The Iraqi President, Barham Salih, stressed that the Middle East region is witnessing a transitional phase, noting that the presence of a secure and stable Iraq is an element of balance in it.

According to a statement published by the Iraqi presidency on its Facebook page, Saleh said: "The Middle East is going through a decisive and transitional phase , and the egg of this phase and its balance is Iraq, and what will happen in it will have great consequences for the whole region."

Saleh explained his vision of his country as an element of balance during the next stage, saying: "Iraq represents the meeting point of the Arab and the Kurdish, the Shiites and the Sunnis and the rest of the sects, and a regional point of contact between the human masses of Arabs, Persians and Turks."

The Iraqi president's statements came during his participation in the Forum for Peace and Security in the Middle East, held in the city of Dohuk in Iraqi Kurdistan.

He explained that the coming period in Iraq is a stage of major entitlements, which requires delving into its major problems to establish the foundations of good governance, pointing to the importance of resolving the election results legally and constitutionally, and graduating by forming a government that meets the rights of Iraqis.

He added that the outstanding problems between the federal government and the Kurdistan region must be resolved through a real dialogue in Baghdad, in order to overcome the annual problems that occur regarding the budget and other issues.

Regarding the challenges, Saleh said that "the region faces common challenges represented in combating violence and terrorism and the economic challenge," adding that "the region needs infrastructure such as roads and railways, which would link economies with each other, to provide job opportunities for the increasing number of young people."

The Iraqi president spoke of a number of "dangers" shared by the region, including "the danger of climate change and environmental problems from desertification and water scarcity, " noting that "it can only be dealt with through regional cooperation to transform our economies into a green economy."

In his speech at the Middle East Peace and Security Forum in Dohuk governorate, Mr. Al-Hakim said: “We were the first political entities to congratulate the winners of the 2021 elections, despite our possession of many evidence, documents and questions that affect the entire electoral process and its clear violations, but that did not prevent us from: Adhering to the democratic option Believing in the peaceful transfer of power and the necessity of relying on peaceful mechanisms and legal methods of objection, as well as respecting the choice of voters and participants in the electoral process.

And he stated that "changing the members of the commission and the electoral law did not lead to a broader participation of voters, which put us in front of a minority of participation, which led to a winning minority, and the non-winners formed another majority that joined the list of abstaining from the original participation, and this result will put us in front of a ruling minority that is self-worried and worried for the majority."

Mr. Al-Hakim pointed out that "the elections did not produce clear political balances in terms of a decisive numerical majority or close and homogeneous blocs that form a comfortable and mutually agreed majority on a solid government platform for the next four years."

He said, "We see it necessary, at this stage, to create real solutions and understandings on 3 levels: The first level: finding a formula of understanding and cooperation to get out of the political blockage that has occurred for the purpose of forming a strong and stable government capable of managing its responsibilities properly, and the second level: addressing the consequences of the current electoral process." With a serious review of the electoral law and the commission and its procedures, and the third level: restoring confidence between the public, its democratic system, state institutions and political forces.

Mr. Al-Hakim called for "a national and expanded political initiative that brings together all the winning forces (at the level of seats or votes), at the level (accepting the results or those who oppose them) and at the level (large forces or young and independent emerging forces), to develop a formula of understanding that leads to rebalancing the political process. Through a comprehensive national agreement, adopted by everyone, with clear and practical mechanisms, points and timings,” stressing that “there is no doubt that such an agreement needs awareness and sacrifice from all parties, without harming the rights of the winners or jumping over the demands of the objectors, to move forward and get out of the bottleneck, Bypassing tension, tension, and political suffocation.”

He continued: "We also recommend and warn of several important matters in this regard:
First: the necessity for all parties to adhere to legal and peaceful mechanisms of objection and negotiation.
Second: Considering Iraqi blood a red line that cannot be crossed by everyone.
Third: Commitment to independent national dialogue away from foreign interference. All kinds and parties
Fourth: The necessity of addressing all electoral premises and outcomes in any future agreement
Fifth: Establishing clear mechanisms for resolving disputes during and after the formation of the government
Sixth: Lifting prior vetoes and rationalizing the negotiation ceilings by all parties
Seventh: Showing the highest degree of flexibility, containment and reassurance For all parties participating in the negotiation
Eighth: Respecting the choices of the parties that wish to participate, oppose, or oppose, governmental or parliamentary.
Ninth: Dividing roles between the government and the next parliament in terms of enabling the winners in the government as well as the opponents and abstainers in parliament to find a state of political balance.
Tenth: The national agreement paper is to be voted on as a parliamentary decision in its first official session.

And Al-Rikabi said, "Our waiting for the results of the elections does not mean reaching a political blockage, but rather confirms the quest to reach a consensual government that will lead us to political solutions."
He pointed out that "everyone today is seeking solutions with different components, and we cannot bear the escalation and the need to proceed correctly to reach them."
The head of the National State Forces Alliance, Mr. Al-Hakim, called during his speech at the Middle East Security and Peace Forum held in Dohuk today, Tuesday, for a "national, political and expanded initiative that brings together all the winning forces (at the level of seats or votes) and at the level of (accepting the results or those who oppose them). And at the level of {large forces or young and independent emerging forces}, to develop a formula of understanding that leads to restoring balance to the political process through a comprehensive national agreement, adopted by everyone, with clear and practical mechanisms, points and timings.

"We hope that the elections will end with legal and constitutional results and will result in the formation of a government that meets the rights of Iraqis," Saleh added, at the Middle East Peace and Security Forum in Dohuk.

The President of the Republic pointed out that the Middle East is in a critical transitional stage, and the center and balance of this stage is Iraq, and what will happen in it will have repercussions on the whole region .

He pointed out that Iraq is a meeting point for Arabs, Kurds, Shiites, Sunnis and other sects, and a regional point of contact between Arabs, Persians and Turks .

Salih stressed that Iraq has achieved an important openness to the neighboring countries and the region, and the various countries of the region met with each other in Baghdad, but they agree today that a stable Iraq serves the interests of all .

Shafaq News/ The Prime Minister of Kurdistan Regional Government, Masrour Barzani said on Tuesday that the federal government has never sent 17 percent of public budgets to Kurdistan Region, while noting that his government has not pressured Kurdish immigrants to leave the country to the Belarusian-Polish border.

Barzani said in a press interview on the sidelines of the "Middle East Peace and Security Forum" in Dohuk, organized by the American University, that the issue of immigration is a matter of deep concern to us. The safety of Kurdish citizens at European borders is also important to us.

He added that these migrants did not leave under pressure from the Kurdistan Regional Government, adding that part of the migrants left of their own volition, and took the legal paths, and the other part was subjected to fraud by smuggling and human trafficking networks.

Barzani went on to say, "Although the federal government has not sent us salaries for several years, we have provided 100,000 job opportunities, asking: Why do people come from other countries and from the rest of Iraq to the region to work?"

The head of the regional government continued by saying: We asked the population in Europe to provide assistance to the migrants, noting that the regional government is working to return the migrants.

Regarding the economic situation in the region, Masrour Barzani said that 85% of the region’s revenues go to financing the salaries of employees and workers in the public sector, noting that the government is not only responsible for those who receive salaries and we cannot rely on oil revenues to finance it and advance other sectors.

He stressed that the region is rich in agricultural and industrial wealth, and these wealth can be used to diversify sources of income, pointing out that "we have major economic problems and if we did not carry out the reform process, a collapse in the region would have occurred."

The head of the regional government stressed that the most problems they faced were the political, as well as the issue of the displaced and refugees, which burdened the government a lot.

He went on to say that the federal government never sent 17 percent of the public financial budgets to the Kurdistan Region, but sent less than 13 percent, and that Baghdad did not send any sums of money during six months of the year 2020.

Ahmed said, "The Sinjar issue is very sensitive because it is an issue that represents more than a specific geography, and it is the issue of a major component, namely the Yazidis who have suffered what they have suffered at the hands of ISIS and the genocide that took place in the Sinjar region and the tragedies that followed, and their displacement to the regions of Kurdistan Region and their shelter in the camps." On (October 9, 2020), Baghdad and Erbil reached an agreement to normalize the situation in Sinjar, providing for joint administration of the judiciary in terms of administrative, security and service aspects.

ISIS had invaded Sinjar district in 2014 and committed a massacre against its residents, before the Peshmerga forces retook it the following year.

However, the Iraqi army, backed by the Popular Mobilization Forces, invaded the region due to the tension between the region and the federal government, against the backdrop of the independence referendum in 2017.

The Iraqi authorities installed new officials in the judiciary to replace the elected officials who withdrew from the area to Dohuk Governorate when Iraqi forces advanced.

There are currently two local administrations for Sinjar, one of which was appointed by the authorities of the federal government, and the second is the elected government, which conducts its business from the governorate of Dohuk.

The anti-Ankara Kurdistan Workers' Party has also formed a loyal faction there called the "Sinjar Protection Units" and receives salaries from the Iraqi government as a faction under the umbrella of the Popular Mobilization.

The entire M.E. Is a Shiite show. The issues they ( sincere peoples & politicians ) face are hugely complex: not everyone there entertains the ideas of peace, love, understanding, security & stability. 
Violence, war & terrorism is Big Business globally. I was speaking not so long ago with my wife about this. She observed that having been in several wars, many like me see the folly of all. It’s a double edged sword. You are fighting to protect free peoples from the tyranny created by those that are directly connected to the Great Military Industrial Complex: they want to keep the grinding the grist for whatever the Death Mill requires.

Good luck to MEPS, it’s an uphill battle.

Yesterday, Wednesday, the work of the Middle East Peace and Security Forum concluded at the American University in Dohuk, which witnessed a large official presence.

This came during Barzani's reception to the President of the Republic, according to a statement issued by the Presidency of the Territory yesterday, Wednesday.
The statement stated that during the meeting, views were discussed and exchanged regarding the situation in Iraq in general, the stage that followed the voting process, the Iraqi parliament elections and the results they produced, the relations between Erbil-Baghdad, the efforts made within the framework of forming the next Iraqi government, and facing threats. Al-Hakim added: "We stressed the importance of conceding to Iraq and the public interest, and the importance of forming a government capable of achieving the aspirations of the Iraqi people in terms of services and job opportunities and ending outstanding issues and the stage of previous sessions. The patriotism that we presented represents our vision for a solution to the current crisis without asking for a role in the next government."
On the sidelines of the forum, Al-Hakim met with the President of the Kurdistan Region, Nechirvan Barzani, and the President of the Regional Government, Masrour Barzani.
