Political Analyst: The next government will not differ from its predecessors and may be weaker

{Politics: Al-Furat News} The political analyst, Saad Al-Obaidi, expected the form of the next government, describing it as "the weakest".

Al-Obaidi said; The program (Dialogue of the State), broadcast by Al-Furat satellite channel tonight, stated that "the dissatisfaction with the commission's performance and the results are normal, but it does not lead to a change in the realistic results, especially after the world ended with a report and estimates that proved an international view that it is clear of the previous elections."
He added, "The politics will overcome these objections as soon as the final results are announced, and the objectors have the right to present evidence to the judiciary, which is the safest solution to bypass this stage."
Al-Obaidi pointed out, "There are two options before Iraq. The first is to assign the largest bloc to bear the responsibility of the next government, and the other is consensual in forming the government. I believe this government will not differ from its predecessor and may be the weakest."
And he said, "The result that we got in the elections is not conclusive, and Iraqi politicians used to break out of the bottleneck with the influence of the internal and external third party in the last minutes."
Al-Obaidi concluded, "Any party that believes that its higher interests will be harmed by the presence of a strong opposition prefers its interests in consensus or walking the exact path, but the chaos will not be tolerated by both parties and the next government will be as weak as the previous one."

Legal expert: The international contracts of the caretaker government cannot be canceled

{Politics: Al-Furat News} The legal expert, Ali Al-Tamimi, confirmed on Thursday that it is not possible to cancel the international contracts of the caretaker government.

Al-Tamimi told Al-Furat News that "the next government cannot cancel all agreements or contracts concluded by the caretaker government at the local level."
"And the next government cannot cancel international contracts, as they are commitments between countries," he added.
Al-Tamimi pointed out, "the new legislative authority's ability to hold the government accountable and refer it to investigation by violating the law and violating the powers of the caretaker government.
It can also result in major criminal lawsuits, and the imposition of fines on the participating parties."
It is noteworthy that the caretaker government or the caretaker government is a temporary government that lacks authority for the purposes of managing affairs at times. It may be a transitional phase, elections, or an emergency situation due to the failure to establish a new government or its delay, and this government has no right to decide on important and crucial matters.
For his part, the legal expert, Tariq Harb, set the date for the end of the duties of the caretaker government, until the formation of the new government, which includes the period of final results and the period of ratification of the parliamentary results in the Supreme Court, and the President of the Republic’s invitation to the House of Representatives to meet under the chairmanship of the oldest member ..
The government also continues during the period of electing a president The House of Representatives, the President of the Republic, his assignment to the candidate of the largest parliamentary bloc, the period of forming the government, and the period of presenting the government to the House of Representatives for a vote.

Okay, yet again in another in the seemingly never ending of multitudinous Captain Obvious articles. These “ revelations “ are hilarious as somehow none of us has the intelligence to figure it out ourselves. All governments are corrupt. Men/Women by their very nature are opportunistic, greedy & selfish. All one has to do is look to today’s politicians to see what kind of governments are running this **** show.
Theres a lot of ugly out there. Much in the way of genuine kindness as well: I’ve seen both in the 2 wars I’ve been involved in. I had no illusions of fighting “ for King  & Country “ as that saying goes. A professional soldier fights to rid the world of @ bad guys “ & for the men to his left & right...not the corrupt government that created that necessity for armed conflict. It’s also governments that always seems to stop us short of the follow through to end it.
Wonderful thing about the Net is the ability to explore through the news the crushing disconnect, cynical and brazen hypocrisy of politicians/government ( s ) around the world.
We’re cash cows with brains the size of walnuts, ergo, dumb as Bag O Hammers and so thick headed we have Zero comprehension skills: they believe everything they tell us we must blindly follow & obey without hesitation.
Politicians come unglued when civilian populations push back. Governments around the world create **** stink messes that come crashing down around our ears, muddying the waters with an avalanche of blame, propaganda & disingenuous attitude & misinformation; then have the temerity come election time, say vote for them because well after all, they’re the only ones that can fix it....sadly billions of people still buy into this narrative and the rest of us each to his/her best means fight back as best we can.

I’ll stop as I’ve made my point but jumped up on the soap box again.

Report: Alsumaria News

The issue of the largest bloc concerned with forming the government is still at the fore in the political and media scene, with high odds and voices supporting the formation of a consensual government that will bring Iraq out of its current crisis and prepare the ground for going to form the next government, at a time when a Kurdish politician saw that the consensual government would be the one The best and safest option for the political process in Iraq during this stage, another indicated that the option of forming the most numerous parliamentary bloc, consisting of the coordination framework and the Sadrist bloc, is the closest and best option.

A member of the Kurdistan Democratic Party, Dana al-Katib, confirmed that the consensual government would be the best and safest option for the political process in Iraq during this stage.

The writer said in an interview with Alsumaria News, "The option of forming a consensual government is the closest to being achieved during the coming period as a result of the data and the current conditions of the situation in the country," noting that "there are demands from some parties for a majority political government, but we believe that this option is difficult during the current stage for reasons different."

The writer added, "Some political forces have weapons and the masses, and the situation may worsen more than its current situation, in the event of excluding any party, so the consensual government will be the best and safest option for the political process in Iraq during this stage."

For his part, a member of the State of Law coalition, Muhammad Chihod, indicated that the option of forming the most numerous parliamentary bloc, consisting of the coordination framework and the Sadrist bloc, is the closest and best option.

Chihod said in a press interview, "With regard to the shape of the next government
, there are multiple ideas and visions, and the issue of the national political majority has been raised, which we believe is the best option for the democratic process in normal circumstances, not in the circumstances we are living in now, which we believe are not normal, as the election results It was not normal either, and therefore going to the political majority option now is a difficult choice, given that no bloc has a sufficient majority to form the government in isolation from the rest of the political blocs, pointing out that "the Kurdish forces have decided their position by participating in all of the government, just as the Sunni forces She also decided her order to participate in the government, so only the Shiite coordination framework and the Sadrist bloc remained.

Chihod added, "The next stage in which the scenario of forming the coordination framework cannot be taken individually with the Sunni and Kurdish forces for the next government, and the scenario of forming the Sadrist bloc alone with the Sunni and Kurdish forces for the next government cannot be taken. As for the best and closest scenario to verify after the announcement of the final results of the elections It is the formation of the parliamentary bloc, the most numerous of the forces of the coordination framework and the Sadrist bloc, which is not excluded and there are no problems between the two sides, but on the contrary, the participants are very large."

The positions of the vice presidents and ministers are still in place until now, and no one has asked to change or cancel them, and they may be reinstated according to political consensus.
Legal expert Tariq Harb said, in an interview with "Al-Sabah": "The law of the Vice-President of the Republic is still in force and has not been repealed, as the law prepared by the Presidency of the Republic at the time of the late President Jalal Talabani and issued by the House of Representatives as legislation and three deputies were appointed to it is still in force. Until now, but in all cases, the matter is left to the Presidency of the Republic, which may or may not place representatives on this basis.” He added, "There were deputies to the president at the time of Talabani, but when Fouad Masum came to the presidency and after him, Barham Salih, they did not appoint deputies for them, so the matter is discretionary for them and it is possible to return them because the constitution and the law recognize that," noting that "the deputy prime minister applies to them the same, as There is absolutely no objection in the cabinet lineup that there be deputies to the prime minister, because the constitution permits that there be deputies to the prime minister in the full parliamentary session.”
He continued, "So far, no one has addressed the amendment of the law of the vice presidents, neither in an infallible time nor Barham Salih, as well as the deputy prime ministers. The good thing is that the constitution mentioned them as vice presidents.
As for political analyst Haider Al-Sufi, he did not rule out that "this session will restore the work of the deputies of the presidents of the republic and the ministers as a political satisfaction for some parties that were marginalized in the elections."
Al-Sufi told “Al-Sabah”: “It is possible that there will be a return to the positions of the vice presidents and ministers, but in general they were canceled as part of the reforms during Al-Abadi’s government after he used his powers as the chief executive officer and dissolved the positions of the vice presidents and ministers due to the great slack in the government. Positions and positions in the state, in addition to the fact that these positions were costing a lot in the budget with exaggerated numbers, "noting that the matter at the time was to convince public opinion that there is no point in these positions, given that the President of the Republic and the ministers are present, so there is no need for them to have representatives."
He added, "Now, because of what is happening in the political situation, it is not known where it is heading, especially after what happened in the sit-ins in front of the Green Zone and the problems that accompanied this matter, so there may be a political consensus between the political forces and the push for the formation of a consensual government and at the same time agreeing on the Giving some of the traditional, well-known personalities and names to positions so that they do not feel that they have been marginalized or excluded from the political scene.
He continued: "The re-working of these positions will not arouse public opinion, as it will not care much about this matter, because whoever moves public opinion in Iraq is the political rivalry, and the political parties are the ones who move the street and public opinion, and therefore when there is no movement from a certain political presence and his media tools, they will not There will be movement."

While political experts underestimated the news of an imminent breakthrough in the current political scene and their expectations of forming the expected alliances at the lost time after the results were approved, others believed that what the preliminary results of the last elections had resulted in the arrival of new faces to the fifth parliamentary session heralded the birth of an effective and real opposition. .
Specialists point out that the most prominent change included the governorates of Najaf and Muthanna, with a rate of close to 80%, represented by the arrival of new faces, which suggests that independents may constitute a nucleus of real opposition within Parliament, something that we have not been familiar with over the past two decades.
Civil activist Haider Abdel-Saheb told "Al-Sabah": "What is new on the scene now is that the emerging and independent parties who emerged from the womb of the October uprising, and their number ranges between twenty to forty seats." oversight and never participating in government positions, something that has been absent from the past four parliamentary sessions from 2003 until today. The new election law differed from its predecessor by nominating the highest votes from candidates across multiple constituencies, which caused great surprises by replacing former representatives, some of whom continued for several sessions without change, and excluded part of the large traditional lists.
The Dean of the College of Law at the University of Al-Muthanna, Dr. Majeed unknown to Al-Sabah, that "some political entities, due to their insufficient experience in the multi-constituency system, failed to obtain the hoped-for seats, despite the fact that they obtained a large number of votes, and the reason for this was the large number of candidates during the fifth electoral cycle."

I just hope with all these “ new faces “ stuff gets done FAST. Nearly 20 years of foot dragging & sand bagging is quite enough thank you. The corrupt within are still a clear & present danger.
I feel their thugs will try to intimidate the “ new faces “.... you know how the rest of that scenario can play out. Perhaps with Sadr and his bunch, they just might be able to contain & even incarcerate this lot. There’s a thought huh. They’ve only been chin wagging this issue for how long now???

In the end, hopefully a globally recognized IQD, EARLY in the 1st quarter of 2022 will be realized.

Baghdad - conscious - Nassar Al-Hajj

The winning candidates in the early parliamentary elections, which took place on the tenth of last October, await the approval of the Federal Supreme Court on the final results after being sent by the Commission.

Legal experts summarized the constitutional periods beyond the approval of the final results of the elections, which includes the President of the Republic’s invitation to hold the first session of the new House of Representatives headed by the oldest, and the subsequent election of a Speaker and his two deputies, leading to assigning the most numerous bloc candidate to form the next government and the constitutionally defined periods to achieve that.

Legal expert Haider Al-Sufi, says in his speech to the Iraqi News Agency (INA), that "the Federal Court may ratify the final results of the elections within a period of 5 days to two weeks, and then the President of the Republic, within a period not exceeding 15 days, invites the House of Representatives through a republican decree to be held within a period of 15 days as well.

In turn, the legal expert, Tariq Harb, expected that the Federal Supreme Court would ratify the election results at the beginning of next week.

Harb said, in his speech to the Iraqi News Agency (INA), that "the approval of the Federal Supreme Court comes after the authority of the current President of the Republic to invite the new House of Representatives to hold the first session that will be within 15 days of the approval."

He added, "Within a week from the date of ratification, the winning candidates are collected in order to hold the first parliament session."

For his part, the legal expert Haider Al-Zalmi explained that “Article 93 of the Iraqi constitution for the year 2005, item VII, stipulates that there be ratification of the final results of the general elections for membership of the House of Representatives, and this ratification is within the competencies of the Federal Supreme Court, which must be achieved in order for the constitutional context to take place.” .

Al-Zalmi added, during his speech to the Iraqi News Agency (INA), that "the election law did not specify a period for the Federal Supreme Court's approval of the results after they were sent by the Independent High Electoral Commission to it, and therefore the period remains open and not specified by law," noting that "" This is a constitutional and legal defect that the legislator must address.”

He continued, "We expect that after the final results reach the Supreme Court, the latter will ratify them within a period of 10 days, and then send them to the High Electoral Commission to announce the final results."

He explained, "Article 54 of the Iraqi constitution for the year 2005 stipulates that the President of the Republic, by a republican decree, calls the Council of Representatives to convene within 15 days from the date of the ratification, headed by the oldest member, to elect the new Speaker of the House of Representatives and his two deputies within the constitutionally specified period, which cannot be extended."

For his part, legal expert Ali Al-Tamimi told the Iraqi News Agency (INA), "The Federal Supreme Court, after the names of the 329 winning candidates arrive, checks the names constitutionally and legally and excludes those who do not meet the conditions."

Al-Tamimi added, "The next step is to ratify the names and send them to the commission to announce them, and then the President of the Republic, Barham Salih, will call for the first session to be held within two weeks from the date of the approval of the Federal Court in accordance with Articles 54 and 55 of the Constitution to elect the Speaker and his two deputies by direct secret ballot and by majority vote." The absolute number of members (half of the total number plus one) and headed by the oldest member.

He continued, "Then, the elected Speaker of the House of Representatives opens the candidacy for the presidency within 3 days, and the new president is elected by a two-thirds majority of parliament members, and the majority of votes will be in a second round in case of failure in accordance with Articles 68 and 70 of the constitution."

He pointed out that "the new President of the Republic assigns the candidate of the most numerous bloc to form the Council of Ministers and the ministerial curriculum within 15 days of his election," stressing that "the Prime Minister-designate has 30 days to complete his mission, and when he fails, the President of the Republic assigns another candidate for the same durations according to the details of the article. 76 of the constitution.

And the Independent High Electoral Commission announced, last Wednesday, sending the names of the winning representatives to the Federal Court.

It seems that the ratification of the election results will be delayed until the appeals submitted to the Federal Supreme Court are resolved. Experts suggested that the court would issue its decision regarding the cases during the current month in order to resolve the issue, ratify the results, and go towards holding the first parliamentary sessions. Legal expert Tariq Harb explained in his interview with "Al-Sabah" that "the Federal Court will not delay resolving the cases regarding the elections, and they may be resolved during this month, and the evidence is that the court does not give close dates as it did with the lawsuit filed by the head of the Al-Fath bloc Hadi Al-Amiri."
He added, "The ratification of the winning names in the recent parliamentary elections does not take place until after the cases are resolved, and as long as a session has been formed and considered, ratification can only be done after resolving the issue that may take one, two or three sessions, and this matter is up to the discretion of the Federal Supreme Court, but The approval of the results follows the resolution of these cases, because it is related to the first session, the approval of the results, and the formation of the new parliament. Harb ruled out the delay in resolving the case, noting, "I do not think that the settlement of the case will be delayed, and at most during this month the matter will be resolved," noting that "the issue is natural and legal that the case be postponed more than once and that the approval remains pending until the case is resolved." Legal expert Ali Al-Tamimi supported Harb's words regarding the approval of the election results, saying in an interview with "Al-Sabah":

It is no closer than the picture of our Iraqi political reality, its characters and its masses, than the play “Weird” by the Syrian star Duraid Lahham. Today, the scene is no different, as the Iraqi political blocs insist on moving forward under the banner of "we are all in the government, we are all in the opposition," despite its great danger to the country's future.
Anticipating the birth of what is known as the opposition in the next parliament is just a “lie,” according to what analysts and experts believe in political affairs. Professor of political science, Dr. Ahmed Rahim told Al-Sabah: “The political blocs since 2003 until now do not want to be in the opposition, although they She is present, her voice is not audible. Referring to the map of the upcoming parliament and government, Rahim believes that "the opposition that may form from some political blocs will be basically (negative) because it will work to bring down the party that formed the government in any way, which hinders the work of the executive authority," noting that "the majority government It is also a big (lie) that cannot be realized, because the prime minister is usually subject to the consensus of the parties and is not chosen by the winning party only, as happens in the countries of the world." Within the general contexts and the political custom to which Iraq is accustomed, the political bloc has one foot in the government and another in the legislative institution.
As for the expert in international political affairs, Dr. Haitham Abdel Rahim Al-Mayahi, he said in his interview with Al-Sabah: “The independents have an opportunity to take the role of the opposition so that the government is equal in the parliament. There are 220 new faces in the upcoming parliament, and there is a golden opportunity to build a positive opposition foundation. It builds the system and does not work to destroy it, it fights corruption and does not help cover up the most serious issues.”
Until then, the French proverb continues: "Defeat is an orphan... and victory has a thousand fathers."

 Baghdad: Omar Abdul Latif

While most media attention turned to the political movement of the "Shiite" blocs regarding the entitlement of the prime minister position in the next government and the struggle over the election results, a "Sunni" movement is being led by the head of the "Progress" coalition, Muhammad al-Halbousi, the former parliament speaker and head of the "Azm" alliance. Khamis al-Khanjar to form the largest bloc of the component that can ally within the majority government.
The new "larger" Sunni alliance will have priority for obtaining the position of the presidency of the next parliament, in addition to solving the problems of the liberated areas, and set today, Thursday, the date for announcing a new "Sunni" alliance consisting of the winning representatives from the "Azm" blocs and other blocs that have two, three or more seats. In addition to independents.
The winning member of the House of Representatives from the "Azm" coalition, Muhammad Nuri Al-Abed Rabo, told "Al-Sabah": "The alliance is still continuing with (progress) and understanding regarding major files that concern the country in general and the Sunni regions in particular."
Through the mobilization of the new alliance, Azm seeks to form a bloc of more than 30 members of the winning representatives who entered the last elections individually or the blocs that have a number of seats and decided to form a bloc outside the (Progress) coalition.
Al-Abed Rabbo said: The Speaker of the House of Representatives is part of the “Sunni” component, but he is “not monopolized by a particular bloc or personality,” adding that choosing a personality to head parliament is “a premature issue, and the current time is to form a bloc and to reach an understanding on many matters that may go beyond the presidency. Parliament, including the problems in the liberated governorates on the ground.”
For his part, political researcher Hikmat Suleiman Al-Dulaimi stated that "there are private talks" supported" between the leaders of the (Progress) and (Azm) coalition, adding that "most of the members of the last bloc refuse to announce an alliance and are waiting for the outcome of the Shiite-Shiite dialogue regarding the formation of Government".
The leader of "Azm" Khamis al-Khanjar is betting on the refusal of the "coordinating framework" forces to return Muhammad al-Halbousi to the presidency of the parliament. The next speaker of parliament will be from (Al-Anbar) province.”
It is noteworthy that the members of the "Progress" bloc refrained from making any statement to "Al-Sabah" on the matter.
