Iraqi prime minister chairs security meeting after assassination attempt

Iraqi Prime Minister Mustafa al-Kadhimi chaired a security meeting on Sunday after a failed assassination attempt at his residence.

His media office released a photo on Twitter that showed al-Kadhimi at the head of a table with top security commanders to discuss the events that had unfolded earlier that day, when three armed drones targeted the prime minister.

Security forces intercepted and downed two of the drones but the third hit the prime minister’s residence, Reuters reported, citing state news agency INA, which heard from an interior ministry spokesman.

 

 

Six individuals on al-Kadhimi’s personal protection team were injured in the attempted assassination, Reuters reported. They were reportedly outside the prime minister’s residence in the Green Zone.

The security situation in the Green Zone, which encompasses the prime minister’s residence, government buildings and foreign embassies, was stable after the attack, according to the news service, which cited a spokesman for the armed forces commander in chief.

Al-Kadhimi’s office condemned the incident, calling it a “cowardly terrorist attack.”

 

“The cowardly terrorist attack that targeted the home of the prime minister last night with the aim of assassinating him, is a serious targeting of the Iraqi state by criminal armed groups,” his office said in a statement, according to Reuters.

 

State Department spokesperson Ned Price said the incident was an “apparent act of terrorism” that the U.S. “strongly condemn[s].”

The attempted assassination occurred weeks after Iraq held general elections that were stymied by Iran-backed militia groups, Reuters noted. Voter turnout was low in the country.

Proponents of the pro-Iran Shiite militias, which saw the largest losses in the election, have been pushing against the results.

Prime Minister Mustafa Al-Kazemi confirmed, on Sunday, that the government knows well the perpetrators of the assassination attempt and will expose them.
Al-Kazemi said during the extraordinary session of the Council of Ministers, according to a statement by his office received by “Nass” (November 7, 2021), “Last night, my house was attacked by targeting with drones directed at it directly, and this cowardly act is not worthy of the brave, and does not express the will of the Iraqis.” ".
He added, "Our country is going through many challenges that are neither a product of today nor a product of this government, and we were able to dismantle and solve the economic and health crises, and we have overcome the crisis of the collapse of oil prices, and the wrong policies of previous governments."
He stressed, "We succeeded in meeting the demand of the people, the reference and the demonstrators to hold early elections, and we provided everything the commission requested," noting that "the results of the elections, complaints and appeals are not within the competence of the government, but our duty focused on providing financial and security matters to conduct the elections."
"We prevented Iraq from slipping into a regional war, and we were able to cross the country to safety, but there are those who are trying to tamper with Iraq's security and want it to be a gang state, and we want to build a state," he said.
And he added, "We fought corruption and we will not stop pursuing the corrupt, and we will not allow any mediation for these, and they will not escape justice."
He pointed out that "we ordered an immediate investigation into the events that took place with the protesters in front of the Green Zone on Friday, and we will put any trespasser behind bars and bring him to justice, because we do not differentiate between Iraqis."
And Al-Kazemi said, "We have come to serve our people, and there are those who want to kidnap Iraq, but we will not allow it to take it from Iraq, because Iraq is greater than any attempts to dwarf it, and it will not be subject to reckless adventures, because it has a conscious people and a deep cultural heritage."
He stressed, "We will pursue those who committed yesterday's crime, we know them well and we will expose them, and the hand of justice will reach the killers of the martyr Colonel Nibras Farman, an officer of the Iraqi National Intelligence Service."
He said, "I would like to extend all thanks, pride and gratitude to all the honorable, sovereign and highness leaders and leaders of the region and the world who contacted, sent messages or issued positions in solidarity with the Iraqi state, and I thank all the political forces that expressed their support for the concept of the state versus the non-state, and confirmed that Omar The Iraqi state is long, and the advocates of non-state and anarchy have a short life.

CAIRO, November 8. /TASS/. Iraq’s Prime Minister Mustafa Al-Kadhimi has said that the country’s authorities know the names of those who carried out an attack against him early Sunday and vowed that they would be apprehended in the near future.

"We will pursue those who committed yesterday’s crime. We know them well and we will expose them," he said, according to a statement from the prime minister’s office. "There are those who are trying to tamper with Iraq’s security and want it to be a gang state, but we will not let this happen."

Al-Kadhimi said that certain forces in Iraq were opposed to the ongoing democratic change and struggle against corruption.

He stressed, "We prevented Iraq from slipping into a regional war and were able to take the country to safety. We fought corruption, and we will not stop pursuing the corrupt. They will not escape justice."

 

The assassination attempt against Iraq’s prime minster took place in the early hours of Sunday. Al-Kadhimi’s home in Baghdad’s tight security Green Zone, where foreign embassies and government offices are located, was attacked by bomb-laden drones. AL-Kadhimi said in Twitter he remained unhurt.

According to the television broadcaster Al-Arabiya, the drones were launched from Baghdad’s northern suburb approximately ten kilometers away from the "green zone." At least seven people were injured in the attack.

Shafaq News/ An agreement was concluded between political and other government parties, on Monday, to arrest three people "involved" in the attempt to assassinate Prime Minister Mustafa Al-Kazemi.

An informed political source told Shafaq News Agency, that this agreement came during a meeting held at Haider Al-Abadi's house, which was attended by the President of the Republic, Barham Salih, Prime Minister Mustafa Al-Kazemi, President of the Supreme Judicial Council Faiq Zaidan, in addition to leaders in the Shiite coordination framework presented by the leader of Asa'ib Ahl Al-Haqq Qais Khazali, and the Secretary General of the Hezbollah Brigades, "Abu Hussein al-Hamidawi.

He added, "It was agreed during the meeting that those involved in the targeting of (Al-Kazemi's) house, who numbered three people belonging to an armed Shiite faction, would be referred to the competent courts, in addition to revealing the perpetrators from the security elements that caused the killing of some of the protesters in front of the green gates."

This comes after Prime Minister Mustafa Al-Kazemi announced that he survived an assassination attempt after his house was bombed by drones, while the security authorities explained that they were able to shoot down two of three drones that targeted the Prime Minister's home in the fortified Green Zone in the center of the capital, Baghdad.

Many countries and international bodies expressed their condemnation of this attempt.

And the Iraqi security and military forces entered a state of high alert after the assassination attempt was announced, and more special forces were deployed in the vicinity of the Green Zone and the surrounding neighborhoods.

No armed faction claimed responsibility for the attack, but it came after tension prevailed following the killing of a leader of Asa'ib Ahl al-Haq during a confrontation between security forces and supporters of forces that lost in the elections that organized a protest near the Green Zone over the election results.

Shafaq News/ The Pentagon spokesman, John Kirby, hinted at "Iran standing behind the attempt to assassinate Iraqi Prime Minister Mustafa Al-Kazemi."

Kirby considered, "There are many Iranian-backed groups inside Iraq, and they have the ability to carry out the attack against Al-Kazemi," noting that "we are not in a position to accuse any party now of the attack on the Iraqi Prime Minister's residence."

Kirby reiterated, in a press statement, that the US forces have the right to defend themselves and to help defend the Iraqi partners.

And the US State Department spokesman, Ned Price, had previously confirmed that the United States reserves the right, in coordination with the Iraqi government, to respond to the attack that targeted Iraqi Prime Minister Mustafa Al-Kazemi, at the time and place of its choosing.

This comes, after Al-Kazemi announced that he had survived an assassination attempt after his house was bombed by drones, while the security authorities indicated that they had managed to shoot down two of three drones that targeted the Prime Minister's home in the fortified Green Zone in the center of the capital, Baghdad.

Many countries expressed their strong condemnation of the assassination attempt, from which Al-Kazemi survived.

Brief Analysis

Militias' repeated targeting of Kadhimi, including this week's attack on his home, emphasizes that Kadhimi has done something right in his past two years as Prime Minister of Iraq.

 

In Old English, the word harrowing” suggests a test of fortitude, of suffering through a trial, of being tempted and tormented. In Christianity, Christ goes through a harrowing after his death as he walks through hell on his way to resurrection. Iraqs premier Mustafa al-Kadhimi certainly makes no pretensions to be anything more than a man trying his best, but he too is being harrowed as Iraq passes through its customary trial of elections, horse-trading, and government formation. In the latest twist of this long and winding tale, bombs dropped by drones struck Kadhimis house in the early hours of November 7, likely meant to intimidate politicians of all stripes, though thankfully leaving the premier himself unharmed.

 

This is not the first time that militias have targeted Kadhimi and those close to him. Kadhimis first physical confrontation with Iran-backed militias came during the previous government formation process in April 2020, when nearly one hundred armed militiamen from the Iran-supported terrorist group Kataib Hezbollah (KH) surrounded Kadhimi and his security detail at the Prime Ministers Guesthouse, a kind of hotel for government officials and visitors. At the time, Kadhimis position was head of the Iraqi National Intelligence Service (INIS). Though well-protected, his men were no match for a hundred militiamen, some carrying Rocket-Propelled Grenades (RPGs) designed to blow up armored vehicles and bunkers. There had been an altercation between Kadhimis guards and KH fighters some days earlier. Then, KH took the opportunity to seize a bodyguard, rough him up, and throw him in jail—sending a message to the man who many expected would become the next prime minister. The intimidation did not work: Kadhimi did become premier, even after KHs Hossein Moanes (Abu Ali al-Askari) warned that his appointment would be considered an act of war and would burn what remained of the stability of Iraq.”

 

Fast forward to June 2020, with Kadhimi ensconced as prime minister but still living in the same villa by the Tigris River, owned by a famous writer and friend of Kadhimis. When Kadhimi ordered the arrest of a KH terrorist, the militia sent another convoy of armed trucks to his house. They parked a twin-barreled anti-aircraft gun outside as they negotiated” for the prisoners release. Unknown to most Iraqis, Kadhimi still did not release the KH member after this effort at intimidation. Instead, the militiaman was set free only months later, released by a cowed judiciary. Just weeks into his premiership, receiving shaky signals from his own military commanders, Kadhimi was not ready to risk full-scale war with the militias. 

Kadhimi is now better protected than he was then. His security measures and international backup are designed precisely to deter or defeat the small army of militia forces available to attack him. This is why the militias sent drones against his house instead. Many people have expressed shock over the November 7 drone attack, but it is not even the first time that Kadhimis house has been attacked by drones. On March 4, 2021, militias correctly sensed the beginning of pre-electoral negotiations to sideline them after the upcoming October 10 elections. They responded by throwing unarmed drones at the houses of key political leaders, Kadhimi included. A quadcopter struck his house, a forewarning of this week’s armed drone attack. 

 

As the earlier attacks on Kadhimis security detail in April 2020 showed, militias are as interested in hurting Kadhimis friends and colleagues as they are in hurting the Prime Minister himself. The Iraqi National Intelligence Service (INIS) is Iraqs premier intelligence agency, responsible for countless arrests of Islamic State terrorists and other criminals. Yet the Iran-backed militias hunt them for sport in an effort to undermine Kadhimi and the system he has established to protect journalists, protestors, and citizens from militia attacks. On March 21, 2021, militias assassinated INIS officer Mahmoud Laith Hussein in the Mansour neighborhood of Baghdad. On June 7, militias intercepted and killed senior INIS officer Nibras Farman in east Baghdad, who went down fighting with just a pistol in his hand. Civilians close to Kadhimi have been kidnapped, tortured, and sometimes killed. His network is included in the broad swath of Iraqi people targeted by militias. Kadhimi’s affiliates are on the front lines of these attacks, and live with this daily fear. 

 

Kadhimis step-by-step pushback against the militias is a frustratingly slow-burn strategy: one replacement of a compromised officer, one terrorism arrest, and one anti-corruption case at a time. But the arrests are building up, and the court cases are bearing fruit. Such work takes time, and Iraqis are rightfully impatient. Yet while any Iraqi prime minister can easily become a dictator and a death squad commander, Kadhimi does not want rivers of blood in Baghdad if steadily chipping away can reduce the risk to ordinary people. This is why Iraqs security forces arrest militiamen instead of summarily executing them, even though they may later be released due to corruption and intimidation. Rule of law does still matter to some in Iraq, and they continue to believe they can win through it rather than by going beyond it. Kadhimi is one of the Iraqis who continues to advocate for the rule of law, and the international community should recognize how rare it is to find a leader who chooses not to unleash brutality when he is under intense pressure to do so. 

 

It is also quite fitting that this time, the Iran-backed militias bombed the front steps of Kadhimis modest house by the Tigris. It was on those exact steps that Qassem Soleimani, the head of Irans Islamic Revolutionary Guard Corps (IRGC) Qods Force, stood to offer Kadhimi the premiership in 2018, were he to agree to bend the knee to Tehran and serve as their premier in Iraq. When he declined, they chose Adel Abdulmahdi instead, with his ruinous era of premiership lasting just two years. Kadhimi did become premier afterwards, but not by Irans hand, and despite the death threats of Iran and its militias. Now, as Iraq forms a new government after elections, the same militias have laid down a red line that the next premier can be anyone exceptKadhimi. That should tell us something. 

As Iraqi writers Hamzeh Hadad and Muhammad Al-Waeli noted in a 2018 Fikra Forum piece, Iraq needs a leader with vision if the country is to recover. But I would argue it also needs a quietly brave leader with a conscience and a sense of responsibility. Watching Iraq nose-dive under Abdalmahdi and begin to recover under Kadhimi has driven home to me the importance of the identity and character of Iraqs prime minister. In such a centralized system, a good premier is necessary, though not sufficient, to keep Iraq on the right path. Appointing such a leader is the vital first step that makes positive change possible. Whether Kadhimi becomes prime minister again or not, the militias efforts to tempt and torment him, and to drive him off his course, suggest he has done something right in these last two years, and that his example of staying the course against the militias should be emulated by future premiers, and supported by Iraqs friends.

The source stated in a press statement, today, Sunday, that "according to the information and available data, the committees that Al-Kazemi formed, and he continued their work directly, have reached serious and tangible results."
He added, "In the first committee concerned with the investigation of the first incident, the crowd security had an active role in the investigation and reaching results, while in the second incident, a specialized technical committee was formed to find out the process, analyze the criminal evidence left behind and reach tangible results."
The government source explained that "according to the information, it is expected that the coming days will bring surprises with the committees announcing the results they have reached, including revealing what happened in the first incident, and how things went, including the shooting, while in the assassination incident, there are Lots of answers will be present on what has been said, including documents that will be made public."
Mashreq Abbas, the political advisor to the Prime Minister, said in a tweet on Twitter, last Friday, that "in days, some facts, films, photos and evidence of the treacherous targeting operation carried out by the terrorists against the Prime Minister of the Republic of Iraq, Mustafa Al-Kazemi, will be revealed."
While Abbas did not reveal the nature of the evidence, including films and photos, that will be announced to prove the fact of the targeting at a time when Al-Kazemi’s opponents began to raise suspicions that the operation was fabricated, he did not reveal the time when these facts would be announced.
And news - unconfirmed - indicates that a special security force arrested, last week, the director of explosives control in the Ministry of Interior, Major General Sabah Hassan al-Shibli, because he detonated one of the "unexploded" projectiles that were found above Al-Kazemi's house, which it considered an attempt to mislead the investigation committee formed to investigate. On the seventh of this month, Major General Yahya Rasoul, spokesman for the Commander-in-Chief of the Armed Forces, revealed the details of the assassination attempt on Prime Minister Mustafa Al-Kazemi, and said, that the launch area of the drones had been determined, noting that "the two planes flew at a low altitude that prevents them from being detected by radars."
