part, the head of the Kurdistan Democratic Party delegation, Hoshyar Zebari, said, "The sons of the Sadrist movement are among the closest parties that the Kurds want to reach an understanding with about forming the next government."

 Baghdad: Omar Abdul Latif

The "coordinating framework" identified 3 scenarios that could occur during the next stage, including the general situation going into dangerous slides, while the Al-Fateh Alliance indicated that this week will witness the formation of committees to negotiate with the Sunni and Kurdish components to agree on the three presidencies.
A member of the Political Bureau of the Movement of Wisdom, Dr. Muhammad Hossam Al-Husseini, told Al-Sabah: "The problems still exist in the (Shiite house), even after the two houses (Sunni and Kurdish) agreed between them and waiting for his decision regarding choosing the next prime minister," warning that "With the persistence of these problems, it is not possible to agree on the personality of the next prime minister."
He added that "the problem now is the lack of conviction in the results of the elections announced by the commission, and the confirmation of fraud in them through the evidence and evidence presented to the Federal Court to cancel those results, and in this case the objecting forces cannot agree on their outputs and negotiate them."
The member of the Political Bureau of the Movement of Wisdom identified 3 “scenarios” that may occur in the next stage, which are: “The situation remains as it is and the formation of a weak and unproductive government, or the general situation will go into dangerous slides that will be reflected on the street, or the forces will go towards a new political mixture that is built.” On different grounds, but it is the best, and this scenario is the least bad of the previous two scenarios.
As for a member of the Al-Fateh Alliance, Fadel Jaber Al-Fatlawi, he indicated that "the next few days will witness the formation of (the framework) committees to negotiate with the two houses (Sunni and Kurdish) regarding the next government."
Al-Fatlawi told "Al-Sabah": "The movement (the coordination framework) towards the formation of the government will develop after the approval of the Federal Court on the election results."
He added that "things will be resolved further in the meeting of the leaders of the (framework) with His Eminence the leader of the Sadrist movement Muqtada al-Sadr in Al-Hanana to reach satisfactory results," stressing that "all parties (the framework) will attend this meeting without exception."
A member of the Al-Fateh Alliance expected that "the picture will become clearer and a working paper will be prepared after the meeting of Al-Hananah regarding the nature of the next stage, and the features of (the largest bloc) will become clear and reach a merger between the two blocs (the Sadrist-frame)," noting that "continued incompatibility could create a problem."
 General".
It is noteworthy that the head of the Sadrist bloc, Hassan al-Adhari, drew, in a statement yesterday, Monday, "the importance of changing the course of the political process and leaving the language of quotas and distributing positions and wealth among the blocs that led to the country's reaching the edge of the abyss." A strong national majority government in cooperation with political blocs and parties.

The launch of the press conference to announce an opposition alliance between “Extension” and “The New Generation”

Baghdad - people

On Wednesday, the New Generation Movement and the Extension Movement held a press conference to announce an opposition alliance.

Pictures monitored by "Nass" (December 15, 2021), showed part of the conference, which was attended by the leader of the New Generation Movement, Shaswar Abdul Wahed, the leader of the extension movement, Alaa Al-Rikabi, and a number of leaders of the two movements, at the Sheraton Hotel in Baghdad.

The leader of the New Generation Movement, Shaswar Abdul Wahed, said during the conference that "Nass" followed, "We are not bound by this specific ideology, and we believe in the freedom of the Iraqi citizen, and we are working to consolidate the state of citizenship."

He added, "We have a political and electoral program aimed at making the Iraqi citizen the main focus of our knowledge."

He continued, "We are a civil opposition movement working to serve the citizen."

In addition, the leader of the extension movement, Alaa Al-Rikabi, said: "We promise all our countrymen that this bloc will be the resounding voice in the next stage and in this parliamentary session."

He continued, "We will present a different model in parliamentary work, and we will not participate in any quota government," noting that "we are working on the principle of consolidating true democracy in this country, and we are all hopeful and proud of putting our hands in the hands of our brothers in the homeland."

me_ga.php?id=30571me_ga.php?id=30572me_ga.php?id=30573me_ga.php?id=30574

Yesterday, the two movements announced their intention to hold a conference to announce an opposition alliance  comprising new winning parties and independents, while the spokesman for the "Extension" movement spoke about the most prominent of what was agreed upon.

Update : Later in the publication of this interview, the Independent Popular Bloc announced that it would not attend the meeting.

"Nass" interviewed Manar Al-Obaidi, spokesman for "Extension", who talked about the nature of the understandings that preceded the expected announcement, and the most prominent participating forces and personalities.

Al-Obaidi said that his movement announced early on that it was heading to the opposition, and that there were understandings with partners and forces of similar orientation.

He added, "The New Generation Movement has made it clear that it is on the same path that we believe in, which is to take the side of the opposition to the next government, as well as the independent candidates who will attend tomorrow's conference."

And he stated, "Our decision to go to the opposition came clearly because we were unable to win or form a majority, and because we do not believe in forming a consensual government as has been the case over the past years, and therefore, we decided to oppose the next government."

Regarding the understanding with the "new generation", Al-Obaidi said that this goes back to the period before the elections, when the two parties (the extension and the new generation) engaged in "deep discussions, negotiations, and a series of long meetings and pledges that led us to rapprochement and announcing the alliance."

He continued, "The basis of our alliance is not to participate in any way in any executive position in the government, and this is what we agreed upon with the forces that will attend tomorrow's conference, on top of which is the "Independent People's Bloc" (6 seats), in which the position of coordinator holds the winning candidate independent of Najaf Governorate Muhammad Anouz.

Al-Obaidi confirmed that "Mohammed Anouz and the winning candidates, members of the Popular Bloc in the name of Khashan, Hadi Al-Salami, Sajjad Salem, and Osama Karim" will attend tomorrow's conference and they are part of the coalition, along with a number of other independents.

Al-Obaidi attributed the movement’s statement to only mentioning the alliance between “Extension and the New Generation” and not mentioning the rest of the forces participating in tomorrow’s conference, to security reasons or understandings between members of the prospective opposition alliance.

Regarding the path of the opposition coalition, Al-Obaidi said that "the coalition will move to exercise its oversight role in the main, and will seek to enter parliamentary committees, or obtain their presidency, but without political consensus, or bargaining over our principles or having to vote for any future government."

According to al-Obeidi, the number of members of the expected opposition coalition is more than 25, and there are understandings with other independents, which will open the way for the number to exceed 30 deputies.

Al-Obaidi said that there are several opinions among the winning independent candidates, some of them want to enter explicitly in the government and obtain executive positions, and others prefer to wait for the scene to become clear before they take the opposition’s decision, while some of the winners focus on local service affairs, and do not want to engage in a confrontation by joining To an opposition alliance. As for the forces that will meet tomorrow in the "Sheraton", they will be united by agreement on the opposition, and the start of an opposition parliamentary program aimed at providing an unprecedented experience in the field of parliamentary oversight.

Al-Obaidi also said that the opposition coalition has not yet made up its mind about its desire to enter the Presidency of Parliament, or to try to obtain the position of one of the two deputy speakers of Parliament, indicating that this issue has not been discussed so far, and concluded with the phrase "for every recent incident."

The coordinator of the independent popular bloc, the winning candidate, Muhammad Anouz, spoke  earlier about the latest steps to establish the opposition bloc within the parliament.

Anouz stated that "the independents were distributed among the blocs and parties, and few would stand to face the quotas and spoils that prevailed over the past four sessions," explaining that "not all independents have the same level of experience and readiness in the goals they announced to their audience that they are independent and far from their personal interests."

Anouz added that "the popular bloc is heading to strengthen parliamentary oversight, which has been absent for four sessions," stressing that "our number is increasing day after day, and it will be more than the current one, and more influential," noting that "the number of independents in the popular bloc is (6), and an extension (9) In addition to the movements of the new generation, the radiance of Kanon, and some of the winners here and there, which means that our number will increase in the coming days.”

The Shiite house is boycotting the marathon of negotiations in Baghdad, delaying the resolution of the largest bloc, and the news of Najaf that Muqtada al-Sadr, the leader of the Sadrist movement, has postponed the confrontation of al-Hanana, and no longer wants to meet his opponents in the coordinating framework, and is studying an alternative plan in the coming days.

As for the framework, it moves in two directions, as it sets one foot in the negotiations and another in the Federal Court, while sources report that the framework forces were divided into two groups, the first pressing for appeals to prolong the period of ratification of the election results, and the second preoccupied with alliances.

The State of Law coalition headed by Nuri al-Maliki says that it is close to forming a “political institution” between the framework and friendly poles, to crystallize a “mixture” that brings together winners and losers.

But even this mixture is not expected to give a full mandate to a particular party to lead the stage, as long as the Sadrist movement is outside it.

Political experts believe that this crisis of the Shiite poles will not end except with the intervention of those who organize the competition, and propose a comprehensive deal that protects the political process from collapse, and there is no one to play such a role except the Najaf reference, which they expect to intervene soon after the two parties exhaust their cards.

Well, it sounds like everyone is keeping their arms laid down and will respect the decision of the federal court with their decision of the October elections; this is a positive note. In the meanwhile, they are cooperating within their factions to build contingency plans; I love seeing multi dimensional planning. I can’t quite track all the different political parties, but it looks like many possible scenarios are emerging that will allow Iraq to make progress without unrest and fighting.

Agreed ametad, but with Maliki involved he can cause all kind of havoc in true resolution.

Shafaq News/ The Parliamentary Competences Bloc saw today, Sunday, that the formation of the new Iraqi government will take a long time.

The leader of the bloc, Abbas Al-Atafi, told Shafaq News Agency, "The new Iraqi government will take a long time to form due to the depth of differences between all political parties, not just Shiites."

And he indicated that "political differences are not limited to the Shiite component, but there is a great Sunni-Sunni dispute over the presidency of the House of Representatives, and a sharp conflict between the Kurds over the presidency of the republic, and for this the formation of the new government will not be easy and will be very long, and there is no specific time for this formation."

The Sadrist bloc topped the final election results, with 73 seats, while the Taqaddam alliance came in second with 37 seats, and the State of Law coalition came third with 33 seats.

A new phase of dialogue awaits the ratification of the election results
Baghdad/ Firas Adnan

Political experts talk about the imminent launch of the second phase of dialogues between the Shiite forces to form the government, pointing out that the Sadrist movement will not retreat from the idea of the political majority, stressing that the calm in the scene at the present time is caused by waiting for the decisions of the Federal Supreme Court regarding the approval of the election results, and the appeals Presented in front of it by the Al-Fateh Alliance and other parties.

The Federal Supreme Court considers a number of appeals related to the electoral process, regarding the electoral law and the decree issued to determine the date and results of early elections and the mechanism for counting votes. Political expert Ziad al-Arar says, "The talks entered into the Shiite forces did not witness any interruption, but they may be bilateral between the Sadrist movement and some forces of the coordination framework, or they are not announced to public opinion."

Al-Arar continued, "These consultations are present and ongoing, but of course the position of the Shiite political forces is divided between waiting for the decisions of the Federal Supreme Court in approving the election results, which gave a kind of calm in the movement, and another leading efforts to form the most numerous parliamentary bloc."

He pointed out that "the Shiite movement was clear towards the Sunni forces, which is taking place in a quantitative and qualitative manner, which is what happened in the meetings of the leader of the State of Law coalition Nuri al-Maliki and the leader of the Wisdom Movement Ammar al-Hakim with the leader of the Azm Khamis al-Khanjar coalition."

Al-Arar explained, "These meetings reflect a new trend, after observers found it almost impossible for these leaders to gather meetings, meetings, or endeavors for the alliance." And he indicated, "The correct saying is that the Shiite forces with regard to the internal dialogues are awaiting the issuance of the decisive decision from the Federal Court regarding the approval of the results on the one hand and the issue of appeals against the results on the other hand." Al-Arar speaks of “there is some kind of certainty that the court will proceed with approving the results, and the outcomes of the electoral process will not change.”

He finds, "The dialogues of the second phase will begin as soon as the judicial decision is issued, after the first phase ends with everyone presenting what he has, especially what happened regarding the meeting of the leader of the Sadrist movement Muqtada al-Sadr with the forces objecting to the results in the house of the leader of the Fatah Alliance Hadi al-Amiri."

Al-Arar went on to say that “everyone has a general vision regarding the demands and positions,” and he spoke of “there is a will among some Shiite forces to make the next government consensual, and it encourages the formation of a united Sunni front that supports this framework.” He believed, "The Sunni blocs want to enter into a united front, because this guarantees them greater decision power than they intervene sporadically, and therefore the agreement between the Azm and Progress alliances last week was widely welcomed by those who objected to the results." Al-Arar stated, "The Kurdish forces also welcome the unity of the Sunni front in order to be in agreement with them regarding the requirements of the next stage, especially at the level of state administration."

On the other hand, he stressed, “The Sadrist movement gave its word in a clear, unambiguous manner in terms of understanding or meaning, either a national political majority government that would be able to save the situation and return Iraq to its normal state, or go to the opposition.”

Al-Arar went on, “A tendency among some political forces to be in front of a compromise solution, which is to have a majority government with broad consensus, and this idea may be presented to the Sadrist movement after the election results are approved, but I expect that it will be rejected, because the position of the Sadrists is clear and will not They back off.”

In turn, political researcher Manaf al-Moussawi said, "The Sadrist movement is trying to present a project to build the modern Iraqi state in one way or another."

Al-Moussawi added, "The program is built on two axes. The first is a platform for the coalition that sets the mechanism for building the state, in addition to the second axis is the ministerial curriculum."

He pointed out, "What is happening is not a political mood, but a project that corresponds to the vision of the Iraqi street, which is discontented with the current situation, the demands of the October uprising, and the advice of the religious reference."

Al-Moussawi does not expect that "this project will be retracted," noting that "a new formula may occur, but with the general framework of the project remaining, which is the political majority." He stressed, "Citizens want to build a real state, and this will not be achieved, especially at the present time, except by applying the curriculum of the Sadrist movement, especially with regard to restoring the prestige of the law, limiting arms to the hands of the state, and holding corrupters accountable."

Al-Moussawi concluded, “The next parliament will witness the existence of a real opposition, and it is not from one direction, but rather includes all components capable of correcting any deviation that occurs in the executive performance.”

The Sadrist movement launched a project to form a government on the basis of the national majority and began a series of dialogues with blocs of all components, while other Shiite forces, called the Coordination Framework, insist on returning to consensus in order to remedy their loss of many seats in the elections that took place on the tenth of the month. last October.

A delegation from the coordination framework visits the region on Wednesday

{Political: Al Furat News} A delegation from the Coordination Framework headed by the head of the State of Law Coalition, Nuri al-Maliki, will visit Erbil next Wednesday.

The leader of the State of Law, Kati Al-Rikabi, said in a press statement that "a delegation from the coordination framework headed by Nuri al-Maliki will visit Erbil next Wednesday, and he will meet with leaders of the Kurdistan Democratic Parties and the Patriotic Union of Kurdistan."

Al-Rikabi explained that "the visit aims to discuss the latest political developments, the issue of elections and the formation of the new government in Iraq."

And last week, a delegation representing the Kurdistan Democratic Party, headed by a member of the party's political bureau, Hoshyar Zebari, visited the capital, Baghdad, and met with the leaders of the blocs and political parties there, including the leaders of the coordination framework.

It is noteworthy that the coordinating framework is a gathering of Shiite parties and blocs that rejected the results of the early parliamentary elections that took place on October 10, and demanded the annulment of the results of the electoral process, as it submitted a complaint to the Federal Court challenging the integrity of the elections.
