US Secretary of State Anthony Blinken stressed that the chances for Iran to revive the nuclear agreement are dwindling.

 

In a statement to reporters in Pennsylvania regarding talks to revive the nuclear agreement, Blinken said that the ball is still in Iran's court, but it will not last long because there is a limited opportunity and it is diminishing, adding that Iran's return to the obligations of the nuclear agreement alone will not be sufficient to achieve the desired benefits from this agreement, while pointing out Blinken noted that Tehran has not shown any inclinations so far to return to the agreement.

Paris-ALSharqiya, October 21: Three diplomatic sources said that the US envoy on the Iranian file will meet with British, French and German diplomats in Paris tomorrow, Friday, to discuss faltering efforts to get Iran to return to compliance with the 2015 nuclear deal. The diplomatic sources, who requested anonymity, said US envoy Rob Malley will meet with the political directors of the foreign ministries of Britain, France and Germany, in Paris on Friday. One of the sources said he hoped the meeting would provide some clarity on how world powers might act in the coming weeks if Iran continues to buy time and delay a return to Vienna. US officials said time was running out to revive the deal.

PARIS — US envoy for Iran Robert Malley will on Friday meet diplomats from three European powers over the Iranian nuclear crisis as Vienna-based talks to salvage a 2015 deal remain suspended.

The agreement between Iran and world powers to find a long-term solution to the now two-decade-old crisis over its controversial nuclear program has been moribund since former US president Donald Trump walked out of the deal in May 2018.

His successor, Joe Biden, has said he is ready to reenter the agreement so long as Iran meets key preconditions. But the Vienna-based talks through intermediaries made little headway, before being interrupted by the election of hardliner Ebrahim Raisi as Iran’s president.

 

Malley’s trip to Paris for the meeting with the so-called E3 of Britain, France and Germany comes after he visited the Gulf for talks with allies Qatar, Saudi Arabia and the United Arab Emirates who are all deeply concerned by Iran’s nuclear program.

“Following consultations with partners in the region, Special Envoy for Iran Robert Malley will meet with his E3 counterparts in Paris on Friday,” a US State Department spokesman said, without giving further details.

 

A French diplomatic source also confirmed the meeting, adding that a representative of the EU’s foreign policy section would attend.

Western powers, Israel and pro-Washington Arabian peninsula states fear that Iran intends to develop an atomic bomb. Tehran denies this, insisting it only seeks to produce energy for its population.

The nuclear deal promised Iran step-by-step sanctions relief in exchange for restrictions on its atomic work which would be under the strict supervision of the UN atomic agency. Israel has stated its staunch opposition to Western powers’ desire to return to the 2015 deal.

UN nuclear watchdog chief Rafael Grossi expressed concern on Tuesday that he was still waiting for a “high level” discussion with Iranian officials in Tehran, after negotiating last month a new compromise on monitoring Iran’s nuclear program to help restart the talks in Vienna.

The European Union's diplomatic chief Josep Borrell said Friday he was "ready" to meet Iranian leaders in Brussels as part of efforts to revive the faltering 2015 nuclear deal, but warned Tehran it was time to fully return to the negotiating table.

Wrapping up a trip to Washington, Borrell also brushed aside the notion of a "Plan B," or a possible military option as suggested this week by the United States and Israel, should Tehran fail to rejoin the accord aimed at keeping it from developing nuclear weapons.

"I know that the Iranians want to have some kind of previous talks with me as coordinator and with some members of the board of the JCPOA," Borrell told reporters, referring to the Joint Comprehensive Plan of Action as the deal is formally known.

"I'm ready, I'm ready to do that," said Borrell. "But time is pressing."

EU envoy Enrique Mora was in Tehran Thursday to press for a firm date for resuming talks on the deal between the Islamic republic and world powers, which have stalled since June.

Tehran said following the discussions that Iran and the EU had agreed to hold further dialogue in Brussels within days.

"I cannot tell you a precise date. I am ready to receive them, if needed," said Borrell, who met a day earlier with US Secretary of State Antony Blinken, with Iran on the agenda.

"I don't say this is absolutely needed but you know I have to have a certain strategic patience on this issue, because we cannot afford to fail," he added.

- 'Too much at stake' -

The United States, China, Russia, Germany, France and Britain reached the JCPOA agreement with Iran on its nuclear program in 2015.

Former US president Donald Trump pulled America out of the deal in 2018, reinstating sanctions that Washington had lifted as part of the agreement.

Since then, Tehran -- which insists its nuclear program is for civilian purposes only -- has also retreated from many of its commitments.

Current US President Joe Biden has said he is ready to return to the agreement if the Islamic republic renews those commitments at the same time.

Indirect negotiations between the two foes began in April in Vienna via the other signatories to the deal but have been at a standstill since June, when a new Iranian president was elected.

Impatience is growing by the day on the western side because Iran has still not set a date for its return to Vienna.

Borrell said he understood that the new government in Tehran "requires time to study the file, to instruct the negotiation, but this time has been already passed. It's time to go back to the negotiation table."

Accord signatory France issued a parallel warning Friday for Iranian authorities to "urgently" put a stop to all violations of the 2015 accord, which it said were of an "unprecedented seriousness."

"Time is working against a potential agreement, because Iran is using that time to aggravate its nuclear violations, which make a return to the JCPOA ever more unlikely," said a French foreign ministry spokeswoman.

Biden's administration likewise hardened its tone on Iran this week -- having until now refused to consider any option other than a revival of the 2015 accord.

Blinken warned on Wednesday the United States had "other options" if diplomacy fails on Iran's nuclear program, after his visiting Israeli counterpart Yair Lapid reserved the right to use force to stop Tehran accessing atomic weapons.

Blinken told reporters he hoped for the success of talks with Iran but warned that "the runway that we have left to do that is getting shorter and shorter".

But Borrell gave short shrift to suggestions of an alternative to the 2015 deal.

"I don't want to think about Plan Bs, because none of the Plan Bs that I could imagine would be a good one," he said.

"It's too important what is at stake. The only way to prevent Iran from becoming nuclear is to go back to the deal."

The United States, Britain, France and Germany stressed the "need for Iran to return quickly to nuclear talks", amid growing concern over the delay.  

 

  

The US State Department spokesman, Ned Price, indicated that "the US envoy on Iran, Rob Malley, spoke with his counterparts from Britain, France and Germany about how diplomacy continues to provide the most effective course" on Tehran, adding: "We are united in the belief that Negotiations should resume in Vienna as soon as possible, and resume precisely where they left off after the sixth round."  

In a statement, the French Foreign Ministry confirmed that the talks would take place at a "critical stage", noting that "in the meantime, it is urgent and essential for Iran to stop its dangerous violations to an unprecedented extent of the nuclear agreement."  

Paris called on Tehran to "restore full cooperation with the International Atomic Energy Agency without delay", while France and other countries are still ready to resume the Vienna talks.  

Rob Malley is visiting Paris after a Gulf tour that took him to Saudi Arabia, Qatar and the UAE.

Tehran-ALSharqiya, October 26: The International Atomic Energy Agency said that Iran has pumped enriched uranium with a purity of 20 percent, which is the level described as highly enriched, in an advanced centrifuge, unlike other devices that are already enriching to 60 percent purity at its site in buzzing. In a statement, the agency said that Iran informed it last week that it had temporarily pumped enriched uranium with a purity of 20 percent into one machine and in medium chains without collecting any product, adding that it later verified that Iran had started feeding only one centrifuge of IR-6 model without product assembly.

The Israeli Broadcasting Corporation “Makan” reported, quoting press reports, that the Israeli government has instructed the security services to prepare plans to attack Iran’s nuclear facilities if the nuclear negotiations falter.

Makan indicated that “according to intelligence estimates presented at the political level in the country in recent months, Iran is seeking to install surface-to-air missiles in Syria, Lebanon, Iraq and other regions with the aim of intercepting Israeli air strikes.”

The commission quoted military estimates that “a Syrian force had fired missiles from an Iranian air defense system at Israeli Air Force planes.”

Iranian Deputy Foreign Minister Ali Bagheri Kani told RT that the 4+1 negotiations in Vienna regarding the nuclear deal focus on the abolition of illegal US sanctions on Iran.

Vienna-ALSharqiya, November 9: Iranian nuclear negotiator Ali Bagheri said that he will meet with a number of his European counterparts in the coming days as part of efforts to plan for the resumption of nuclear talks on the 29th of this month. However, he threw the ball into the American court, considering that reaching a good agreement requires the effective and verifiable lifting of the embargo and the return of the other parties to their full obligations.

Iranian President Ebrahim Raisi stressed that "Iran is very serious about nuclear negotiations with the aim of lifting all sanctions against the Iranian people."

In a telephone conversation with Russian President Vladimir Putin, Raisi said, "Any change in geopolitics and a change in borders between the countries of the region is unacceptable."

The Iranian and Russian presidents also stressed "the common positions and rapprochement between the two countries on bilateral, regional and international issues, as well as the need to complete the comprehensive long-term cooperation document between the two countries."

Raisi praised Russia's position in defending Iran's nuclear rights and its emphasis on the need to lift all sanctions on the Iranian people, explaining that "Iran is very serious about negotiations and is also serious about ensuring the Iranian people's right to lift sanctions."

For his part, Putin expressed the hope that talks on this issue, scheduled for late November, will be held in Vienna in a "constructive manner".

As for the Syrian file, Raisi said, "Iran considers the continued presence of foreigners in Syria, against the will of the Syrian people and government, illegal and threatens the stability of Syria."
