A cautious calm hangs over the protest movement that was launched by Iraqi factions a few days ago, in front of the Green Zone in the center of the capital, Baghdad, in rejection of the results of the recent parliamentary elections.

On the media level, the positions announced by the leaders of the armed factions began to ease, especially after the tweet of the leader of the Sadrist movement, Muqtada al-Sadr, in which he called for the formation of a “national majority government.” He wrote, “It should not be said that I have a dispute with the political blocs other than the issue of reform.” internal and external, and the question of the difference between patriotism and subordination.
He added, "We do not have any disagreement with anyone except in the love of the homeland... and I believe that the first thing that should be done in the future for the homeland is a national majority government."

This track comes on the heels of the re-counting and sorting by hand for the seventh day in a row, which is carried out by the Independent High Electoral Commission in the centers where appeals were accepted in several governorates.

In an interview with Al-Nahar Al-Arabi, the Iraqi political analyst, Aqeel Al-Taei, believes that "the relationship of the leader of the Sadrist movement with the Shiite political parties is somewhat flexible, and therefore Al-Sadr's call to form a national majority government was intended to involve all parties, including the losing Shiite political forces." in the elections."
Al-Taie believes that "what is going on inside the Shiite political house has begun to move towards consensus in order to calm things down."

But if the political tension between the leader of the current and the head of the "state of law coalition" Nuri al-Maliki remains unchanged, "we will reach a stage of political blockage and collapse despite the attempts of the Najaf reference and some political parties, to bring the views closer," Al-Taie said.

A leader of the "Asa'ib Ahl al-Haq" movement, whose name was not revealed, revealed to "Al-Nahar Al-Arabi" that "there are intentions for a tactical withdrawal from the sit-in in the vicinity of the Green Zone," saying that "the idea of a tactical withdrawal came after the tweet of the leader of the Sadrist movement, where officials in the committee directed The coordination in the protest movement has several orders, including non-friction, escalation and reducing slogans, in addition to raising a number of tents.”
He adds that "the decision to withdraw tactically took place for several reasons, the most prominent of which is to avoid reactions on social media against those protesting the election results."

'Dispute over the distribution of positions'

The Coordination Framework: Unannounced Negotiations with the Sadrist Bloc to Form a Grand Alliance

2021.11.04 - 10:42
The Coordination Framework: Unannounced Negotiations with the Sadrist Bloc to Form a Grand Alliance

Baghdad - people

The Al-Fateh Alliance revealed, on Thursday, informal dialogues conducted by the "coordinating framework" with the Sadrist movement regarding the next government aimed at forming a coalition of about 170 deputies, but he pointed to differences related to the distribution of ministries, stressing that Sunnis and Kurds demand the Shiite house for unity before proceeding with official negotiations. .

A member of the Al-Fateh Alliance, Ali Al-Fatlawi, said in a statement to the newspaper "Al-Mada", which was followed by "Nas" (November 4, 2021), that "there is a great uncertainty in the political process for the next stage," denying that "real understandings have been reached between the Shiite forces, and this exacerbates the lack of clarity." The vision for the shape of the next government.

Al-Fatlawi added, "The coordinating framework is trying to advance, and the other side is the Sadrist movement, and both are moving with caution, at a time when the appeals are still not over about the election results."

He pointed out that "the Sunnis and the Kurds gave a clear position that they would only deal with a unified Shiite decision," and praised this approach, because "everyone is looking for a democratic political system that maintains societal security and the future vision of the political process without any doubt."

And Al-Fatlawi, that "many surprises will be in the near future, and this is represented by the progress of the two Shiite parties, and they will be encouraged by the escalating events that Iraq is going through."

He pointed out, "The rapprochement and alliance with the Sadrist movement is inevitable," stressing "the necessity and importance of returning the Shiite house to its premature in order for this component to be stable and strong, similar to the movement witnessed by the Sunni and Kurdish homes."

Al-Fatlawi explained, "The Sadrist movement has 73 seats, and the coordination framework has 93 seats, but they still do not agree on a vision to form the next government, and this is not true." It is expected that "the leaders of the two Shiite parties will reach a consensus solution to address the crisis that has begun to cast a shadow on the security side. With this agreement, we will be in front of a Shiite bloc that includes about 170 deputies."

Al-Fatlawi revealed, "there are negotiations and undeclared internal channels of communication between the coordination framework and the leader of the Sadrist movement, Muqtada al-Sadr, and we hope that it will reach a positive result in the near future."

He continued, "The basis of the dispute revolves around the distribution of positions, whether for the prime minister or the ministries," and promised, "This problem is not a big one, and it can be resolved through direct dialogue and concessions in the public interest." Al-Fatlawi stressed, "there is a refusal by the two parties to any external interference in the efforts of dialogue or reaching an agreement," noting that "forming the government is an internal affair for the Iraqi political parties."

He finds no interest in "a party going to the opposition at the present time, whether it is the Sadrist movement or the coordination framework, because this may lead to the registration of objections and obstruction of the work of the next government."

Al-Fatlawi promised, "The interest requires the presence of the round table and political consensus present in the management of the country and to get out of the current crisis."

And he cautioned, that "all relevant authorities, whether official institutions or political blocs, should look responsibly towards the objections that occur to the election results, and they are addressed in accordance with the correct constitutional and legal frameworks."

Al-Fatlawi went on to say that "the aim of seeking and making concessions is not to gain personal interests, but to advance the political process and preserve the security and safety of Iraq."

Dr.. Muhammad Al-Saeed Idris

The bold initiative announced by the leader of the Sadrist movement in Iraq, Muqtada al-Sadr, last Sunday, in which he called for the formation of a "political majority government in Iraq" that would take Iraq back towards the path of reform and change that was the direct cause of accelerating the holding of parliamentary elections before their due date. year, in response to the demands of the popular movement that led the demonstrations in 2019.

Al-Sadr’s initiative came through a statement explaining what he means by forming a “political majority government,” as he stressed the need for it to be in the new parliament, which was brought about by the last elections that took place on the tenth of last October, “two sides: a loyalist party, which forms the government and takes It is responsible for reforms at all levels, and the other side is the opposition.” He added by stressing the need for the two sides (the government and the opposition) to agree, and for their consultations to be binding without marginalization, noting that all of this should be “within the foundations of democracy.”

This initiative, if successful, can renew hope for reform and change, and put an end to the scourge of political quotas that has left the Iraqi political system with impotence and shortcomings, and created the ideal environment for corruption. The rule for distributing ministries to the parties and blocs participating in the Iraqi governments since the first elections in 2005 mainly meant distributing spoils between parties, and the absence of accountability and oversight in Parliament, which are the basis of parliamentary work within the legislative function.

The success of this initiative means that Iraq will engage, for the first time since the US invasion, in a democratic system of government that includes a government that exercises executive power, and an opposition in parliament that holds the government accountable. But the difficult question remains, what are the chances of success of such an initiative?

So far, it can be said that the chances of this initiative are still weak for many reasons, the most prominent of which are: First, the persistence of international and regional external influence. The ongoing conflict between winners and losers in the recent elections is still governed by managing the conflict between Iran and the United States, as it is said. Muqtada al-Sadr recently expressed this "scourge" when, in one of his "tweets" on the evening (October 30, 2021), he rejected what he called "regional interference" in the election results, without reference to "international", that is, American interference. He said in his tweet, "Confirmed news reaches us of regional interventions in the Iraqi electoral affairs and pressure on the political blocs and parties for the sake of foreign interests that cause great harm to Iraq and its people."

Al-Sadr considered the interference of these regional parties as interference in the internal affairs, and said, "We are Iraqis and our problems are among us exclusively, and their interference is an insult to Iraq, its people, its independence, its prestige and its sovereignty."

The dual role played by Nouri al-Maliki, the leader of the State of Law coalition and Muqtada al-Sadr's arch-rival, is on two levels. The first: Supporting the “Coordination Framework” working group that brings together Shiite blocs and parties that refuse to recognize the election results, and push them to be tough in order to compel the Federal Court to issue a decision to invalidate the election results, and to hold them at a later date, or at least issue a decision to conduct manual counting and counting For each election results, and employ the popular crowds that surround the Green Zone, where the seat of government, the Electoral Commission and embassies, for this purpose. Al-Maliki also works to communicate with the other winning forces as well as the losing ones to form a “national framework” through which it can reach the establishment of the largest bloc within Parliament, which has the right to form a government, and to exclude the Sadrist movement from participating in it, or force it to participate in an expanded government that includes all Political forces, provided that they are not under his leadership and directives.

There is a growing call among those seeking to contain the crisis of the election results for the need to form a new Iraqi government that goes beyond the election results and ignores the “electoral weights” of blocs and parties, that is, it ignores the fact that al-Sadr’s bloc enjoys 74 seats in Parliament, and those who follow it from the blocs, and adopts the rule of “political weights.” And giving priority to what it calls “political symbolism,” that is, what the various political blocs represent, especially the losing ones such as the “Al-Fateh Alliance” led by Hadi al-Amiri, the “Wisdom Movement” led by Ammar al-Hakim, and the “Victory Movement” led by Haider al-Abadi, the former prime minister. , and others.

This trend aims to go back to the elections, re-impose the “political quotas” methodology, and squander opportunities for change and reform. Therefore, the future decision remains dependent on three parties and their positions on future options: Al-Sadr’s movement, Sunni and Kurdish blocs and parties, and the international community represented in the Security Council. .

The wheel of political alliances has begun to move towards attracting the largest number of winning blocs in the elections, ensuring the selection of the three presidencies with parliamentary comfort at a time when the Commission is still considering the appeals supplements, and this coincides with the arrival of the leader of the Sadrist movement, Muqtada al-Sadr to Baghdad And his meeting with a number of leaders of the political blocs, including the head of the Alliance of Progress Muhammad al-Halbousi and the head of the Wisdom Movement, Ammar al-Hakim, while the Kurdistan Democratic Party delegation met today with the political body of the Sadrist movement.
Political analysts believe that these moves would facilitate understandings and speed up the clarification of the picture of the upcoming political alliances, pending the final position on the manual counting operations, and then the approval of the Federal Court on the final results of the elections.
In this regard, the winning deputy from the Turkmen Front, Arshad Al-Salihi, told the Iraqi News Agency (INA): “Everyone is waiting for the movements of the political blocs and the compass is heading towards forming a grouping or political bloc,” noting that “this formation is followed by a rapprochement in views in order to agree on a president. Ministers and government formation.
He explained that "the formation of the government will be representative of all components of the people, and the political process must be restored," noting that "going to form a political process in the previous framework means that mistakes will remain."
Al-Salihi expressed his "hope to form a government that would restore Iraq's prestige and eliminate corruption, and its slogan would be services, reconstruction, and the preservation of public money and the Iraqi economy."
In turn, the spokesman for the Manar Al-Obaidi Extension bloc told the Iraqi News Agency (INA), that "the meetings between the alliances crystallized a specific position for all the blocs, especially the large ones," noting that "small blocs tend to be part of the opposition and stay away from alliances, because they are no longer benefit them.”
She pointed out that "things are not clear between the large blocs, and it is possible that the coming days will witness changes in the various directions of the blocs."
For his part, political analyst Essam Al-Faili told (NAA) that "the political moves indicate going to the majority government and the real orientation in this framework, despite the pressures exerted by some political forces."
He continued, "The conditions that the country experienced after the elections, and the re-counting process proved that there is a real match, especially after some political forces reviewed the mechanism of their practice," stressing that "the elections revealed the existence of serious mistakes committed by the blocs, including that they nominated more than one region in the same region." filter, thus scattering the votes."
And he indicated that "the nature of consensual governments will no longer have any form of existence, especially as they contributed to creating a state of suffocation in the past years, and therefore this power struggle no longer has a presence in Iraq."
Meanwhile, political analyst Ihsan al-Shammari confirmed, "All indications indicate that consensus is present between the blocs, and that the Shiite bloc, as a political house, will go to 80% in dialogue with the Sunni and Kurdish political house, in order to arrange the three presidencies and vote on them, and then form the political map." coming.”
Al-Shammari explained in his speech to (INA), that "part of the coordination framework is rejecting the escalation process and rejecting the results," noting that "the losing parties can be considered moderate and middle parties beyond any doubt and do not proceed to an escalation process, so they will be going towards the subject of consensus." ".
He added that "the consensus process will include first of all the prime minister, as well as the issue of the next government cabinet, and the spaces of presence for these forces," noting that "the differences between the Democratic and National Kurdistan parties regarding the position of the President of the Republic, things are progressing between them, especially in light of the ongoing dialogues and negotiations, Especially after the National Union officially announced that their candidate for the presidency would be Barham Salih.
He concluded that "the Kurdistan Democratic Party has recently no longer adhered to the position that the President of the Republic should be from the Kurdistan Democratic Party, and this is an indication of the issue of the existence of preliminary understandings on the position of the President of the Republic, and that they will be together for the purpose of strengthening the selection of the Patriotic Union of Kurdistan for the position of President of the Republic."
And political analyst Hamza Mustafa stated, "The political map is not clear so far, because the dispute over the election results is still there, in addition to the fact that the Federal Court has not ratified the results to find out who the winner is," noting that "the movement that Mr. Muqtada al-Sadr started regarding An alliance of progress, in addition to the meeting with the Kurdish delegation in Baghdad, gives an indication for any political observer to move towards a vertical and not horizontal alliance, meaning that this alliance will result in a Shiite political party with a Kurdish and Sunni political party, which constitutes the political majority and is a good thing to end the crisis in Iraq.

Al-Sadr.. We do not have any disagreement with anyone except for the love of the homeland

Sky Press /

In the name of Almighty,
it should not be said that I have a disagreement with the political blocs other than the issue of internal and external reform, and the issue of the difference between patriotism and subordination.
We do not have any disagreement with anyone except for the love of the homeland.. and I believe that the first thing that should be done in the future for the homeland is: A
national majority government,
so there are two sides in Parliament: the loyalist side - so to speak - which forms the government and undertakes reforms at all its political and governmental levels service, diplomacy, etc.
An opposing side: They will be our brothers in the homeland, and their agreement will be a binding consultation for us, and we will not marginalize them..
We do not mind being on either side, both of which are for the service of the country.
All of this is within the foundations of democracy.. We derive strength from God and the people.
Muqtada al-Sadr

Shafaq News/ The Sadrist movement led by Muqtada al-Sadr believes that it is not interested in the meeting of the coordination framework with the three presidencies, which was held yesterday evening, Monday, as it is a continuation of a series of meetings that do not reach real solutions.

Former Sadrist MP, Riyad Al-Masoudi, told Shafaq News Agency, "The meeting of the political forces objecting to the election results with the three presidencies did not address core issues, but rather is a continuation of a series of meetings that do not reach real solutions to the Iraqi political reality."

He added, "All forces must believe in the will of the Iraqi people and in the results of the elections, and therefore we reject meetings of appeasement and mutual concessions or meetings held under international or regional pressure."

Al-Masoudi considered that "appeasement of others with parliamentary seats or government positions will not be in the interest of the Iraqi people, just as going towards chaos is also not beneficial to the people, and we have to accept the results of the elections and go towards active participation in the political process through other roles. The political process cannot be reduced to participation in the government." .

Regarding suggestions that Haider al-Abadi will be resubmitted to head the government, Al-Masoudi said, “The Sadrist bloc is the largest, and therefore it is the one that nominates the prime minister, the President of the Republic is assigned, and representatives of the political forces in Parliament vote, and therefore these meetings will not affect the entitlement of the Sadrist movement that leads the election results and is authorized according to the number of Its largest seats are named after the government.

He pointed out that the Sadrist movement "has no red lines on any candidate as long as it is in harmony with the program of the Sadrist bloc of the government."

Yesterday evening, Monday, a meeting was held at the home of former Prime Minister Haider al-Abadi, in the presence of all the forces of the coordination framework, the President of the Republic, Barham Salih, Prime Minister Mustafa Al-Kazemi, and the President of the Supreme Judicial Council, Faiq Zaidan. Ministers, reduce tension and stop media escalation from all sides, search for legal solutions to the crisis of subjective election results, and ensure civil peace.

For his part, a political analyst close to al-Sadr's movement, Manaf al-Moussawi, told Shafaq News Agency, "The Sadrist bloc is not concerned with the axes of the meeting that was held yesterday in the presence of the three presidencies and leaders of most political forces, as he was dealing with the issue of threats against the prime minister, and therefore the Sadrist movement is not concerned with this." problematic."

Today, the leader of Asa'ib Ahl al-Haq, Qais al-Khazali, one of the most prominent political parties rejecting the election results, expressed his rejection of the election results, calling for the re-run of the legislative elections.

In statements to Al-Jazeera, which was followed by Shafak News Agency, Al-Khazali said that "the illogical results of the elections lead us to believe that they were programmed to give a party a wide margin," calling for the legislative elections to be re-run because of the accompanying manipulation.

While he questioned the attempt to assassinate Prime Minister Mustafa Al-Kazemi, he said, "We have doubts about that. Do not reassure us of the official story."

Sounds to me like; " I won, so what I say goes, and I don't care what you think might be fair..! "  The reality is the Sadrists are like the Democrats - push to get your way, regardless of the fact that most of the Iraqis did not vote for them but other candidates - they just happened to win the most seats of any party - therefore all parties who won seats should get a voice in the government. IMHO..! :salute: RON

He added, "All forces must believe in the will of the Iraqi people and in the results of the elections, and therefore we reject meetings of appeasement and mutual concessions or meetings held under international or regional pressure."

They made this statement, but it seems they want to rule outright. JMO..!
