 The parties referred to the evacuation of more than 2,100 shipments of military equipment from Iraq, within the framework of the continuous transition of the security relationship with the coalition forces to an advisory and non-combat role.  
The parties also reaffirmed their commitment to the ongoing partnership between the Iraqi security forces and the coalition, and clearly defined how the coalition will continue to support the Iraqi security forces through its role in advice, assistance and empowerment, and agreed to re-evaluate progress in their relationship on a quarterly basis. 
The parties also referred to the successful transfer of ownership of the equipment to the Iraqi side during the past months, which included more than 1,800 armed armored wheels, cranes, water tanks and other vehicles, which contributed to increasing the mobility of the Iraqi security forces and enabling them to protect Iraqi citizens from ISIS. The Iraqi government has reaffirmed its commitment to protect members of the International Coalition who provide advice, assistance and empowerment to the Iraqi Security Forces. The members of the coalition are present at the invitation of Iraq, in accordance with Iraqi sovereignty and international laws and norms.
 The parties also agreed to continue holding their regular sessions through future meetings with the Iraqi Security Coordination Group for the purpose of completing the discussion of the remaining steps to complete the transition of the coalition forces to the non-combat role by the time specified for it at the end of this year.

"The participating sides identified how the coalition will continue to support the Iraqi security forces through its role in advice, assistance and empowerment and agreed to re-evaluate progress in their relationship on a quarterly basis,” it said.

The command also noted "the successful transfer of ownership of equipment to the Iraqi side during the past months, which included more than 1,800 armored wheels, cranes, water tanks and other vehicles, which contributed to increase the mobility of the Iraqi security forces and enabling them to protect Iraqi citizens from ISIS.”

It said the Iraqi government affirmed its commitment once again to protect the members of the international coalition who provide advice, assistance and empowerment to the Iraqi security forces. Coalition forces of more than 60 states under the leadership of the US have been supporting Iraqi forces in their fight against Daesh/ISIS since 2014.

US forces will withdraw from Iraq by the end of December (Anatolia)

Al-Jabri said, in a press statement, that "the decision to keep US forces in Iraq is not an individual one, and the outgoing Al-Kazemi government has no right to take a decision on that," stressing that "Iraq is waiting for a new government, and an Iraq free of foreign forces."

And she stressed, "working to get the foreign forces out of Iraq, because they came to create strife and fighting within the Iraqi people," as she put it.

As for the member of the "State of Law" coalition led by "Nuri al-Maliki", Raad al-Mas, he stressed that "accepting the continued presence of these forces inside Iraq is considered political suicide."

He said, in a press statement, that "exiting the forces from Iraq is not a decision of a specific political bloc, but rather a national choice for the forces in the country, because the presence of these forces is a source of negative impact on the entire security scene, due to their repeated violations," noting that "supporting any survival forces The American forces represent political suicide, and the people will reject them.”

 

And the next December 31 is still a deadline for the withdrawal of all American combat forces from Iraq, and their replacement with military advisory and training teams, while maintaining the American air military effort in Iraqi airspace, specifically between the 32 and 35 latitudes, which includes northern and western Iraq, where it is active The "ISIS" organization, in addition to being adjacent to the Syrian territories to the north and west from the direction of Albukamal and Al-Hasakah.

US President Joe Biden had resolved the withdrawal file, during his reception at the White House, Iraqi Prime Minister Mustafa Al-Kazemi , last July. After a closed meeting with Al-Kazemi, Biden stressed that the role of the United States in Iraq will revolve around continuing training and helping Iraq in confronting ISIS, noting that the American forces "will not undertake any combat mission" by the end of this year.

 When we invaded the wrong country back in 2003 , the sovereignty held by Iraq was destroyed . In 2004 a transfer of sovereignty was given back to Iraq , ending US occupation . But not really, because most responsibilities  are still handled by multinational forces in Iraq . Iraq cannot be a fully sovereign nation while still occupied . We have a few troops over there , but the US is mostly there for technical  and defense support . But we are still there  ,also still in Germany and Vietnam . I would imagine that Iraq has a love/hate  feeling over  this support , as does Germany and Vietnam . How does a country become fully sovereign while still having foreign troops and support in country? Through negotiations like this !

The expert in security affairs, Ahmed Al-Sharifi, told Al-Sabah that the solutions lie in accelerating the formation of the government, which must develop a special program for the security and military file, calling for the US withdrawal to be carefully read according to practical and objective data, not according to the emotional dimension.
He added that the military leaders are required to develop a strategy for withdrawal, so that we do not find loopholes that we are unable to fill and that would cause a security and military setback, calling for the adoption of a clear and detailed plan for how to implement the mechanism for limiting weapons in the hands of the state, in order to prevent any security vacuum that may accompany the implementation of these steps.
He pointed out that there has been a significant growth in the combat skills and armament capabilities of our forces, and they are now able to hold the ground on the ground, pointing to the need for our forces to strengthen and enhance the air effort to support our ground forces, to rise to the level of reassurance among the allies of the international coalition.
 In turn, the security expert, Muhammad Al-Rubaie, stated that the pre-emptive security operations terrified the terrorists and greatly affected the movements of ISIS gangs, which lost many of their elements and it became difficult for them to carry out major attacks, stressing that the security situation in general is better than before, and it is constantly escalating, due to the citizens’ cooperation with Security forces in reporting terrorists.
