In northern Kirkuk, dwindling villages live under threat of ISIS
31 viewsNov 8, 2021

Rudaw English

The quiet farming village of Liheban sits at the foot of Mount Qarachogh, in northern Kirkuk province. It and six other villages in this area are located within territories claimed by both the Iraqi federal government and the Kurdistan Regional Government (KRG). There is a gap between the forces of the two governments, leaving villagers to fend for themselves against militants of the Islamic State group (ISIS) who take advantage of the security vacuum.

A few days ago, four gunmen claiming to be ISIS visited Liheban.

“They entered the house and immediately took the phone. I was very ill at the time,” recalled villager Haji Mohammed Hassan. “They tried hard to convince me to go with them, but I said, ‘I can't go with you. I feel drained.’ I had a fever and chills.”

One of the men spoke Kurdish and the other three were Arabs.

“ISIS gunmen have attacked us,” said farmer Asaad Fayaq. “They have infiltrated the village. They have been patrolling the village and entering some homes.”

The Iraqi army: There are no obstacles to normalizing the normalization agreement in Sinjar (John Moore/Getty)

Today, Sunday, an Iraqi military spokesman confirmed that the town of Sinjar, 110 kilometers west of Nineveh Governorate  (in the north), is under the control of the army, in the first response to previous reports that the city and its suburbs continue to be subject to the militants of the Kurdistan Workers Party (PKK ), despite the passage of more than a year. On the signing of the agreement to normalize the conditions of the city between Baghdad and the Kurdistan Regional Government. Since October of last year, the Iraqi government and the Kurdistan Regional Government have
concluded the normalization agreement in the town of Sinjar, which aims mainly to expel non-Iraqi armed groups from the town, in preparation for the return of its displaced, of whom about 80% still refuse to return due to the tense situation in the city. .
According to the spokesman for the Army Operations Command, Major General Tahsin al-Khafaji, "there are no obstacles to the implementation of the Sinjar Agreement. The agreement continues, and the security forces are present and will not allow any party to obstruct it."

Al-Khafaji indicated in a statement to the official Iraqi News Agency (INA), that "the security forces from the local army and police are deployed in Sinjar, and that all entrances and exits to the judiciary are controlled, and there are no armed manifestations inside it."
What is confirmed by the Iraqi army leadership contradicts reality, and with what the officials of the Kurdistan region say, who assert that the armed factions in the town (elements of the Kurdistan Workers Party and the Popular Mobilization) prevent the implementation of the agreement.
The Minister of Interior of the region, Reber Ahmed, had recently confirmed that "the Kurdistan Workers' Party and militias cooperating with it, as well as security agencies, bear the responsibility of preventing the implementation of the agreement to normalize the situation in the town."
And he indicated that "the agreement has been concluded for more than a year, and that Prime Minister Mustafa Al-Kazemi has confirmed on more than one occasion that his government is serious about implementing the agreement, and that it will not retreat from it."
Ahmed stressed that "Sinjar today is under occupation by non-Iraqi forces, represented by elements of the Kurdistan Workers Party, and that the party's militants are supported by outlaw Iraqi militia groups, which help the party by imposing its control and influence on the town, and that these parties impose their will on the people despite their suffering."

In the context, an official in the Iraqi Kurdistan Regional Government confirmed to Al-Araby Al-Jadeed that "the regional government discussed the file with the United Nations envoy to Iraq, Jenin Hennis-Plasschaert, and with the American side, after the Iraqi government was unable to implement it."
The official added, "We got promises that (the United Nations and Washington) would intervene to implement the agreement," noting that "the regional government does not trust the government's promises, nor does it accept backing out of the agreement."
He stressed, "We hope for a government move to prove its ability to implement the agreement, by strengthening the official military presence, and removing the armed factions that prevent the implementation of the agreement."
The Baghdad government promises to implement the agreement to normalize the situation in the city of Sinjar, but it is facing difficulty in doing so, due to the refusal of the PMF and PKK elements to withdraw from the town, while the government avoids resorting to a policy of imposing a fait accompli, in order to avoid the consequences that may result from this and the possibility of confrontation with armed groups.

Shafaq News/ The mayor of Sinjar district, Mahma Khalil Ali Agha, diagnosed on Monday the reasons for not implementing the Sinjar Agreement, despite the passage of a year since it was signed between the governments of the center and the region, with the blessing of neighboring countries and the world.

Ali Agha said in a statement received by Shafaq News Agency, "The Kurdistan Workers' Party, some armed factions, and outlaws who obstructed the Sinjar Agreement, to maintain the absence of state prestige, the continuation of their personal and economic gains and their continued trading in contraband that generates huge sums of money."

He added that "the failure to implement the Sinjar Agreement is a weakening of the state's prestige, and granting bully to the PKK and the forces that came from outside the borders and some armed militia factions," noting that "some statements that convey false information are incorrect about the real situation in Sinjar."

Ali Agha promised, "There is no alternative but to implement this agreement, which is a popular and constitutional demand," noting that "the recent elections demonstrated the people's desire to implement this agreement to exclude those who obstruct the agreement and tamper with the city, and to refrain from submitting to these illegal forces."

Agha appealed to the "federal government to implement the Sinjar Agreement with its five articles, which are administrative, security, expulsion of the Bakaka, the reconstruction of the city, the construction of major economic projects, the return of the displaced to it, and the advancement of services."

He stressed that "the implementation of the agreement will make everyone reap its fruits, as it guarantees the extension of security, the return of the displaced, the establishment of the principle of peaceful coexistence, the expulsion of strangers, the control of borders and the provision of services."

Sheikhs, dignitaries and intellectuals of Sinjar had previously called for the implementation of the agreement between the federal government and the Kurdistan Regional Government regarding the normalization of conditions in the judiciary, revealing that "uncontrolled groups" had turned places of worship into "cattle pens."

On (October 9, 2020), Baghdad and Erbil reached an agreement to normalize the situation in Sinjar, providing for joint administration of the judiciary in terms of administrative, security and service aspects.

ISIS had invaded Sinjar district in 2014 and committed a massacre against its residents, before the Peshmerga forces retook it the following year.

However, the Iraqi army, backed by the Popular Mobilization Forces, invaded the region due to the tension between the region and the federal government, against the backdrop of the independence referendum in 2017.

The Iraqi authorities installed new officials in the judiciary to replace the elected officials who withdrew from the area to Dohuk Governorate when Iraqi forces advanced.

There are currently two local administrations for Sinjar, one of which was appointed by the authorities of the federal government, and the second is the elected government, which conducts its business from the governorate of Dohuk.

The anti-Ankara Kurdistan Workers' Party has also formed a loyal faction there called the "Sinjar Protection Units" and receives salaries from the Iraqi government as a faction under the umbrella of the Popular Mobilization.

Report: Islamic State attack on Iraqi village leaves 12 dead

 ASSOCIATED PRESS

IRBIL, Iraq — An attack by Islamic State militants on a village in northern Iraq killed at least 12 people, including a number of Kurdish forces, Kurdish media reported Friday.

The attack took place late Thursday in a village in the Makhmour region, triggering a confrontation with Kurdish peshmerga forces. Among the dead were nine peshmerga and three civilians, private broadcaster Rudaw said on its website.

Masrour Barzani, prime minister of the semi-autonomous Kurdish-run region, offered condolences to the families of the dead in a statement Friday. He said ISIS has become "a real threat" in territories disputed between the Kurdish region and the federal government in Baghdad.

This requires "strong and firm cooperation between the Peshmerga, the Iraqi army and the (U.S.-led) international coalition as soon as possible," to stop ISIS expansion and organization.

Makhmour is located across a band of disputed territory in northern Iraq where ISIS militants have exploited security gaps to launch attacks.

There was no claim by Islamic State militants for Thursday night's attack and details were not immediately available.

ISIS was defeated on the battlefield in 2017 but attacks targeting Iraqi security forces — including Kurdish peshmerga fighters — remain common. Militants are still active through sleeper cells in many areas, especially across a band of territory in the north under dispute between federal Iraq and the semi-autonomous Kurdistan Regional Government.

The U.S.-led coalition to defeat ISIS has announced the end of its combat mission and said troops will withdraw from Iraq by the end of December. Advisers will remain to continue to train Iraqi forces.
