The Iraqi Electoral Commission confirms that the preliminary results will not change much, and it is likely that the final results will be announced early next week.

A member of the Commission's media team, Imad Jamil, told Al-Hurra that the recount and manual counting resulted in changes in five to six seats in the next parliament, denying reports that the change affected up to 12 seats.

Jamil did not reveal the names of the candidates affected by the changes, but indicated that there were "six substantive appeals" that led the electoral judiciary to take a decision on them.

The change in results will include six seats, within the governorates of Baghdad, Erbil, Nineveh, Kirkuk, Babil and Basra, according to Jamil.

In light of these numbers, legal expert Tariq Harb believes that the changes are within expectations, and will not lead to changes in the shape of the political forces that will form the new Iraqi parliament.

Harb told Al-Hurra that "a change of six seats constitutes 2 percent of the total number of parliament members, and this is an acceptable percentage and far below international standards that set this at about five percent."

Most importantly, according to Harb, the new changes will not affect the shape of the largest parliamentary bloc, which is usually debated after every election process in Iraq, because it is responsible for forming the new government.

The law of the Iraqi Electoral Commission issued in 2019 stipulates that the Supreme Judicial Council will form a judicial body for elections of three judges to consider appeals.

Likewise, the law indicated that it is not possible to appeal the decisions of the Electoral Commission “except before the judiciary body for elections,” and stressed that the decisions of this body are “conclusive” and therefore cannot be appealed.

What does this mean?

Jamil affirms that "the judicial authority will decide the appeals formally next week and send a letter to the Commission informing it of the completion of the process of considering the appeals and the decisions issued in this regard."

After that, the Commission announces the final results and the names of the winners and sends them to the Federal Supreme Court for approval, according to Jamil.

He adds that "the role of the Federal Court will be limited to scrutinizing the names of the winning candidates in the event that they commit criminal offenses or administrative corruption after winning the elections, and thus isolate them, and not certify their victory."

When the final names arrive at the Federal Court, the role of the Electoral Commission ends, which received international praise from the United Nations and Western countries for managing the electoral process “smoothly” and made “significant technical and procedural improvements compared to the previous Iraqi elections.”

Harb explains the steps that follow the arrival of the names of the winning candidates to the Federal Court, starting with its approval and ending with the holding of the first sessions of the new parliament.

Harb says that the constitution did not set a specific time limit for the Federal Court to ratify the results, but stressed that "work was done not to exceed 72 hours", depending on the electoral processes that took place in the past years.

After ratification, the constitution set a period of 15 days, during which the current president of the republic must call the new parliament to convene within 15 days from the date of ratification of the results of the general elections, according to Harb.

Article 55 of the Iraqi constitution stipulates that the first session will be held under the chairmanship of the oldest representative, during which a speaker and two parliamentarians are elected by an absolute majority.

After that, Parliament elects a new president for the country within 30 days of the first session, with a two-thirds majority of the votes.

As for the prime minister, Article 76 of the Iraqi constitution stipulates that the President of the Republic assign the candidate of the most numerous parliamentary bloc to form the Council of Ministers within 15 days from the date of the election of the President of the Republic.

It also mentioned that the Prime Minister-designate appoints members of his ministry within a maximum period of 30 days from the date of the assignment.

Sheikh Khazali: Matching election results after manual counting is 100% funny
  
{Politics: Al-Furat News} The Secretary-General of the Asa'ib Ahl al-Haq movement, Sheikh Qais Khazali, described, on Sunday, matching the election results after 100% manual counting as "laughable".
 

Sheikh Al-Khazali said, in a speech on the developments of the Iraqi political scene, that "all Iraqi components object to the election results, except for three political components, and many of the participants in the electoral process are certain that the results are rigged."

 He added, "The political entities participating in the elections and the European Union mission have proven the existence of circumstances in the election results," pointing out that "6200 electoral boxes were not closed on time."

And Sheikh Khazali continued, "The Election Commission has proven its inability to conduct a fair electoral process, and all the boxes that were deemed invalid must be manually counted and sorted."

Sheikh Khazali concluded, "The country's situation was bad before the elections, and on the basis of it it was agreed to hold early elections to move it for the better, and the commission should have presented its technical procedures to the previous parliament before dissolving it."

Economy News - Baghdad

On Monday, the Ministry of Finance agreed to install 1,352 contractors in the Electoral Commission.

The ministry stated in a statement seen by "Economy News", that "according to the provisions of Article (4. First) of the Federal General Budget Law No. 23 of 2021 and Article (8/a) of the instructions for implementing the federal budget for the year 2021, it was decided to make a transfer of the amount 2,536,280.850 dinars between the budget appropriations of Section 31 of the Independent High Electoral Commission within the budget of section (43) not linked to a ministry for the year 2021.

He added, "This transfer came to confirm the contracts within the owners, who numbered 1,352 people."
