My parents taught me to ALWAYS  put my hands on the steering wheel when pulled over and to be polite. And if I did ever get in trouble to ALWAYS comply with officers. Never resist. 

So who's fault is this? The parents or lack of parents are partially responsible here.

North-eastern Spain hit by barrage of large hailstones – video

The hail storm killed a 20-month-old girl after it struck her head in La Bisbal d’Empordà, a town 130km north of Barcelona.
